The Legate apparently wants to haul him back to Rome for "life slavery" because he's apparently a war criminal, experimented on civilians and prisoners of war, targeting civilian populations with experimental weaponry, and corrupting public officials and for being a Gnome.

The Legate mentions how he'd like nothing more to crucify the Gnome, but the Emperor himself demands that Gerbils be offered to the Empire, the base be controlled under Kobold claws along with any and all tech inside... With no room for argument.

The legate does apologize and offer monetary compensation, but mentions that the Emperor himself has a interest in the laboratory and scientist.

However, for your allegiance and for bringing Gerbil's to justice for Rome, the Emperor is willing to share with you the sacred "Impetum Patris", the standard Kobold assault rifle design.

He mentions that the reliable Patris isn't "Gauss", but is miles ahead of your current tech, and boasts a wide amount of ammunition types the Kobolds are willing to teach you... The Patris itself is claimed to be a rapid-firing assault rifle easily capable of breaching armor, and the rifle can be easily assembled and dissembled by nearly anyone. The Patris also comes with a detachable 2x red dot scope increasing accuracy at mid-range and close up and giving you the tech to manufacture such a thing. In addition, the Patris can have a detachable bayonet, shovel, axe, pickaxe, or even a grenade launcher.

Along with this gift from the Emperor of Rome, he also is willing to grant you assistance in teaching your "barbaric populace" (Which the Legate tries his best not to offend you with), with skilled Latin teachers to teach "those who need teaching".

Finally, he is also willing to give your people a reward for capturing Gerbils of 20$ Million.

Though because of your poor relations with the Imperial Family...
He wants you to "civilize" your nation away from "shunning Roman culture" and "being impolite and ill-trained at formal events involving certain Imperial figures" unless you want the ire of the Imperial Family...

And by extension, the Emperor.

The Legate mentions how the Emperor is pleased by your capture of Gerbils, but is deeply insulted by the way his son was treated on his "victory feast", and seems to regard your land as "helpful barbarians requiring civilization and Roman law."

This is a bit of a step up from when they considered you to be "barbarians" however, and seem to like you a bit.
