Scout go out looking for more hoppers. One of the younger more adventurous bullywugs gets an idea. He jumps on top of one and hangs on. Eventually the hopper gets tired and stops trying to buck him off. The other scouts are able to replicate this. (+20 hoppers)

Would you consider an economic system rather than arbitrary food collection and pop growth? Including allocation of workers.

Say, we can decide to allocate or subtract citizen workers, for either foraging, fishing, hunting or farming, or all. each citizen gives a certain amount of food per turn, and each citizen consumes a certain amount of food per turn. So a worker may give +5 food, and each citizen consumes 1 food. This would enable things, like job allocation for the population, rewards for technological improvements (more food per turn from workers with better tools or farming methods), food gifts for other tribes, and pop growth management, as each egg we lay costs food, say 0.5 or less. Also build granaries for food cap.

For culture I could suggest holding a celebration, having night filled with frogsongs with music? Creating trade goods? Like having extended research to the livestock can yield was to process them effectively, meaning cooking different parts separately, making use of leftover parts like the hide/bones using them to create decoration musical instruments etc.

As for culture "trading eggs" with other Bullwug tribes could mean the bonding of the tribe, sharing our songs.

Trading goods in general can also be explored.
