Whittman's obvious got some underlying psychological issues here. As seen by Saudi Arabia, we know when you need to be hard to reinforce a point, the issue is that Whittman has always been all stick about it, no carrot, when the Penetrators only got really got hardassed when conventional, rational people methods weren't working. She was also way overstepping her bounds at the time as a subordinate to try and use the potential death of a relative (and national hero) to reinforce her point. The fact that she's basically letting her personal distaste for Jake getting in the way of using her forces effectively doesn't help.
