As you mentioned it can depend on the worlds own magic and tech, but also the flying races own mental aptitude. Technically speaking any race with a super high breeding rate could win through attrition but they usually have some form of break in the ranks or tribes because of sheer refusal to form up. I rather like harpies in any fantasy scenario, but I usually try to depict them with little to no upper cognitive ability from most animals. Not for the sake of birds with tits, but because a fully formed group of assassin harpies is a bitch to get ambushed by in any scenario.

In the average/generic fantasy setting, harpies tend to be packs of savage, not that smart peoplelike birds who might live in crude packs at the most. Amassed they could certainly be a threat but they don't tend to congregate in large packs and don't really roam around.

It would be crazy hard to fire a bow from the air with your feet while also trying to move because you will not have any sort of stable ground, I can't really see that going well. Dropping bombs and shit might go better but where are they gonna get all the materials? How well could they build bombs? How would they transport supplies and shit? I mean, they can't carry all their shit in the air all the time, they have to also have farms or some sort of stable food sources to be an army, and mountains aren't known for their fertile plains ripe for farming.

Longbows were typically used as artillery, not as sniping weapons. What you did was get a bunch of longbowmen together, have them aim in the same general direction, and then turn a swath of countryside into a pincushion. I'd have to think that if they have no real arms or ways to manipulate things humans do outside of their feet how are they gonna get shit done? I mean, it would take a lot of work to create things and certain crafts like well, blacksmithing would be really difficult of not impossible to do.

Speaking of smithing, they wouldn't really be able to wear much armor would they? I mean, they wouldn't be able to fly well if they had extra armor on, they'd have to have their wings relatively unarmored or they might be too limited.

Overall i'd say they could be dangerous, but they have their limitations. While they may be hard to attack when they're up in the air and in your grill they would still be relatively lightly armored and could be taken down. Food and supplies would be a pretty big issue that would need to be sorted out. Do they carry supplies by air somehow? Or would they still somehow be limited to the ground?

Related topic: harpies would probably be surprisingly good at melee combat, since they can maneuver in three dimensions and intrinsically have a height advantage. Only their legs would be in easy range of the enemy's strikes, while all of the harpy's strikes would be directed at the head and upper body. Not to mention that, if an exchange goes poorly, they can simply disengage by flying away.

I remember seeing a video of a performer firing a bow with her feet. I think that that could work for a harpy with no arms. Swoop in over the target, do a loop, and at the top of the loop, with minimal gravity in effect, line the shot with their feet and fire.

Now, assuming they have no problem holding the bow and arrow this way, where do you put the arrows such that they can be grabbed by the feet and they won't fall out during the loop?

Come to think of it, we've never encountered harpies in a game even though we have a lot of semihuman/humanlike monsters in our setting.

Actually, there was one bit in a city that punished minor crimes by turning criminals into "living sculptures" (sexy monstergirls or boys geased to stay in the city and obey the laws) for a few months, but that was a guy that got polymorphed into a harpy. The rogue and barbarian were in the same cell block and got turned into a pixie and a sphinx respectively shortly after that, broke the geas and stayed like that for a quite a while too.

It's a comedic game with lite ERP/lewdness acceptable, nothing explicit though, at least not during full party sessions

I think I haven't seen anyone considering harpies just being an adition to some other army.Like an alliance of harpies and lets say goblins. The goblins would provide the alchemy made bombs and the harpies will go toss that shit into enemy ranks while the goblins quite possibly will be the core of the army the harpies will be air suport. This way you don't need harpies to be that far advanced theywill just need some command structure. Hell they can do all kinds of tasks. Well, the harpies figured out how to harvest resources from the skies back in the great war, ever since they've been using their zeppelins to do much of whatever the need, they're literally living in the world above. It didn't take long before their reach met with the stars, as they got to the moon first with space craft that simply had to take off from high altitudes and survive impact into the oceans. I think the players could really be thrown for a fun loop if they just happen upon a group of harpies in the crags near a mountain and one yells out:

But more seriously and on an earlier note, why would a harpy use a bow at all? wouldn't they be able to fly high enough that whatever missile they had would hit terminal velocity on it's own? Wouldn't the terminal velocity of a five or ten foot javelin be both enough to be fatal against light armor?

They could even fetch it with their own feathers, and then they know which kill is theirs. And javelins are much easier to make, even tribal savage harpies could do it. It could even be an old traditional hunting technique, I'm imagining harpies on an African savannah kind of territory hunting herd animals with dropped javelin.

Against armored foes, they could use metal, but that might be out of their tech abilities... but it would still make them viable auxiliaries if they were armed by other races.

Usually harpies have human faces, but really as long as it's got a significant amount of both human parts and bird parts (as this one does) I don't think too many people will raise an eyebrow if you call it a harpy.

Speaking of that, it was a pain to write the dialogue. I ended up using an English to cockney translator I found online. Anyone got tips for writing a cockney accent? Or at least a translator that doesn't censor anything the least bit vulgar by translating it into bizarre things that rhyme with it.
