It's still early afternoon, but no time is too late for pancakes. You sit up, pulling the covers over your undressed state, and look this way and that for the ship's cargo hold. Finding a door and the elven tasteless rations, you bring forth your magic, transmuting them into two plates of pancakes. You quickly get dressed yourself, and make your way abovedeck- and you're at one of the elven prisms, apparently, and Kaliel is speaking with a keeper.
"I was given this scrip as proof of ownership, signed by crafter Kiyara for services rendered." She said. The keeper took a look at it, read both sides, and then nodded.
"Welcome, Wizard Kiyara." He said, and bowed.
"Thank you." She responded, and the elf made his way away. She gave you a grin.
"I thought you were asleep." She said.

"Which prism we at?"
"We're at one of the easternmost prisms." She said. "I wanted to take a look at some goats before we go further south."

"Not far, just a short walk to one of the nearby villages." She responded, and took another bite. "This is delicious." She said.

"Well then, come on." She said, and gave you another kiss. The two of you finished your pancakes, and the conjured plates vanished into nothingness. "Make sure to bring Rikar. With my luck, we'll end up having to fight every goat on the continent." She said, with a giggle.

The two of you get off the ship, looking down from the balcony. Other than the eastern sea below, you see a port to the ocean, a large farming village full of Galadriel's Light, several goats amboling around inside of a pen, and a strange, stone monument.
"Let's go, shall we?" She asked, and the two of you went down the stairs down the prism, until you finally got to the ground. The two of you enter the village, where the elves seem to ignore you, for the most part.
"Excuse me." Kaliel said, speaking to one of the elves who were watching the goats with a wary eye.
"Yes ma'am?"
"I'm a traveling wizard, and I'd like to examine any dire goats, if you have them, for my studies.
"Well, they keep getting into the Galadriel's Light..." He said, after a moment, and touched his chin. "There's the big one in the back you can examine. He ain't no use anymore because he gets angry when you prod him."
"Thank you." She said, and gave him a smile. He opened the gates to the pen for you two, and Kaliel immediately walks toward the back. Instead of short, nubby horns like the rest, the dire goat had four, sprawling, sharp horns, and it was nearly twice as large as the others.

"Hang on, Kali." You say, and bring forth your magic, trying your best to calm the goat. It's head bobs, slightly, and the thing's eyes half-closed.
"... You know I was just going to send it to sleep, right?" She asked, and gave you another smile. She knelt near it, and raised her hands, gently running her fingers through the goat's rugged, tangled fur. It bleated at her, half-heartedly, but your spell held sway.

She pulled out her papers, and quickly started scribbling. You see that the largest, most significant markings were bolder, and they seemed more individual, compared to the smaller, more numerous ones, which were little more than dashes and curves.
"The larger ones say what shape the animal is in." She mumbled to you, as her words calmed the beast. "The smaller ones say how thick the fur is, or the color, or how large it gets."
After a few more minutes of mumbling, she finally pulled her hand away, and the goat was completely snoring, asleep.

"Now I just need to do that to another goat." She said, looking this way and that. She walked over to one of the smaller goats, and started to touch it- but it leaped away adroitly, bleating at her- it sounded almost like laughter.

The tunnel led you further down, past the point where vines turned into soil, and soil, into stone, deeper and deeper down the tunnel until you heard a strange humming, and saw a bright glow.

Kaliel took a few steps around the corner, and you followed. It was a large chamber, with two enormous crystals, standing in the back of the room, next to a perfectly smooth stone wall. The crystals were... strange, a dark red, and pulsed as they hummed.

The dragon's one remaining eye rolled to you and Kaliel, ignoring the fact that it has no scales on most of it's head. It didn't move an inch, completely alone.

"Fleshwarper, are yoooou?" It asked, the eye rolling toward Kaliel, it's jaw moving only a fraction.
She squeaked in response.

Recently Queen Ishelda just up and left her kingdom for some fling with someone you could quite easily consider your younger sister. Cousin maybe. At least this time she left someone to help you out though, her father Abel. A man who refuses the throne, but is greatly experienced with matters of state. He's offered to help you with anything as long as he doesn't have to do the math himself or make any big moral decisions. More of an advisor than anything really, which suits you just fine.

