Welcome to Academy City. The time is evening, the weather is drizzly, and the date is January 29.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you had just been released from custody by your boss. It helped that she was also law enforcement. You were too but not in your civilian persona. Your day job was running a protection racket. It was complete with things like managing employee ‘retirement plans’ and ‘dispute mediation’ with local law enforcement. At least now your civilian self could boast of having been arrested, if only to be taken in for questioning. You had nothing to do with all those dead whores that had been popping up.

As the sunset it was time to get to work as VERDICT. Tonight you were attempting to foil your nemesis, Lupin IV and her attempts to make off with a potential ecological disaster. The plan was to give the master thief exactly what she wanted, and then some. It was certainly better than trying to deny her outright. At least here she had given you a time and a location, tonight and at the Silver Smile Social Club respectively. Dictating the outcome was easier with those two variables known.

The question then was where exactly you needed to be to stop her from making off with her prize. Being present for the ‘handoff’ would allow you to personally intervene. Though, given who you were up against, Lupin IV most likely had something to deal with you face to face. The other option was to sit back with an anti-material rifle and hope she didn’t mind being shot at from several hundred metres away. It also meant that Nayuta herself would have to go and make the drop off but your boss didn’t have a problem with that.

You had a feeling that it would be better to attend the drop off personally. Not only would Lupin IV appreciate it, Nayuta could just as easily support you.

“You may say that nii-chan but I know it’s because you don’t want your cute and adorable Nayu-tan to be in any danger.”

Your question of whether she was capable of long range marksmanship was met with only minor derision. Nayuta then directed you to pick up the item that Lupin IV had requested and then you were off to the Silver Smile Social Club.

It was a pretty dilapidated building, but like most pleasure establishments in School District 10, that was merely the face of it. The interior had solid wood panelling without even so much of a hint of shoddy carpentry. The main hall was mostly tables where patrons would amuse themselves with whatever they had brought. Some tables had cards or dice, while another had more physical activities, including the odd call girl. All of that ceased as soon as you stepped in to the room, cat-carrier in hand.

“Yoohoo, over hear darling.”

You turned to the source of the exaggerated American greeting. In the far corner of the room sat Lupin IV, Asuka, and funnily enough Kinuhata. You started to make your way towards their table. Since you hadn’t crashed the party, the rest of the patrons went back to what they were doing. You noted Sagara raising a glass in your direction from the bar opposite the girls’ table.

“You could super be doing so much better,” Kinuhata was speaking.

It seemed you were catching the tail end of their conversation.

“It’s not like that super newbie Torikov has a rap sheet or anything.”

“Trust me when I say it,” your girlfriend’s eyes narrowed, “His is bigger than yours.”

Kinuhata rolled her eyes as Lupin IV greeted you,

“VERDICT have a seat, care for a drink?”

Who did she think she was fooling?

“I’m on duty Riko,” you replied solemnly, “The package.”

Lupin IV pouted a little but took the cat-carrier from you. It wasn’t a standard one though. The exterior was bulky, made of the City’s proprietary material. One of the layers was electrified, sandwiched by two other metallo-ceramic layers. This was due to the animal that was contained within. The Cheshire was, like Nayuta had summarised, a teleporting cat with optical camouflage. Teleporting was misleading though since it could be contained in a cage. The cat didn’t travel through dimensions, it simply moved too fast to be practically indistinguishable. At least you could still track it on thermal.

“Heh VERDICT,” Kinuhata smirked, “super glorified delivery boy.”

“It’s a steady job,” you replied.

“And what a job it is,” Lupin IV returned, “You’re not going to stop me?”

You simply took a seat and leaned back. With the way your helmet was facing, it was obvious you were keeping an eye on her, or rather the cat. Lupin’s grin grew at that. Your message had been received.

“Ah well, it’s not important,” she turned back to the table, “So girls, what can Riko-nee-chan do for you?”

Kinuhata shrank back in her seat.

“Come now, out with it,” Asuka snapped at her, “It pains me to your childish attempts at handling such your infatuation.”

“It’s super not childish.”

Kinuhata rose out of her seat. The Dean was half drawn from its scabbard.

“Now, now, let’s not get hasty here,” Lupin IV spoke, “I see now why you needed my help Asuka-chan. You never were the most patient when it comes to such matters.”

“For good reason.”

Asuka gave you the evil eye. Wait, was she trying to tell you something? In either case, it really looked like it was simply some girl’s talk. Lupin IV kept a close eye on her prize, in case you tried to steal it back.

The cat-carrier sat squarely by Lupin IV’s feet. You made a note of it and spoke,

“I’ll take you up on your offer.”

Your non sequitur caught the girls of guard.

“A drink,” you elaborated, “If you’re still offering.”

