Welcome to the XVIII installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords, the cutthroat merchants of the East India Trading Company and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous monarchs like Maleficent, the Horned King, Grimhilde and Jafar, mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

Figuring out the numbers on this guy's ideas.
So, basically for inter-party social mechanics, having a score of +1 to +4 between two characters doesn't change any stats except for the general party coordination score, which would be gained by taking the average of all the party personal scores and rounding (A party with four characters and personal scores of -2, +3, +4, -3, +3 and +5 would have a Party Coordination score of +2, the same party with scores of -2, -4, +3, -5, +2 and -1 would have a Party Coordination score of -1), and the Party Coordination score would give bonuses or penalties representing the general state of the party. Here's my basic ideas for the party-wide bonuses and penalties from top to bottom:
+5 - Party is totally in synch with one another, increasing the primary stat of each character by 1 and giving a +4 bonus to all party-related rolls. A party should generally not be at this level, as there should usually be at least two PCs who somewhat dislike each other.
+4 - Party greatly enjoys each other's company and are a true band of brothers. Gives +3 to all party-related rolls.
+3 - Party genuinely like each other. Gives +2 to all party-related rolls.
+2 - Party tend to work together well, most of the time. Gives +1 to all party-related rolls.
+1 - Party usually like each other. Usually.
+ 0 - Neutrality.
-1 - Party tends to stray away from each other.
-2 - Party members have a hard time working with each other. -1 to all party-related rolls.
-3 - Party members actively avoid one another and openly dislike everyone else. -3 to all party-related rolls.
-4 - Party members actively hate each other and can barely stand to work together. -5 to all party-related rolls, all primary stats decreased by 1. Dangerously close to -5.
-5 - Immediate dissolution of the party.

Note - 'Party-Related rolls' are any rolls that involve the entire present party, with the large bonuses intending to encourage PCs to do as many (char limit)

Having any 'dissolution of the party' type things just doesn't seem like a smart idea because you know there will be a THAT GUY who will work to get them there so they can go back to playing [INSERT HATED GAME OF CHOICE HERE].

That being said, I'd argue that even if characters didn't like each other, they should be able to work together at a +5 level. Asshole friends that work in synchro in a pinch are a thing in all mediums.

Why does Kaa have territory at all?

His character doesn't strike me as ambitious or charismatic (hypnosis aside) enough to lead a nation.

Maybe serve as a second in command or notorious highwayman, maybe, but it seemed like he was perfectly happy with eating whatever he could catch in the movie.

Probably when Shere Khan took over the jungle, Kaa struck a deal with him.

So he hypnotizes some animals to make them feel like they are safe in his territory, and then he simply goes and eats them when he feels like it.

Shere Khan probably doesn't care because lolKaa, he can just eat him anytime. But they usually don't bother each other that much, so....

>King: Empress Yzma the First and Last
While Empress Yzma's dominion over the majority of South America would seem to imply that she is doing something right, you might be hard pressed to figure out exactly what that something is. Building on the foundations of narcissism, madness and wild unpopularity laid down by her predecessor and one-time protege Emperor Kuzco, Yzma's reign has so far brought more of the same, making the transition of power a relatively smooth one from the perspective of her jaded subjects. Despite all appearances however, she is much more than just a crazy old lady that's scary beyond all reason. Empress Yzma the First and Last is a consummate mad scientist with an encyclopedic knowledge of chemistry, alchemy, pharmacology and zoology. Even beyond her love of transforming people into bizarre and ridiculous things, she is also well versed in other cartoonishly super-villainous disciplines, such as lever pulling, deathray building, monster ranching, secret laboratory rollercoasting and, her most impressive feat to date: banishing the sun from her Empire. The true threat Yzma poses to would-be adventurers and the world is not what you know she can do, but what you don't know she will do.

The first thing an adventurer would notice about the Sunless Empire is that it does indeed appear to lack a sun, having in its place something almost but not quite like a solar eclipse with a caricature of Empress Yzma's bat-like face at the center.