The Southern road has been finished, and can now be considered a proper road for 70% of its total length. The remaining 30% is just plain missing, and consists mostly of hard backed earth.
The quarry has begun producing stone. Currently it has a stockpile of 5 stone units.

For fertilizers, it's been strongly suggested that the nerv'ghaul or nerfs have the most amazing fertilizer on the planet. Importing soil would be possible, you'd need to discuss it. Marigold would know how much you'd need, and you could contact the elven council to ask how much they'd be willing to sell the soil for.

Fields for the nerv'ghaul are already being set up. Marigold was able to do FAR more than the 3 acres she originally quoted you somehow. No, it only includes keeping the roads paved and even.
Basic guard towers would consist of little more than a shack and a mast sticking out of the ground with a crow's nest. It would cost 25 lumber to implement per road, and increase travel.
Something more advanced would involve using stone, but unless you wish to import that stone, you won't have enough this week. It would require 15 stone and 50 lumber and consist of a small cottage and a tower with an actual foundation.

Raziel can control 1,000 undead at a time, but has a total of 5,000 potential skeletons. If one is damaged beyond usability, another will awaken from the crypts and leave to take its place. 4,000 are currently dormant, but usable.
500 skeletons are currently working on the road, and another 150 are working in the quarry. The remaining 350 do routine repairs on the city structures or return to the crypt if they have nothing to do.
Most of your citizens have their own jobs, the vast majority of which is farming or trading.

Long term plan of when we get the magic school up and running, which will take a while, is that we have Necromancer apprentices take some of the load for that. On the job training and all that.

We're fine on lumber and we get plenty of it, get those guard towers up, prioritizing the most used roads, basic ones for now, we'll improve them when we have more stone.

There aren't any active undead that are out of Raziel's control within the nation, as far as you are aware. You suppose there could be some rogue necromancer somewhere, but if there is, they've kept rather quiet.

There are plans for a scholomance in the estimates. It's a rather ostentatious structure, almost rivaling Sanctuary in quality, though not in size. It would require 50 stone units, 20 lumber units, and at least 8 specialist wizards to actually teach it. If a specialist wizard is teaching, they'll be able to devote less time to any construction projects.

We can put them on quarry duty after we've built the guard towers if there's nothing else we need them for, but we do already have a stone income and the guard towers are really important. Starting the academy now is pointless. What are we going to use a half-built building for? We don't have enough resources to finish it or enough teachers to man it yet. I would only do it if we had spare resources and manpower laying around, and we don't.

Mutants are certainly a nuisance, and certainly dangerous, but they're far from the only things on the road. Recently there have surfaced reports of bandits having taken to highway robbery on the southern road, especially near the border, and trolls on the northern road. There are also large mutant spiders that come out at nightfall, and wolves are reported to be making a comeback in the forests around Sirius province that could theoretically work their way into the wastelands.
Your guards most certainly would not be doing nothing.

You'd be paying out the nose at that price, but you could certainly afford it.

Rebuilding the bridge would entail the creation of a new road since the old one no longer exists at all. Just that would require more workers. Bringing it up to the standard of the southern road would require 50 stone units.
The actual building of the bridge itself would take "only" 100 stone, and 35 lumber - but the Elves say they'd be willing to provide your half of the bridge in materials if you'll pay for it. 1,200 dracons.

Magically the provinces are all lacking compare to what they'd like to be at. They seem to have plenty of willing students - almost all of whom are forced to learn on their own.
While they would certainly send as many prospective students as they could your way, even offering to pay their tuition, they're much less willing to part with the court wizards they already rely upon. You do get a few names and general locations of more hermit-like wizards however, and if you could convince them to pack up, move to New Arcturus and teach, they'd be an ideal source.
One or two also suggest you look to the Elves, as the notion is that they're overflowing with magic.

Actually they're probably the dominant naval power in the world right now, and your biggest rivals in terms of trade by virtue of completely dominating every port in the northern hemisphere. They have the most used currency in the world
It's just not noticeable quite yet because you've been dealing exclusively in land based trade. This bridge is actually a pretty huge deal in a geopolitical sense, because for the first time in centuries the Provinces will be able to trade with other nations directly, rather than almost exclusively through the Orcs.
