the illuminati hates and fears them because they're a threat to their power and because they think the superheroes they had already killed might somehow comeback as well. they paint the supers as terrorists and monsters to be killed at all costs.
(basically think if supers started showing up in mass in the Wanted universe)
however certain parts of the legit governments who were already trying to fight the illuminati have set up a terrorist group known as D.A.G.G.E.R
D.A.G.G.E.R is trying to recruit the supers into them hoping they could give them a edge against their foes, not knowing that illuminati are all legitimate supervillains with powers of their own.

Cape world has a big five international groups set up that function as quest givers to PC teams. There's a big super spy organization where all the intelligence groups of the world come to share secrets in the spirit of cooperation and you get things like ninja girls partnering with bonds.

In my setting, the government views superhumans as destabilizing and attempts to regulate them as strictly as possible. When superheroes started popping up for the first time back in the fifties, the U.S. just drafted them all for lack of a better idea and didn't stop until the seventies, but registration is still required and the largest single employer of superhumans remains the U.S. Army.

One thing I figured was that, assuming superpowers are evenly distributed among the population, minor powers could become major players. Imagine if the Superman equivalent was, say, Brazilian. Or Pakistani. Or Iraqi. Any sort of foreign intervention suddenly becomes a lot riskier, even against minor states, since superiority in conventional war material means a lot less than it used to.

I figured no real world-shatterers but a dozen or so 'nuke-level' or 'arsenal-level' individuals- people capable of being a strategic deterrent on their own. Not necessarily out of raw destructive power- a telepath with global range, for example, would have /more/ effective power than a city-killer in a cold war environment, since there would be less restrictions on their deployment. Soviet Union and its allies have a few, United States and their allies have a few, China has a couple, India has a couple, and the remainder are scattered around regional powers- which are generally regional powers /because/ they have a strategic superhuman.

I've been thinking about doing something on /qst/, probably something with very little to do with the worldbuilding or politics or cosmology at first, thinking of playing as Trinity as she becomes a member of the Generals as the first thread and moving on from there, but I have no experience or solid schedule.

I'd hop on board any Cape World quest, but that particularly is actually what I kind of had in mind.

I meant Trinity to just be a introduction, since a lot of players wouldn't know too much about Cape World and neither does she, at the time at least, being a civilian/recent superhero child. Would ease most players new to Cape World into the lore, and ease players who helped build it and the one running the quest get into putting all these ideas and characters and worldbuilding into something playable.

But beyond that I think that branching out to multiple characters is best, and "episodes" like what you're suggesting seems like a good way to go about that.

Episode 1: Play as Ghost O Jarone and team up with Hoosier and Brown Recluse to chase down The Immortal as he races across America

Episode 2: Play was Brown Recluse and hit the streets to find and protect whoever stole Martin Dundo's experimental armor (Tesla).

Episode 3: Play as Trinity. Try and get Tesla to work together with the rest of the young Generals. Hilarity ensues when the Outliers show up and a brawl breaks out.

Episode 4: Play as Kivuli of the Outliers on a psychic adventure with Otherthing and Haunter to stop the Dream Sultan from corrupting a dream of a utopia.

Episode 5: Play as Haunter and help a super villian in Wyoming's Null Prison gain control over his schizophrenic tendencies.

Would something like this work? A "pass the baton" where the character the anons play as in the next episode appears in the preceding episode?

Well it's a real step up from just random characters unpredictably one after the other. Not that there's anything wrong with that, but asserting some kind of order into it would be neat, especially if it becomes a guessing game when the current player character is teaming up with several really cool characters.

What would be a stupid, hamfisted, corny attempt to be comically oldschool and thus perfect for Cape World is if at the end of every mission where multiple heroes are working together, they part with a firm handshake, and that is the point where player perspective and control switches.

You know, Trinity's a good character to jump on with for multiple things. Cape World itself, the Generals, the Junior Generals. While I agree that an episodic thing with many characters would be best, it might be worth revisiting Trinity a couple times to explore a couple different settings and plots.

How much information should be given? Dump all relevant information for the quest or just what Trinity knows?

I was thinking of keeping knowledge freely given to players as only what Trinity knows, but maybe dropping some hints in the world for other things-and, of course, linking to pastebins and answering questions outside the main quest postings.

Something like snooping around the other Generals' rooms, reading a newspaper is The Daily Lore a good name for that? as optional, exploratory things, and some stuff partly hidden in the main narrative, like Blue Cobalt reading some book when we walk into a room, noting that she put it away rather quickly once Psinobe walked in, and after whatever scene occurs when everyone else leaves we have the option to see what Blue was reading and find it was that book of pick up lines.

Does that sound good? Keep knowledge limited to what is known by Trinity, or whichever character is currently being played, but try to let players piece things together with some other stuff presented in the quest?

Posting more of the PITT FIGHTER write up. Oh dear god, I did not expect his origin to get this long. He's the longest one yet.

If you guys don't want me to post it all just tell me and I'll get a pastebin.

The fighting style and armament he used for armored battles was not the same he used as a super hero. The two roles required different tactics. As an armored battler he fought one-on-one with opponents in a closed arena. Thus he focused on defense and armor over speed and close quarters combat. But as a super hero he would have to chase down bad guys and so the PITT FIGHTER armor Alan used on THE MINUTEMEN, sometimes called the SILVER PITT FIGHTER because of its shiny chrome appearance, was lighter to allow for greater speed. He would also be fighting opponents with considerably less durability than combat armor. Some would only be armed with light MATADOR suits, some with pawn-shop bought pocket bullet shields, and some with nothing at all. Thus his armor had to be fitted with non-lethal weaponry to account for these foes. And as his armor and weapons changed so did his tactical thinking. He had to learn to fight in an entirely new way for his super hero career. And although he was begged to come back to armored battling by his fans Alan refused. He only wanted to compete if he could devote himself 100 percent to armored battles as before. He believed he owed it to his competition and to the sport.
But Alan still remained involved in armored battling. His armored battle support crew went on to sponsor armored battlers such as GLADIATRON and PERSEUS and trained them personally when he had off time from his MINUTEMEN duties. Then he finally went back to armored battles in 1985 when he won-and competed-for the last time in his life.