And that's all I'd had from my attempt at Yzma's K-L-R entry a few threads ago. Work drained me and I'm a bit lost as to how to describe her land. I know that under her rule I wanted to experiment with having a large population of chimera people and people with random animal parts, but my mind's been scattered to the four winds it seems.

HOLD YOUR HORSES PARTNER I'M DOING IT.
When two characters reach +5 through an act of true friendship, they become inseparable together and gain the 'True Friend' condition, which can stack and gives +1 to all rolls. ALL OF THEM. Upon reaching +5 through an act of true love, the PC gains an inseparable lover who gives them the following, non-stacking bonuses (Can only have one true love) - +1 strike and +2 to the character's primary attribute.
The point of giving such strong bonuses is that, well, it's Disney, but also because they are inherently human (or animal) bonds that can be manipulated and broken, and the penalties when such a thing happens are quite significant as well, turning social dynamics into a large portion of the game.
If two party members reach -5 (-1 to -4 similarly only affects Party Coordination), they become True Enemies, giving -2 to ALL rolls between both players. This is a stronger state than a True Friend because someone hampering your movements is much worse than someone enhancing them.

The 'hearbroken' condition could instead be separated to be 'hurt in heart', which happens when a friend rejects the PC or his/her ideals are damaged, 'torn in heart', which comes up when a True Friend is lost for whatever reason, when a love rejects the PC, and when an ideal is seriously hurt, 'broken in heart', which occurs when a True Love is lost for whatever reason or a True Friend betrays the PC specifically or when an ideal is shattered, and 'dead in heart', which occurs when a True Love betrays the PC specifically or a totally ideal-breaking event occurs that otherwise entirely destroys the PC's will. etc

Getting a -5 Party Coordination is similar to having all the characters die together and being un-ressurectable. It'd mean that all the characters hate each other SO MUCH they refuse to even work with each other.

Side note: A true love does not have to come from within the party, but a True Friend does. If an act of True Love is performed on an NPC outside the party, it creates an inseparable bond between the two of you and grants all the True Love bonuses, while not affecting party coordination. have fun fucking elsa

FINAL SECTION ON BREAKING UNBREAKABLE BONDS AND SHATTERING UNSHATTERABLE IDEALS

Hurt of Heart - Can be quite easily snapped out of through a wide variety of mundane means, causes a -1 in any roll that requires concentration due to a clouded mind, and the character acts somewhat more introspective and depressed while afflicted.
Torn of Heart - Causes -2 in rolls that require deep concentration and -1 to all other rolls, MUCH harder to snap out of but can be done through serious self-determination and/or a combined effort of the party.
Broken in Heart - Causes a -4 to rolls that require extreme concentration and -3 to all other rolls, as well as -1 to the character's primary stat for the duration, and is unable to be cured except through the concentrated efforts of other party members - you cannot self-snap yourself out of Broken of Heart.
Dead in Heart - causes -5 to all rolls and -2 to the character's primary stats, as well as reducing one strike, making the PC almost useless while affected with this totally mind-sapping affliction. A character that is Dead in Heart requires exceptional action to restore them to a fighting state, potentially involving an entire extra quest focused around getting them what they need to get back into fighting shape. A NPC that would be Dead in Heart would be Elsa, as an example.

It's a homebrew in itself - If you don't want a mechanic in your own personal game, nothing stopping you from taking it out. I personally like the emphasis it puts on player interaction. It'd probably be more geared towards people who like roleplaying and actually talking to one another instead of just slashing through everything in a faux-DnD.

Okay then, let me give a bit better of a criticism as you seem to be missing the point.

This ruleset relies on a few assumptions I'm not sure are true: it assumes that the PCs can have their character relationship defined by numbers, when less often than not it's about the players, not the characters.

The bonuses are enormous and oft unspecified as to what they actually do.

+2 is already a big bonus. +4 is insane. Social mechanics, while interesting, should not be added just to be obtuse or people will have their characters become unnaturally chummy with each other because >muh numbers.
Moreover, I'm just not sure why it needs to be in. We've already balanced around 3d6+attribute+skill+trait, so I'm unsure why more bonuses need to be added.

