The Charybdis Empire, The Tau Empire, The Covenant, The Minmatar Republic
40 years ago they were young member nations of the Orion Coalition, a military alliance dedicated to the preservation and protection of the species within the Orion Belt Sector. After cataclysmic infighting destroyed the Coalition, the four young member nations spent the next four decades growing in power and influence.
Now they form a new alliance to combat the growing threat of external forces. They have split the Orion Belt Sector between the four of them, and race to claim their new territory and establish themselves as Empires.

“Supreme Admiral,” The Devastator Guard says, standing at attention. You rise, the hem of your commandant robe trailing against the chair you previously occupied. The Devastator Guard stands to the side of the door. You stroll past him, leaving your personal quarters.
Lining a grand corridor are more Devastator Guards, adorned in the colors of your new regime. The Final Regime. The Empire of the Ceph. They watch as you walk past, falling into line behind you.
At the end of the corridor are metallic double doors three times the size of a male Cephalopod. They open before you, revealing a three-level command center full of Ceph Sub-Commanders and technicians.
“Rise for the Supreme Admiral!” One of your Devastator Guard yells. Every Ceph in the Command center turns on their heel and throws an arm across their chest.
“Hail to the Unified Charybdis!” They yell in unison. You send them to back to their duties with a wave of your hand. You slowly ascend a staircase to a silver platform in the air in the middle of the command center. Screens hover around the platform. Three Sub-commanders are waiting for you and your entourage of Devastator Guard. You step onto the platform where a chair is rising from the floor. It stops, and you take your seat.
Before you are screens. Screens full of systems and planets. Two cycles ago you and three other factions divided the Orion Belt sector up into equal parts. You are the inheritors of empires.
You are distracted from gazing at the screens by Vice-Admiral Jakall as he steps forward. He holds a data-screen in his hand, and taps at it.
“My Supreme Admiral, if I may begin first,” You nod your head, giving him permission.

There are also now refugees and asylum seekers coming to the Siivana system, assuming it to be the safest and most stable place in the quadrant. There is already conflict between Ceph citizens and the newcomers. The Council of Culture is split, with half thinking we need to close off and secure our system and the other half thinking we would greatly benefit from hosting new arrivals. We can establish processing centers to integrate the new groups, which would cost 2 ®, or patrol our system with the intention of turning away refugees, which would cost 2 ®. We can also do any number of alternate options you might prefer.

The native species before we took over, the Kitar have largely been regulated to second-class citizens and do not have access to Ceph courts of justice or commerce markets. Powerful rays of sunshine originating from twin suns pierce through the windows that line the Ethereal Caste Council chambers. You, the newly choosen Aun’O, watch rings of seating filled with Aun. The leaders of the Tau Empire talk amongst themselves, motioning at various monitors hanging in the air. The monitors show Tau space and the Empire’s newly claimed systems. You take it all in: The Council chamber, the Aun, the screens. From here forward you and your fellow caste members will be making history, forever establishing the Greater Good in the Orion Sector, and one day, the Galaxy.
You clear your throat and make eye contact with the Ethereal Guard standing next to you. He slams his staff, calling the Aun to attention. Your attendant standing on your other side begins to speak.

Aun De’shiva stands, and all eyes fall on him.

Aun Lah Xio is the next to stand. Murmurs course through the seated Aun. Lah Xio was your opponent when the Ethereal Caste was electing the next Aun’O, and he vehemently hates you and anything you may try to do. Any respect he shows you is surely false. Never the less, he is wise. You tilt your head towards him to indicate he should begin.

“Where is she?” Elder Kartis says. “Why is she not here yet?”
You don’t reply. You have no idea why Empress Volara is late. You gaze out from the senate stage you occupy, taking in the mighty columns and raised seats of the Minmatar Senate chambers. Why you and every Clan leader in the Senate has to remain standing until the arrival of the Empress is beyond you. Pomp and circumstance be damned, you’d rather begin. There are monumental matters to discuss.
“Announcing, Empress Volara, first of her name, holy daughter of the unified tribes and clans, guiding light of the Minmatar Republic. May she reign!”
“May she reign!” You proclaim back with the clan elders.
Empress Volara breezes into the senate chambers, flanked by royal guards and followed by her hand-maidens. Two hundred tribal elders watch as she walks purposefully towards the senate stage and the throne you’re sitting next to. She climbs the steps, making eye contact with you. You nod.
Reaching the throne, Empress Volara turns and stars out at the clan elders. “The Minmatar republic is before me,” She says, beginning her part. “may you be it’s strength,”
“And you our light,” The elders reply, then promptly take their seats along with the Empress. The ceremony over, you ask Elder Kartis to start the proceedings.
“Tribal and Clan elders,” Elder Kartis says from his seat. His voice is amplified by the metal ball floating before him. “As you’re aware, two cycles ago the Minmatar Republic signed the largest treaty in the history of our people. We are now inheritors of one fourth of one the largest sectors in the galaxy.” You try not to smile as Elder Kartis slips into his grouchy-old man voice. “Well, it was all glorious two cycles ago, but today we have to deal with the ugly side of it, because we’ve got a lot deliberating to do about our new territories. But first, as is protocol, we will hear of grievances from the Elders,”
Elder Kartis rolls his eyes as speaks the last part, and you quietly remind him to behave. A clan elder, sitting in the middle ring, stands.
“The Senate recognizes Elder,” Kartis pauses, looking down at his datapad. “Elder Torigold of Clan Le’meer,”