THE 1985 TOURNAMENT:

The armored battle scene had changed radically in the 80’s. Technology had gotten a lot more sense Alan’s decade. Even his first PITT FIGHTER suits in the 60’s had a degree of artificial intelligence to control muscle cylinders and electrical distribution, but the new suits were practically alive. They man on the inside had to do more planning and less work compared to Alan. Fights began to be seen as chess matches decided before the combatants suited up. They were duels of algorithms and logic, not quick reflexes and steely nerves. Armored suits were also smaller and faster than they before, even beyond the concessions Alan made for his crime fighting SILVER PITT FIGHTER suit. They were nimble and agile like gymnasts and danced around older, slower, bulkier suits while making scrap iron out of them with high-tech blades of vibrating metal or energy that could shave the electrons off a molecule. The world wide center for armored battles had shifted from America to Japan as the country’s industry picked up steam following its reconstruction. They produced sleek, computerized armor that made American armor look like medieval knight armor and many saw their dominance of the armored battles as an example of Japan taking a share of America’s technological prestige.

For his comeback Alan was offered the greatest engineers to sculpt a new armored suit and the greatest trainers to bring him up to speed on the latest tactics. He chose to compete with his own suit with his own tactics. Because of his choice he was considered beyond a long-shot. Dundo Industries offered to foot the expensive for Alan and his support team but withdrew their support when Alan stubbornly refused to modernize. Vegas gave him ten to one odds of going down in his first bout.
It was said by many at the time that his refusal to modernize was noble at best and foolishly stupid at worse. He would be slower. His weapons would be inferior. His tactics would be outdated. He would lose and lose badly.

But Alan won. He won the whole tournament.

His opponents spent their time preparing to fight opponents like themselves, opponents that moved in complex patterns and wore an opponent down with quick strikes. Alan spent his time training to take the blows of his quicker opponents and retaliate decisively. They weren’t used to fighting an enemy that let himself be hit just to line up a single mighty counter-attack, they were used to combat being a dance of feints and counter feints and numerous quick blows. This made Alan’s fights underdog tales in and of themselves. He would take blow after blow and the crowd winced as they remembered that he was personally footing the repair bill between every fight because Dundo Industries declined. They watched sparks and metal exploded from his wounds when they were used to seeing beam katanas cleave cleanly through thinner armor. And then Alan would strike, miss, suffer more blows, strike and miss again, and suffer more blows. And then he would hit. And hit, and hit, and win with a final salute to his beaten opponent and the crowd.

Even the Japanese started to cheer for such an exciting fighter.

People love to make fun of the "American cowboy" style of espionage for their "beat face first, ask questions later" methods; indeed, many a joke is made about how Americans are difficult to counteract because even the Americans don't know what they're doing. Truthfully, American espionage is to be respected, despite its sometimes unorthodox methods. After all, it was truly forged and tempered in the icy crucible of the Cold War against the former Soviet Union. The American super agent is exceedingly capable and efficient, careful of where they tread yet uncompromising. They are not the "oblivious tourist" or "unreasonable killer and torturer" like some myths seem to portray. The fact is, the American agent is the standard, the yardstick by which other super agents are measured.

He had other edges over his opponents. They devoted resources of their machines to hacking and counter-hacking the enemy. Cyber-warfare was a new a critical part of armored battles, but PITT FIGHTER couldn’t be hacked. They stood a better chance of hacking a calculator. All the number crunching, all the planning, and all the calculations came from Alan. Advance computers simply took up space in his opponents machines when they fought him. Alan also fought with less safety equipment than his opponents. Before a bout began his opponents would spend minutes fitting into under armor to wear under the fighting armor itself. Alan would just take his shirt off and put on a helmet as he had always done to deal with the heat and bumps inside PITT FIGHTER. Under armor was created to be both extra protection and to be an interface for the pilot to better control the fighting armor like it was an extension of his own body with enhanced reflexes. But this interface could easily be disrupted by damage to the armor. Given that any damage to a modern style armor virtually took it out of the fight it wasn’t seen as too much of a detriment. But although Alan had slower reflexes at the start of a battle he was able to control his suit optimally no matter what condition it was in. He could feel the vibrations through the armor on his skin and respond to them. During a clash of weapons he could tell by vibrations whether his opponent would disengage or press the attack and respond to their choice in an instant.

It was never a rule that armored battlers had to wear under armor until after Alan won the 1985 tournament. It was simply assumed that any fighter could take an advantage from using under armor. But when Alan proved that this wasn’t true there were worries that the sport would become far less safe with people choosing not to use under armor and so the rules were changed.

Some saw it as a necessary change for a culture that had less tolerance for wounded athletes. Alan himself was hospitalized several times in his career for injuries and cancer resulting from the atomic engine leaking into the cockpit (cancer is treatable in Cape World). And during his fourth match in the 1985 tournament a piece of metal came loose in the cockpit and stabbed Alan in the chest. Alan nearly died, not noticing he had been stabbed until after the fight was over and he tried to get out of the armor. Some see the incident as exactly what the international armored battle committee hoped to prevent by making under armor mandatory. But the incident is also the subject of “unsolved mystery” speculation. Was it somehow caused by jealous Japanese armor crews Yakuza with money wagered on the fights that wanted Alan out of the game or his type of battling discredited? Or is that just upset American fans talking?

As usual Alan refused to change with the times. He took up armored battling when the sport was filled with ex-soldiers fresh from WW2. They took their bruises inside their machines and were proud of it. Their sweat and blood were its oil, their flesh was its engine, and their beating heart was the heart of the machine. That was the sport, and Alan would not change for something he did not see as his sport. The 1985 tournament would be Alan’s last tournament, but he departed the sport on a high note and not just because he won. He departed a friend of ex-champion Hiro Nakajima, the pilot of BENKEI-X, something that “East vs West” narratives of the tournament gloss over. Alan decided that the spirit of the sport did in fact survive. It wasn't in a form that he could identify with, but it was still there. He knew it was there by the persistence and honor of his opponent.

