We're undermanned. Either our isolation means nobody's attacked us in a while and we've grown decadent and weak from lack of need, or we're attacked frequently without reinforcements and taking heavy losses. We have no force projection. Ground combat, arming every single one of our admittedly few servitors with ludicrously overpowered death rays that can flash-boil meganobs in their own rudimentary armor with one shot is very effective, but we've essentially lost all spaceflight capabilities beyond hitching a ride from our Rogue Trader friend. Not in the standard "pollution is the sacred sacrament of industry" common to the mechanicus, but in the sense that it never had life in the first place. There wasn't even an atmosphere when we first got here and what exists now is solely toxic fumes from the smokestacks of our factories. And we wouldn't have it any other way, WE'VE replaced our lungs and skin so we don't care about breathing and explosive decompression and the greenskins are clumsy and blind in their crude spacesuits. Also easy to fight when any shot that punctures the suit suffocates its wearer.

This place must be a siege warfare nightmare for anyone who wasn't an ork (who'd enjoy that). Only ways to the enemy are mineshafts, many of which are played out and abandoned save for booby traps, smokestacks full of whatever pollution was still sufficiently deadly to kill a techpriest despite their prosthetic lungs and more booby traps/giant rotary fan blenders, and mine elevators which are full of murder-servitors, have no lighting or atmosphere as the augmented miners don't need them and tend to require passwords and/or direct noosphere brain interface connection to work and are booby-trapped to kill anyone who tries to use them without the password.

Then infest the whole place with murder-servitors with archotech ray guns, make it so you've got to wear a spacesuit the whole time and a single puncture will kill you and to add insult to injury, the whole place is built to the scale of humans or at least human-derived servitors, not orks, so you don't fit.

So the silos on ground are small number with medium/high quality, while the ones on the stations are of huge number with poor/medium quality.
The rogue trader probably demanded that they had to reduce their anti-orbital defenses for him to lend his navy, so the forge world complied, but they got around it by making the one with higher quality be the ones they have direct control. Our Magos seem to not be that dumb.
Now for our defence lasers.