After a few more bouts and shouting matches, Elder Torigold sits and Elder Makarta rises.

I would hate to see a child of my own tribe be denied something because it was made available to a newcomer alien first!”
Shouts of agreement course through the senate floor, as well as protests. Empress Volara raises her hand, silencing them.
“My dear Clan Elders,” She says, her voice carrying around the hall. “I must say it is the opinion of the crown that all are welcome who wish to bring glory to our Republic,”

I propose that they not be granted citizenship, but instead a temporary visa of sorts. They’ll have rights, but not rights like us. Elder Kartis leans towards the voice amplifier. “That concludes clan matters, next is matters of expansion.”
Grand Marshal Kras Drak stands as the lights in the chamber dim. A 3D display of the Minmatar systems hovers above the heads of the elders. The Grand Marshal’s voice needs no amplification as it echoes around the room.

To our Sector North lies the Errata Prime System, with three planets and five major species. 40 years ago it was a hub of intersystem commerce and trade, but the war of the old coalition ruined it. We can rebuild it to its former glory, but not without investing ®. To our Sector East lies the Lern System, with nine-planets and three species. It is a completely destabilized region with constant conflict and multiple cold wars between several system factions. It has military potential but not before we subdue it. To our Sector South is the Iracross System, with four planets and one major species. They have a strong economy and have shown interest in what our industry can bring them, but their ways are considered barbaric. To our Sector West is the Om System. Two planets, both large and host to uncountable species. It is a major trading center as well as home to some of the largest manufacturing facilities in the quadrant. The industries there will resist any attempts we make to coopt their profits or tax them.

The system display disappears and the lights turn back on. “That concludes the 75th Senate Meeting-” Elder Kartis is interrupted by a commanding voice.
“Hold now, I believe you’re forgetting the Science Council’s proposal,” It’s Elder Ram of House Ranikhet, standing near the front of the Elder seating. All eyes turn to him, an uncomfortable silence descending on the room. You don’t fail to notice the glare of contempt Empress Volara briefly gives Elder Ram.

The council believes we may be on the verge of weaponizing a multi-species deterrent in the form of an aerial spray. Using this weapon we can guarantee the safety of the Republic and stop any alien aggressors who threaten our future. All they need is further funding and we can put ourselves leagues ahead of our rivals in terms of weapons technology.
“Damn the genius of the Science Council,” Elder Kartis murmurs next to you. “We could always use the money to build a perfectly good laser,”

The senate meeting concludes, and all rise as the Empress makes her way out of the room. You and Elder Kartis agree to meet in your quarters for a drink and cigars. As you turn from your seat you feel a hand on your elbow. You look back to see Elder Veni of House Karr.
“Chancellor Marik,” Elder Veni says. “If I may have a word,”
You wave Kartis on ahead and begin strolling with Elder Venis towards one of the private promenades that line the outside of the Senate floor. Elder Venis waits until you are under the protective awnings to speak.
“My Chancellor, what do you think of Empress Volara?” You tell him. “Of course,” Elder Venis says. “I feel the same way. I’m sure you’ve heard many of the worries that the Elders share. It is great thing we are trying to accomplish, dividing a sector into fourths and governing them well. There are many in the Senate who have cast doubts at our abilities to maintain a balance of power. In fact,”

>5. Some have suggested that we cement our alliance with one of the other three factions through trade deals and agreements that go beyond the New Coalition agreements we made two cycles ago. This could cause tension with the other two, but again there are Elders who are already expressing doubts at the solidity of this alliance. Another way, a way which I am beginning to see the reason of, and think you should as well, would be to symbolically unite ourselves with another faction. Symbolically, as in, a marriage between two heads of state. The Ceph Admiral Supreme comes to mind, though House Dormon has expressed interest in the Tau Aun’O for the sake of their Earth Caste technologies. There are even some who wish to win the military might of the Covenant to our side, though how a marriage to the Prophets would work is anyone’s guess. The Minmatar people might need some convincing, we know how much they revere her, but with the considerable resources of my House I believe I could sway public opinion. Which leaves the bride in question. Now we all know how, spirited, the Empress is. She would certainly resist the idea. Unless of course, you proposed it. She’s fond of you after all Chancellor. What say you?