Is this all good so far for his backstory? I'm thinking that after retiring from armored battles after 1985 things go worse for Alan. His support team dissolves as Pittsburgh's economy goes belly up. He can't get a job as a trainer because he only trains in the old style. He lives off a Minuteman stipend, and sometimes he gets together for the Mintuemen for a Crisis that just makes him feel in over his head and useless. He gets into a funk, but things improve for him when he finds love with a spitfire engineer that recruits him as a consultant on a giant mech project.

He marries and has a daughter named Nike, and Nike buts heads with her father because she wants to be an armored super hero like he was but he doesn't want to see his baby girl beaten up and scarred up like himself. Nike figures into some of his story hooks, trying to become an official super hero. The PCs can even serve as her trainers.

Alan gets voted into the Statesmen and accepts it after his daughter and wife coax him into it. Now he's armored up for one last stab at glory...

Hiro supported mandatory under armors, but he respected Alan’s position unlike others that regarded him as a crazy reckless American. In return Alan tried to convince him not to resign from his position on the TOKYO GUARDIANS, but he respected Hiro’s decision to step down. They clashed in armor and out of armor, but they had mutual warriors’ respect for each other that made them friends to this day. Hiro would try several times to get Alan to compromise and rejoin armored battles without success, but when his daughter Nike displayed an interest in the modern incarnation of the sport Alan allowed Hiro to take her under his arm as her trainer. He also named a heavily armored variant of his BENKEI-X the JACKSON in honor of his friend.
His rise in popularity with his 1985 win was meteoric. The downswing in his fortunes came suddenly and brutally after refusing to use under armor. He poured his assets into creating a league without under armor rules, and plans were drawn up for a 1987 tournament to be held in his home town of Pittsburgh, but it was canceled when the Pittsburgh industries that sponsored the tournament, his support crew, and his suit upkeep went belly up as its technology industry crashed.
Many causes have been given over the years for the collapse of Pittsburgh’s economy from mismanagement to competition from other super-technology centers such as NYC and Tokyo. But a popular conspiracy theory that circulates in “Unsolved Mystery” circles is that Leonard Dundo, grandfather of Martin Dundo and CEO of Dundo industries in the 80’s purposefully sank Pittsburgh’s economy through legal and less-than-legal means as a way to get back at Alan for rejecting his company’s offer of support during the 1985 tournament. Regardless of what caused it Pitssburgh’s collapse caused the end of Alan’s plans for an under armor free league.

Alan considered joining back on as a full time member of the Minuteman but ultimately decided not to because he felt out of place in the 80’s incarnation with its fresh young heroes. He spent the rest of the 80’s in a depressive funk, struggling to find what he could do with the rest of his life. The young woman shared his mechanical genius and stubborn will. She was a fan of his ever senses his victory four years ago and was upset with him for never compromising and returning to the sport. They argued, they fought, and then they made love. They were married in 1991 and Miki bore a daughter in 1993 which they named NIKE after the Greek goddess of victory for she was Alan’s greatest victory.

I'm of the opinion not-Vanessa should be a self-made agent who gets scouted as a top agent for OIPP and gets a Vegas casino as part of her cover. She'd have a background in police, Interpol, even some level of security clearance before she hit it big with OIPP. The actual Vanessa's husband was an operative himself before he was killed in action, and she took up his work and became an agent herself. I feel she should be recognized for her honest work, hence her inclusion into OIPP.

As she grew up Nike would prove to be just as willful as her parents and would find herself butting heads with her father with Miki usually having to step in between them and pull rank as the mom of the household. Ever sense she was a girl she wanted to be like her father, an armored battler and a super heroine. But when she began armored battling at 18 she never felt that her father truly supported her. He trained her in the basics and sent her off to train with Hiro in the modern style, but she always felt that her father looked down on her for using under armor. He claimed that he didn’t and was in fact proud of her, but when asked why he wouldn’t come out of retirement to form a team with her he could only reply that the modern style wasn’t for him-which Nike always took to secretly mean that he held the modern sport and her involvement in contempt. Nike has vowed to become the greatest armored battler in the world with her suit SAMOTHRACE and to show up her old man’s legacy. Her fondest wish is to fight and win side by side with her dad. But sense she can’t get that she’s settled for outperforming him. So far she hasn’t placed first in a tournament yet, but she’s determined to snag a win before becoming a super heroine.

Her decision to become a super heroine is what causes the most friction between herself and her father. He absolutely refuses to support her in this endeavor. He doesn’t want his baby girl to suffer the broken bones and concussions he did fighting super villains that don’t follow the rules of armored battling. He wants her to stay safe. Nike interprets this to mean that he considers her too incompetent to be a super heroine. Mom takes her side, arguing that it isn’t fair for Alan to project his fears onto her. Nike finds it hard finding a team willing to consider taking her on after she achieves that tournament victory she’s after. Many are worried about slighting her old man, and this makes Nike wonder if he isn’t actively telling them to avoid her, another baseless allegation that strains their relationship.
Alan was recently elected by his state to represent them on the STATESMEN. The old fighter has declined all previous election victories in the past, but this year he’s finally caved in to Miki and Nike’s urging for him to put back on the armor. He gave in partly out of a desire for one last stab at glory and partly because he’s worried that if he doesn’t prove he’s Statesman material the voters might start voting in his daughter in a couple of years….

YES! ORIGIN IS DONE!

I promise his powers/abilities, personality, and story hook stuff will all be shorter. I surprised myself with how much I got from his character.

When I finally finish him the Statesmen will be 10 percent written up. I'm hoping to start picking up the pace.

