You are the Courier, but you have changed. Once but long ago a nobody, now your name is known far and wide across the dunes and spoken of by the tongues of men. You are a man who rose from the dead, spoke to Ghosts and Emperors, met the Gods atop the mountain, and reshaped the Sierra Nevada as you saw fit.

But for all your accomplishments and deeds, the words of General Oliver still ring clear in your head.

You took that challenge to heart. You have made 300 year old bombers fly to the heavens, and killed Death Claws with your bare hands while naked. Now you have a new Quest added to your gold and diamond studed Pimp-Boy 3 Billion: Forge a Nation in your name.

You've survived the Wasteland with flying colors, but can you conquer it?

Welcome to the FNV Empire of One Quest. In this scenario after battle of Hoover Dam, the Courier, having kicked ungodly amounts of ass, wants to try and tackle the Wasteland on a much bigger scale and establish his own Empire. Not any old City State like New Vegas, but a real nation like the great empires fighting for the Sierra Nevada, and dream of possibly expanding even beyond these deserts.

This thread is mostly to set up the character's background and some basic motivations/goals, I'll be preparing the proper Civ style quest for them to lead later in the week.

Today is the day, the very first day where you decide to bring the Wasteland out of its dust and rust into a new golden era not seen since before the Great War. You reflect on all that you've done, your reputation and where you stand today. Which empire do you intend to forge?

You are a hero of the New California Republic, having routed the Legion at the great Battle of Hoover dam and been recognized for your velour and honor in battle and in service to this great nation. But the NCR is still a corrupt and flimsy nation rife with deceit and corruption, spread out to far and too wide until it is nearly bled white upon its own size as bandits, monsters, and other threats continue to flourish in its own borders. The bear is being bitten and stung by a thousand different pests, even as it fights for its superiority over the Bull. You intend to see that change, and the Bear rise up over the former American territory.

Ave, true to Caesar. You have served the Emperor well, having won him Hoover dam and a ticket into the west. Your face is spread far and wide upon the minted coins of his Legion that carves into this blasted wasteland, ripe for the taking. Unlike the NCR, the Legion finds its strength in unity, discipline, and most importantly leadership under Caesar and his most trusted generals. But its reliance on intentionally stifling technological advance in favor of skill ever proves a disadvantage in more and more cases, as the NCR only increases in knowledge and size. Constant oppression and subjugation of enslaved territories proves almost as much as hassle of logistics as the NCR's great size, as troops must maintain constant vigilance against dissidence and rebellion. Despite opening the door to the West, the Legion cannot move further without sacrificing its own gains. You ponder on ways to permanently affix this, and break the Bull from the chains of those it has enslaved to carve a greater Empire than even Caesar dreams of.

If you look at them from a morality stand point yes, but this is also fallout. No side is 'mortally' just in any fashion. The Enclave are actually the only 'true' members from the Old American government in any fashion. The BoS broke off from them and started the war because they found out about the FEV and that was being tested on prisoners and PoW's. If we could fix the Enclaves needs to just murder everybody instead of use them as labor they would be great. Due to the mass 'cullings' they suffered, That surprisingly wouldn't be too hard unless QM has his own lore.

Militias are super useful when holding onto places of known land. However they are usually under geared and under-supplied. Where as with the Enclave personal we would have an edge in almost every field of training plus how to properly fly verti-birds. Locations for hidden Enclave catches, and other things of that nature.

House, the NCR, the Legion none of them were really important to you. In fact if the battle of Hoover Dam were to happen right now, you would hardly care.

For all you know it IS happening right now.

You've seen the Old World America, through simulations and footage, and the fever of old world blues and patriotism has gripped you with a fiery passion! You yearn to see that greatness and prosperity brought back to the wasteland, when all that is offered is the sad parody of it that is the NCR and the brutal totalitarian rule of the Legion and. . .the enigmatic House.

The Enclave calls to you. But you've read the old NCR newspapers and know enough about history. The Enclave was destroyed decades ago in an Oil Rig, blown to bits, while any stragglers were summarily hunted down, tried, and executed by the NCR. Nothing remains of the Enclave but memories.