A little idea i had:

The sound of creaking wood fills the chamber as I move down the ancient wooden staircase. My lame leg slowly drags behind, but really, i don't mind. Its been that way for as long as I remember. As it slowly thuds against the ladder, images of the past slowly juggle through my mind, back when I looked down upon it, like it was a sin. Like i was a monster. I remember that night, when I disobeyed my father. How foolish was I then. I remember their screams, their sneering faces, their fainting women. But I forgive them now, for they have found penitentce in my father and his father. I remember how i was hit, and bruised and abused. I remember calling out for help, for forgiveness for my sin. I saw a girl in glittering clothes, standing in a ally. I then saw her run, as the crowds swarmed. It was only by some miracle did i find my escape, a small crack in the wall. There I saw the girl again, this time with another. I followed them deeper and deeper into the earth, my battered misshapen form skulking far beyond their sight.

Finally, i reached what seemed to be their home, a ancient crypt filled with life and color. I thought to myself, now was my chance to begin anew, to be reborn. So silly, i think now, that i would try and find baptism without the Lord. But then, I lost them, they disappearing into the crowd. But through what i now know as Gods work, i saw their shadows and whispers. The fool, the beast, the stupid ignorant thing! They cried and laughed. Suddenly, all around me, the devils looked and pointed. I cried out, No! listen! Hear my plight! But the sinners ears are as hard as their heart, and they laughed.

I quickly put my hood on as i walk through the halls, to my new life. I look back, as i fled through the catacombs, the dead and devils following me, staying a step ahead infront of the evil creatures thanks to divine above. I remember telling my father of what happned.

Why.
Why do we need this mechanic? There are few if no rolls that involve the entire present party except MAYBE, MAYBE MUSIC, so shouldn't it be just rolled into that, or perhaps a Power based on music? We've nearly got the core game done, so why bother with another kind of pointless mechanic like the debate we had over magic in the last thread?
We still need things done before we have a working game, so why tack on even more work because you have a half-assed mechanic idea that doesn't fit the crunch and would require an... interesting degree of player compliance?

The following things must still be done before the game is ready to play:
Power list for each class, complimenting each specialization (what are these?) (probably 3).

Setting-based powers, like something Barter based for Shadowlands PCs, or tech-related for Atlanteans.

A crisp morning greeted Thach’s squad as they walked down one of the access ramps leading to the base camp. A tent city had sprung up overnight, the fruits of the engineering and logistic teams’ efforts, servicing any and all of the soldiers’ needs. A long, open-ended canvas structure bordered one end of the campsite, allowing for trucks, jeeps, and light tanks to be refueled and rearmed. A cluster of tents toward the center served as the main camp hub, providing food, warmth, and shelter. Neat rows of smaller tents dotted the right side, temporary living for the work crews that had worked arduously under the light of the waxing moon.

Thach and her squad stepped to the side as a bulldozer rumbled down the access ramp onto the waiting snow. She breathed deep, savoring the slight warmth the sun provided against the cold snow. “Feels good to be getting some fresh air and stretch our legs,” she said.

“I’m just glad we don’t have to eat any more of what Cookie passes off as ‘food’,” Zoe shuddered. “One more day of biscuits and beans and I would have stuffed the man’s ladle down his throat. And all that lard—”

“Little bit o’lard never killed nobody,” Lahey chuckled. “Cookie’s a good chef, but his cornbread needs some work.”

“And that’s why I like you, Zeke,” Womack said, hopping down onto the ice. “Never heard ya say a bad word about anyone that didn’t deserve it.”

Kavita sneezed, her cheeks flushed. “Cap, why’d you detail us out into the middle of the fucking tundra, anyway?”

“Cold bothering you, Kavita?” Thach called back.

“I was just wondering why we couldn’t have contracted out to somewhere a little bit warmer—like anti-piracy operations under contract with the East India Company or shipping lane security around the horn of Africa,” Kavita adjusted the rifle holstered on her right shoulder.

“Anti-piracy is only fun when you actually run into pirates—and even then, it’s more of a turkey shoot than a straight-up fistfight when you can just lance their ship with a bolt of lightning and break it in half,” Thach answered matter-of-factly. “Besides, aren’t you a fan of adventure?”