That feels backwards to me. If anything, I'd leave the "mob princess" angle as a previous operation, if it must exist. The fact is, she's the low-key "owner" of a Vegas casino that just so happens to be an OIPP base.

Now add the government corruption of Russia and the allocation or mis-allocation of Super Works to certain people is an issue which causes Russia much problem.

This means the regime effectively is controlling a vital part of industry that can turn companies around or save huge amounts of money.

Russia's non-hero supers are in a bad position of being forced to work at times for wages that are unequal to their jobs for the benefit of the oligarchs.

Hence why Russia gets so many Supervillains and expats, people leaving the system as soon as they can.

Russia is losing its Super community and eventually there will be issues when their Superheroes rebel due to their usage in keeping the Superworkers in line.

The system worked when the benefits were amazing and when no one could leave.

It is falling apart now.

The OIPP is an international intelligence and tactics organization and is basically the "good guy spies" global group. It's a group that arose out of the Cold War and works to preserve world peace against those who would see it harmed. Being an international organization, national borders are intentionally blurred, hence why the roster is so multicultural. There are countless agents working for OIPP, and this and a couple other threads have been talking about thier superstar agents, like not-Bond, not-Taki, and so forth. It's like UNITY, UNCLE and even SHIELD to an extent.

Please stop me if this topic has been discussed in other threads, or would be better somewhere else.

What are some interesting moral codes you've seen for capes?

Are there any sort of charts to quantify/keep track of elements a moral code has? (Stuff like "don't use guns", "only kill in self-defense", or "flip a coin to decide whether or not to commit a crime")

Are there generators, lists, or roll tables to give topics or elements that capes can have strong positions on? Is that simply impossible due to the broad spectrum of issues that can arise in different settings?

I know that some capes are much stricter than others when it comes to their codes, and there are some great (or not-so-great) storylines about characters being forced to violate their rules. There are also other ways to show where a character stands. Still, moral codes can act as a guide for characters, or show off their ideals, and viewers tend to get upset when writers ignore them. So I feel like it'd be useful to have some way of creating or keeping track of them when needed, for both heroes and villains and everything in between.

Part of me says this would be better asked in an alignment chart thread; but I feel it deserves a bit more specification. Especially since I've heard some say that anyone who sticks to a moral code is Lawful by definition.

How much force do you use to defeat an opponent? What do you do to a helpless and defeated opponent? Is it moral to violate certain laws in the pursuit of justice like Batman? Is the hero okay with torturous interrogations of criminals?

Its an interesting idea but I'm not sure how to start. Just rolling for the answers to these questions would just make a schizophrenic hero.

Maybe have "moral systems" centered around answers to a handful of questions?

POWERS AND ABILITIES:

Outside his powered armor PITT FIGHTER whose name he also uses for his super hero codename Alan cuts an imposing figure. Alan is a tall and muscular man whose body shows the burns and scars of his career. He’s proud of combat and disdainful of vanity so he would never dare seek cosmetic surgery. The only time he’s gone under the knife is to have his cancers caused by the times PITT FIGHTER’S atomic reactor leaked into the cockpit removed (cancer is a treatable disease in Cape World due to the level of genetic technology). He shaved his head bald when he first started armored battling because he hated how hair felt in the high temperatures of the cockpit, but tried growing his hair after 1985 only to have it cut again as he joined the STATESMEN.

Alan keeps himself in incredible shape through a dedicated fitness regimen that he never neglected even in his off years. He is also a highly skilled martial artist having taken up the practice to improve his hand-eye coordination and sense of bodily awareness which are critical skills for his armored battling career. He is also a genius engineer and mechanic. The PITT FIGHTER is his own creation although he has allowed other, more skillful engineers to improve his machine so long as they keep to his strict parameters and preferences. Having been out of the powered armor culture for some time he’s no longer a leading authority on them although he does keep aware of the latest developments. Alan is also skilled at training not only powered armor users but super heroes in general, and he has served the role as drill instructor on the MINUTEMEN.

Alan’s PITT FIGHTER suit has had several variations over his lifetime. Most are in his personal possession, but during Pittsburgh’s collapse some were sold off to collectors and museums. Some might have even found their way into criminal hands. The most notable versions of his armor are the SILVER PITT FIGHTER armor he used during his stint with the Minutemen, his traditional PITT FIGHTER V3 that he used throughout the eighties during the 1985 tournament and the times he temporarily rejoined the MINUTEMEN, and the PITT FIGHTER MARS that he uses on the STATESMEN.

All of his PITT FIGHTER armors favor thick armor and powerful blows over quickness and accurate attacks. But one would be foolish to think that Alan is a graceless brute without tactics. He is so skilled at doing so that he can tell by the subtle vibrations throughout his armor how best to turn against a certain attack. Locking weapons with Alan usually ends with him gaining an advantage as he can tell by the vibrations how an opponent is pushing against his weapon. His strategy when fighting is to keep the opponent facing him with wheels on his boots that can dig into the ground and turn him on a dime and force them into close quarters where he dominates through a variety of attacks manifested through his plasma generator.

All of Alan’s PITT FIGHTER armors are equipped with a plasma generator fueled by an atomic engine that allows him to project a weapon made of plasma whose properties and shape can be adjusted at will. The plasma is usually designed not to burn until its extends so far from the armor, but Alan can bring it close to the armor to create a deadly and powerful CESTUS weapon at the cost of chewing through his own armor. Alan’s plasma weapons can be disrupted through energy weapons, but he is used to reconfiguring them around energy weapons. He throws a RETIARUS net on his opponent to unbalance them with a quick tug just to turn it into a SECUTOR gladius in his hands that they stumble into, or he slings a LAQUERIUS noose that turns into a powerful VELS missile as it snakes around an opponent’s shield.
In keeping with his theme all of Alan’s plasma configurations are based on the armament of different Roman gladiator types.

I don't know. Nightingale (diplomacy) and ARGO (exploration) already cover the three Earths as well as other dimensions and planets. Taking away thier coverage of the three Earths just so that you can have a third organization devoted strictly to them feels a bit...narrow.