“Of course, of course,” Lupin IV answered quickly, “Yoohoo, a special for darling here and bring Sagara over too.”

She had turned to the bar to order and it was fulfilled by a familiar face. Kongou Mitsuko didn’t look comfortable in this environment but she was dutifully doing what Lupin IV had asked of her. She joined your table with a dismayed Sagara. The drink she set down in front of you had a trace of soporifics about it.

“Don’t worry VERDICT here is as tame as a kitty.”

She grabbed you by the shoulder and pulled you towards her. You didn’t think that was why she was worried. The master thief didn’t stop there, also grabbing Sagara by the arm.

“Aw don’t look like that, I know every thief in here wants a piece of me, I’ll be alright.”

“Heh, busted,” was all Sagara said.

“Well, I must excuse myself momentarily,” Asuka drew everyone’s attention got up, “Don’t mind me.”

Just as quickly, you ignored her. CADRE threw up a mental interference warning. You ignored it. Instead, you were worried because Lupin IV’s smile grew wider still.

“Hm-mm, sneaky, sneaky, VERDICT,” she cooed, “Too bad, the cat’s out of the bag.”

Your gaze was drawn to her thighs. Switching to thermal you could see the outline of a napping cat. As soon as you did, Lupin IV stood up, both your head and Sagara’s now trapped in her arms. There was an indignant yowl and a ‘bamf’ sound and all hell broke loose. The Cheshire had teleported itself in the middle of a mah-jong game angering the players. Their search for the culprit lead to your table as the damned cat moved elsewhere and disrupted another table.

CADRE could barely have given you a warning as the hand that cupped your face moved. You twisted in the air, tossed away by Lupin IV as she shouted,

“BAR FIGHT!”

You landed with a crash, bowling over tables, a call girl and her audience. Sagara was in a similar situation. Your eyes locked on to Lupin IV as she stuck her tongue at you. She mouthed, “teehee, my hand slipped,” as a bottle of alcohol was broken on your helmet. You turned to the culprit, grabbing his wrist and wrenching his arm, ignoring his cries as the limb was twisted past the limits of its integrity. By the time you looked back, Lupin IV and her accomplice were gone. They were headed towards a back door. Kinuhata was still there but now she was muttering incessantly under her breath as the hall devolved in to violence.

You waded through the chaos after them, leaving broken bones and crushed spirits in your wake. Sagara was holding his own and Asuka had finally reappeared, the Dean drawn and ready. They would be alright, and you focused on the escaping thief. At this point, you were pretty sure the cat was the least of her concerns. The chaos was a great smokescreen and while you weren’t sure what exactly she was trying to accomplish, all would be answered if you could catch her.

The hallway was mostly empty. Lupin IV was still leading Kongou Mitsuko about. You weren’t able to tell if the latter was dragging down the former, but you were closing in and fast. From the floor plan, the door they passed through was a former loading bag. It had been converted in to a makeshift parking garage. There was only one other way out which Nayuta had moved to cover during your pursuit. The two girls had yet to exit so you could surmise that they were prepared for you.

While it was within your power, you didn’t want excessive collateral damage to mark your passage. She wasn’t even Code M. You kicked the door down with your right foot. The interior was dark and you immediately switched to thermals. You were quick to duck as you recognised the silhouette further in the room. Gunshots struck the car you had taken cover behind. You could hear a car’s engine start up. Your return fire was mostly to keep their heads down as you picked yourself up. CADRE matched the sound of the car to that of an American V8.

You weren’t terribly fussed about them making their escape though. Nayuta was waiting with an anti-materiel rifle outside after all. You figured it was Lupin who kept her gun trained in your general direction. The darkness and the moving car were working against her, her shots erratic as you kept moving closer. Just as she reloaded, you rose with your gun up. The shot was trivial for CADRE and you planted a shot in the left rear wheel. Their getaway car nearly spun out. Instead, it settled for a crash by the exit, having swerved in to the wall at significant speed.

With little fanfare, that was how Lupin IV was finally arrested.

The time is now morning, the weather is clearer, and the date is now January 30.

Of course there were complications. There always were when it came to such high profile arrests. Surprisingly it wasn’t from Lupin’s lawyer. It was from Kongou Aviation. A trial had yet to be scheduled but it seemed like they were trying to get the City to drop charges against the heiress, Kongou Mitsuko. There were scant other witnesses and only circumstantial evidence so your words had a bit of weight. When Nayuta had asked, you told her that Kongou Mitsuko,

“Well it’s obvious she can’t get off scott-free,” you said, “I’m sure you could come up with a suitable arrangement for all involved.”

“Sounds good nii-chan,” Nayuta nodded, “These Tokiwadai-nee-sans sure love getting in to all sorts of trouble.”

