Well, the problem isn't convincing the horse not to walk, it's the fact that lying down causes difficulties with breathing, and not standing on a leg causes poor circulation through it. This all usually leads to laminitis, which is very nasty.

A horse with a broken leg CAN recover, but it's a long, arduous process with a poor success rate. Vetrinary medicine has improved the odds dramatically over the past 50 years or so, but it's still a bad place for a horse to be.
