    The most famous/important prisoners live on the upper tiers of the massive, world-wide prison, and are almost treated like royalty (like you see in mafia movies). There is a huge force of mercenaries that come through and get paid to do bounty hunter work on nearby planets, while the enforcers are there only to stop riots. After all, outside of the prison walls, where the fuck would these people even hope to go in the boiling-water temperature?

    The warden likes to keep an obscene amount of enforcers merely because he fashions himself a Caesar and, from atop the prison's spires, he and the richest prisoners bet on the outcome of coliseum games.

    How the fuck would ships land? Whoever comes into the summer-half would be roasted alive by the immense temperature, in their own ship as a matter of fact. In the winter half, massive turbulence and storm will probably knock the ship out of the sky - not to mention any land would be submerged by the migrating ocean.

    Perhaps a hive spire tall enough to stick out of the massive ocean? Or would that end up being melted in the summer?

    In spring, the oceans are literally boiled away until all that is left in the summer is a wasteland where you're roasted alive. In the autumn, the weather cools down and half of the world is suddenly hit by a flashflood. By winter, you've got a humid ocean covered in stormy weather.

    Hmm, I just thought of why it could be called a pleasure world; the guards of all the prisons live like kings. Think about it; they live on the prison complex, in a nice and cool suite, where they live like they were a High LORD of Terra. The warden was the best, though; he is always in his suite, as it doubles as an office. He gets way better accommodations, and lives at the coolest part of the complex.

    Could be valuable resources beneath the surface. Perhaps the Imperium offered the world to the Adeptus Mechanicus, the Adeptus Mechanicus told them to fuck off, so they shrugged and rather than let those resources go to waste, they deployed a void shield generator into a hemisphere where it was summer at the time and got to work using prisoners to create a basic complex that would hold together before the rains and the tides came.

    When winter comes, the prisoners are sent into the depths of the planet to mine valuable resources.
    When summer comes, the more unfortunate prisoners are sent to the surface to help expand the complex. Survivors usually come back with bionic legs after the flesh was steamed off of their old ones by the boiling one-foot ocean.

    Ok i've been doing some thinking about this planet's heat problem. I remember seeing a Documentary on Venus. The heat would have made things harder for most if any plants or algae that converts CO2. Without that happening you get some serious problems. Acid rains will eat away at the rock and the oceans will start to carbonate. This is bad shit.

    It starts a runaway global greenhouse effect that continues to up the temperature. Nothing on the surface is going to survive. Yes winter might allow a habitable time of the year but so what? Plants arnt going to spring up from acid soaked ground that's become hard as iron.

    We're not trying to make this into an enjoyable pleasure cruise planet. It's a hell-hole, where the wealthier prisons can get the priveleges of sitting in nice, cozy, deep bunkers, away from the harsh surface landscape.
