Essentially, it's an ability that pairs off with Mad enhancement for evil entities, especially those that behave like fey. Speaking, or in some cases, thinking their name, allows them to know of your prescence. Since it's a NP for Berserker, not only does it do this, it also boosts basic stats one rank when it occurs. Skinbro's version also alerts the one who triggers it and causes fear.

Skinbro isn't capable of much else while seeking out the Speaker. It's how his Mad Enhancement works. Without it, he's an inordinately durable Caster.
