The year is 1990 and the monolithic Umbrella Corporation has unveiled a new initiative to the public, a pet project of its board of directors. Called the Darwin Initiative, Umbrella plans to open a series of new laboratories and research facilities throughout the globe, each with only a limited amount of funding and oversight, and a goal of competing with each other to research and develop the scientific and military advances of the future. Competition breeds success after all. Each laboratory will be outfitted with a primarily new staff and director, and are given only enough funding to keep operational at the discretion of Umbrella, but with a significant portion of the profits from their creations and inventions funneled directly into their budget. Umbrella hopes that this kind of direct, competitive environment will prove the greatest results both for their company and for their plans as a whole.

You are a the director of one of these brand new Darwin Initiative Laboratories, established to experiment and develop BOW’s and other civilian or military products in a competitive environment with cursory oversight. You are given a significant amount of freedom, but also only a bare minimum of guaranteed corporate support. It will be up to you to develop products to supplement your funding, secure your facilities, protect against corporate espionage, and eventually fully establish your new laboratory at the forefront of Umbrella’s research divisions. How much dosh you have. Funding is the pool of points required to keep things operating, and each piece of infrastructure you have takes up part of your funding cap. You also spend funding on actions like researching, acquiring new specimens, espionage and counter-espionage, and bribery.
>Goodwill:
How much favor you’ve generated in the community and at large with the rest of the world for your actions. The more of this you have, the more it works towards raising your profits, helping people accept your new creations, and lowering Suspicion.
>Suspicion:
How much people suspect there’s something weird happening at your facility. Goes up whenever something causes the details of your experiments or creations to reach the public. The more suspicion, the more you’ll have to deal with civilians trying to figure out what’s going on.

Biological Engineering it is! Your newfound laboratory has chosen a specialty, granting a +15 to BIO and PHYS, but a -10 to MECH and ENG. As a note, this doesn't actually preclude you from doing civics works projects, it just means that's not your main focus and its not the kind of thing that you might get hired for on a regular basis. You'll start with 10 Scientists, 3 Security, and 3 Interns. Interns don't add much on their own to things they work on, but after a few turns can specialize into any other type of staff member.

However, your specialty is only part of your new laboratory. What is equally as important is your location! Where do you want Umbrella to set you up?

The native language is Swahili, the people are surrounded by all manner of civil conflicts, and your team of sixteen has been dropped right into the mess. You'd call it a joke, if you couldn't see the raw opportunity ahead of you in this war-torn place.

I won't guarantee anything, but the rest of the characters are definitely going to be available options for Specialists, once you make the effort to recruit them. Specialist units are ones who, like you, give bonuses towards research and projects that tie in with their respective specialties.

The car had picked you up from the KAZ airport in Mawingu while it was still dark, a sleek thing out of place on the dusty and often dangerous roads of the Kijuju Autonomous Zone. You suppose it was Umbrella's way of showing their power, but you couldn't care less. Your focus instead was on the file in your bag, the piece of paper proclaiming you the new director of the first of the Darwin Initiative laboratories. Your ambition hadn't gone unnoticed, and now it seems that Umbrella wants to put it and you to the test. Flicking through the pages, you go over the intentionally bare-bones facility you've been given. It's a reclaimed prison facility, a small one originally used by an older and now defunct Kijuju regime to house political prisoners. As it stands, it's squat, defensible, and filled with ample space for you to retrofit it into whatever you need. The current beleaguered government wasn't using it anyway.

You've been given a team of sixteen to start your new laboratory, and you familiarize yourselves with their dossiers while mulling over possible names for your new facility. You have ten scientists, all qualified though not outstanding, and three eager young interns. Additionally, you have three members of security staff, something you think you might have increase in the future given the ever-encroaching crawl of the Royal Imperial Kijuju Army, a political insurrectionist group supporting the currently ousted former dictator. For any construction, you'll have to settle for hiring locals on a temporary basis until you can muster the funds to get permanent contractors who you can trust to keep secrets.

As the car pulls up in front of your new facility, your eyes flick down to your bag, noting the other, far more dangerous cargo you carry. When you touched down at the airport, you had been met by a man from umbrella with blonde hair and black sunglasses, who had congratulated you on the chance of a lifetime you'd been given. He had handed you a small vial, hermetically sealed with a coiled, black mass inside "To keep things interesting." he had said. Pah, as if you needed help.

