You are Prince Meirion auk Gwyrren, the only sane man in a royal family with dubious concepts of strategy, justice, taxation, and governance in general. You have made it your goal in life to keep your family on the throne and your head firmly attached to your body.

===============

Construction of the pavilion is going well; in a few days, you'll have a more respectable venue to greet guests. It'll need to be furnished, but that won't be too much trouble. Now that you've been here for a while and moved some coin around, your finances are about on par for someone of your status.

Of course, that doesn't mean everything is going well.

"We have a problem," Myrddin says. "We can't find any merchants willing to man the stalls."

You sigh and rub your temples. "Why don't we have any merchants willing to man the stalls?"

"They all say they're satisfied with the current state of their finances."

"What kind of merchant is ever satisfied with the state of their finances?"

"Degfford merchants, apparently."

Right, well, they do say there's a first time for everything, and this is the first time you've met merchants who aren't lusting after profit. Esyllt would go insane if she heard about this.

"How do you want to deal with them, your highness?"

>"They just need a little encouragement."
>"We'll put some pressure on them."
>"How fast do you think we can replace them?"

Put up products that will increase quality of life. Show people that their daily lives can be much more comfortable/convenient, and they'll start wanting dem monies again.

Even if it may not be those merchants specifically.

"They just need a little encouragement," you say.

"You mean…" Myrddin drags his thumb across his throat. "You want to make an example out of one?"

"No, Myrddin, I am not going to kill a craftsman or merchant to make an example out of them," you say. "I just need to talk to them, encourage their ambitions a little. Remind them of why they became merchants in the first place."

"I suppose that might work, too," Myrddin says.

Degfford is a city, so all the necessary goods and services are offered. However, the city's business leaders are the winemakers, followed by the glassblowers and other artisans who make goods related to wine. Everyone will follow the winemakers' leads, but they're already well-known, so there's less incentive for them to gain exposure. For the artisans, however, this is a chance to increase their importance in the city and become independent from the winemakers.

You could also wrangle the bakers and other cooks. They can't export anything, but perhaps they can attract merchants from other cities.

>"We'll start with the winemakers. They're the most important."
>"We'll talk to the glassblowers and artisans. This is their chance to become more influential."

If we put too much into the hands of the winemakers we'll have the makings of either competitive land barons or powerful merchants like that neighboring country has got going on.

"We'll start with the winemakers," you say. "They're the most important. Everybody else will follow their leads."

"It's probably their fault that the other merchants aren't moving though," Myrddin says.

"All the more reason to meet them so they don't drag everyone down."

The two of you leave together; you're hoping this won't take long enough to make it worth it to fetch Esyllt or Reagan.

There are about a dozen vineyards in Degfford, and although they all compete with each other, they do keep something of a guildhall to discuss business and gossip about their clients.

It wouldn't surprise you to learn that they use it to run a cartel, but you haven't seen any evidence of that yet and you wouldn't consider it much of a problem anyway.

So you brazenly throw the guildhall's door open with a palm and step inside. If you weren't the only people there, it'd probably be very dramatic. As it is, the staff just stare at you quizzically. Fortunately, they do seem to know who you are, so there are no misunderstandings.

"Welcome to the Crimson Cup Hall, your highness," the closest servant says in the most sycophantic tone he can manage. "How may we assist you?"

A side note Beleaguered. Myrddin wanted Meirion to have heirs ASAP. But isn't it time to turn the tables and ask if he's got heirs of his own on the way? If Meirion's heirs are to rule properly in time, they too will need great advisors and assistants.

You give the servant a pleasant smile. "I have a business proposition for your employers," you explain. "Since they turned me down previously, I decided to come by and convince them in person."

"Is that so?" The servant smiles stiffly. "We will inform the masters immediately, your highness. Please, take a seat."

Myrddin and you sit down in plump leather chairs and someone brings you some wine.

As the winemakers rush to the guildhall, they do their best to make themselves presentable before entering. You're not sure why they bothered; you can see them through the windows after all.

Conveniently, the merchants all arrive at around the same time, so you're not stuck waiting in awkward silence.

