In a section of the Inca ruins which is mostly lots of small corridors, quite overgrown. He skitters about the tunnels, attacking players at random and having flash backs of 'Nam.

>Grenade Flamingo
Somewhere in the jungle or on the mountain side. There could be an area of the ruins which is so over grown it's pretty much rainforest again, and he hides out there. Somewhere he can camaflouge, basically.

>Magic Sparrow
Somewhere in the lab complex. One of the more high tech areas so she has lots of corridors and equipment to set up her traps.

>Nightysky Dove
She could work just about anywhere to be honest. Maybe guarding the entrance to a drug cache or something?

>Ebony Condor
Anywhere with big, open spaces. If you Google image 'Inca terrace,' and look at the Inca terrace farms, maybe the ruins could have some of those. The players reach the bottom, Condor is at the top.

Somewhere deep in the ruins, like an ancient chamber or something. The chamber the motherload of crazy Incan drugs was found in, or the chamber were Stone/Ceramic Gear was stored (if you go with that instead of a regular Metal Gear). Partially converted into a modern area, with some scaffolding, flood lights and lab equipment lying about.

Better yet, why not make it like some sort of addictive drug? One drop and your brain goes hay-wire opening and closing gaps in their head that should never be touched. Sort of like your brain reacting to an allergic reaction, but instead of stopping everything it does the opposite.
For some people the reaction constantly brings them into a state where they're feeling like they are in danger and they feel pain less, hit harder, run a triathlon like their adrenaline was mixed with car fuel.
Other people get more of the mystical side to the drug, not so much giving them psychic powers but instead allows them to use whatever they had hidden away in their head, as if humans were already evolving to use psychic powers but never quite got there, causing the reaction to wake up the undeveloped psychic shit inside them.

I dunno, I'm not that great with making up bullshit magic science stuff. Maybe something about how they were all conveniently the right genetic code too which helps in that regard, some other stuff.

What exactly End Boss uses depends on when the game is set.

Between Metal Gear and Metal Gear Solid, he'd only have access to older, pre-REX varieties of Metal Gear. Maybe he smuggled blue prints out with him when Outer Heaven fell.

Anytime after Metal Gear 1, it's perfectly possible for him to have a Metal Gear based on REX's plans. However, FOXHOUND was disbanded after MGS1, so the Shadow Vipers would have to be their own thing instead of a subset of FOXHOUND.

If Ceramic Gear is too much, then I'd say give End Boss a mech which is to chemical/biological weapons what Metal Gear is to nuclear weapons. A gigantic walking tank loaded with neurotoxins, ancient Inca bullshit, all that kind of jazz.

The reason I say that is that one of the defining tropes of MGS is that each of the individuals is especially specific and victims of circumstance. Foxhound was a best-of-the-best collection of agents and James Bond-style villainy, Dead Cell was made up with all the freaks they could find and make, Boss' gang in MGS3 were either exceptionally weird (BEES) or had long-winded explanations (Fury) for their unique powers.

Even in MGS4, which was explicitly about the new order wiping out old-world mysticism and fighting against the "new style" of generic soldiers providing order had the B&B unit, which were all exceptionally unique victims turned into antagonists.

As far as the Gear standin, its actual role in the narrative is:

- To be a strategic counter, or deterrent, to the use of Patriot strategic weapons, in particular the railgun launched nuclear weapons that seemed rather in vogue.

- To provide a huge set piece to really distinguish End Boss' fight from the Birds of Prey. Also, the fact that the dude is psychic is supposed to be a reasonably well kept secret so it makes having a boss fight with him believable without giving that away. Or having the players assume NANOMACHINES are about to kick in.

I guess a Cerebro stand in actually could work, since if it amped the precognitive and telekinetic aspects up the same way Cerebro did mindreading, it could easily monitor and nullify incoming strategic weapons, and something with that much telekinetic power could probably rip out and float itself over the destroyed facility, moored by its power cables, but it wouldn't be a very fun battle I think since it would just be a fucking sphere floating around and they have to rush around severing its power cables while it tosses shit at them and is aware of their every move and the purpose behind it at all times.

Also why the fuck would the Patriots let anyone build something like that anywhere. Or like, even figure out how to build such a thing and not be killed.

I think an early gear equivalent with its targeting computer feeding into the precognitive abilities of the pilot to shoot down incoming projectiles would be perfectly adequate. If you wanted to get really fun, maybe its other weapons can also do this, IE it intercepts your bullets with its own.

Sorry to draw attention away from OP's baller Metal Gear game, but I was wondering if you guys could help me out with one I've been considering.

Metal Gear is one of my favourite franchises, as is F.E.A.R.. Given that both are near-future military series with psychic shit thrown in, I've been considering running a cross over game. The current big issue is that the F.E.A.R. games take place in the 2020s, but the average tech level is lower than that shown in MGS4 and MGRR. I'm thinking of dealing with this either by moving the F.E.A.R. games back in time by several years, or retconning the events of MGS4 and MGRR.

Anyone got any ideas they'd like to throw into the pot? So far stuff I've been considering

The progression should be from guys who are dangerous to guys who are stronger, but less dangerous. What I mean is start with a dude who's hypnotizing people to assassinate politicians for him, to a assassin who can cut people with his mind by touching them, to a gang leader who can communes with birds and uses them to ferry drugs, to a pyro that only attacks when you show up to get him, to a guy who can slow down time like the FEAR dude but is only using it to run away.

Their opponents get more dangerous, but what they're doing becomes less and less until the revel that they're now just black bagging civilians for an unknown purpose.

No, UGs are purely mechanical brains that happen to be patterned on human neurology. Notably, they have a fixed number of neurons - a UG will never get 'smarter' in terms of raw intelligence. Blade Wolf has 80 million 'neurons' to store data in, and that's it (which puts him above a human). The regular Fenrirs only have 1.8 million, and aren't even smart enough to learn speech.

The thing is, Blade Wolf is smarter, but he's not better in combat, because combat isn't really about analysis - not when you're in the moment, anyway. Intelligence is great for strategy, logistics, and that sort of thing, but in combat, what matters is mostly putting a lot of kill in your enemy's direction faster and harder than he can do to you, and Blade Wolf is bad at that because he doesn't like killing.