The car pulls up to the new facility, and you go to greet your new employees and get to work.

Sitting at your desk looking over your reports from your employees, you have to remark that while this week hasn't benefited your funds any, it has given you a lot more material to work with. Your team surveying the local fauna has managed to find two local plants with some significant traits that might be worth looking at, while your the team surveying fauna has come back with one. The group seemed excited about it though, so you figure it might be worth a look.

You can do as many actions as you wish with any staff members, but at the moment you only have enough space for four Research actions, some Project actions, or Testing actions (of which we have none yet) at a time. Expanding your facilities will give you more slots, though at the moment that is locked due to a lack of any actual income, as is hiring new staff.

You can focus research on as many things as you want, just keep in mind that it's a matter of more guaranteed success due to more staff working on it or a less guarantee on a much faster timeframe. Your security, while unable to help on research, will be able to help on more types of actions and projects later.

For as much as you want to get back to it, making sure your laboratory is well funded and functional takes precedence. After all, it's easier to work towards a solution than it is to grope blindly in the dark for progress. They were more than a bit successful, and managed to return with requests from three different groups to prove you have the capability before they think of opening up more lucrative relationships with you.

While not able to heal wounds like the Arklay Mountain Herbs, the Protea instead allows for temporary disassociation of pain from impeding with mental action when imbibed, and its antiseptic qualities prevent infection in applied areas as well. It is a fantastic substance, and already you can see possible uses for it in your work and in the surrounding market. One of your interns even brought up the idea of potentially marketing it as a combat stimulant, considering the climate around here, and you can't say it didn't come to mind for you too.

If I remember my RE lore right, from what we've found out during our basic research of it, there's a damn good chance that the Red Flower is the Progenitor Flower. We should probably top of research of that as soon as we can, since it's the basis of all the silly Umbrella viruses.

I also want to point out, that any BOW we create and give to the Mkono or RIKA, needs to have a failsafe in it that either lets us turn it off, or lets us control it.

It would require more research, but it'd be fun to combine the Protean Serum with a severely weakened strain of Uroboros that gives slightly enhanced stamina and strength for a short time.
Rig it up, so the more you use it, the more you become susceptible to a secondary control failsafe that would let us control the soldiers like we would with our BOWs.

Probably have to wait until we have a couple cleaner crews though, so we can discreetly dispose of anyone that overdoses and becomes an angry uncontrollable tentacle monster.

When it comes to slots, they're parts of the facility that you're doing a piece of ongoing research in. I'll be actually updating the research and projects to show turn/amount-of-success timers, that way you can better gauge how long slots might be held up for. HOWEVER, when it comes to projects, all you need to do is just assign an applicable staff member to it (in the case of the Protean Serum, any scientist) and let it sit. While working on synthesizing a more mundane painkiller from it, you managed to isolate a separate compound within its structure by sheer chance! This separate compound is responsible for the "detachment" effect within it, and while useless on its own, could be retrofitted to affect different senses and things beyond just pain! The possibilities are tantalizing.

To cap off your week in excellent form, your second research team took it right back to those damned crocodiles! The Ngome Crocodile's natural armor is an ecological marvel, created by its own body metabolizing heavy metals in its diet from eating various fish in the mineral-rich Ndipaya Wetlands and then storing them in its shell as it grows, its own musculature building from the slowly increasing weight over the course of its life. With enough manipulation, you could possibly even have them create proper armor, or metabolize precious metals from waterborn trace elements into cohesive metal deposits. If you can make it work, these will be well worth the hassle.

However, not one to rest on your laurels, you've put your entire team into researching the strange tree your staff had found that, according to the locals, drank blood. Surprisingly, they're not far off from the truth. The tree, though technically a massive, distant relative of the Sundew, is not properly carnivorous but instead creates highly poisonous but very fragrant seeds, which attract animals who eat them and then die. Their decomposing bodies and blood leech into the soil, encouraged by the anticoagulant properties of the poison, and nourish the plant. The fact that the animals bleed out much more than they would otherwise is what has led to the rumors of a blood-drinking, man-eating tree. You've also noted that it can push water throughout its tendrils to cause them to move slightly. You think you can do something with that, oh yes.

