You wake up to a steady swaying. You look around and find yourself in a small room, sunlight creeping in from the window. There are three small beds, including the one you're in. Sasuke and Shikamaru are asleep in the others. You glance out the window to find the sun peeking out over the horizon, the ocean as far as you can see.

That's right. You're on a ship. The four of you ran at top speed with almost no breaks for nearly two days and nights to the coast, where you caught a ship to the Water Country. You were all so tired, you went straight to your rooms and slept. Well, you're awake now. And unless Sakura is awake, you're the first one up. The trip was said to take two days by boat, so you have a bit of time to relax before you take off running again.

You think about doing some training, but you're still a bit groggy. You carefully get dressed and leave the room without disturbing the others, then make your way up to the deck.

The ship you're on is a regular passenger ship. Nothing too flashy, but it's not bad. The Leaf is the one paying for it, anyway. You take out some of the food you packed, eating it as your breakfast while you gaze out over the side of the ship at the ocean. There are some other passengers about, but being this early, most are probably asleep.

You space out for a while, until someone taps you on the shoulder.

"Hey, Kon." Shikamaru greets you with his usual enthusiasm before yawning. "Morning. You're up early. I'm not much better. Sleeping on a ship is a huge pain."

Shikamaru munches on some breakfast himself before posing you a question.

"So have you thought about what you're going to say to the Mizukage?" he asks. "I hear you got off easy with the Tsuchikage, but I doubt this time will go as well."

Well, the first thing that we need to establish is that we have no intent to violate Mist's sovereignty. Yes, we did enter their territory to claim the Three-Tails, but this wasn't meant as poaching. All we wanted was to secure the beast before Akatsuki discovered it. Should we have contacted Mist before doing this? Ideally, yes. But we had neither the time nor the confidence that any communications wouldn't be intercepted. We're sorry for the intrusion and are willing to make reparations. We can't simply give them the jinchuriki, as he is currently but a child and we wouldn't remove him from his parents like that, but other measures can be taken. Of course, as a simple envoy we're not capable of establishing what those reparations would be, perhaps the Mizukage would like to visit Konoha to speak with our Hokage? The chunin exams are coming up, after all, it would give her an ideal excuse to come.

Mei is a new Kage in the most turbulent of the villages, she needs to project strength in order to build confidence in her rule. Isolationism doesn't do that.

Sakura stares at Shikamaru with a forced smile.

Way I saw it it wasn't even secrecy. The Leaf was taking the Akatsuki threat seriously before anyone else was, so of course we'd send a team to deny them the Three-Tails. And if we hadn't done so there was no guarantee that the other Villages would have beaten Akatsuki to the punch.

You start out with Impact chakra that you mold into an orb, similar to the rasengan. But since Impact chakra likes to move in straight lines, instead of spinning you try something else. You try and draw all the Impact chakra inward, focused on the very center of the sphere.

It takes several hours, but eventually you make a breakthrough. You manage to create an orb out of Impact chakra that falls in on itself. As of now, it's still weak. It's smaller than a regular rasengan, and its pull doesn't catch anything very big. But it's a working proof of concept.

You draw close. "Hey, Sasuke." you greet him. "Haven't seen you yet today. How is the Head of the Uchiha Clan?"

The next morning, you wake up to find Shikamaru still asleep and Sasuke's bed empty. The ship should arrive later this afternoon, so you still have a few hours.

Just for kicks, you decide to sense for Sasuke and Sakura. Sakura is in her room below-deck, but Sasuke is actually also at the stern nearby. You round the corner to find him apparently in the middle of training as well.

Sasuke has formed a rasengan, and is focusing very hard. His eyes are closed.

"Kagutsuchi: Flame Control!" Sasuke opens his eyes suddenly, his sharingan different than you remember.

The same black flames you saw earlier appear around Sasuke's rasengan. He seems to be trying to combine them. After a bit, Sasuke's eye starts to bleed, and he stops. He sits down and slouches against the wall, catching his breath.