The thread on Canada was all about Cape Canada's sketchy history of super schools.

Given the way powers develop in Cape Africa and its large amount of open space its an ideal place for dangerous supers to come and learn to control their powers. Some of the best super hero mentors and trainers are from Africa.

Wyoming takes advantage of its Statesman Null aka Black Hole Man who projects a calming field for a couple of miles. They've made him warden of a prison-town that houses the most violent and dangerous super villains in America. His calming field gives many of them the first slice of sanity they've ever known, and the prison is dedicated to reforming these people so that they can be trusted to work outside the tranquility field on projects where they can use their powers to serve humanity as they serve their time.

LAQUEARIUS: A powerful magnetic ribbon of plasma that Alan uses to ensnare and unbalance his opponent. He can also use it as a lasso to isolate an opponent’s limb or snatch a weapon away.

SCISSOR: A pair of double-bladed swords shaped like scissors capable of catching and blocking an opponent’s weapon. Unlike the real-life weapon upon which it is based it is capable of moving its blades to cut like scissors and destroy weapons it traps

RETIARIUS: A long three pronged trident spear and a magnetic net. Alan traps an opponent in the net while hammering them with the trident in the typical gladiatorial style.

CESTUS: Alan’s finishing formation. He brings the power of the plasma generator to the max and runs it through his fists. His fists become weapons that can punch through armor and shields but begin to quickly melt and deform with every impact.

SECUTOR: Alan’s preferred plasma configuration. It produces a short sword and a round shield providing Alan with attack and defense. His preference for this configuration is shown by the helmet of his PITT FIGHTER. Its’ round shape and two black circles representing eye holes are elements taken from the Secutor helmet of antiquity.

MURMILLO: A risky configuration where Alan creates plasma constructs to cover parts of his armor for added protection in the form of greaves. When the plasma armor is programmed with the right kinetic properties and used at the right angle it can deflect blows to itself that would otherwise dent the armor. But if Alan gets the timing and number wrong the plasma armor can bend in and crush through the armor adding to the damage of his opponent’s blow.

VELES: A spear of plasma designed for quickly throwing. Alan’s long distance weapon, he can seize the handle and transform it while it is inside the opponent’s armor to create internal damage.

Compared to his other armors his SILVER PITT FIGHTER armor is lighter, quicker, and less powerful reflecting changes Alan had to make to be a crime fighter chasing after criminals instead of a sport fighter dueling in closed spaces. Its atomic engine is smaller and as a consequence the plasma generator is weaker. The armor is also equipped with various non-lethal weaponry such as sonic cannons and riot foam as well as emergency PHOENIX style utilities such as fire retardant gel shooters and deployable “safety tents” designed to protect civilians in high-risk “super warfare” zones when there is no time to properly evacuate them.
His modern day PITT FIGHTER MARS suit combines the benefits of the regular and silver pitt fighter suits with none of their drawbacks by using bleeding edge technology. The suit is actually a massive armor that fits over his standard PITT FIGHTER suit with a special DPS generator like that found in the BLUE CRAB handling the interface between the suits that allows Alan to feel the vibrations behind several feet of durable metal. He is sometimes teased by his fellow Statesmen that for all his objections to under armor regulations his PITT FIGHTER suit is more or less the under armor for PITT FIGHTER MARS.
The plasma generator is state of the art and in addition to being able to create Alan’s usual arsenal of weapons can project destructive waves of pure plasma. It is also equipped with several additional weapons systems that Alan uses only rarely. It is equipped with a mighty DPS generator about half as strong as the one found aboard the BLUE CRAB that can pull off similar vibration tricks as well as lancer and catcher system similar to that found in super-cars such as HOOSIER’S CROSSROADER in case Alan is forced to engage with enemies from an extreme distance beyond the effective range of his plasma waves and veles.

For a weaker PITT FIGHTER, a weaker world, or a world where power armors are weaker the GM do a variety of things to make PITT FIGHTHER weaker and still interesting. Instead of a plasma generator creating is weapons the GM can make the weapons be metallic objects that are attached to PITT FIGHTER’S back or transported around by a mobile weapons rack drone. PITT FIGTHER using actual weapons can also change some of the plot hooks. Instead of having the PCs and NIKE try to win one of his armors from an auction they might try winning one of his swords or spears. The GM can also play up PITT FIGHTER’S relative lack of grace and speed. PITT FIGHTER normally can turn on a dime, but by increasing the time he takes he turn he can easily be out maneuvered by enemies and make maneuverability his kryptonite.

Mountain Lion has a Lioness mask, a form fitting Matador Suit (basically spandex that gives you enhanced physicality through super science magic), and big claw gauntlets that can slide over her arms to let her handle things with her normal dexterous hands.

She's probably loaded with straps holding weapons and gadgets. She's described in her write up as being a trap master.

Hoosier is just a guy with a super-car that looks like a Dodge Challenger with super-stuff on it.

Questions about Statesmen characters:

Four Fathers. How did he get his four faces? Just born with it? Should he be an "anti-Pele" figure who is fine with the Statesmen being more of an association of heroes and less of an active group?

Ghost O Jarone. Should the Devil himself be his boss or should it be some devil stand in ala Mephisto and Satanus? How does the Devil relate to The Veil from Black Minister II's blurb if at all?

Weatherman: I'm considering having him work on creating and managing a large laboratory of artificial ecosystems managed by his powers for Nightingale. Can life develop under such and such conditions dictated by his powers? How about another set of conditions? ARGO might very well stumble into a world with an environment like what they find in Weatherman's labs. Weatherman also experiments with changing environments radically like what can be found when two universes start to merge (as they are wont to do). His labs are staffed by supers who need a certain environment to live comfortably and assist each other as kind of a support group. Stories about his labs are about people dealing with being unable to connect to other people. The ice boy and the fire girl's environments are separated by miles but they have a crush on one another. That sort of thing.
Weatherman isn't like Null. He can come and go and the weather he sets "run themselves" while he's gone. I want him to be an OP as fuck guy. Storm plus Metamorpho, and its not just Earth based weather he can control. He can control the weather in outer space as well. Cosmic storms all day everyday. There might be a space station extension of his laboratory system.

