In terms of Game Theory it'd be an interesting strategy to tell everyone that your Servant was Cain. EMIYA isn't a Heroic Spirit, he's a counter-guardian. The jewel Rin used to summon a Servant was so closely tied up with his history as Emiya Shirou he wound up being summoned as a Heroic Spirit. It's why he remembers alternate Grail Wars (kinda) and why his appearance was so dramatic. He just blamed it on Rin's legendary bad luck, and claimed amnesia to boot.

It's more like all heroic spirits are used as counter-guardians, but not all counter-guardians are heroic spirits. Some future Shirou cut a deal with Alaya for power in exchange for service after death, so he gets the work of a CG without the benefit of a heroic reputation and global adulation. Quite the opposite in fact.