She was speaking from experience and her experience was wrong. The Ladies of Tokiwadai were definitely a trouble magnet.

“Speaking of trouble, the French are clamouring for the extradition of Lupin IV,” Nayuta continued, “Not that they’ve given a reason beyond having stolen government property.”

“And how’s that going to work out? Even if we could transport her, she’s being charged with terrorism here.”

“Aha!” Nayuta exclaimed, “She once stole a Mistral-class from its Saint-Nazaire shipyard.”

You whistled in appreciation. Your boss continued,

“Anyway, it looks like Kongou Aviation’s lawyers would be agreeable to an out-of-court settlement. We’ll be setting up a meeting for that later today.”

“Which I’m not needed for,” you finished.

“It’d be nice if you’d show up nii-chan, but yeah, today looks like it’ll be a slow day.”

She was right of course. The various news outlets would have you believe otherwise though. In the wake of the peace treaty between Academy City and the Russian Federation, three other major belligerents had hashed out some terms. The United Kingdom and her Commonwealth allies have managed to come to a ceasefire with France and Germany. Many hoped that peace would follow shortly after. It meant that Touma might actually have succeeded after all. Now all that was left was to settle down South East Asia and have the Pope call off the Crusade.

Speaking of Touma, you probably should check in with the Index. It has been a fair amount of time since she had been without her caretaker. Checking in with Etzali was also something you could do. He had to be reminded who ran his show. Asuka also looked rather cross with you last night, maybe you should deal with that first.

The time is now lunch, the weather is frosty, and the date remains unchanged.

Since it was a school day, you only managed to see Asuka at the start of lunch. You met her in your civilian guise of course. While she was perfectly content with you paying for lunch, you could tell she was still dissatisfied with you. Naturally, you had asked her why.

“As nice as last night was, I was hoping that we could have spent more time together,” she stated simply.

“I’m free today if that’s what you’re asking.”

“Perhaps but lately I feel you have not been putting much effort,” she yawned, “I am bored.”

That certainly explained a lot. You hadn’t had much time for romance lately and well, this seemed like a good time to remedy that. Though you weren’t sure what the two of you could get up to together today.

“I do not require that you amaze me with your physical prowess or masculinity,” Asuka continued, “Though it always amuses me to see you try.”

That was helpful though you had to tell her,

“I can’t imagine you’d have much time after lunch. Ditching class today?”

“Me? Ditch class?” she feigned indignity, “As if I would stoop to that level. Rather, would it be considered ditching if there were no classes for me to attend in the first place?”

You conceded the point. Options on recreational physical activity at this time of day were rather limited. Gyms were right out, so maybe the arcade, or a batting cage. Come to think of it, didn’t Asuka ‘own’ a fighting ring? Maybe that could work. Not very romantic though, not to mention it seemed predictable. For a change, a movie might be better, or some shopping. If you were really desperate you phone a friend for advice.

You settled for some shopping. It was hard to go wrong with shopping, and if she didn’t like it then you could move on. At least it was closer than going to School District 10.

“I doubt that I am in need of anything but we shall see, shall we not?”

“Well, you’re almost always in uniform,” you pointed, “So.”

Not that you were saying that the Tokiwadai uniforms looked bad but it was almost always the only thing she was in. You were aware of the reason for it so any excuse to see her in anything else would be nice.

“Of course dear,” she smiled, “I have to ensure that I can ensnare you with more than just my wit.”

That and you would gladly be paying for it.

“What would your account manager think? Buying women’s underwear en masse.”

“No lingerie,” you replied, “Please.”

“Fair.”

It would also neatly sidestep the awkwardness of being male in a lingerie shop. Asuka led the two of you a shop that held dresses. It certainly wasn’t the typical teenager fashion at the least. Blouses and long skirts were apparently her preferred style. It probably had to do with the fact that Tokiwadai’s miniskirts were short enough as they were. Nothing wrong with longer skirts mind, they were just a bit tame, you thought.

“This dress, it does not make me appear fat does it?”

“No,” you answered easily, “Are you doing this on purpose?”

“Oh perish the thought,” she smiled, “Let me guess, ‘it’s a bit tame,’ you think.”

“Maybe I’m just used to shorter ones,” you evaded.

“Then perhaps something different for a change.”

Asuka changed in to another dress and this time she had your full attention. You supposed that due to the complication in your relationship, you had to be reminded of arousal.

“I suppose it could bear to show off some more of my curves,” she admitted.

You gathered Asuka’s purchases. They at least gave the two of you’re the courtesy of not being interviewed on the spot.

“It is not so much a courtesy,” Asuka explained, “More likely they are gathering intelligence on your person.”

“I suppose it is a risk given the life I lead.”

“Dear, I have to say, you are not particular good at hiding it,” she sighed, “As it is, you are doing the bare minimum and the only reason few have figured it out is because most have little more than five neurons to rub together.”

