All of those stats, with the exception of Shooty, correspond to at least one stat from DnD.

Hurty is STR
Heavy is CON
Speedy is DEX
Crazy is INT/WIS
Greasy is CHA
Shooty is just general gun proficiency, which, in the Wonderful World of Whàck Foo, is important enough to warrant an entire stat.

I'm feeling an action point system inwhich players are allowed a specific number of points every turn, allowing them to spend those points to perform multiple actions in 1 turn, rather than a rigid, 'you can do this or that' system.
i.e.
player gets 12 AP (action points) to spend on his turn
he spends 2 points switching to his shotgun, 1 point to move from behind cover, 4 points to fire two shots, 1 point to move back, 1 point to crouch/take cover, and 3 points to reload

Action Points COULD work, although the reason why Pen-and-paper games generally prefer the "action breakdown" (move and shoot, or move twice, etc.) is because it's much easier to track, and there's simply less things to mess up. Same thing with cooldowns.

Sure, you could run a system with both action points and cooldowns, but you'd need to have a party where everyone is on top of their shit, or the entire thing would break down. Me, personally, I wouldn't mind, because I go maximum sperglord over combat mechanics anyway, but a lot of people simply wouldn't appreciate something this mechanics-heavy.

I think the 40k roleplay system of actions would work just fine. Hey, it worked for Dungeons: the Dragoning, and that game is pretty crazy. Maybe we should take a few notes from that.

Hmmmm, okay, here's what I was thinking:

Every turn, you can make a full move, and shoot with your gun at base accuracy and rate of fire. You can ALWAYS shoot (unless you're reloading), but you can also apply the following action modifiers (up to two per turn, the same one can be applied twice).

Basic Modifiers:
Aim Good: Increased accuracy, reduce movement.

Go Fast: Increased movement, reduce accuracy.

Shoot More: Increased rate of fire, reduce movement OR accuracy.

Duck/Cover: Reduced chance of getting hit, reduce movement.

Other Modifiers (might be skills, might be available to certain classes, something like that)
Jam it In: Hurry up a long reload, no movement, counts as two modifying actions.

Verbal Taunt: Shout something that may or may not affect your opponent, reduce movement (shortness of breath)

Gesture Taunt: Do something with your hands, reduce accuracy (can't hold gun properly while doing it)

Do Something Else: Class/skill/gun specific action, you get the idea.

A friend of mine was going to employ a similar strategy in an Eclipse Phase game that never happened, actually. Essentially, a one-man blitzkreig. Our GM called him "Kenny".

Anyway, it's way too fucking late for me to be up. Sleep-dep can bring out the best of my creativity, but I doubt it works as well for crunch. And we don't need a cannon that launches chickens. Skags, maybe.

Personally I say we use one of the Warhammer 40k systems. It would be possible to point buy there but I've never seen it done.

Maybe each class would start out with starting stats based on class, the same for everyone. So everyone is pretty much equal, then as they level up, they get skills and perks to increase their attributes. And maybe gear could also increase attributes like Axton's targeting module, Zer0's elbow pads or Salvador's ammo digistructor.

Elemental vomit: a grenade-like projectile that splashes everyone in the target area with a damage over time effect, and creates hazardous ground for a LONG time.
Critical Fuckup: You lose a turn or few as you throw up all over your boots. Apply DOT to yourself, and create hazardous ground centered on yourself, you are not immune to it.
Capstone upgrade: Creatures that die in the target area or while affected by the DOT partially melt and turn into sludge skeleton jellies.

Summons: One or more wildlife creatures and/or midgets come up from the ground as sludge skeleton jellies - creatures with normal body structure appear as skeletons covered in partially-melted, translucent, element-infused flesh, creatures with exoskeletons are covered with elemental sludge, and have holes in them that reveal they're full of even more sludge. They attack your enemies, pretty standard fare.
Critical Fuckup: Your summons attack you. What did you expect.
Capstone upgrade: The summoned skeleton jellies are now infectious, and spread their state to enemies they kill.

Inducing hallucinations: A cloud of fumes from a particularly nasty version of whatever the Harpy's been taking latches onto the target and causes them to trip balls in a very bad way. Targets that are too weak to take it just kill themselves instantly. Most targets either panic and run around, sit down for the ride, or start shooting randomly. The strongest targets are merely shaken a bit and take a penalty to their movement and/or accuracy, and may babble a bit, but can still fight.
Critical fuckup: The cloud is stuck to your head, and you're not immune to it.
Capstone upgrade: A massive spinning cloudtrip rolls forward, hilarity and anarchy reigns wherever it passes through.

You mean what will they play like? I think the general concensus is that they'd be like Psykers. They could specialize, in shooting supplemented with abilities, full-on power usage, melee, or suport, as they want. They can do whatever the hell they want, but they also risk drowning in their own electrified vomit, turning to skeleton jelly, or exploding their own head whenever they use their phenomenal cosmic powers.

It's the price for gaining your powers from ingesting questionable chemicals and huffing markers.

A screaming grenade-person that explodes on contact is a fair step away from phasewalking, but I see your point.

Though that does bring up a good idea for a power where you force other people to phasewalk, but since the process is imperfect instead bits and pieces of them are winking in and out of reality and they are getting all sorts of internally fucked up by it. Make them take some damage over time and be more vulnerable to damage, maybe have some upgrades where their weapons phase out whenever they try to hit you or they spew elemental damage out of their phase wounds to nearby enemies and have one of the ultimate upgrades be that if they die while phase-ripped then they explode and it jumps to nearby foes.

It'll be kinda like this.

Alright, so the imperfect facsimile of Phase is called Sludge. We could have more than one Sludge ability-- Sludge ghosting, sludge attacks, or "sludge cloning", which amounts to tearing out a piece of yourself and giving it skeleton jelly life so it may attack your enemies. Until it dies, you suffer constant stat penalties (or until you die and are digistructed again, I don't know which one's better).

And a few slag harpie skills I'd like to throw out there

Slag armour- reduces the amount of damage taken while slagged (as opposed to increasing the amount)
could be a high level skill that doesn't get too powerful, could be for the hurty skill tree

masochism- increases move/reload sped and rate during turns that they received damage
(the hurty tree as well)

slag screen- like a smoke bomb that obscures vision (good for giving cover, or blinding enemies), all bulets that pass through deal addition 1-5 (based on skill level) dmg.
for more of the supporting role, the dmg increase doesn't really matter and can be removed entirely.

maybe a skill tree apart from the offensive and support one that revolves around bloodletting? abilities like slitting her wrists and firing blood bullets without needing to reload as long as she's bleeding. (of course damage is applied) Things like that'n'such

What I'm imagining for the different skill trees is one that emphasizes slag powers, one that gives mostly basic buffs and bonuses, and one for speed and close attacks.