Statues stare, their massive marble bodies rising towards the domed ceiling. You feel their gaze as you kneel before the Altar of the Covenant. Gold and blue banners adorn the walls, moving faintly in the breeze that wafts through the upper levels of the sanctum. You eye the Altar, the physical representation of your people’s faith in transcendence. A commotion draws your attention. Still kneeling, you gaze over your shoulder. Behind you your prophet brothers are gathered in front of a group of finely dressed Sangheili. The Elites tower over the prophets.
“It is time,” A Sangheili growls. “Tell the Hierarch the councilors have gathered and we have much to discuss,”
“The Hierarch is in prayer,” The prophet says. “He is not to be disturbed until he is finished,”
“He has been in prayer for hours,” The Sangheili Elite growls back. “It is time to convene,”
It’s true, you have been kneeling in front of the altar for some time. Your knees ache, despite the purple satin draped across the floor. You have much to think about, and much to meditate on. You feel the weight of destiny on your shoulders. The destiny of the Covenant. An entire quadrant is now yours, with all its hundreds of planets within. Never before in history has a group gained so much territory so quickly. And it is yours because of fear. Fear of an threat outside of the Orion Belt Sector. A threat, that if the reports are to believed, is approaching.
“His holiness will join when he is ready,” The prophet says. “And not a moment before,”
You slowly get to your feet, drawing both groups’ attention. Your throne hovers to your side. You tell them you’re ready, and slowly climb onto the high-backed chair. You don’t know if you’re truly ready, but as the spiritual leader of the entire Covenant, you will surely act it.
You, your prophet brothers and the Sangheili Elite walk down a massive hall towards a circular door larger than a building. The door slides aside with the slow hiss of powerful servos. You enter into a tower. A massive tower, a dozen stories in either direction and wider then a frigate.
Sitting in alcoves lining the walls are groups of San’Shyumm and Sangheili. Their gaze turns to you as your throne and entourage enters the chamber.
“All rise!” An Elite Sangheili proclaims. Two-hundred bodies comply. Your chair moves into position in the center of the tower. Two of your prophet brothers accompany you, holding the signs of your office; A large iron halo, the sign of transcendence, as well as a hammer, the sign of the forerunners.
A Sangheili Elite waits for you in the center of the tower. His armor is golden, and with him stand powerful-looking warriors of his clan.
You greet Jakar, the Elite in the golden armor.

I'm making up extra fluff as I go along here. The 'me' referred to in Arc's intros and that can be assumed to be the Prophet of Understanding, as he's the first among equals of the three Hierarchs. I'll add more to my 'pdf' tomorrow sometime.

The current Hierarchs are the Prophet of Understanding, Prophet of Retribution and Prophetess of Compassion. Of the three, Understanding is the eldest and generally the one to speak up and address the council, especially on matters relating to law and religion (though of course everything is religious to a degree in the Covenant). Retribution often takes the lead on military matters and has the highest standing with the Brutes. Compassion is the most popular with the population as a whole, especially the Elites, but is quite a bit younger than the other two. She often works more behind the scenes, dealing with sensitive and delicate issues while the other two deal with more sweeping obvious problems in the public eye.

The Clans Pallav, Mesher and Seriri'Cont, the well known subfactions of House Karr, have acquired these fortunes by serving the Republic and providing desperately needed advancements in infrastructure and military technology, which will be necessary for the survival of Matar in these coming years.

An Ethereal Guard announces his presence by lightly tapping his staff on the smooth wooden floor. Without opening your eyes or turning your head you give him permission to approach.

You tell him to fetch your throne, which he does. You ease yourself in, then you and the guard leave your private quarters. An elevator takes you two-hundred stories down into the base of the Ethereal Caste Citadel. You enter into the Chamber of the Aun, where your fellow Ethereals are gathered. Their voices and discussions echo around the chamber, quieting down as you take your place overlooking the others. You accept a goblet of water from a nearby servant, then signal the attendant next to you.

In the seat next to you, your friend and confidant Elder Kartis fidgets with a puzzle block. Across from him, Empress Volara and her son watch a news vid on a screen floating before them. The Empress points things out to her son, instructing him in a way only a mother and an Empress can.
"Sirs and your Highness," An attendant says. "If you'll look to your right, you'll see the Minmatar fleet at dock."
Your attentions shift out the large window, where you have now reached space. The planet's expansive surface stretches out before you. A ship yard, it's metal frame crisscrossing in a chaotic spiderweb, rears up in your window. Four Tonkars and six mighty Tortoises are docked, the Minmatar fleet.