"Ah, greetings, your highness." One of the merchants bravely steps forward to get this meeting started. "We heard that you wanted our cooperation for a certain project."

"Yes, I have plans to expand Degfford's importance as a trade city," you explain. "I heard several people were disinterested, however?"

"Yes, that is…" The man's pleading eyes turn towards his compatriots. None of them seem particularly eager to back him up. "Our current profits are quite acceptable. Expansion would require expenditures which we're not certain we could shoulder."

They're too cheap to expand, in other words.

You calmly sip your glass of wine and ponder how to deal with this.

"Are you really satisfied with this?" You calmly set the glass aside and stand up. "Are you mere labourers, that you would rather cling to what you have than reach for greater heights?"

The merchants shuffle awkwardly under your sweeping gaze.

"Degfford is the smallest and weakest of the kingdom's cities," you continue. "In fact, it only just barely qualifies as a city. However, I am aware of its potential as a centre of trade, and I wish to exploit. In order to do that, however, I need people willing to follow me to the road of prosperity."

"We'll do it," one of the winemakers blurts out. "Ah, I mean, we'll cooperate with your project, your highness."

The others all nod.

"I'm sure your assistance will be invaluable."

And you won't have to kick them off their lands and replace them. It's a win for everyone!

"Since we're all here, we might as well discuss the details," Myrddin says. "We wish to increase Degfford's trade with the rest of Gwyrddarfordir, with an eye towards expanding trade with Svekka and especially Olstren. Our immediate goal is to get merchants to buy and sell orders here instead of just doing small trade. Do you all have any suggestions about this?"

The merchants look to each other for an answer to Myrddin's questions.

"Hmmm… it might be possible for us to make less expensive vintages that could be sold to commoners," one of the merchants says. "It would give us some faster income, but the profits would be lower."

"The best glassblowers in the kingdom are all in this city," someone else points out. "We might be able to compete with Parlan imports, at least on price."

It would be easier if you had access to advanced alchemy or enchantments, or if you could extend your influence to Svekka or Olstren, but at the moment, this is all you can do with the resources you have on hand. You can always come back to it later if things change.

"Let's go with glasswork," you say. "I want to provide luxury goods. That way, we'll attract wealthier caravans."

"A wise decision, your highness," a merchant says. "We'll send word immediately. Everything will be ready as soon as possible."

Then Rhys can send out his invitation and word of Degfford's expansion will spread before merchants come in the spring. If everything goes according to plan, you'll be seeing significant profits, and they'll be just in time for your war with Olstren, if it comes to that.

The merchants return to their businesses after providing assurances that your directions will be followed to the letter. You're certain they'll be quite grateful for your intervention when they see the next year's balance sheets.

Afterwards, you and Myrddin return home. There aren't many people in the streets at this hour, but you get polite greetings from those you do meet. It seems the citizens are getting used to your presence.

As you walk, you have the chance to talk with Myrddin.

"So, how's your sex life?"

"Surprisingly diverse, I would say," Myrddin answers. "I mean, we're both focused on our careers for the moment, but it alchemical contraceptives are fairly common."

"I haven't been using them much," you say. "Relatively speaking, anyway."

"I'm sure House Caunys will be pleased," Myrddin says. "Although I doubt Olstren will be when the time comes."

"That won't change who gets their throne," you say. "It just changes who gets to be alive at the might."

"I suppose that's true."

Construction work is proceeding on schedule, although the work done during your short absence isn't enough to be noticeable. Satisfied that everything is proceeding smoothly, you decide to return to your home.

Your home, where everyone is staring at something on the kitchen table.

"We need a watch," Olwen insists. "The people have to get used to them - Oh, welcome back, your highness - the people have to get used to them as soon as possible."

"But if we renovate the temple now, we can use it as a centre of education," Delyth says. "Degfford is the only city without proper schooling."

"Would students even be able to attend school in the winter?" Olwen asks.

"It'll be easier than during harvest season," Eleri says.

"It would be difficult to renovate the temple while the pavilion is still under construction," Reagan says. "We should develop our information network instead."

You certainly knocked over an anthill.