Of course there were consequences if VERDICT was to be unmasked, many of them dire.

“Then I guess we should be a little more careful huh?” you finally said.

“We?”

You stole her lips briefly.

“Yes, we?”

You walked on with a smile before she could protest.

The time is late evening, the weather is warmer, and the date remains unchanged.

Asuka didn’t lay in to you too much. It was worth it, even if you had to placate her with dinner, and afterwards. She almost didn’t make curfew. The appearance of the reporter had stayed in the back of your mind however. Without any current distractions, you decided if it really needed addressing. A quick online search and you found the latest gossip rag on VERDICT. There were no definitive articles but given the facts, the writers sure loved to speculate. Some of it bordered on libel, calling both personas kekolds, or asserting that Asuka was a loose woman. Others were scarily close to the truth, wondering if both personas were really just the same person and that, and you quote, “the love of his life,” is his sole weakness. Nayuta obviously had an eye on this, otherwise there’s trouble in your future.

The reason you weren’t driving was because you didn’t know how. That and you didn’t have too great an experience with vehicles in general. Thus you had been using the Maltese Falcon to dissuade your pursuers from getting too close. You weren’t sure how those armoured warhorses were keeping up with your car. They were laden down by knights in plate mail bristling with weapons. They also had blinkers atop their winged bucket helmets. You had no idea who thought that was a great addition.

“Watch your hands you berk, now keep ‘er steady.”

“Sorry, sorry.”

You didn’t mean to brush her with your hands, honest. Magical garments and your right hand didn’t mix unless you wanted said garments shredded. The last thing you need in the tight confines of this hot hatch was to blow Her Royal Highness’ top.

“Oh, just needed a top up,” she finally said.

You both exchanged control of the car, and Maltese Falcon carefully, as careful as one could be roaring down the Autobahn at any rate.

“How’d that advert go again? Berlin to Warsaw in one tank was it?”

You eyed the fuel gauge. All you could add to that comment was,

The mood had changed after Kamijou-san and Princess Carissa had departed for Germany. You now sat alone with Teacher, Her Majesty the Queen, and the foulmouthed fairy.

“That’s the most transparent leading questions I’ve ever seen Kong. You’re losing your touch.”

“I do not feel the need to deceive her,” was his answer.

How considerate of him, you thought bitterly.

“So, Jaswinder Kaoru, what do you think? A cessation of hostilities between the Catholic Church, its allies, and Academy City.”

“It cannot be done without extreme measures,” you answered.

“Just say it girl,” Her Majesty sighed, “People will and must die for it.”

“No, not people,” Teacher interjected, “A person, just one.”

“The Pope.”

With those words alone, you knew the Marquis of Zhongwu already had a plan in place. He had prepared a successor, a puppet, ready and waiting in the wings. As soon as the new Pope was installed, they would immediately move towards reconciliation and the ending of the Crusade. Standing in the way, was the current Pope. Getting rid of him would be trivial for Teacher. He simply needed someone to pull the trigger. The two elders both gave you a look. One was expectant, the other pitying. They wanted to know if you were willing to go that far. It was the most expedient solution for sure. You knew what someone else might choose. Kyril would go for it while Kamijou-san would find another way.

You were neither of them of course, so you raised your head and spoke.

You frowned as you considered the discussion of the day. Uiharu pretended to not notice how you were pacing the office. She was probably wondering if you were going to cut it real fine with curfew given that she was finishing up for the day. Your mind was still on the mystery of Kyril Torikov. It was obvious now that his records had been falsified. You had to marvel at the lengths gone to make such a record so authentic. Onee-sama’s grief, as well as the Dictator’s had been too genuine to have faked. The questions that ran through your mind were, how terrible a person must be to fake their death and do it convincingly enough that not even Uiharu could uncover it.

The current Kyril Torikov had a near identical record to the one that had been declared dead. Minor details like childhood, and academic records were different of course. The most recent one had declared him emancipated, even if he was still attending Nagatenjouki as a student with special provisions.

“Shirai-san, we’re closing up,” Uiharu broke you out of your reverie.

“Ah right,” you made sure to lock up as she left.

“Are you still thinking of Torikov-san’s situation?”

You merely grunted, trying to reconstruct a picture of his character.

“It sounds like the plot of a thriller doesn’t it?” Uiharu remarked.

“More like a 52 episode poorly done anime adaption that just refuses to die if only because of a cult following,” you replied distractedly.

“Maybe he wanted a transfer?”

“Then it must be the most extreme way to transfer schools I have ever seen.”

Uiharu could only offer a few theories that you considered workable. Kyril Torikov definitely had run in to some trouble. With a new record like that, whatever trouble he had met was not insignificant.