“I’m a fan of living to actually spend my paycheck!” Kavita turned to the Chinese mountain walking next to her. “C’mon, Pan, don’t you agree with me? Wouldn’t you rather be giving pirates the business than playing babysitter?”

The squad’s ramblings had brought them to the base camp’s staging area, a patch of ice facing outwards to the city of Arendelle proper. Two trucks and a loose collection of soldiers awaited the six-man team, milling about, smoking, or making small talk. Lieutenant Jun Aramaki grinned as he saw the form of his commanding officer walk toward him. “Well,” he clicked his tongue, smiling. “I almost thought you weren’t going to come.”

“Please, and let you have all the glory?” Thach returned the smile, embracing her XO. “Got your team ready?”

“To a man,” Jun said. “We’ll be right behind ya every step of the way.”

“Good, good.” Allyson nodded.

Jun craned his head around Thach, counting the number of heads. “So where’s the, uh—”

“Uniform difficulties.”

“Ah.” Jun sealed his lips into a thin line, breathing through his nose. He rocked back and forth on the heels of his toes. “So, uh, great weather, eh?”

Thach smiled at Jun. “You’re terrible at small talk, you know that?”

“Not too terribly long at all, Miss Beckett,” Thach said. “Though I must ask what on earth you are wearing.”

“You look like a marshmallow with legs,” Jun interjected.

“What? We’re going up a mountain, aren’t we?” Catherine flapped her arms. “Who’s to say I won’t be needing a parka, a sweater, a thick turtleneck, and a scarf about my face—all of that over my thermals? Frostbite is dangerous, I’ll have you know!”

“Can you even pull your own arms down?” Thach had to hold herself back from laughing.

“It’s very difficult.” Catherine said dejectedly. “But no matter! Let us be off! To adventure and fortune!”

The pair of squadleaders watched the emissary waddle over to the trucks before looking back at each other. “She seems fun.” Jun smiled.

Thach shot her XO a look. “Don’t you even start.”

I've been debating this question for awhile. When picking names for the characters, I had two lists to grab from: XCOM soldier names--Zoe, Liang, and Bernadette were part of my last few playthroughs--and famous generals and TV show characters. Thach came from the latter, and it was only after I started writing that I realized that it was the same as the protagonist from the movie. All that being said, my answer to the question is I'm leaving it to the audience to decide if she's the offspring of the movie's intrepid archaeologist, though my position may change as the story goes along.

It was not long before two trunks trundled up and over the ice, in the direction of the harbor-city of Arendelle proper. Thach’s squad was in the lead truck, Jun’s was in the chasing truck. The town came into greater detail as the pair of trucks steadily got closer and closer. The castle looked to be in remarkable shape—ice caked over the windows and snow had caused the roof to fall in in several places, but the castle overall remained relatively intact.

Catherine bounced in her seat as the truck rumbled over another small bump. He eyed the rest of the squad with her in the back of the truck. The French woman—Bernadette, was that her name, she thought—was thumbing through rosary beads with her right hand, lips moving wordlessly. The large Chinese man she knew as Liang was sleeping, seemingly unmoved by the bumps of the ride. Kavita had her eyes downcast, drumming her fingers along the stock of her rifle. Womack fished a pack of cigarettes from a coat pocket on his uniform. Captain Thach produced a lighter from one of her pockets, asking for another cigarette. The Australian girl—Zoe, she knew her name for sure—was looking out the back of the truck.

Kavita was on point as they started to shuffle across the causeway to the castle, Bernadette right behind her. Zoe, toward the rear of the formation, grimaced as she looked about. “There’s not even any birds out,” she muttered. “It’s a fucking graveyard.”

“More like a pet sematary,” Womack quipped, scanning the rooftops with his rifle.

Catherine gasped as they crossed the causeway. “It’s incredible is what it is.” She extended her arm and walked backwards as the squad crept along. “During the coronation ceremonies for the new royalty, this causeway would be packed with dignitaries from as far off as Corona!”