Holograham and Palmetto Bug know each other from the same "Doom Patrol + Kirby Monsters" team. They work to find places in society for misfits. Tape Deck wasn't on the team, but he was one of many super humans they gave assistance to.Is this a good direction for the characters?

Waveracer is cute being caught between Madam Delphine and Fisher-Girl, but I want there to be more to him than that.

Libertas...a modern day goddess of liberty? Something maybe like Uncle Sam from the Vertigo mini. I see her interacting with a pantheon of modern gods-Gods of Mass Communication, Fast Food, Equality, and so forth.

Rugaru: I'm considering him dealing with the stress of being a big monster guy by taking up Super MMA. Does Rugaru have any animal instincts he has to grapple with or is he more like Beast than Wolverine?

Emerald Blaze: She's a blue blood, so maybe her family has a little big of Batman legacy to it? Would her family work with Dundo Industries?

Waveracer is the unofficial face of the aquatic team. I guess one of the main questions would be his lineage. He insists he's a Cuban immigrant, and any other questions as to the source of his powers tend to be dodged.

Libertas was pretty much characterized as a "freedom elemental."

I think Rugaru was meant to be a bit of a recluse, considering he's basically Bigfoot.

Emerald Blaze is the closest to a real blank slate here. She comes from money, and she got her energy projection powers from a cosmic accident. I feel she's one of those characters who feels like she has a new lease on life with her powers ("I've never felt so ALIVE!"). Being powerful feels really good.

Playing up Waveracer's mysterious past could be cool. His write up could have several origins for him.

Rugaru as a recluse can definitely work. An old fashioned kind of humble hero, a guy in a big Ben Grimm trench coat that goes about his business privately until something bad happens, then he helps people without a flashy costume or introduction. He saves people, makes sure they're okay, then vanishes into the night. Very much bigfoot-tactics super heroing. Until the Statesmen many people might have wondered if he was even real or not.

Emerald Blaze is an island right now as characters go. She's not ostensibly connected to anyone, and she doesn't have any long legacy like half the cast does. She's a young, beautiful hero with fantastic new powers, and she loves what she has; she's strong and can fly whenever she wants, which is exhilarating for someone who loves flying like she does.

She's one of the closest to a PC in the Statesmen. Here she is, surrounded by all these big names and with the potential to rub shoulders with real heroes. No one, not even people from money like her, gets opportunities like this. She did her best to make sure money doesn't corrupt her.

And yet EB knows she has to do right by her powers as well. Her powers are potent, and if mishandled, things could be disastrous. Maybe she's trying to better master her powers so she doesn't strictly have destruction powers. Plus, she's one of the few terrestrial supers who can reliably go into space, thanks to her powers, so there's a niche for her there.

Pic is of an errant thought: what if EB had an "Overdrive" mode where she fully subsumes her cosmic powers and temporarily gets a spike in power before she has to shut it off and recover? Just picture this except recolored green.

I got other quests to pay attention to right now, but I'm determined to do "Adventures in Cape World" episodes.

Returning to the idea of a "team that evolves through the ages of comic book writing" from last thread and the list of archetypes how would we go about making characters to fit these archetypes and yet have a fresh twist?

How for instance would the Jungle Babe of the 1930's Golden Age incarnation work? Or the Crime Fighter with a gimmick gun? Or the Tibetan trained Shadow/Mr.Amazing/Green Lama guy?

The Masked Moonlighter. A guy that worked as a lab assistant for an eccentric scientist that was working on powerful optic technology in private. Rumors leaked out to the underworld through the doc's drunken ramblings at his favorite bar, and the local mob decided to kill him and raid his lab hoping to score some bleeding edge super-tech. But his assistant managed to get his latest invention-a light gun-away in time which he uses to fight back against the mob as the masked moonlighter.

The light gun can do a lot of super science feats. It can fire a heat-ray that can melt metal at max power and force goons to drop their super-heated guns at low power. It can make objects and people invisible (and thus blind them). Moonlighter uses a special masks that protects him from gas and allows him to see when he himself is invisible. It also protects him from the bright, blinding light his gun can produce.

The light gun can also create hologram reflections and turn walls into one-way mirrors that Moonlighter can look through to spy on people-and fire his heat ray through while keeping a wall between him and his foes.

Yeah that could work. Imagine her as the ultimate flapper, the ultimate liberated woman. She's Amelia Earheart meets Susan B Anthony.

She's a pro anthropologist, always curious about new races and new places. She dresses in the fashion of the period until its time for action, when she'll strip down to her jungle girl outfit for acrobatics and wrestling. She's very well-cultured, well-read, and articulate. She publishes articles in anthropological journals, but she possesses a powerful mind and keen skills gained from her time in the jungle which she likes to make use of to explore even the most inhospitable and dangerous cultures and places in person and on foot.

Her husband was protector of a sacred African Jungle gifted with supernatural speed and strength, and his passing has given her these abilities as well. She's also the leader of a cult of African jungle protectors that worships lions which she has developed and modernized into a groups that protects all of Africa with the latest technology and skills. They believed that the late king possessed powers of the primal lion spirit, powers that she now channels as ALIKA, LIONESS OF THE JUNGLE, Alika being a Nigerian take on her birth name of Alice.

Is this good?

A team run by a cross-party conspiracy of high-ranking politicians (not the leader, like Prime Minister/President), that seeks to give people powers, and then use the team to 'extract' them and brainwash them so that the people running the conspiracy have a large pool of superpowered people to have. The extractor team is also superhumans who were brainwashed.

