It is like a simplified D&D.
HP is flat pools, no bloat though.
You always do your Damage Rating in damage or half if successful or partial success.
Rolls are opposed by opponent rating.
Like I said, the game is basically a more modern rules lighter philosophy used upon an older game. It is simple and serviceable. But you really want to use your additional freed wiggle room for some not codified heroic actions and GM adjudication to get the most of it in my opinion.

If that makes sense, it needs a GMs meddling and judgement to shine as a game, but is a simple chassis that can take that.

Barbarians of Lemuria (and its Everywhen generic sequel) are made for more Conan-type adventures, but you could easily include a "scientist" or "pilot" background for the skills instead of "alchemist" or "sailor."

As for including ray guns instead of bows and arrows, let them do solid damage levels but don't add a Strength bonus to damage so there's still a reason to use a bow.

If you want to use spaceships, stat them up like a character but assume that weapons fired from ships at people cause arbitrarily high and unpleasant damage levels.

One official setting for Everywhen, "Red Venus," already is based on 1950's Atompunk adventures, but from the perspective of cosmonauts in a more optimistic USSR that has won the space race with The Power Of The Atom.

Well its a smaller genre by bounds.

It really depends where you draw the line. I associate steampunk with pretty much all the weirdscience and post industrial punks. Sort of like how medieval fantasy encompass a whole lot more than what it says it does.

These aren't steampunk works, but I was drawn to the time period and fantasies by works like Dracula and Frankenstein. Neither of them have gears and cogfop, but both those stories certainly have impact on it, as well as a lot of gothic horror.
For more 'authentic' steampunk I liked the Airbone trilogy as a child.

I always thought the root of it was industrialisation and automation.
The machines of the nobility take off in a humongous way, furthering the gap between the classes. The bright lights of high flying blimps and steam prosthetics hide a class divide with the lower classes gradually becoming worse off, trying to make do and stop falling into poverty by repairing and scrapping whatever they can find.

It's a world of art and romanticism, covering up the slow burn of poverty rising. Revolutions are building, the upper class are debating and spying on eachother, and lots of people just getting by and trying to enjoy their life, despite (or ignorant of) the looming threats on the horizon.

Perhaps its intention, but I think its pretty clear to see the things that appeal to the people who ascribe to steampunk is less that.

Its sort of like saying people who like medieval fantasy are there for the plight of knight on a pilgramage, rather than stories of peasent farmers overthrowing demons with elves and other things that have no actual relevance to the themes of the time.

Everything you say is defiantly relevant to steampunk, but things like Deadlands and Weird west are pretty kindred with steampunk and don't quite fit that purview.
Then again I do really apply the term steampunk very broadly. I simply like post industrial fantasy works, and to me draw inspiration from Dracula and Frankenstein. Obviously those aren't steampunk works, but their influence works far better in a victorian/industrial era setting as opposed to the stock fantasy setting.

I think the big differences lies in distinction between medieval fantasy and medieval history. In medieval fantasy I would say these were very relevant (thought not always in the same locale). While the knights pilgrimage has strong ties to the time period, the myths and legends of that time (and before) involved all sorts of references to fair folk and demons to be exorcised. Of "immortal beings" that lived in forests. Of "chosen ones" and "destined heroes" to fight back the darkness of beasts (I'm sure some historian/literary analyst would tell you how it's all allegory for something or other).

I definitely agree with you though, there's a lot to appeal to someone in any of these "themes" whether it be the fashion style of cyberpunk, the exploration of the "frontier" genres, the power fantasy in high magic, the social themes and inherent corruption in modern magic like WoD.