Ezekiel cocked his eyebrow. “Are you supposed to be our emissary or a tour guide?”

“I would have guessed cultural anthropologist,” Bernadette piped up.

Another pair of doors presented themselves. “These must be the inner doors to the courtyard,” Catherine said. “And across from the courtyard should be the castle keep proper. The castle courtyard served as an outside assembly room for whenever the king and queen entertained—”

“Save the history lesson please, Miss Beckett,” Thach said. “Liang, Kavita—if you’d be so kind.”

Unfortunately, the second set of doors didn’t relent. Pan gave two solid raps on the door. “Frozen shut,” he growled. He unclipped the nozzle attached to the power pack on his back. The pack itself resembled the offspring of a power transformer and a radio backpack. A pair of squat, short insulators jutted from the top of the pack. Thick, black tubing led from the side of the pack down to the “wand”, the repurposed nozzle from a flamethrower. The barrel had been cut down for only one pistol grip, a second, overhand grip placed behind the flared-out nozzle, shaped like the bell on a trumpet.

“Um, what’s he about to do?” Catherine looked on quizzically as the squad gave the heavy weapons specialist plenty of space, Thach pushing the diplomat herself back.

“Somethin’ I wanted to do,” Womack muttered.

“Stand clear!” Liang barked out behind him, right hand’s index finger locking back on the primary trigger. The insulators along the back of the pack slowly began to glow blue, plasma arcing between the gaps of their ribbed surfaces. The man’s left hand took a firm grip of the overhand grip. Pan inhaled, steadied his footing, and pulled back the valve.

The world flashed blue and a bolt of lightning screamed out from the wand, impacting the frozen door and instantaneously splintering it. Liang throttled the overhand grip back as the bolt snaked its way into the courtyard, a thunderclap rocking the castle as he did. He smiled as the weapon spooled down, walking back to his comrades. “The path is clear,” he said simply.

“Well I’m certainly sure that R&D will be ecstatic in learning their latest prototype shall be the bane of doors everywhere.” Zoe chuckled as the squad moved through the gates and into the courtyard proper.

The years of neglect had shown clearly. Snow had piled considerably in the corners, creating slopes so high they reached the tops of the walls bordering the open space. The fountains so proudly on display had broken apart from years of misuse. The squad filed in quick and quiet, but immediately were halted by what they saw. “Mother of mercy,” Thach breathed.

Statues. Ice statues. Men, women, and children. They were scattered throughout the courtyard, stopped in mid-action. Faces set in terror. Some were buried in the snow that blanketed parts of the courtyard; others had been broken apart or were shattered. The squad filtered out in the courtyard, checking on the individual statues. “Were these...people?” Kavita asked, getting face-to-face with a woman posed like she was ice-skating.

“Oh man, this just took a really bad turn.” Womack grit his teeth.

Nah. Xanatos was a brilliant schemer when he was the only brilliant schemer around.
He's got actual competition in this setting, so he's probably only slightly ahead of the curve.

You never watched the show, did you? He's closer to lawful neutral than anything. He will keep his word and he will honor his deals to the letter, but even gods can't help you if you piss him off.
The zone is only "safe" so long as the players play by his rules. They can't even attack, say, their own personal worst enemy if they happen to walk by.

Either the original clan swore loyalty to him or he has been raising eggs he found on his own.

The man faced Lord Oberon without blinking to keep his family together, I think his home life is pretty safe.

The squadleader pinched the bridge of her nose with her thumb and forefinger, inhaling deeply. She caught her squad’s attention with a high-pitched whistle. “Alright, guys, stop oogling the statues—we gotta continue our search. Lahey—you’re on point. Take us into the castle.”

A quick fluff piece, on that the PCs might actually get to experience.

The PCs barely hear the tiny yelp of distress, but they look down just in time to avoid stepping on a quivering cricket, dressed in the ratty clothes of a vagrant. He shivers in a huddled ball for a few moments before gazing up at them.

"Why... you're... you're not one o' them... the Shadow Man's slaves. Ya haven't made any... deals, have ya?"

The cricket hops to his feet and quickly scales one of the PCs, collapsing on a shoulder.

