As for Saiyans, I'd say that's probably not too wise. Remember that all the really strong Saiyans worked for Frieza, because before that even one generation previous they were cave dwelling barbarians who couldn't do a tenth as much. Saiyans are by nature genocidal pricks and we got lucky twice more than we should have been.

Beyond that, there's no real REASON to do it, besides arbitrarily wanting more Saiyan OC's.

Yeah, and Vegeta was still the first and only Saiyan king. They were cavemen for generations before that and the last Legendary Super Saiyan blew up their old homeworld.

There is STILL no empire for them to be a height of. All that means is that a very small group of them got ahold of a spaceship before their planet was destroyed. Just as the last one before that probably was a thousand years before.

Following this train of logic to it's logical conclusion, all that actually means is that Saiyans can't actually get that strong. They get to Raditz tier, which is still infinitley better than their Pre-King Vegeta levels, then an LSS is born, wipes them out, and the survivors have to begin from scratch.

How I see it, saiyan revival needs two wishes.
