Welcome to Academy City. The time is morning, the weather is drizzly, and the date is January 27.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you had not seen this coming. Yesterday you had been tasked with assassinating a Russian Code M political dissident. The kill had been confirmed even. Their body had been practically sawn in two from the passage of several anti-materiel rounds. Autopsy had put their death at near instantaneously. So you were surprised when you checked in for work the next day to find them contacting Academy City for a bodyguard. No one had expected that they would have a body double, nor that they would be an actual ambassador for the Russians. Someone had played you.

Nayuta had sat down with you to discuss the matter. Aside from the issue of leaks, you were now faced with a problem. The Russian envoy was definitely Code M. Letting them get in contact with even a minor authority in the City was simply asking for trouble. They would definitely be on guard against further attempts given their body double had been killed. On top of that, this was a meeting to begin peace talks between Russia and the City. This was important, as amongst the Crusader states, Russia and its satellite states comprised a full third of frontline combatants on their own. This rested on the assumption that their offers were genuine. With their envoy, no one could be sure. That was why the City had dumped the responsibility on your lap.

It was up to you to decide whether to honestly guard the Russian envoy or to kill them and let God sort it out.

You decided to play along for now. There was a chance for peace and you couldn’t throw it away just because a Code M was the one spearheading it. That said it was also a matter of keeping your enemies close. Nayuta definitely had no qualms with your reasoning. She did remind you that you were going to be responsible for whatever happened though.

You were slated to meet the envoy at the same airstrip as light night. The cleaning crew had worked fast, you noted. It was almost as if there hadn’t been a shooting here at all. You waited with an umbrella as another Antonov taxied to a stop. You noted the Russian envoy, a woman, as she stepped out. It went without saying that she was wreathed in yellow. The few security guards that were present sized you up as she introduced herself,

“VERDICT, I assume. You may call me Elizalina.”

“A pleasure,” you offered mechanically.

“It talks,” she commented dryly.

You simply led her off to the car. A glance at your Camaro elicited a hum of appreciation. She was keeping her body language tightly controlled according to CASIE. As you started up the engine she handed you her itinerary. You supposed she kept it private in order to prevent at further unpleasantness. It also showed how much she trusted you to not put a bullet in the back of her head. Though, as a Code M and a diplomatic envoy you had no idea what kind of protections she might have.

There was still time before the official talks commenced and she was rather interested in visiting two other places. One was your mother’s address. The other was a place in the Strange, where the portal to Siberia had opened up. Either option was suspicious.

Well if she wanted to poke around the Strange then you weren’t going to stop her. It did merit a few questions though.

“Why? We would like to make sure that no such breach in our borders will occur again.”

“It is closed,” you offered.

“And I will make sure it stays that way.”

Of course it went without saying that your little adventure in Siberia had been hushed up. The public story was that the Russian military had been conducting live-fire exercises in preparation for their deployment and there had been accidents. The City only had your report to go on and you imagined the Russians had even less. Still, you had to ask,

“What will you do?”

“National secret,” she replied swiftly.

She did not however stop you from observing whatever ritual she was cooking up. Maybe she would have been more secretive if she knew you could see how her Code M emissions were taking shape. It formed a dome made of intricate patterns which you recorded for later use. Maybe the Index would know, or maybe Kaoru would, whenever she got back. Elizalina finished shortly before looking around her.

“I’m not sure why I’m surprised by this,” she said when she got back in the car.

“About what?”

“Even a place as advanced as Academy City could also have slums.”

“The City has not had the chance to focus on this District.”

The, “due to the war,” went unsaid.

“Of course,” she huffed, “I plan to change, no, I will change that.”

You didn’t ask her how verbally.

“Once the cessation of hostilities is completed, the Russian Federation shall be re-establishing an embassy. I think this will be a good place for it.”

She had plans for the district. That much was obvious. You were sure the City would never allow it. Though on the off chance you,

“It’s a good thing you called me nii-chan,” Nayuta had replied, “That just gave us more ammunition for the negotiations.”

Your conversation was conducted privately in your helmet as you drove Elizalina to the negotiations in question.

“Should I tell her about the district’s unique situation?”

By that you meant telling about Kyouko. You didn’t know when she was going to come back, only that you knew she would. She probably wouldn’t be happy if someone set up shop on her turf, especially when they were Code M.

“No, we’d rather they find out on their own,” Nayuta grinned widely, “If it comes to that of course.”

She had less faith in Kyouko’s return than you but you couldn’t blame her.

The time is now high noon, the weather is dry, and the date remains unchanged.

