Depends on the IHOP, some of the restaurants have cooks that actually know HOW TO COOK. If you find one, treasure it and the staff there like they are your own family. But they do have their fair share of places that can't microwave a damn TV dinner. I live in a fairly upper middle class area and have one 5 miles away that left egg shells in my scrambled eggs, coffee sucked, hash browns were just one unappealing and burnt square chunk.