Except a handful of old timers that you've called here to this bunker right now with an important thing to say.

You do have the Stealth Suit in your pack, sneaking has its uses by why sneak when you can fight! You also have some leather armor and a bandanna in your inventory for civil occasions, whatever those are.

The brown duster you wear over your armor is riddled with holes and stains, but is as much a part of the suit as it is a part of your identity.

You also remember the weapon you have at your side, your preferred instrument of delivering your particular style of justice at range.

What government makes a happy populace? What government doesn't create a nightmare for its officials? Do we seem happy with our current government? The Republic has failed us. You remember of Station Foxtrot where several NCR soldiers are stationed to observe Jacobstown, unaware of the hiddden Bunker. This also means if you were to choose to build an above ground tower it would be seen too.

Scrap metal. Since forever it's always been something you tended to leave behind unless you really wanted to craft something, for a long time your ability to craft was limited.

"Big Iron" was actually the best thing you ever did craft, and that took a long and involved quest working with the Gun Runners for decent parts.

As always the issue, in the wasteland isn't finding metal, after all places like Gibson's scrap yard is chuck full of the stuff.

The problem is figuring out how to use it.

Only recently have you heard the NCR has gotten a handful of Old World industrial mills up and running to recycle steel (another reason they want the Hoover Dam) but there's nothing like that kind of capability here in the Mojave.

Regarding Power Armor is an even trickier issue. It isn't so much the armor that's the hard part to make, its the Power Armor Frame. A lot of advanced electrical components and finely calibrated hydraulics goes into them, and it takes a lot of skill just to repair and replace the parts.

Making a new one from scratch is something beyond your reach. You wonder if the Brotherhood of Steel might know how, you never asked. Kreger says they don't know, although they are good at maintaining Remnant power armor the only people knew how to make it were at Navarro. They could be dead for all that's known now.

Other things that come into your mind regarding know how of using Materials and Industry is BIG MT and the Think Tank, but those brains are all so very addled on ancient Old World projects.

Then there was the Sierra Madre Vending Machines, and technology there to literally synthesize matter from energy. That was incredible but. . .going back to the Sierra Madre is something that makes your stomach Churn. Indestructible holograms with some of the strongest laser weapons you've ever faced, only able to be defeated by disabling their holo-emitters. The infernal Cloud, that toxic gas that corrodes and melts everything they touch. Legions of Ghost People.

But that was you without any armor or weapons, and most importantly a Vertibird for fast escapes. The prospect of going back doesn't seem so bad. Maybe. No it still seems awful, but not impossibly awful.

You and the others go out and gather scrap metal, including 2 Junk Cars (you were careful to remove and dispose of the unstable power cells which couldn't be repaired, and actually melted down when you moved them).

Thankfully the old age of the others is offset by their power armor.

You lay the scrap outside the base, there really isn't much room for it inside the bunker, but it doesn't stick out that much since piles of scrap are quite commonplace.

They have their uses.


For example: highly radioactive regions can be lived and worked in without issue by both groups. Where as we would require radiation suits and medical treatments.

So we can use them to reclaim and work irradiated areas on the cheap.


Another good use, as expendable forces. The super mutants are dumb enough to be manipulated by us (we have 10 charisma). Sadly ghouls are not so predictably stupid.

The migration of mutants to Jacobstown has been. . .more rapid than expected. This gives the NCR an even growing concern, and they aren't very happy that you've swayed their own mercenaries against them. The last time you were there you remember Range Station Foxtrot a bit more well manned than when you first found it.

You decide to make some kind of Universal Tech Scanning device, to analyze how a piece of technology works and give you a way to replicate it. Brilliant! It's the sort of miracle science the NCR would drool at the mouth for.

But here in the Sierra Madre the only person you can think of who could come up with that sort of miracle technology is House, and he doesn't even have the chip yet. Although, maybe if he did. . .but even then you doubt he has the right tools currently, and you sure as hell don't.