Sasuke stares out at the ocean for a bit.

"Anyway, yeah. I've been trying to make a rasengan that uses the flames from my Amaterasu." Sasuke goes on. "It should prove to be among the strongest attacks I can perform."

Sasuke stands back up, apparently rested enough.

You decide not to press Sasuke any further. Maybe you can lighten his mood as you train.

"So Sasuke, how about we train together?" you suggest. "My new jutsu is coming along as well."

"Sure thing." Sasuke smiles. "I'm always keen to know what you're capable of."

You and Sasuke spend the next few hours training. After a heavy batch of experimentation, you find out how your new jutsu reacts to different elemental releases.

When lightning enters the compressed area, it dissipates almost immediately. Lightning attacks are probably completely useless against this jutsu. Sasuke can't use Wind, so you try it yourself. You find that strong enough wind causes the orb to lose all it's pressure, and fail to compress. Water and Earth react similarly. Once inside the orb they are compressed to the center, crushed into a tiny ball. Though you find the more dense they are, the less they are able to be compressed. Fire is last. In order to make sure you have total control and don't burn the ship down, Sasuke uses his Amaterasu flames so he can have complete control. As soon as the flames touch the orb, the orb dissipates and the flames grow stronger. Sasuke hurriedly puts them out before they can cause any trouble.

The afternoon rolls around, and both of you are exhausted from training. The ship should dock in couple of hours.

She glances at Sasuke. "Bringing me even more eyecandy in the hopes of smoothing negotiations, are we? If only it were that easy."

You wait a bit for the Mizukage to run her eyes over the group before continuing.

"We are here to ask for your presence at the Chunin Exams next week." you go on. "Every other one of the Five Great Nations will be represented. Surely attending would only benefit your image."

The Mizukage leans back in her chair.

"Oh, I have no doubt of that." she begins. "Should I not attend, I will single myself out among the villages as weak. I clearly have no choice in the matter. But it's not my image I'm worried about right now, you see. It's our village's actual battle power. My predecessor was absolutely disastrous for our village. Under his rule, one of our jinchuuriki became a missing-nin. After Zabuza, Raiga and Kisame's defection, Yagura started sending the other members of the Seven Swordsmen on suicide missions."

The Mizukage reaches over and grabs the cheek of the boy with glasses. "Little Chojuro here was lucky that Yagura died before he could send him off to his death."

"And therein lies the biggest problem of all." the Mizukage continues. "Upon Yagura's death, the three tails dispersed. We had planned on recapturing it to shore up our battle power once it reformed. Yet we were never even aware it did."

What kind of standard does that set? Soon enough, the Leaf will be able to come in and take whatever they want, tell us what we can and cannot do. The Raikage has also voiced these concerns. The Leaf has been getting too full of itself. Sure, you claim it is merely to face Akatsuki, but what of afterwards? The Leaf won't simply back down. They will keep taking where they can, all under the guise of the 'greater good'. And where will we be left then?"

The realpolitik in me wants to subtly beat her over her head with the superiority of the Leaf. Like it or not, a de-facto hegemony is already forming, with the Leaf at its head, and Leaf here is far stronger than it was in canon. Playing Egypt to our Rome is a losing play in the long run. Except Leaf IS the strongest village right now. Sand is our ally, Stone is in our comer even if they aren't quite as much in our debt as Sand is, Cloud owes us BIG for saving B.

Right now, Sand-Stone-Leaf is a very strong tripartaite, and Leaf is by far the strongest of the 5 major nations. We got through Pain's attack with very low casualties, we have the Uchiha clan intact as well as Jirayra and Itachi both alive. Leaf is very VERY strong right now. Missing Naruto and Hinata are about the only things where we're objectively weaker than in canon.

Ignoring how the canon events play out, if it comes to a Ninja War in the next couple years, it will probably come down as Leaf-Sand-Stone vs Mist-Cloud, with the little villages falling wherever they have better alliances or they think will win.