In my setting the team was made up of Captain (the leader), who was an ex-soldier with powers before he was forcibly recruited; Mister Gunn, a severely crippled war veteran rebuilt as a cyborg in exchange for his loyalty. Reports on the team to their superiors, and deals with any on the team who cause trouble. Wears a suit. Red Warlock, who was a small-time witch who was kidnapped and brainwashed. Mainstay, who basically buffed the group with her powers, and Enforcer, who uses his force of will to ignore all damage done to him.

I also had them be responsible for the creation of many other superpowered characters within the setting with a view to 'extracting' and brainwashing them later on, including a guy with super healing, and enhanced strength, toughness etc by testing experimental drugs on him in utero, and twins Tooth and Claw who they infected with weakened werewolf virus.

So I'm in the process of building a setting for a game. There are a lot of tropes I'd like to hit but would want some unique spins on it. So I'm looking for ideas:

-The Hand/League of Assassins(Shadow): I'm looking to have your ninjas with mystic powers, and working among the underworld but with much more menacing long-term plans type of group as something in the background that slowly grows dominant in the game.

-Kingpin/Black Mask: The big scary mob boss that brings together various criminal and supervillain enterprises together. This be another one that to finally take down be a long term one but with more immediate gains for the PCs.

-Super Soldier Program/Superpower Drugs: I'm thinking something like VALKYR from Max Payne, mixed with the Adrenaline pills of Frank Simpson and maybe origins in a Weapon X kind of program.

-Fear of Mutants: My gf loves mutants so my world is going to have them but I'd like a different spin on the usual people afraid of mutants deal.

The boss circulates the money, but that's all he's involved in.

Cape World has a "super metabolism" class of people modified during operations in their youth secretly by an industrial cabal. The idea is to create super humans that derive powers from drug use and develop super humans that have to rely on these drugs (and thus the companies that make them) to maintain their powers.

Imagine if energy drinks were apart of a conspiracy where a small group of people modified without their knowledge gain temporary powers off them. People think its just natural power development. These people probably had the potential within them the whole time, the drugs just brought it out.

People fear mutants because their powers evolve over their life times. That girl that can make lights flicker might turn into a walking uncontrollable inferno at the drop of the hat. No one knows what triggers powers to change and that adds to the fear factor. Mutants are all potential walking nukes. They could wake up one day spraying radioactivity. The next day their power is just being able to fly.

They're mutants because their powers mutate.

Okay some rough ideas off the bat

League of Assassins/Shadows
There is nothing scarier than a group that has your best interests at heart. Their goals could be straight up world peace, or fixing the economy, or stopping overpopulation before the world reaches peak oil prices. To achieve those goals they can assassinate otherwise good scientists whose inventions might bring destruction. stealing money and giving it to psychopaths. Engineering a virus to sterilize everyone in the world so that population will dwindle over the course of a couple centuries so natural resources may renew.

Though that may be more "Secret Society" than super ninjas.

Fear of Mutants.
Being a Mutant can become a sort of Elective thing to do. for a while People are born mutants naturally, and they underwent the X-men style social rights crusades, but recently it was discovered the 'gene' is in everyone and with the right therapy and enough money you can unlock your potential. Anyone can be born a mutant, and those that aren't can unlock it after the fact if they'd feel more "Comfortable" as a mutant. This has opponents on both sides.

Mutants who've been facing descrimination since forever might not want normals infiltrating their social group as "mutants", and don't want mutants defecting to being normals.

And again normals that view augmenting yourself that way is dangerous immoral and puts more power in the hands of the powerful at best, and risky surgery that can fuck up your life at worst. IE "i wanna be a mutant! I think I'll have fire powers" goes through surgery and becomes a stoney faced ugly monster who now has to save up to reverse it...

I kind of had an idea that sort of is a mix of your two guys. With different groups and working for a good goal. My idea was a kind of SHIELD/HYDRA idea where this ninja society has been on this centuries long hunt to draw out this (put big bad mystical/demon thing here). But to draw it out they had to well research it, learn it's rituals and practices and actually do them to try and entice it out. This has over the centuries slowly corrupted parts of the ninja society so they are actual practitioners of this thing and are simply biding their time till they find and let it go free. This is very, very basic idea as you can tell from not even knowing what the big-bad is, and even that is kind of ripping off The Hand with their Beast, so I'm reluctant to use this idea.

I definitely like the idea of corporations being behind the drugs. I've been considering mixing the drugs with the mob boss where he is helping to supply a criminal underworld with the drug but doesn't know what is really behind it.

I think something a long the lines of "Captain Scarlet" a man (Or woman for that matter, Violette Szabo comes to mind) who can never die and lives as an eternal saboteur to nazi rule. who even when found out dies and tries again.

Perhaps a French Rebel that 'died' in a nazi blitz, or survived a chemical attack and discovered their amazing ability to 'come back from the dead.

guy finds a meteor that's really a do it your self spaceship kit from some super advanced alien race. builds it and heads off to space for adventure, ends up assembling a crew of aliens while bumbling around and ending up helping people out. think of him sort of like luffy from one piece and how he meets up with most of his crew mates and his love of adventure.
goes to place, meets dude, helps dude out of a jam, dude joins up with crew for further adventure.

opposed by the concept of villainy who does the opposite and gives powers to people he hates, usually something that fucks their life up so bad that going on a rampage is a reasonable thing to do after.

Sapphire Chill. Like Blaze, she's just starting out, but she wants to be a super villain like her parents. She follows a code of honor however. No killing. Only steal from targets that "deserve" it like the rich, banks, and corporations.

Like Blaze, she finds it fun to be super. Potentially she can be reformed into a hero.

She can control and project energy that has the curious property of being extremely cold to the touch. Probably some sort of endothermic quasi-matter.

Got an idea. You know how superman has an ERB influence through a princess of Mars? What if he were more Tarzan influence? I mean imagine if the rocket to Earth died in space, but baby superman still survived because he was adopted by space-animals. Cosmic space whales or something. He travels from world to world delivering justice. His home is the wilderness of space and he leads a pack of space creatures. No one knows what his home planet was, and he doesn't really fit into any advance space culture but finds he does well in primitive ones that find beauty in their environments.