There is only one other place you can think of that such a thing could be made and people who know how to do it is Big MT. And that's exactly where you decide to go.

You whip out your Big Mountain Transportalponder! and in a flash of light, you're standing on the Balcony of the SINK. A few more steps away and you're greeted by the ever active inhabitants of the sink. The light switches flirt at you, with a hint of competition between them. Muggy asks you for more cups. The Auto-Doc is glad that you are well and the Blind Diode Jefferson trumpets the arrival of the "conquering hero". The Toaster still demands that you plug him into one of those fancy Fat Man Launchers or a flamethrower.

This place was by far the most useful hideout you ever found, a shame only you have any real access to it. You're not entirely sure where in the wasteland Big MT is, and the only way in and out is the transportalponder.

Right down to business though, that tech scanner. This feels like a good place to make it, even though you don't know where to begin. You remember exactly how you left this place.

Essentially. More precisely it is claiming to each faction that they can make their move and defeat / force back their enemies while this is going on and then we sweep in. Clearing out those we dislike or can't absorb and making the rest fall back or surrender.


For example: we probably won't do anything to the followers of the apocalypse, the kings and most of the independent towns. If anything we should try and rally them to our cause.

We might consider trying to eliminate the remaining BOS in the area. However I would advise trying to let bygones be bygones and get them on our side. We are the only factions with any major understanding of OW tech and at major risk of elimination. Neither of us is strong enough to peruse our ideological ideals nor fully believing of them anymore.

We will however attempt to eliminate or play the following forces against each other: Ceasers Legion, NCR, House (possibly), Powder gangers, the new Khans and every other major gang or raider group.

The Think Tank's door's open and you walk inside. The windows are all sealed shut, the entire room illuminated only by red light. Behind the metal shudders, you hear the faint sounds of battle and energy weapons.

"Dr. Mobius! Oh, thank goodness you've arrived!" says Dr. 0, who like the rest of the think tank still believe you are Dr. Mobius' brain inside the Lobotomite. "We desper-"

"I'LL HANDLE THIS DR. ZERO. GREETINGS DR. MOBIUS, EVERYTHING IS PERFECTLY UNDER CONTROL."

"Under control! We're under attack!"

General education is poor. NCR likely has something halfway decent, but that would likely be the extent of it outside of a home-schooling system in small communities.

As for the name, that's more of a mouthful than anything. No reason to have the "Phoenix" part in there, despite pushing for that whole "rebirth" angle. Doesn't do much for us. Besides that, I doubt most outside the Followers and some really smart/wealthy in the NCR would understand the symbolism.

You see, crashed into one side of Big MT what looks like a huge, enormous crashed Saucer. It's bisecting the Radar Fence, which is cackling around it.

Looking down below you see utter chaos. Massed lobotomites, zombie spacemen with laser weapons, cyberdogs, robots and monsters are fighting things coming out of the Saucer. Robots which hover over the ground and launch sphere's of plasma, smooth almost shell shaped turrets firing blasts of energy that shine like magnesium and . . .them.

Aliens.

You killed tree or four on a smaller crashed saucer, its where you got the Alien blaster and a couple of power cells but. . .never in this number. There must be hundreds down there, maybe thousands! All huddled around their ship and firing away at the scientific madness unleashed by the facility, which seems to keep belching out more and more.

You consider ways to Hack the shields. This time that’s not so simple. You doubt they would have a terminal anywhere but in the heart of the ship, and there’s no telling if you could understand it. Plus, that level of firepower is too much even for you.

You do remember that a shield is still made of energy. And that Dr. Mobius himself erected the shields around the facility. These shields were able to be modulated to allow humans with brains to walk right through (such as Elijah, Ulysses, and Christine), while preventing mutations and abominable technology from leaving. If he could figure out a way to let things selectively pass through these shields, perhaps his was the key to bypassing these shields?

You make your way to the Forbidden zones, blasting and slashing a few things that got in your way (and a few more than didn’t, for fun). You see Dr. Mobius writing more equations on the floor, while your brain is snoring in a nap, a chess board set in front of it.

