You notice a small creature running up to you. A goblin comes to a sharp halt in front of you. He holds an envelope in his tiny hand and extends it to you. He inches a bit closer.
"Hey you! Take this"

You wordlessly give him an icy stare as to take the envelope. The goblin scampers off when you take it and disappears into the bushes. Salaman peers over your shoulder as you open the letter.

The letter isn't addressed to you personally. Seems like a bunch of goblins have stolen something important and are holding it for ransom. Maybe the delivery goblin mistook you for a guard since you were wearing armour standing outside the garrison.

Salaman: "Since this town is full of peasants, the item was probably meant to be delivered to the guards. A magic item for the liberation of Clarcton if I had to guess"

The guard steps into the dank cave, you follow closely behind him. From the darkness you hear a goblin speak.
"Put the talons on the ground and back away"
The guards places a small pouch on the cave floor. It makes a small metallic clink as it touches the ground. He backs away slightly and a goblin rushes up and takes it back into the darkness.
Guard: "You have what you wanted now give us the box"
Another goblin steps forward and gently sets down a small metal box.
"Now begone from this place!"
The guards takes the box over to you and Salaman.

Salaman whispers to you, "I can sense magic coming from that box but it's not quite strong enough to be a high level scroll like Disintegrate"
Guard: "Odd, they couldn't have opened the box, it had an arcane lock"

He opens the scroll and displays it to you. It's clearly labelled as a Disintegration scroll and contains complex looking Transmutation script. Not an explosive rune in sight.

These particular ones are extortionists and may have murdered the courier who was originally carrying the scroll
While Christof has been generally unfriendly to evil races over the course of the quest it's ultimately up to the players whether or not Christof thinks they deserve to dies in these circumstances. It's also up to the players how important keeping promises is to Christof. It's not up to the players to decide if Christof likes goblins since it's been firmly established that he doesn't. Also Christof may back out not out of principle but because he doesn't want to take an unnecessary risk

The guard that accompanied you on the mission speaks for you "Let these guys through, they have a delivery for the captain.

You go through the door and meet with the cap.
"The scroll! Great work. Now I know it's not much of a reward but take this along with my gratitude"
He hands you 25 Talons

Yes you can have the box, Explosive Runes can last for decades but the goblin will likely get dismiss them soon since they give him a casting penalty as long as they exist
