To sum up:
A splinter of Hive Fleet Leviathan found a remote Agri World. Spores rained from the sky, turning all vegetation into a monstrous version of itself and burrowing beasts moved through the ground itself. In the end, our brave lads persevered on the ground, while the Titans stationed on thir worlds barren moon blasted the Hive ships off the sky. Death of their ship-brains caused the remaining bioforms to revert into more 'docile' (but still deadly) forms and become part of the ecosystem. Whatever social structure existed on the planet before the invasion collapsed into bunch of gangs (now more reminescent of nomadic clans).

A small splinter of Hive Fleet Leviathan found a remote Agri World of Ausland. Spores rained from the sky, turning all vegetation monstrous and burrowing beasts moved through the ground.

In the end, our brave lads persevered on the ground, while the Titans stationed on the worlds barren moon blasted the Hive ships off the sky. Death of their ship-brains caused the remaining bioforms to revert into more 'docile' (but still deadly) forms and become part of the ecosystem.

Ausland's ecosystem is now a horrific mix of overgrown plants, Tyranid bioforms and ravenous swarms of formerly symbiotic Desiccator Larvae but the classification once given by the Administratum still stands. It's an Agri World and food tithes must be observed

As and unexpected but sueful side effect of Tyrranoforming, the plants grow big and nutritious with little to no human intervention - all thet's left for the common men and women is to gather, process and transport the biomass. Throughout their work they're protected (and sometimes 'protected') by gangs of elite Tyranid hunters.

It's those Nidders' (or Niddas) job to hunt and kill reamining Nid bioforms that, since being cut off from the Hive Mind, begun to breed like regular animals. Teeth and carpace pieces taken from the fallen creatures (called Bling) are marks of status in the Auslander society.

Every now and then a recruitment ship shows up in Ausland's orbit and only the truest gangstas get to board it and form their generation's regiment. The regiments consist of members of all Ausland's gangs mixed together. What keeps them from infighting is their firm belief in being superior to every other regiment they encounter. Guard Command has a hard time keeping them in check during transit - the Auslanders will pick a fight with any regiment on theship if they're not isolated or with each other if they are.

Its like with the Americas. Most people, or at least most people when I was at school, think that Christopher Columbus was the first man since the natives to discover the Americas. The three massive combat-harvesters raced across the open plain to the overgrown field ahead, their large, knobby tyres kicking up rooster tails of red dust.
They slowed once they hit the green. Flamers whoofed out blasts of promethium ahead of the harvesters, hoping to scare up, and scar up any swarmies hiding in the brush. This was an easy harvest - radishes. The tops can't get scorched off, because the valuable part's down below, being grubbed up by the blades of the harvesters.
Conveyors fed the uprooted plants back into the holding bins, where more Niddas waited with pikes to stick and fish out any crawlies that made it up with them. Occasionally, a stubber sounded as the crawlies proved too enduring for the spears and knives of the niddas.
The foreman hated that sound, meant lead in the crop. Lost money.

About the ganger stuff, I have some ideas. A penal colony, that's established. Convicts. How about if the convicts had organized into gangs and were basically in control of the fields before the 'Nids, same way there are prisons where the guards answer to the gangs. Cultivating drugs and stuff, with fierce competition between work cartels and weapons coming in from outside in exchange for the drugs. When the 'Nids arrived, they fought back with said weapons, but were losing until the Titanicus arrived. When the war was "over", things had obviously changed. There was a new common enemy threatening the entire planet. The gangs couldn't afford to fight one another as they once had, because of said enemy threatening them and the harvest and making it difficult to grow illegal shit out in the boonies. Yet the gang mentality remained, and as life got back to, well, as life settled into new routines, the convicts hung on to their gang mentality, now ordered into companies, artillery groups, platoons, and squads, all with their own distinct customs, to a greater degree than we see IRL in the military. Competition is more friendly, but they remain in stiff competition, not over resources but over prestige, not through violence but trophies. During war and exercises they have iron-clad discipline and loyalty to their "gangs" and "mates", and every harvest those bonds strengthen further as you must absolutely be able to trust your mates to protect your backs from the burrowers, while at the same time being daring enough to score lots of noice trophies. Hell, in the times of idleness they may even take a stroll in rhythm to attract prey/pests, just to show off and earn a little extra bling.

I have another idea.

The planet has always been a penal colony, a ganger planet supplied sparsely with weapons and farming equipment, but the competition and the open warfare was only hard during the Races for Big E's Tithe. After the war against the tyranids, the borer's appearance and the sudden overdeveloppement of the flora made the planet a good prospect for agriculture with rarely-seen yields. A huge influx of machinery has lead to a lot more tension amongst the gangs for lands to harvest, while the borer's new presence has allowed for a whole industry to appear on the backs of combat harvester based on the metals extracted from raddish-like plants. However, now gangers spend the most of their time fighting against flora and fauna. Which they actually enjoy a lot.

Before they were "discovered" by the Imperium they were just a bunch of no hopers.

The local hive world used to export undesirables, take the harvest and drugs and that was about as far as shit went in terms of Imperial influence bar the missionaries.

The local mechanicus bastion up on the moon also got a share of the food in exchange for protection. They were an off the books mechanicus enclave. Not actual Dark Mechanicus, just probably illegal Mechanicus.

Then a Laviathan splinter appears, the locals hold out long enough for the Imperial forces trailing it to catch up with it, shit gets officially discovered and now everybody has to obey rules like the Tithe.

The Mechanicus on their moon lend their strength to the local arbiters in exchange for legal assistance in dealing with the Mars Priesthoods demanding 1,674 years of back taxes, Ausland gets to govern itself and sell its drugs and food to the hive world at fair prices but also has to pay Tithe.

Then months later the spores left behind start infecting things. Administratum has got stuck in a rut and won't accept any more change this soon and so they still have to pay tithe.

Afterwards, sure, since competition is more friendly, Emperor and Imperium and Regiment awareness is a lot stronger, less profit to be made from smuggling (and more awareness of the now much greater risk, which gives me an idea, more on that soon), and so on.

Because they don't run this planet in the first place, there is a handful of administrators in orbit exchanging the "Tithe" for weapons. Administrators stock in cheap autoguns and autocanons, gather all the food from the planet, pay the tithe and sell all the rest at a good price compared to what they got the weapons for.

Mafia is mostly fat fucks who get away because of their strong internal loyalty and how close they are with the communities they live in. As soon as someone starts snitching they all start going down. Mexican and Columbian cartels are a better example, they're adapted to a whole other level of competition and have ex-vets from army and police training their troops, when they don't have hit squads of ex-vets. Bio hazard Ted. A man who grew up in a particularly toxic element ridden part of Ausland. Got shipped off with the regiments like so many other. Fought in some wars, got medals and shit because he was pretty fucking badass. Then he got eaten by a Bio-titan.

Bio-titan dropped dead in just under 5 minutes. Because of absorbing so much toxic elements he had become a living suicide pill. He carved his way out of that monster with his bowie knife. Two augmentic eyes, a full body skin graft and 6 month later and he was back on the men-at-arms list.

He disappeared less than a year later from official records. Some say the Mechanicus abducted him for study and some say that he was recruited by and serves to this day the dreaded Inquisition.