“Oh hello there, have we met?” Dr. Mobius greets you, as he has several times. Rather than trying to make him remember who you are you simply start explaining the situation, and he gets up to speed, listening.

“Hmmmm, that is quiet the consumption, er, cofunction. . .”

“Conundrum?”

“No no no, my Radar Fence works by detecting whether something has a human brain in a human body or not, and if it does then it modulates the frequency of the Fence’s wavelength to let them pass.”

“Could such a modulation be remotely applied to something else, like, a different energy shield? Perhaps even to allow all things to pass through?”

“Hmmm . . .I would say its not implausible. . .or is it improbable?”

“Impossible?”

“No again! It’s entirely possible. Here, let me show you.”

Several hours later and a lot of hard work, you stand with Dr. Mobius on the balcony of the Forbidden Zone.

A great hangar door opens up to the Forbidden Zone, and walking right out of it is the newly rebuilt Giant Robo Scorpion. A very special modification has been added to its stinger, resembling one of the Radar Fence pylon's mixed in with a large Dish.

The idea was to analyze what frequency the alien Ship's shields were at, and then modulate it to allow objects to pass through.

"Oh I haven't said this in a long time. GIANT ROBO SCORPION, ATTACK!"

The Robo Scorpion raises its stinger toward the giant Saucer, first analyzing the shields. Then after some time, something ripples the air like an intense heat or microwave ray, in a straight line between the Scorpion and the alien ship.

It works! Suddenly the massed creatures and projectiles that were held back by the alien shield now pass through freely, and monsters and gunfire begin to slaughter the line of aliens defending the ship.

This goes on for about 10 minutes as the aliens are driven back, before the shields start vibrating and changing color. Then the next wave of monstrous creatures slams into shield again, stopped dead in their tracks. What happened?

"Oh my. . .it seems like the vessel's shields have somehow re-molded, er. . .remodeled"

"Remodulated"

"No that's-"

A tremendous explosion sends you both reeling as the Scorpion is blown up (damn). Furthermore the ship does something far worse.

Some sort of projector array sticks out from the Saucer, aimed at the Radar fence! You see the same tell-tale beam working on it, and the whole energy dome around Big MT start to shutter.

What follows next is a terrible sight. Flocks of Cazadores and critters flying through the shields, lobotomites brought out by the noise looking up, and then immediately following clambering through the now phased shields. Other monsters and monstrosities follow them, some as big as Old World buses, heading off into the distance.

Consider the fact that they would need a way of pinpointing the broadcast, something quite rare for their tech level, then they need to gather the troops and gear to go and capture the place. Something they are lacking given the fact that they are placing troops in defensive positions to prepare for the second battle of the dam. They lack the numbers to go and chase every single random threat to them when there is a major one looming on the horizon.

Also, they would then need to find a way to disassemble and transport that shit across the wastes, a place filled with bands of raiders and an active enemy force fighting them.

Lastly, we can easily set up some simple defences and decoys to hold them back and convince them that the place is heavily defended.

You had a set plan in mind, and understood that there were many possible pitfalls to this plan but thankfully you decided to talk with your brain and hammer them out.

You'd sit Moreno down in front of the Radio and brief him thoroughly. You yourself used a voice changer you got from Blinde Diode Jefferson, so as to not yet tip off your voice and involvement. You still might have use of being able to walk in NCR and Legion lands.

With such planned and overt talk on US and American ideals, it was unavoidable that many if not the NCR might immediately label this radio "Enclavist" or "Fanatical Nostaligia". But you felt prepared for that.

At first Moreno seems a bit microphone shy, and you have to prompt him to keep talking several times, mostly about why he believes in America and the American dream.

And then, as if tired of these repetitive questions, he gets pissed off.

And it works brilliantly.

He starts to talk about his life in NCR controlled territory, about being treated like a squatter, pushed out of his house and home. About how the NCR delivered promise after promise of food, saftey, security and failed each and every time. Raiders and monsters roaming freely, the streets unsafe to walk at night, the Legion at the doorstep. Everyone knows they've failed and no one seems to want to speak up about it.

