Needless to say, this seems like it would be slightly ridiculous for my setting to attempt to construct.

And if it did manage to impact, the 1 tonne RKKV impacting at 0.9 c would release 10^20 joules - a sizable number, to be sure, but 1000 times less than the impact that created Chixculub crater on Earth.

No, actually we couldn't. We currently do not have any functional method of propulsion that could reach relativistic speeds. Chemical rockets (as well as plasma jets, ion thrusters, Orion drives, and other reaction mass systems) top out at the rate of gas expansion, there's no material strong enough to hold a railgun that powerful together, a solar sail large enough to accelerate a craft to relativistic speeds before leaving the heliopause would be torn to shreads in the process and would need surface area riveling the Earth's. Current technology can't even hit .1c without massive leaps in material science.

No, we really couldn't. We don't have rockets with specific impulse even close to good enough - even Orion's not going to get you close to C without insane amounts of fuel. And we simply don't have the technology for fusion or antimatter propulsion.

Beamed propulsion could get us close-ish to c, but it's hard to steer and requires incredible amounts of energy and infrastructure - we'd need to be well within Kardashev 1 and would have to build a laser the size of an asteroid. (Particle propulsion has massive but less ludicrous energy requirements, but has focus issues and unsolved technical problems.) And that's still very difficult to steer and not going to get you even close to planet-destroying energies.

That or the planet actually is incredibly light, and uses the shell method not only to grow larger, but to retain atmosphere. Each new layer holds in the air for the second last.