Your week has been focused.. Focused on one thing and one thing alone: That damned flower. You haven't left the lab, sending out staff members to bring you meals and sleeping on a cot. You know that this is unprofessional, that it's probably impacted exactly how your staff sees you, but you don't care. Those concerns are petty and mundane. You have discovered something far more important. You have discovered something new.
While you experimented, your team pulled as much research from their memories of working at Umbrella and on the T-Virus as they possibly could, and they found mentions of a Progenitor virus, and a few scant pieces of data on it. And while you can say that what you've found is similar, it is something wholly unique. A series of point mutations not only allowed this new strand of Progenitor to survive outside of its natural habitat, but has made it react very differently than the original virus. Where the Progenitor would wildly, this new creation adapts, taking in environmental stresses to change the infected to better suit them. Evolution in hours instead of in millennia. It's almost fitting.
The virus changed the flower too you realize It took an organism that could only grow and thrive in a specific environment, itself included, and changed them to suit any environment it could come across. And it's still doing it! You've caught it adapting to better take in nutrients from the sun lamps in the laboratory, or finer roots to absorb more nutrients from the soil in its research tank.
The possibilities of this are endless, you realize with a giddy, manic laugh. You could, with enough work, make it adapt anything. You could make surgical rejection a thing of the past. You could have organisms that would flourish in any environment, any place. You could have vaccines that adapt to their diseases, antibiotics that actively change to stop point mutations, humans who could evolve around their own congenital illnesses-sons who wouldn't die from hemophilia, who's wounds would close, who would get BETTER- all you have to do is-
You stop yourself, moments before you reach into the enclosure to grab the flower. It's too soon. Not controlled enough. You need to test it, need to make sure that it will follow your design.
But never the less, it is so very, very tempting.

I’m writing this because we face a series of dangers, which must be rectified if we are to be successful in our endeavors here on the continent and writing it out will hopefully give us a plan of actions.

Problems
1. Funding- While we have a current market to sell our products, it is limited in how much we produce and the limited scope of our products.

Solution- We expand the laboratory and/or build a dedicated production facility for the current and future drugs to increase the amount of them created so we can sell more.

Solution- We invest our resources into the more medical side of the business and look for more flora samples to expand the list of our products.

2. Security- We are in a war torn portion of Africa and while our facility is small enough to be beneath the notice of any more petty warlords and bandit chiefs we must be prepared for the day when we grow large enough to be a potential target.

Solution- We construct additional lines of defense around our compound, such as a large and sturdy chain link fence topped with razor wire surrounding our facility, guard posts and guard towers positioned at strategic areas of the fence line, a inner wall of fences and a outer wall of fences in which we place landmines (This is Africa, they should be readily available) between the perimeters.


Solution- Additional security staff to maintain a defence perimeter, and to ensure the security of our scientists.

Solution- Better equipment, in the form of better body armor and weapons standard to Umbrella, or our own devised modifications.

3. Politics- This being Africa, where warlords are a dime a dozen and Democratic nations can form then die in a single day, we need to ensure the good will of whichever nation state is nearby and ensure their cooperation.

Solution- We should make an effort to get on the side of RIKA and to help them win in this coming conflict Mkono no Haki, to secure good will with them and to allow them to control this region. The dictator is much more likely to let us get away with some of our darker experiments than any Democratic nation.

It seems that your last week had the opposite effect on your staff members than you thought. You had expected they would lose faith or respect for you, considering you spent the last week sleeping on a couch in the lab, but it seems that your constant, unceasing and far too long. Without the ability to feel discomfort, you worked for close to 60 hour stretches. effort has inspired them with awe. You smile. Good.
The awe has definitely translated over towards productivity however. Your team researching the Shovel-Jawed Bat found that their suspicions on its suitability for genetic manipulation were correct, but also that the bat's namesake large jaw has a surprising amount of bite strength, enough to crack through the nuts it supplements its diet with. Additionally, its hide is shockingly tough, requiring large blades and concerted effort to get through. It might even shrug off gunfire if you could size it up.

Your own research on the strange vial that was given to you upon your arrival in the country is an interesting one. The coiled black tentacle that was inside is apparently the result of a mutagenic virus, in the same family as your newly-discovered Sandalphon, but of a much more refined and engineered variety. It is absolutely ravenous as well, the tentacle the result of a genetic selection that does not meet up to its standards, which it promptly cannibalizes in an explosion of oily, cancerous growths. For those that it would select for, you've found components that could cause all manner of strange abilities and mutations. However, it's selection window is impossibly narrow. You'd estimate it would kill or over-mutate anyone it came in contact with. Perhaps there's a way to widen it, or erase it all together.

