    The Endless Isles.

    A world where the legendary Two-Dagger Torriaeu stole away Death herself, leaving the door to immortality open for any who choose to take the Final Oath.

    A limitless ocean, scattered with islands, archipelagos, and atolls of all sizes and varieties, but no true continents where an ordered nation could set up entirely land-based industry.

    A society where piracy is so common, almost everyone has tried their hand at it once.

    When death is optional, everything of consequence must cross wave, and geography prevents policed trade lanes or true nations with navies from forming, the only way to get things done is to play the Grand Game. Sail the waves, prove stronger and more cunning than the other Deathless cutthroats out there, and buy or seize any cargo needed at whatever islands you control or can trade with... for a hefty cut of the finished product, of course.

    You want to enjoy the rest of eternity? You want excitement and hedonism, wealth and wine and the thrill of a good fight?

    While almost everyone is constantly moving around and partying all the time, the outcastes are settled down in settlements that are actually capable of producing goods and services that are needed for pirates to exist.

    Parents tell horror stories about settlements full of content people.

    Of course, all but the largest of islands are incapable of sustaining a lasting settlement, since piracy and the large quantities of trees that must be cut to continuously build new ships strips islands of resources extremely quickly. This results in the world's population being mostly organized into an ever-expanding ring of people, sailing outward from some forgotten centerpoint. Constantly settling new islands, ripping all resources from them, and moving on. Even islands that are large enough for long-term settlement are abandoned as trade possibilities disappear as most of the population keeps on their ever-outward journey.

    Of course, new settlements have to be founded SOMEHOW. Aside from long-established families and pseudo-nations that help each other set up somewhat fortified and defended settlements, trying in vain to make a decent living in a world of thieves, new settlements are founded by those 'rebellious teenagers.' They go out with a group of their peers and sail far out ahead of the currently populated ring of islands, establish a colony, and do as best they can. They live like this for several decades before the ring catches up with them, at which point their settlement either becomes a rich port, or is destroyed by pirates, any survivors becoming slaves on pirate ships or turning to piracy themselves.

    also, there are sea barons who control an bit of turf. Some may delve into politics, making deals with other barons, trade escorts, appealing to the woes of their inhabitants. But these are only sparse and short lived
    most are the closest thing since King Louis to a form of government in the isles.

    you swear an oath to Torriaeu and when you are killed (though you age indefinitely), you're able to return to your birth place and regrow a body (a painful experience), stopping when you think you've reach a respectable age. You may still reproduce, causing an ever expanding population and need to expand to the fringe for resources. The overwhelming population combined with the sea, need for trade and immortality to those who swear to the crew of a pirate, constantly produces more buccaneers. though there are some who despise the oath and set out hunting pirates, should they come across a boat.

    great great story, but you might want to mention the rebirth further into it. It should really be easy to put in without changing anything drastically. a "slain so they could begin the long trek home." here and a "They kill them knowing they come back, kill them over and over until all they do is plead for forgiveness and throw themselves to the keep (assuming you wish to set this in Dead Wind Keep as it would fit well) Also, there was a king named King Louis, whom Louisport was named after, as it was the only port in the core that he could not take.

    Basically, you have a world where:
    a, resources are very limited.
    b, the people that product nothing themselves live forever
    c, 'society' is constantly moving outward, leaving nothing behind in their wake.
    d, when these worthless non-producers die, they return to the middle of this ring of nothing, to return to a land that is most likely already stripped of anything of value and no way to leave.

    Ironically, the terms of your reincarnation would likely mean that any pirate with half a brain goes about securing his birthplace so that when the inevitable happens, he isn't doomed to be marooned forever.

    only certain resources, such as wood, are strained. There is a good number of farmers and fishermen who live in settlements, producing food for pirates or traders when they come to port. The rarity of ships keeps many people landborn and having to produce something.

    The oath is very well known and any man afraid of death can take it, meaning that a farmer who doesn't want to die can swear himself away and continue raising live stock until crusaders visit his home and take him away. The threat of crusaders visiting home towns is great in the core (which relies on agricultural and fishing trade) that many tend to stay away from the oath, but it's not to say that they're not there.

    With the immortals able to reproduce, they are simply sending their following generations out further while they stay in the core, there is still plenty going on there, where everything is mapped and merchants flock in from the fringe to sell goods to wealthy barons.

    again, it's not stripped down to nothing. Most likely their own village is still there and if they're born in a village that promotes piracy, they will likely find a ship out. If not, they will have to wait for a ship to come by or try and swim/raft to the nearest port. they have a while to try at least.