The conference hall was littered with Anti-Skill. Checkpoints, pillboxes, patrol, the whole works. CADRE didn’t miss the amount of guns trained on your car as you pulled up. The number only dropped by half after you were waved through. It only reinforced how important these talks were. No one was fucking around here. Especially at the last checkpoint that led up to the conference room. Beyond that point, all weapons were to be relinquished. That meant you would not be allowed entry either. VERDICT was considered a tactical weapon.

The Russian diplomatic envoy on the other hand was Code M so you were leery of letting her go through unsupervised. As she passed through security, you noted the items that glowed gold in your vision. A cigarette case, a lighter, a pen, and something around the end of her sleeve that you couldn’t quite see. If you alerted Anti-Skill they’d let you through. Otherwise you needed to call her out for the breach in security.

“We figured it’d be something like that since we don’t have the capability to scan for Code M emissions like you,” one of the officers told you.

They typed in a few lines on their tablet. Your helmet HUD lit up with directions. Apparently you were going to be positioned above the actual conference room on the next floor above, just like your first job. At the first sign of trouble you were going to drop down and dispense indiscriminate justice. That was what the Anti-Skill officer had said though you hoped that it wouldn’t come down to that. Of course you also had a live feed of the whole thing. It was a very atypical set up, as far as negotiations went. There was the only one envoy from the Russian side whilst Academy city fielded a few more personnel. Normally they would use those extra underlings to feel out their counterparts but that wasn’t possible here. It was definitely some kind of tactic on the side of the Russians, disadvantaged as they were at the table already.

Their terms were rather reasonable, though you think they were aiming for a white peace with neither side paying. You weren’t able to pay closer attention as trouble arrived. The source of it, however, was external. Anti-Skill officers were getting diverted to the front gate to confront and attempt to subdue a man who claimed to have business at the conference hall. Given what was going on, you had a feeling he was here to disrupt negotiations. From the reports, he was literally manhandling them despite their efforts. It sounded like Code M to you but without visual confirmation you wouldn’t be able to tell. It also sounded like a distraction, something to keep you occupied and away from keeping an eye on Elizalina.

Your job today was to make sure Elizalina was physically safe, and right now she was as right as rain. If the intruder made it this far then you would act and only if they threatened your principle. Still, you kept half a mind on the situation as you kept watch over the peace talk. To be fair to Anti-Skill they had started breaking out the giant robots and combat suits. Even you could hear the sounds of gunfire in the distance. An order for evacuation had been issued and you made your way down to the conference room. A squad of Anti-Skill were leading the City’s delegates out as you arrived. True to your observations, the Russian envoy had constructed a crude pistol from the items on her person. While CADRE’s estimate of its 4.2mm cartridge as insignificant, you could bet the Code M had a trick up her sleeve.

You reached Elizalina and moved to escort her out when one of the walls exploded inwards. The intruder was huge, at the very least as big as you were. He was definitely Code M but his ethnicity wasn’t European at all. The squad of Anti-Skill opened fire. While the bullets didn’t visibly ricochet off his chest, there was a distinctive ping as each shot landed. His gaze fell on Elizalina, then moved over to you and stayed there. No doubt he recognised you as an obstacle to dealing with the Russian envoy. Elizalina calmly raised her firearm and shot him. Contrary to expectations, it struck and wounded him. The intruder looked down at the wound on his stomach before lunging towards the both of you. Elizalina clicked her tongue and fiddled with her gun, no doubt to reload. Your gaze met her and a decision was made. You were going to,

You shoved her out of the way with one arm as the Code M came barrelling through. Your other caught him, diverting him to give Elizalina even more time to get out of the room. As soon as she got up, she didn’t waste a moment as she followed the rest of the diplomats and Anti-Skill out of the room. The intruder wasn’t deterred, grabbing your arm as his feet took you down. CADRE recognised the manoeuvre as the start of an armbar. You rolled on to the floor as the man ‘broke’ your arm at the elbow. It was when he realised your arm didn’t snap like a normal human’s did he start trying to wrench it from your shoulder socket. That you felt.

You swung the captive arm around, slamming him in to the ground as the two of you scrambled to get up. He wasn’t faster but he managed to snap your head back with a kick. The momentary daze allowed him to land another whipping kick that sent you flying in to one of the conference tables. CADRE polite informed you that your Overall Combat Efficiency dropped by about 20-30%. Still you had to get up.

You had expected a follow-up blow but from the Code M’s face, it looked like he was more interested in pursuing Elizalina. That you were still mobile, and thus lucid enough to interfere, kept him from actually leaving. He wasn’t the type to turn his back on an enemy apparently. Instead of attacking, he settled in to a stance. CADRE’s best guess was kalaripayattu, and in a contest of skill you had 35% chance of coming out ahead given your condition. You saw and felt his Code M emissions intensify. Though if you were going to use your Ability, you’d have to disable the limiter and thus CADRE, there all bets would be off.

