You are princess Lydia Tannhäuser Von Cygnus Gates the third. Second in line to the throne, and recently named director of the Royal Rocketry Corps. Thanks to your success, the Royal Astrological Society has entrusted you with two terrible secrets. First that mankind originated in the stars and settled on earth for unknown reasons, and secondly that we are not alone in the cosmos.

In order to better understand the significance of these sacred mysteries, the Royal Rocket Corps will need more funding, and a better launch site closer to the equator. Which is why you are appearing today before Parliament. Which should happen in just a few short hours. How shall you prepare?

The Northern kingdom (colloquially known as the Huns, an insult of unknown linguistic origin) are a bunch of jackbooted thugs who have been invading consistantly for hundreds of years. In fact the royal family is descended from a group of them that became more civilized after, ahem, 'interbrmarrying' with the locals. In the last war the Rocket Corps was able to fight them back by deploying Dame Palas Minerva's (You call her Professora) radio reaction warhead.
This ended the war, but the sheer power of the weapon scared the general populace. The Professora was granted knighthood and became your governess, but she was shunned and unable to obtain her dream of using radio-reactive power for peaceful means.
The average citizen is glad the war is over, and dosn't want to think about the possibility of it happening again. Particularly not if the huns somehow got there own Radio-reaction weapons.

Over a nice cup of tea (or coffee in the case of the Colonel) the budget is explained. Right now you have 10 thousand crowns weekly after upkeep to research and build new rockets. If the budget goes through this could be as high as 40, but if you are going to build that base in the eastern isles, a good portion of that would be taken up by logistical issues. If you do a really good job you might be able to secure a budge that will give you 40 thousand for RnD and the equatorial launch site, but you'll have to convince the chairman, and he's got some kind of bone to pick with the military.

The military applications are pretty obvious. The damn things explode even when we don't want them to, so we shouldn't need more than a wink wink nudge nudge on that front.

As for humanitarian applications... do we know of any? Space flight is many things but practical isn't one of them.

Before you stand the committee, with the chairman sitting dead center. Flanking him are Lady Ethelstan and Lord Savard, with Lord Lord Bartly and General Clay on the outside. Lord Savard looks kind of nervous to be sitting between the general and the chairman.

-Weather forecasting and being able to get a big picture of what's happening on the globe
-Understanding the moon, stars, constellations, other celestial bodies unhindered by the atmosphere - these have important effects on navigation, the tides, demarcating seasons, and so forth.
-Studying radiation - health effects, effects on other things, other applications

Scientific equipment, the type that would allow us to map the earth and study weather patterns from outside the atmosphere, require much greater thrust and therefor larger rockets launched from larger facilities. The potential breakthroughs for geography, farming, communication, and a myriad of other fields are inestimable. But only if we can get the proper tools into orbit first.

Safety from any and all possible rocket failures as well as if ever the base came under attack it would be far from civilians unlike most of the factories during the war.(the kingdom did have factories near civilian homes just like in WW2 right?)

With a new equatorial colony we could also start a boom for the people to see these Islands. Think of all the life that may be uncovered by curious scientist on these lands as well.

Tourism will boom as well with people flocking to these new islands for adventure and a never ending summer.(I hope thats enough to help justify an island colony. Might also want to bring up the point that the colony could help supply and base the military fleet if it ever travels there.)

Well back to business. Hopefully lord Savard takes some initiative and ask to talk about what the colony can or could offer in simple terms for the people forced to be stationed there.

When Parliament returns to session, the politicians murmur amongst themselves for a great while while you just sit there waiting. Eventually a vote is called.

Lord Bartly votes to extend the budget and approves the establishment of the colony; Lady Ethelstan approves the establishment of the colony, but will only sign off on half the budget; Lord Savard approves the colony and votes for the full budget, much to the surprise of everyone except you; General Clay slaps him on the back heartily and seconds Savard's vote.
Lastly it comes down to the chairman. The Chairman grudgingly approves the colony, but vetoes the full budget. Because Lady Ethelstan, unconvinced that the new base will be purely scientific, was unwilling to pledge her support for the full budget. You will only be getting 30 points worth of RnD per turn instead of the full 40. This is still much better than what you have now.

Since we will be establishing a new colony in the eastern isles, we do not need to create a joint facility. The infrastructure that we create there can be added to by any of the other groups that wish to be a part of it. The navy can establish their own base there so that there is somewhere for them to repair and re-arm their ships, the Air Force can have a base to expand their effective area of operations...
Just these two groups will add considerably to the colonial potential but also encourage larger starting numbers, meaning greater initial man-power than if this was a solo venture.

To this end, I suggest bringing up the subject with the command of the navy and air force, maybe the army as well if they also want to establish a presence in the eastern isles...