"Well, thank Walt I ran into ya, I haven't seen a friendly face in I don't know how many days! The name's Cricket, Jiminy Cricket, and I tell ya, it's been a tough road, tryin' to be a conscience to a world gone cuckoo! Folks under the Shadow Man's thumb don't even care what they do anymore, as long as they got a shot outta debt, and clearin' out Alameda Slim's casinos and saloons is just too much for one voice of reason to handle!"

The little cricket seems on the verge of a breakdown, and he chokes back tears.

"I... failed Pinnoke. Bein' his conscience was my first strike, so I tried recruitin' other bugs to lend a hand, see if they could turn an ear wherever they could. Evinrude... Cri-kee... all of 'em swatted down before they had a real chance to do some good in this rotten world. I hoped, prayed that Raymond wouldn't let me down, but the... the Shadow Man... he's determined that nothin' good should come outta his swamps..."

Jiminy begs the PCs on his knees.

The woman slams her hand on the table in fury, her long, bony body wrapped in an oversized fur coat made of endangered white tiger, with an elegant cigarette holder between her fingers. The majesty of this finery was utterly destroyed by the hellish look on her face. "I have run into a 'complication' of my own! I was under the impression that you were the best in the world at HUNTING, not the best at MAKING EXCUSES!"

The Frenchman, not so well versed in subtlety, crosses his enormous arms as he regards Cruella with a look of hubris "No one hunts like Gaston! Just let me put a bullet in the beast from 200 yards and I-"

His speech was interrupted with a sharp backhand from the much thinner but just as tall woman. "You would ruin such a luxurious coat?? You idiot! I'm only months away from revealing my latest collection. I have made my entire fortune designing the height of fashion from only the finest, most exclusive of furs... and you know what none of them have? A BULLET HOLE!"

Clayton clears his throat, saving the man currently rubbing his hurt cheek from further tongue-lashing as the fur-crazed woman shifts her focus. "It's not beasts that plague us. Not exactly. It's this troublesome Queen La. She seems to have formed something of a... partnership with Sabor. A pact, if you will."

Cruella's eye twitches involuntarily. turning away from them to the large map of the Land of the Leopard. She yanks on the pullstring at the base to make it noisily roll back up, revealing a blackboard behind. Drawn upon the board with meticulous care using chalk is the face of Queen La. "Don't take me for a fool. I know precisely who you're dealing with. Queen and High Priestess of Opar. Banished from the Waziri tribe for an attempt at immortality. She has been a thorn in the side of this organization for as long as it has been in existence." she relates, blowing a plume of smoke at the image. She turns her head to face the two men. "When it comes to hunting animals, you are the best, yet you trip over your own fat feet when people come into play. Pathetic."

The two men try to keep an air of patience, though Gaston's brow is furrowing.

"Perhaps your focus should be set towards a different goal for now." The woman turns back to the blackboard, and after a few moments, taps her long, sharp fingernails on its surface just above the image. Without warning, she drags her nails down it, producing a noise so utterly detestable that both men needed to cover their ears. After too long of that, the fur-clad woman steps aside, revealing five horrid scratch marks through the chalk face of Queen La. "Eliminate this woman, and I'll triple your budget next quarter."

"T-Triple?" Gaston sputters in disbelief. Clayton just smiles even though his eardrums are still ringing.

Roarke has the disadvantage of being just a man (admittedly with very high technology) and a tiny population who's scared and not really desirous of getting into a fight and have limited fighting experience outside of a small core group of mercenaries, and they lack supernatural forces or near-supernatural planning.
The Huntsman Club is just people living in the ass-end of nowhere with a bunch of dangerous animals that nobody else would fuck with.
Jack Sparrow is either in Davy Jones Locker or is basically all on his own, with one non-magical pirate ship.

I never claimed Xanatos is all powerful, nor did I claim he is good. He survives because he makes himself indispensable to the right people, and by intentionally not annoying the wrong people. He fits in well with Roarke because he couldn't win a straight up fight with any of the major powers, so he doesn't get into any.

