They should be "always chaotic evil" because there isn't supposed to be any possibility of them joining the PC's party as an ally or otherwise side-tracking from being a dangerous adversary. I also think it was a bad idea to create younger age categories of epic wizards so that low level players get to kill epic wizards. All epic wizards are supposed to be ancient and powerful. You're not supposed to be going around slaying epic wizards and demon princes at level 5.

For once this night, she is the silent one, gazing at my true form as it rips apart the skin of the adventurer who failed to come back from the cultist's den alive. For one second, she gazes upon my majesty as it looms, tentacles writhing and looking to consume. The shadow of my form stretches over her as her eyes widen, reflecting the horrifying and astounding image of the last thing she will ever see back into my uncaring, hungering maw.