"Myrddin needs his spies." You smoothly slip next to Delyth and wrap an arm around her waist to make up for your decision. You'll do something for the others later. "I don't want any unpleasant surprises."

Reagan and Esyllt are pleased, and no one seems to be particularly disappointed. Information is important, after all.

"My most trusted assets are already in the city," Myrddin says. "They've begun collecting information, but they still lack access."

"What do they need most urgently?" Reagan asks.

"As I see it, we can offer bribes to people in key positions in exchange for regular information," Myrddin says. "That's the easiest way to do it, but it's also the least certain."

"So we need direct access through our assets," Esyllt concludes. "You want to find them jobs in the city?"

"That was my plan," Myrddin confirms. "It would be a little more difficult, but not impossible. Subtlety would be the biggest problem. I don't want them to be associated with his highness."

"Now that that's dealt with, I'll go figure out how we're going to keep the city running with the guards we have now," Olwen says. "Even by borrowing manpower from the soldiers we brought, it won't be easy."

"Degfford is a quiet place," you say. "You'll manage unless there's outside interference, and I'm sure Myrddin can deal with that."

It'll take some time before Myrddin's people are in place, but you're one step away from turning Degfford into a proper city.

Myrddin leaves to take care of your orders and Reagan goes to look after Seren - she's not that pregnant yet, but Reagan's very excited about being supportive regardless - while Esyllt, Eleri and Delyth remain here. Their faces are all red, Delyth is rubbing her hip against you, and none of them are saying anything, so you can guess where this is going.

"I've gotten used to that by now," you say.

You go up the stairs, feigning calm, and sit on Esyllt's bed. Before you've even started taking your clothes off, she's already sitting in your lap with her hands cupping your cheek. You put your arms around to hold her up.

"Did you enjoy the show?"

"I did, actually," Eleri says. "I don't spend enough time sitting in the audience." She gets up from her chair and sits on the corner of the bed.

"Is something bothering you?"

"Maybe. I don't know." She moves a strand of hair behind her face and stays quiet for a moment. "Esyllt likes to sit on your lap and kiss you. That way, you have to hold her up, and you can't look at or feel her breasts; she's self-conscious about how small they are. Delyth prefers to lie down and let you feel good. Olwen likes to be dominated because it reaffirms her position as your vassal. Seren is the most… normal, I guess, but she's not bothered by being seen naked. Reagan's different. She likes to be seen and she likes to face the rest of us because she enjoys our looks of yearning and jealousy."

That is a surprisingly thorough analysis of your love life.

"But you don't know what you want?"

"I don't," Eleri answers. "I'm still a little scared that you'll just use me for my body, and I spend enough time performing for an audience during my work. This is something I want to do for myself."

Esyllt likes to sit on your lap and kiss you. That way, you have to hold her up, and you can't look at or feel her breasts; she's self-conscious about how small they are
note to self to tell her how cute they are and play with them

"We could try going at it slowly," you say. "Everyone else is a little frantic about it."

"So, what?" Eleri playfully runs a finger along the inside of your leg. "You put it in and then we just talk for an hour?"

"It does sound efficient when you put it that way," you say. "Maybe we could do it while I go through my paperwork."

"That does sound interesting." Eleri smiles and stands up. "I'll try it myself and let you know how it turns out."

She leaves you alone with Esyllt and Delyth. After all that teasing, you don't mind going again. You gently shake Esyllt awake, and she cracks one eye open.

"… again?" She sounds very eager, despite how tired she is.

"Actually, I wanted to try something a little different." You smirk and get on top of her. "It occurs to me that I haven't been paying much attention to your chest…"

"Wait, your highness - no!"

And that's it for this thread. Beleaguered Prince Quest will return as usual on Friday September 23rd. As a reminder, I also run Relic Quest on Sundays. For updates, you can also check my twitter account @BeleagueredQM, but I don't use it for anything outside thread announcements and such.

Goodnight and thanks for playing.

What is necessary to get to the d10 (d8...) city level for each of the skills? I guess some kind of building or availability of services (like for sovereign the pavillon, for military the watch and/or city wall)?