Facilier has demon powers, but he's also an idiot- seriously, he takes one of his biggest and most important assets and throws it away in the swamp on a WHIM.
Xanatos' Gargoyle troops aren't unstoppable, they keep away small, minor threats but not enough to present a threat/target to any of the high rollers.

Xanatos has magic, lots of it, he regularly casts spells and perform alchemy on the show, but he approaches it in a scientific manner, testing things until he can get reliable results.

Remember, in the show, he literally fights Oberon, king of the fey and not only survives, he gives the god-level being a serious run for his money and ends up with Puck as his permanent butler and babysitter.

ever since the cataclysm, xanatos had to escape america due to the arrival of slims army.
through information brokers he met Rourke and eventually found alantis.
in return for full citizanship and other bonuses (including private security, mesangers to keep old black market trades (provided theyre not alantean) going) Xanatos helped fund and project the construction of factories utilzing alantean tech.
this has significantly boosted Rourkes police force and army.

Old contacts and black market trades were still going, allowing xanatos and thus rourke to keep small tabs of information from whats left of the developed world.

I think you're giving Gaston too much credit. He can have any girl he wants, and yet he goes for the smart bookish girl who happens to be the only one not interested in him.
He's a narcissist. He can't stand the fact that there was a girl who didn't fawn over him, so he wanted what he couldn't have.
His winning condition had nothing to do with getting Belle. It had everything to do with inflating his own ego.

I've been middling with a plot hook in my head for awhile now. Now it's not exactly a well-kept secret that good old Punzie was, at least in the movie of Frozen, seen to be part of the crowd traveling to see Elsa's coronation. Now I know that the mere fact of her being there necessitates Gothel not winning, but hear me out.

Let's say it's been a few years, and Corona is still around. The king and queen, in their twilight years, merely seek the body of their daughter and son-in-law back from the Snow Queen, who remains unresponsive to any sort of messengers sent by the kingdom. Cue the adventurers being brought in to ask for the body back and haul in the entire way back to Corona, with it up to the GM's discretion on whether or not Punzie's body will melt along the way unless she's babied with a cold spell constantly.

he couldent otherthrow the man. but maybe if he did well enough his family would inherit the alantis, and its formidable army...

Facilier doesn't turn people into frogs, the friends gave him an item that does that, and he throws away its power supply because he didn't bother to read the fine print of his own contract. And again, watch the scene- he never is promised power for the souls of New Orleans, they are payment for what he already has borrowed.


Chernobog could curbstomp pretty much everyone in this setting anyway, why aren't you complaining that all the other villains haven't been killed by him?

power wise hes capable of at least being useful to hades since he never breaks a deal. hed probably be savy enough to actually get a fair deal out of hades, unless it involved his wife.
hed have enough occult knowlege thanks to the gargoyles to know about the cauldron and possibly the horned king.
and he's rich enough to have a private navy probably capable of causing embargoes
(thinking here that he could embargo the horned king from delivering cauldron mist to america)

in short hes the perfect advisor to rourke

powerful enough to be a pain when needed
smart enough to not be concieved as a threat by others until needed
loyal enough to not be a threat to rourke
and share the same ideals.

The Facilier movie point is moot: He's got an astounding amount of power. He owns half of the continental united states, and their souls belong to the Friends.

the thing is that HE wants the villains in this setting alive and fighting and a 'super sekrit gud guy so gud at manipulating peepul' character breaks that. But ultimately the problem is that he would overshadow the Heroes, the people fated to cast down HIM.

il probably gm a mission wher rourke hears about the bird and sends xanatox after it. he hires the hunters and gets his army to help him, the heroes try to stop them, but xanatos soon realizes what the firebird is, and gets the fuck away as a section of his army gets recked by it.
the hunters foolishly try to kill it and its up to the heroes to save them.

Hes not a hero, hes a pragmatic, genre savvy man who doesn't want to die. He sees the heroes and what they are trying to do, approves of the "world not getting destroyed" plan and helps them out a bit, maybe gives a quest line at most.

Bog standard NPC.
And if the team TPKs he does the same thing for the next group but adds a line about "watching out for pit traps" or whatever killed the first group.