The Kijuju Autonomous Zone is a barely-stable mess, to be frank. Split between an overwrought government, a predatory dictator-in-exile on the borders, a dangerous militia growing in size daily in response, and an entire slowly-dying tribal nation out in the swamplands, the KAZ was already a house of cards. Throw in the presence of resource and science megacorporation TRICELL and their massive oil field, and the rumored presence of a roving band of murderers under a figure known as the "Mafalme wa Damu", your presence is actually a relatively stabilizing one.

Current government of Kijuju, after ousting dictator Reth Dahabu eight years ago. Haggard and overwrought by the constant influx of refugees following Dahabu's attacks and the rumored predations of the Mafalme wa Damu, and the continual domineering presence of TRICELL, and you can see why they were so willing to let you set up shop here. While relatively weak militarily, and hamstrung by social and poltical pressures, they still hold the faith and popular consensus of the overall Kijuju population.

The armed forces and exiled royalists of former dictator Emperor Reth Dahabu I, the majority of his cabinet fled south to the jungles after his exile. From there, the RIKA has been staging raids against the current Kijuju populace for supplies, conscripts, and any damage they can do to the KAZDEC in the process. Dahabu is an egomaniac, but a surprisingly charismatic one, and has significant resources.

They hold a significant sway with the population, and are searching for allies.

>Ndipaya Kingdom
Dwindling, destitute, and slowly dying, the Ndipaya Kingdom is one of the few remaining traditional tribal groups still within the area. A seemingly meritocratic monarchy, the Ndipaya live out in the wetlands, fishing and hunting to supplement their farming. While seemingly inconsequential, there have been sightings going back as far as 30 years ago of westerners arriving and building somewhere in their lands. More recently, there was even talk of one of the higher ups in TRICELL arriving by helicopter, somewhere in the swampland. Perhaps worth looking into. Either way, they're an easy source of manpower or experimental subjects if need be.

>TRICELL
A massive, storied, and well established corporation since it's start as the Travis Shipping Company, TRICELL has both of its Pharmaceutical and Natural Resources divisions based here in West Africa, though the KAZ itself is remote comparably. The main source of TRICELL power here is their coastal oil refinery, built near the Ndipaya wetlands and the reason behind many of TRICELL's operations here. They have significant capitol and political clout, but are primarily unconcerned with the KAZ unless it becomes notable.

The enigmatic and mysterious figure of the Mafalme wa Damu, or "Bloody King", is a local folk legend that has taken a sudden realistic turn. yes definetly but enough infrastructure here means a lot of it and more staff (not a dozen people).

but for the near future buying old USSR weapons could do the job for sometime (we need 4-5 years for enough development unless we start making a lot of income). Getting your hands on weapons won't be too difficult, via the Grey Markets perk. You'll just either need to spend 1 funds, or locate and secure a buyer for yourself which would allow you to purchase at a discounted rate or roll against your current Funds to just already have it.

Jet fighters are pretty much out of the question due to the price tag and the massive operational cost not even considering how we're supposed to get our hands on trained pilots.
The only thing we could really do if we wanted aerial assets would be either transport planes and Helicopters. If we still need our own airforce for some reason, we should just either an armed Ah 6 little bird and if we really have to, put some cash down for the mi 24.
Armoured vehicles are a different thing however.
Main Battle Tanks are a little overkill but one or two APC's or IFV's are not out of question.
The most practical vehicle for now should be a simple humvee with a 50 cal. It's more affordable than a lot of other options but still not as "unprofessional" as a Toyota technical.

Considering its the early 90s, we'll probably get a good price from some rogue soviet officers.
And to start off I propose that we first get a team of special ops for industrial sabotage. Maybe we can even enhance them through some virus fuckery.

However, Unasubiri explains, his people no longer have access to their sacred flower. Nearly thirty years ago, a group of westerners came and made deals with the chieftains at that time, before taking control of their ancestral homeland and in doing so, sealing away their access to the the flower and their means of establishing a leader. Now, in the face of outside pressures and the ongoing encroachment of TRICELL, they come to you, a woman of science, to see if you can find why their flowers did what they did, and with the hopes of using your expertise to aid them in establishing a Ndipayan King once more. So what are you guys thinking for when we inevitably drink a cocktail of genetic stuff to perfect ourself?