I like this idea. Part of his "science adventure" is just figuring out how all the parts work, who built it, and why it landed on Earth. Give it the ability to cross between the triple cosmology stuff and he could explore an awesome solar system full of intelligent life.

The meteor space ship was actually a piece of debris from an interstellar war. Its supposed to be a doomsday weapon, but he and his Dr Zarkov-esque buddy converts it into a space ship. It represents how science and peace can evolve out of conflict, swords into plowshares style.

CAPTAIN METEOR sounds pretty cool. MIKE METEOR.

Anyone got a name for the ship?

Very interesting. Maybe he builds up power like a charge and gives it to whoever he sees as worthy once in a while because he doesn't like being the most powerful person in the universe?

He changes form to match the "hero needed for the job". If the team needs to science something up he appears as a Thomas Edison figure. If the team needs raw muscle he looks like Hercules. If they need to make a speech he looks like Abraham Lincoln.

He's the start to a new pantheon. Instead of being forces of nature given human traits like previous pantheons he's human traits-the best human traits such as courage and heroism-given the powers of nature. Think of him as the Zeus to the people he gives powers to. He's the Sky-Daddy of a newly forming pantheon of gods.

He's the first super-hero basically. His name might even BE super hero. THE SUPER-HERO.

I need some advice

I'm planning on a team of robots based on the pieces you'd find in chess. I already got the Knight, Rook, Bishop, King, and Queen planned, but I need help on how I'd do the Pawn's ability.

Like in chess, where if a pawn reaches the end of the battlefield, it becomes one of the other pieces. I plan on him having an ability where if another member of his team is destroyed, he can transform into them for a few minutes. How would I do this in M&M 3e?

I need weird ideas for Kaiju. I already got a suggestion from a previous Cape Creation thread about a kaiju that uses spirals. It draws its surroundings to it in a reality warping spiral like a black hole. It shoots spirals of energy. It deflects attacks into a spiral. It IS a spiral.

I need more weird kaiju.

No seriously. You know how Plastic Man is OP as fuck when he goes all out? That's what this Kaiju is like. Think a giant T-1000 made of plastic goop. Its chief gimmick is that it reflects attacks be they punches or laser beams. To beat it the heroes have to contain it rather than kill it.

A kaiju that ravels through air and material like they were water through atomic super-science. Its threat is that its apart of a race of beings like itself, and if it stays too long on Earth eating yummy industrial parks its going to send out an extra dimensional pulse and attract its entire hive to Japan and then the rest of the Earth. Liquids are its weakness. Their molecular structure is just the right shape to fuck with its atomic-magic.

The hint to the players will be that it avoid water and seems to be robotic. It has no liquid in its composition, and the PCs might think at first that its a plot from the Dr. Hell analog and not some weird space critter.

A lot of these sound like high level kaiju. What about some low level minions? PCs need moments where they feel powerful you know.

I dunno. Kaiju are usually singular threats, but I guess you could go the Cloverfield route and have the minions be parasites. Animated gargoyles and statues detaching from the rubble one, for example.

Dealing with infrastructure damage and evacuating civilians to safety would probably constitute most of the non-combat challenges though.

I'm going to REEEEEE a little, but Desatroyah did the "minion parasites" thing first.

Animated minions coming from CITYSCAPE X is a golden idea though. I'm going to have to do that. Snake-like subway cars. Demonic super-trucks. Electric Neon ghosts.

CITYSCAPE X is game-ready I think. It has a theme, something for the human squad to do, and is really cool.

The quest is basically going to be "Kaiju defense force sim". I was thinking of doing stuff with KINGs and OVERLORD DARKNESS, but I think I'll leave them for a scenario cameo. I want to focus on big guys and big monsters.

The PCs start with just two super heroes. BEYONDIAN which is a single-pilot mecha like Mazinger Z and Daitarn 3. Very powerful, but it plays off the hot-blooded rage of its pilot. I'm going to be playing up the "God or Demon" theme from Mazinger. It can flatten monsters with awesome attacks but its not too good at keeping the collateral damage down.

MAN FROM LIGHT is Ultraman. Powerful and can control it to cut down on collateral damage. He can create energy shields to protect buildings and people and shrink himself to avoid causing a mess. He can even use a lot of power to teleport Kaiju to other locations or to teleport helpless civilians away. He's an ace, but his weakness is that he's on an energy timer just like Ultraman, and using more powerful actions drains the battery faster.

Things I could use to help with "Cape World presents: Kaiju defense force The Quest":

More ideas for super heroes. What would their gimmick and weakness be?

More ideas for "boss kaiju": Kaiju that would take multiple heroes to beat

More ideas for "minion kaiju": Kaiju that a single super hero can deal with.

Tricks and units the JSDF can deploy to help their super heroes. Think the MASER tanks from Godzilla.

Scenarios: Because "now you fight this kaiju" can get really old fast. There needs to be gimmicks to the encounters.

Another thing I want to to is include branching outcomes.

Like if the team manages to avoid destroying CITYSCAPE X and instead contains it the research team will eventually find a way to get it under control and transforms it into an actual ghost town. Later on the Ghost Town will produce a ghost-powered mech to join the super heroes, the MAXSOUL.

Another thing I think would be cool would be that certain characters activate their replacement when they're defeated. BEYONDION is replaced by BEYONDION GREAT when defeated, and MAN FROM LIGHT is replaced by MAN FROM LIGHT ULTRA when he's defeated. But these replacements are "rushed" to the scene to help. The longer the players keep the originals from defeat the longer they have to upgrade and improve and the stronger they'll be when they appear.

A kaiju that transforms environments to better suit itself. It coats an environment in white bands and then transforms it after analyzing it. Not too powerful, but it can quickly destroy a city necessitating quick dispatching. When enhanced it can corrupt super heroes and control them like puppets with its bandages (which are actually living extensions of itself, like flatworms. The entire anglerfish construct is a colony of white flatworms)