"Hmph," Empress Volara says. "It's going to be difficult to control a quadrant with just ten ships,"

"Patience my Empress," Elder Kartis says, chuckling. "We shall build more. And then what will the galaxy do?"

You smile, taking a sip of your wine. You comment on the litany of tasks you have yet to address before you fully control your claimed quadrant.

"Well," The Empress says. "Let's discuss some of them now, we have time before we're docked,"

"Ha!" Elder Kartis says. "We have to wait for the Senate meeting,"

"We certainly do not," The Empress says. "The senate meeting is a formality, a sign of respect to the heads of the Houses of Minmatar. But the only man who really matters is right here," She points to you. "Besides, it will be an excellent learning opportunity for my son,"

You shrug, then glance out the windows. The ship yard continues to run past your window, with its millions of inhabitants and workers. You can make out sparks and flashes of lights where workers are building new ships.

It's partially true what the Empress says. The House Elders are important, but there's nothing wrong with at least discussing the upcoming matters of Senate. You know of most of them already due to your daily briefs. You pull up your datapad, opening up the Senate files and browsing the upcoming issues. Empress Volara and Elder Kartis do the same as an attendant refills their glasses.

"Hmm," Empress Volara says, tapping something on her datapad. "Let's start with this one," Her fingers slide slowly across the screen, and in response a chart and graph materialize in the air.

Elder Kartis bows and motions the Prince to walk beside him. The two leave you and the Empress standing near the entrance of the hall. After they disappear, the Empress begins walking with you slowly. The guards are still present, though they give the two of you space as they follow.
"Chancellor," The Empress says. "I heard recently that Elder Veni believes I should be married,"
You tell her it is true.
"I've also heard you told him no, but offered my son when he is of age,"
You again tell her this is true. The Empress is silent for a bit, simply walking with you down the corridor. Outside the windows that line the hall, ships zip past and forth as industrial scale construction flickers in the distance.
"I never thought the day would come when I'd see my son in an arranged marriage. Do you truly see this as wise?"
You remind her that Elder Veni wished it to be her. You go on, saying that her son could indeed be a great influence in the quadrant if he was united with a powerful daughter of an alliance member. The empress is again silent. Finally she nods.
"I understand, everyone is nervous, a coalition like this has only been tried once, and the last time ended in apocalyptic war. I would allow for my son to be eventually married, but it will be my choice who,"
You nod, conceding the fairness of this.

Compassion picks silently at a bundle of grapes. Servants wait at her beck and call behind her chair, as they do behind yours and Retributions'. Speaking of the latter, your prophet brother was currently draining his third glass of wine. A servant rushed to refill it.

You call their attention. You dislike the silence, and the background chanting. You tell a servant to change the background chanting.

Perhaps it would be wise to send in our Guardian unit to gather Intel on both factions, Then we can tip the scales to allow the best group to win, after that we just walk in and offer the winner rewards. Or we can have the Guardians set up a new crime conclave that we will control and use the war to increase it's power, after that we use it to take over the slums and bring law and stability, what is the opinion of the Vice Admirals of these plans?
In the meantime we will deploy the auxiliary in the border to prevent the violence from touching the capital and to occasionally take down the more unpredictable and dangerous elements in this war.

I was thinking it's UF, UA and cost would increase if it reaches a specific UN, if it has 10 UN or lower, it's 15 FN/AN, 20 has 20 FN/AN, 30, it's maximum UN, has 30 FN/AN. I would be able to build a swarm unit at those UN levels, i would also be able to pay more money to reach the next UN level even though the unit is already built. So it would cost something like

It depends on who you're facing. Armor and Firepower levels and how many you are over/under your enemy's level factor largely into it. On an even playing field its usually 5 on a D10

Alright, so i have though about my swarm unit some more and managed to find a way to not make it overpowered.

Instead of getting stat upgrades when it reaches a certain UN it will start with 6 UF/UA at UN1 and every additional UN will give the unit +1 to UF and UA, so at UN10 it should be 15 UF/UA.
Arc can decide the base cost and the UN limit.

A Royal Ball would be a grand idea, but likely a costly one. We do not understand the other empires well enough to attempt to create a multicultural ball, and would probably end up doing something stupid. I propose that this ball would be dedicated to showing the splendor of the Republic and the Crown. The Grand Ballhouse of The Republic should be erected for this purpose, with only the most beautiful design possible, to show just how the Republic shines.
(For the Arc Father: Think a design along the lines of Orokin architecture mixed with a bit of Naboo.)