His rant becomes a fury and you see the built up bitterness of decades of NCR abuse pour forth from his lips in a symphony of anger, appealing to those whom the NCR have failed, abused, even ejected from their lands for not fitting in. He stands up and raises his arms, yelling out like a master orator, and you wish to the gods this was a holotape projection its golden.

You travel around the Mojave for a bit after that, wanting to see who has been listening. In places with heavy NCR presence like the Strip few people are listening to it (at least, not openly) and where you do hear about it such as in Camp McCarran rumors that the NCR is planning to silence it.

Sadly this includes Boone who isn't happy at all. He says for all the NCR's faults it IS keeping the Legion at bay, and this "third party" seems like nothing but Legion propaganda.

Ironically on the Legion side they hardly seem to mind, and like the idea of the NCR falling apart from the inside.

Other places however the message seems to stick better, such as Freeside, Westside, the Great Khans, and Primm. But these seem more to only reinforce the idea of their own independence.

Some of your friends like Rose of Charon and Doc Delilah who you feel more comfortable with admitting you are behind the program say that in as much as the NCR has its faults, there isn't yet this so called "Third Option" for people to pick and the only alternative is the Legion. America is gone.

You realize that although you can chip away at NCR support, making people believe in America is going to take more than words. You're gong to need action, and show people that a new American power does exist, something they can support and be supported by. Settlements need to have the "Third Way" available to them other than the NCR for protection against the Legion and the wasteland.

Cottonwood Cove - This was the first and, well, only real option you had for a Legion settlement to liberate in the Mojave.

Last you were here there were but a handful of slaves, maybe five. However with fortuitous circumstance, you come across an entire Legion slave caravan waiting in dock across the river! There are at least dozens, perhaps a hundred or more slaves, and twice as many Legion.

Good odds for you on any day! And with your seven companions you consider this to be a piece of cake.

You and your seven power armored members load up to the Vertibird, as you fly across the sky toward Cottonwood Cove. Everyone is a bit nervous, but Arcade likes the idea of freeing slaves from the legion and Moreeno is practically 20 years younger with enthusiasm. He tells Daisy to "play the song", and she flicks a switch on her dashboard.

It's a warm sunny day in Cottonwood Cove. The legionaries there idly waiting for the ship that would deliver a large batch of slaves east into Legion land.

Above the anguished cries of slaves and the angry commands of guards, another sound was heard. It sounded like someone beating the air with a drum, and followed by it, the unmistakable sound of music.

Fire and explosions rip through the camp, as rockets and minigun shells rained down from the sky. The Vertibird began its strafing run, and Daisy was grinning from ear to ear behind the wheel of the cockpit, as she unleashed another volley from the ships guns down on the legionairies below, the guns singing with a
distinctive "BRRRRRT" sound.

Legion troops are sent flying into the air, torn it half, or literally ground into a paste by the vertibirds firepower as they are sent scrambling and running around trying to organize some-kind of defense

The Veribird doors opened, and from inside you and your friends unleash hell down bleow, firing off miniguns, gatling lasers, and well aimed plasma shots. Moreno is practically laughing his ass off as bullet fire from the legion below simply plinks off of Power Armor and Vertibird alike, and in VATS you are able to succesfully make six head shots in a row with "Big Iron" even on the move, which leaves behind six pink clouds of mist where a soldier once stood.

After several of such strafing runs Daisy obliterates a landing zone, and puts down the Vertibird and lets the rest of you jump off to mop up what's left of resistance. You were able to successfully sneak up and back-stab the Centurion before he could pre-emotively detonate the slave collars.

The raid was a complete success! All that remains of Camp Cottonwood is a mass of strewn corpses and gore, seven figures in body armor, and about a hundred or so fearful slaves huddled on the floor in their own shit and piss.

Although the raid was an astounding success. . .the situation you inherit is bleak.

You tally about 95 slaves in total still alive. 16 were dead before you arrived, 12 are on crosses. . .you had to put them out of their misery.