You disengaged your Ability limiter. If you could just pin him down with telekinesis then there was no need to fist fight at all. The Code M must have felt a change as he lunged towards you. He didn’t get far. You stopped him with but a thought. His mistake was to leave the ground as he leapt. Thus he hung in the air, and without traction he wasn’t going anywhere. You didn’t get to congratulate yourself though. The Code M took a deep breath and exhaled a wall of fire. With his emphasis on hand to hand combat you hadn’t considered that he would have ranged options as well.

Your helmet and the uniform were flame retardant but even you could feel the heat as it washed over your whole body. For a moment, you felt cold, and then the prickling sensation surged. You had burnt yourself before but this was infinitely worse. The pain was transmitted along your flesh to your brain and you stood there paralysed. Not for long though, you felt your head snap back, a ringing sensation adding to the haze. Dimly you were aware of hitting the floor and by the time you had come to the Code M was gone.

The whole encounter had lasted maybe a minute, or two, and you had blacked out for another five. Nayuta was hollering on her end trying to reach you, or at least wake you up. Rebooting the VERDICTOS, you took stock of the situation. Your burns weren’t fatal but you probably would need to get checked out before infection set in. It was a pain to move around but you could manage. CADRE had a low appraisal of your Overall Combat Efficiency; it was hovering around 50%.

“What’s the status of the VIP?” was the first thing you asked Nayuta.

“She’s fine nii-chan. We managed to get her out safely and is being brought to a more secure location.”

“I assume you’re not going to tell me where.”

“Nope.”

Well that was good, less chance of someone plucking the information from you mind, Code M or not.

“I’m continuing pursuit,” you said.

“Are you sure nii-chan? I’m not sure how you can move with all the pain that you’re in.”

“Just point me in the right direction.”

“Hai hai,” she replied apprehensively.

It was painful enough to breathe, let alone get up but you managed. After a while you got used to the pain. Walking was another kettle of fish as every step sent a sharp wave of agony from your toes to the top of your head, the left side more than the right. It wasn’t like the perp had gotten far either. Anti-Skill may have vacated the premised in anticipation of your destructive capabilities but the Code M was caught staggering out clutching his stomach wound. He only had a five minute lead and the trail of blood was easy to follow.

Your first stop was your car for some painkillers. It was a temporary fix but it was better to waste five-ten minutes getting back to basic combat functionality than stumble around feeling like you were half burnt to death. That and it was faster to catch up with a car. It wasn’t even a five minute drive by the time you pulled up to the alley the Code M had taken refuge in. You wondered what Anti-Skill was doing when you were the first to find him. In his hand was a Code M implement, a ritual dagger not unlike the one Kaoru had. The other held a small bit of gold, a bullet CADRE informed. His hands were trembling and he was bleeding quite liberally now. That was when he caught sight of you. CADRE calculated the odds.

You weren’t going to take any chances. CADRE even gave you good odds of surviving uninjured, compared to subduing him. He got up as if he wasn’t injured and lunged forward, knife in reverse grip. You caught the blow with your left, the blade sinking a centimetre or two in. Your right grabbed his freed as you smashed your head in to his. It was enough to make him lose his grip on his knife. You kneed him for good measure. He went down and you followed, drawing the dagger out of your arm. Even as you brought the blade down on his chest, the Code M struggled. You twisted the knife, pulling it out once more as his hand feebly clawed at your helmet. The last thing the Code M would see was you slashing his throat open. There wasn’t a gurgle nor was there a spurt of pressurised blood. You had already introduced a pointed interruption to his heart’s work. This was simply making sure he stayed dead.

The time is late afternoon, the weather is sterile, and the date remains unchanged.

You felt like a mummy as you walked out of Heaven Canceller’s hospital. Stiff, smelling of unguents, and wrapped up in bandages. Anti-Skill had only been just right behind you as you stepped out with a bloody dagger and a bloody handprint on your helmet. You suspected a picture of that was going to end up in the papers the next day. Nayuta had informed you that despite the interruption, the peace talks had gone well. In fact, she quoted Elizalina,

“With a guardian like that, the Russian Federation does not see any further reason to continue hostilities with Academy City.”

A good outcome all said. That said, it hadn’t stopped Elizalina in wanting to complete her itinerary. Her next stop was your mother’s apartment. Nayuta had told you that you were off the clock due to injury. Even so, you

Someone must have called ahead because no sooner had you knocked on the door did it open.

“Ah, VERDICT-san, Elizalina-san, we’ve been expecting you.”

Last Order greeted the two of you at the door without her usual verbal tic. She led you inside to your mother who was in the process of preparing tea. You noted that yours had been prepared as you liked it.

“Starshina Torikov?” Elizalina greeted her.

