It is the 21st October, 1757 IVC.

Attached to this report is a purported "ship class design" sent in by a student from one of our Scholastica Terrae. Suffice to say that our new fleet does not look anything like this, though I will admit to kind of wanting to build one just for what I believe are commonly referred to by the plebians as "risones et excreta".

In light of the Senate's discussions in the previous thread, I have implemented a 50/50 per cent strategy regarding Turret Tracking and Missile Agility technologies. These should begin to bear fruit in the next year.

To bring us up to date:

In September, our Leading Scientist Spurius Pisentius Marcipor achieved a significant improvement in his throughput, increasing his potential maximum Laboratories to 25.

24 hours ago, our shipyards completed work on our new survey fleet. Three Decius class Gravitational Survey Vessels and three Scipio class Geological Survey Vessels have been completed. They have been named the Decius I, Decius II etc at present. As we speak, they are being lifted into orbit and are undergoing final spaceworthiness testing.

At an organisational level, each of these craft has been placed in a singular fleet of their own, under a single commander. This presents a specific issue. We do not currently have a doctrine regarding fleet command.

At present, we have an officer corps of 38. Of these, 27 are of the Centurion rank, 8 are Trierarchs, and we possess 2 Navarchs and a single Praefectus.

I can instruct the militarius to begin an internal search for properly-assigned applicants (a process known as "auto-assignment"). We should also give specific attention to how long we believe an officer's tour of duty should be; if we wish to ensure our officers receive proper rotation for training and rest purposes, we should set a tour of duty period now.

One other major decision remains. Our military command staff needs to be selected, and before this can be achieved, we need to appoint a Fleet Commander.

This must be a naval officer of at least Navarch rank, and at present this gives us three potential candidates:

Praefectus Publius Calpurnius Valgus - Fighter Combat 50%, Fighter Operations 10%, Communications 20%. (A hero of the Unification Wars, Publius is an expert fighter pilot and not much else.)

Navarch Manius Tremelius Cornutus - Political Reliability 10%, Terraforming 15% (The son of a noble working in the nascent terraforming sector.)

Navarch Gnaeus Lollius Balbilius - Political Reliability 10%, Fighter Combat 50% (A former colleague of Valgus, Balbilius is also an expert fighter pilot but a little better at public relations.)

Clearly none of these are ideal candidates, but they are the only ones available. A note is that we will not be able to place a naval staff officer in a role beneath one of lower rank - so we cannot expect Valgus to work under Cornutus.

(As an additional note, we also have the ability to forcibly retire any of these individuals if we wish.)

The choice is yours, Senators. I personally advise that we appoint an overall commander and then permit them to handle all other assignments.

I have not jet a sense for the speed of the ships, so i dont know if they go on looong missions but 3 years sounds good

Also as 2/3 of the senate seems to favor the Praefectus i say we enact it and send the geosurveyors on their merry way to the moon, and the Gravsurveyors to the nearest survey point.

So how are we going to organize our fleet doctrine? Heavy infantry formations with tower shields conquered the known world. However in space combat it appears that missiles are king and a beam-heavy fighting force would be forced to close to very short range. On the other hand having strong laser batteries translates to increased missile defenses and the more ships in formation the greater the overlapping fire.

Certainly, Senator. Indeed, your son Tiberius has skills which make him an excellent candidate for a central staff role, with a Survey bonus exceeding every other member of the Naval Officer Corps of right now.

(Not kidding here - there's a Tiberius Anbanos Adranos with a 20% Survey Bonus.)

I have discovered an error in the officer assignation system and have corrected it - as of now, our Survey Craft will be permitted to be flown by officers of Centurion rank and above. This is to permit our craft to be flown by the most skilled survey experts rather than by rank. We will find oversight opportunities for those Trierarchs resultingly relieved of command.

Finally, I have instructed the Militariat to implement a 36 month tour of duty and implemented automated assignment.

With all this in place, standing orders have been issued to the Scipio and Decius class survey vessels to survey the nearest system body and grativational survey point respectively. Scipio I is now headed to Luna to begin our search, while Scipio II and III travel to the nearby asteroids Cruithne and Bacchus. Our Decii have headed off to begin their search for these fabled "Jump Points".
