She scowls, rushing towards you again, this time leaping high into the air halfway across the ring, and descending with a powerful kick that you leap to avoid. She quickly follows, throwing a barrage of swift punches your way, then jumping and lifting your knee to strike you in the chin.

You lean back, and she goes over your head once again, spinning as she lands and launching herself at you once again. She throws a punch at your face, then does a jumping spinkick as you spin out of the way, which you duck beneath, putting distance between the two of you again.

"Are you just going to keep running away?" she asks in annoyance. "I thought this was a fight, not tag!"

You could set up each gym with a super human instructor who has a minimum requirement to have X number of students. They're allowed to have less if the only people around would abuse their power or are too reckless to be trusted. The normal circuit involves sending the junior students out each season or two to face the members of the other gyms/schools, showing the results of their training and progress and returning. Anyone good enough can challenge the gyms as if they were a member of the circuit. Hold a tournament at the end of a year that the senior members participate in. The junior members that have proven themselves in their journeys may participate as well.

If it gets big enough, have regional tournaments as part of the preliminary process. No shame in going full Pokemon if it means we have a population that can beat Frieza numbering in the thousands or hundreds or thousands.

Getting back to your feet, you adopt a defensive stance, and Videl comes to you, jumping and spinkicking at your face. You block the strike, but are knocked off balance, and barely manage to evade the next kick she throws at you. But, launching yourself back at her, you manage to land a punch in her face, and she falls onto her back as you land.

Videl pushes herself back to her feet, breathing heavily and getting into a defensive stance.