The Legion has a terrible habit of "weaning out" weak slaves, primarily through starvation and hard labor. 32 slaves are in critical condition, skin over skeletons, struggling to survive, 40 others are wounded or sick in some way shape or form. You have skinny pregnant women, children with bloated bellies, its a mess.

Despite that, the slaves are greatful to be freed and greet you with tears and kisses and see you as their saviors. Morale is high.

Arcade, Doc Henry, and you get to work but . . .it isn't enough. There's not enough food or medicine to go around, some of these people need blood infusions. You need help, lots of it, and soon.

Slaves who are able bodied and uninjured aid in the efforts by searching Camp Cottonwood for anything of value. Much of what they find, armor, melee weapons, guns was destroyed by the raid but they do find many intact, albeit in damaged condition.

They did find some food, alleviating starvation a bit, but in general the Legion preferred to raid and pillage for their meals than store and stockpile.

Headed to New Vegas and Old Mormon fort, you and Arcade meet up with Julie Farkas and the followers.

Explaining the situation, how you free'd a caravan of slaves and are in desperate need of medical assistance, she is more than happy to provide after the service you did to them by securing a steady supply of chems and medicine from local caravans. Even so, she says she still thinks even their help might not be enough.

The Followers provide about 16 personell to help along with an influx of some medical supplies and a minimal amount of food, all they can provide. It's not enough for a permanent solution, and Farkas says "you better keep looking for help pronto." They bring with them the Auto-Doc MK 1 from the New Vegas Clinic.

You wish you had some more Auto-Docs with you, but the only intact ones you can think of are in Big MT and the Sierra Madre. You remember a few smashed ones at the Divide, but they were beyond your current ability to repair. Caesar has another one that:

The free'd folks are permitted to leave, about 12 of them do so after being given a meal. Most of them were already in healthy shape and hardy people. Others want to find their family but either aren't fit enough or strong enough to do so.

You wonder if this was a good idea, and hope that good comes out of it one day.

Meanwhile, fortuitous luck! While hunting Gecko's by the dozen for meat, and finding plenty of it, you find something far more valuable.

Seems the Gecko's themselves were hungry for a bit more, and some poor Caravan got in their way. You recognize it as one of the Crimson Caravan's.

But it has exactly what you needed! Medical supplies, different types of food, chems and more! Enough to supply Cottonwood Cove for a good while. There's even some weapons and ammo available.

Still, although this boon was a major blessing you realize Cottonwood Cove doesn't yet have a permanent source of anything but water, not to mention its proximity to the East and the legion and so few defenses. Soon enough, the Legion is going to realize what happened. So long as you're there you feel you can fend them off but. . .you can't always be at Cottonwood Cove all the time. Although you do feel your Power Armored group capable for now at least.

You ponder on a select choice of Caravans you can hire to stop by Cottonwood Cove and provide a nice supply of food and ammo, in exchange for caps or something of value. You don't know where you're going to get the caps to feed a village yet, but that can be handled later.

For now you also remember the cuthroat nature of the Caravans, remembering your companion Rose of Sharon Cassidy and how hers was wiped out.

That was one of three Caravans that come to mind, the other are:
The Crimson Caravan - The biggest Caravan group, almost a sort of nation in its own right, with a capital inside the NCR's borders and arms that stretch all the way to Zion. They firmly believe in the concept of "aggressive competition" and monopolization by any means
The Van Graffs - Not as expansive as the Crimson Caravan but perhaps just as deadly. Where the Crimson Caravan focuses on general supplies and necessities, the Van Graffs of the region specialize two things, Crime and Energy Weapons. They have some of the best supply of energy weapons parts rivaling even such factions as the NCR, the BoS, and the Gun Runners, by maintaining Old World energy weapon production machines and staffing them with trained experts. You certainly agree with their means if not their methods and ends.

Other than those two the only other real means of supply into the wasteland are the rare NCR truck convoys and the Legion supply lines, and the occasional Brahmin Baron's that go to Vegas on vacation.