Your mother gave a sad smile,

“The starshina died a long time ago, in Georgia.”

The envoy dipped her head solemnly, acknowledging her words.

“I see, then, I have a commendation for the late starshina, and the remuneration for her surviving family.”

She produced both a small box which held no doubt a medal, and two envelopes, once which contained a letter, among other things.

“We do not want our fighting men and women to think we have forgotten, even when they have resigned themselves to be forgotten.”

Your mother cupped her mouth as tears started to form around her eyes as she read the letter. CASIE wasn’t needed to read the expression on her face. That was all Elizalina had come to do and you followed her out. The tea remained untouched but you couldn’t bring yourself to complain.

The Slumlord was never the Joker to your Batman but even you felt her disappearance rather keenly. She was integral to the politics of School District 10 after all. Whatever rules she had laid down were now being broken left and right. The flesh trade came crawling out of the woodwork overnight. You suspected that such an industry had been kept on the down low during the Slumlord’s reign. So in addition to a spike in gang violence, you had to contend with human trafficking as well. The massive amount of addicts didn’t help matters either. You simply couldn’t be everywhere at once.

In her place, another power emerged within School District 10. The Guild was a mercantile association that dealt in pleasure. They simply swept aside all opposition with their massive financial resources. That is, all but two. Skill-Out had always banded together to protect themselves from the City’s Ability Users so there was no surprise that they would remain independent. The surprise then was the other one. It was a small business that had recently formed under a certain Kyril Torikov. Digging further you discovered that he had simply waltzed in to the district and simply evicted the first brothel he came across. That was explained when you found out he had ties to the Dictator’s prize fighting ring.

Despite her name, the Dictator suffered not such human rights violations. Those standards had no doubt been explained and enforced on this Kyril Torikov. She wouldn’t abide him otherwise. You had a rather good lead on his character as well, what with your brief encounters with him. Taylor had advised him to get out of the Magic-side business and it seemed like he took her advice to heart. Honestly, you would have preferred he did something less dangerous but you supposed it was better than the alternatives in School District 10. Either way, you were going to keep an eye on him, maybe even chat for a bit.

The sautéed pork liver with fava beans and a glass of red Chianti was quite good. It was the side order of good news that pushed the meal to exquisite. VERDICT, that damn near waste of time and resources was finally doing something productive aside from wanton violence and destruction. You never really approved of its mandate. It was a witch hunt pure and simple. While you had communicated your stance to your fellows, you had been summarily outvoted on the matter. The only other who had taken your side was good old Oyafune. Then again, the old hag had always had a soft spot for such cases. It galled you that her glaring weakness and your logical side were in alignment. Still, you had to put a stop to that line of thought.

In the space of a single night, VERDICT had singlehandedly dealt with Disciplinary Action. Moreover, it was due to an internal investigation on the workings of Anti-Skill. The irony of it was delicious. True, VERDICT may not have succeeded in wiping them out entirely but that was due to no fault of its own. It made tying up one last loose end all that much easier. That brought you to the supposed vigilante that attempted to stop him. This ‘Grímsdóttir’ was a clear and present threat to the authority of the City. Not to mention that they were the result of the deplorable state of School District 10. While you had been cautioned to stay out of it, it wasn’t like you couldn’t allocate some resources to the sector after all. A conveniently out of control subordinate would do wonders for the district. There should be plenty left worth scavenging after they were done. Waste not, want not after all. And besides, it’s not like this was the first time a tool of the City went off the reservation.

Honestly, you never expected nii-chan to be such a handful, what with his wandering arms. It couldn’t be helped. He was at that age after all. While you yourself weren’t at the age to have those urges yet it seemed like you still fell within nii-chan’s strike zone. Really it couldn’t be helped when he wrapped those long, solid arms around you. Maybe it was because those very same arms were not made of flesh and blood but you felt like they would protect you from the world itself.

“Mou nii-chan,” you pouted.

It was with great effort that you tore away from his grasp. He needed to be seated properly in your opinion. Despite your small frame, you handled him how you wanted, not that he could resist. The both of you weren’t exactly experienced in this matter to begin with so it was up to you, as his superior, to set things up. It was a bit clumsy but you managed to get him upright, especially in that position.

You liked to think he was too embarrassed to answer. He wouldn’t get an opportunity to say it though. It had taken considerable effort to mount him since you had to adjust more than your skirt and took him inside. It was a struggle but you refused to show it, consciously suppressing your reflexes. His size made you uncomfortable, given that he was bigger, not to mention taller, than the average. The suspension creaked as you struggled to keep steady nii-chan steady. It almost felt like a chore. Maybe you should have programmed the release of happy drugs whenever you did this. Though waiting until they were released naturally was probably better.
