We've been taught by the Bureau that alternate and parallel Dimensions, or universes, exist. Having one where our life is a TV anime is a little weird, but not exactly that unbelievable, since we were told that there are infinite universes with infinite possibilities.
It just might be that there are certain clusters of universes where the lives of certain individuals are very similar.