I was thinking a cocktail of Samdalphon/Ares/Achelin and Uboros to make us superhuman in every sense. Toughen our skin to shovel jaw levels while retaining smoothness, creating subdermal armor and reinforced bones with the same stuff the Ngome crocs use. If we could find pheromone Control, something that lets us generate and govern what our body’s chemical output is, and maybe make it breed true(cause we want kids) we’d be set.

I'm voting for Carietta Blanc. My two reasons for wanting her is her ENG experience and the fact that she seems very straightforwards about what she wants in comparison to the other two.

I don't trust Gionne as far as I can throw him. He comes off way too unsubtle for my tastes. And the fact that he has no family history implies it's a forgery.
While Baker would be a good person to get our hands on, the only real problem I have is that if someone his age was quitting his job over hush hush shit, it means that he found something immoral to disagree with, which means that he thinks with his heart, and that type of person usually fucks people over at the worst possible scenario.

But Carrietta (plus our two Engineers and one Security) to the task, give her all the blueprints we have on the facility, also explain to her that (her hunch was right and) it is a repurposed prison facility, but we had to work with what we got. Now we have some more funds and we can actually get into better stuff.
Apologize that it's probably a mundane task for her, but it's something that is very important and we will certainly have more exciting things for her to do in the future.

Yes with this (and the Yatevo Anticoagulant ) we have the base for super soldiers. We can improve their bodys drastically and give them an incredible armor, add a training of special forces (+ some safety things like cranial bombs) and the product is made :
Soldiers for the future.

This week was a mixed one for the most part. On the positive end, you started your research into the Stairway of the Sun, collating myths and legends of its effects from the Ndipaya while beginning to study the plant itself and its virus. While very similar to your R-Virus, the virus held within the Stairway of the Sun is significantly more dangerous and fragile. Your tests are slow-coming, simply just to prevent the possibility of infection and to keep the virus or the flower from dying from any changes to the carefully cultivated lab conditions it requires. At least with the information gathered from Unasubiri and the other Ndipaya elders, you have some idea as to the nature of it.

On the less optimal end, your team working on studying the Hippopotamus and the nature of its musculature had an issue where one of the specimens woke up from sedation during a test and went on a small, panicked rampage. The resultant damage has pushed them a week back on schedule, but obtained them a new mascot. It seems the Hippo in question has developed a remarkably quick metabolism and resistance to sedatives, something that could be quite useful for you.

He places down the sheet, where the clear silhouette of an arm is present. For a moment, the tattoos on his back seem to move in the firelight.

Specialty (assumed): Mechanics, with a focus on cybernetics and augmentation.
Description: Statuesque and stern, with long hair tied back into a complicated braid. Consistently personable and eloquent. A young genius who originally started with founding his own robotics company out of dropping out of college, Avalon Ltd., before leaving to join Umbrella after a falling out with his co-founder.
Laboratory: Kokuho Engineering Solutions
Location: Kuwana-shi, Mie Prefecture, Kansai, Japan
Products: Primarily concerning medical prosthesis, with their major contributions being a chemical that helps suppress and eventually adapt to surgical rejection, and several varieties of semi-biologic prosthetic. Additionally, your Agent managed to uncover Kokuho purchasing several acres of land outside the city, for what you think might be a more large-scale laboratory.

Location: Dulvey Parish, Louisiana, USA
Products: Several genetically modified crops, tested on the surrounding area, as well as a series of "friendly" BOW's, designed for various utility tasks like search and rescue, or agricultural work. Lots of their tests are done in the surrounding Dulvey area with the local farmers' land and plots.

>Agent's Notes: Haddox is a shark, but a relatively benign one. He plays his cards close to his chest, but outwardly at least he's working on generating public support and playing to his old-country roots.

>#3: Professor Robert Honeydew. "The Painter"
Faint strains of classical music drift out from an old, polished gramophone, perched on a table in an otherwise sterile laboratory. An older man, bald and bespectacled, wearing an apron twirls past the gramophone with a smile and picks up a set of polished surgical tools on a table nearby. He looks down at the gramophone for a moment, then removes the needle. Chopin is much too reserved for his work right now. He sleeves the record and retrieves Tchaikovsky instead, the first strains of the 1812 Overture drifting free as he returns to his table, where a bound figure squirms, next to a tank with a strange, insectoid creature floating within it. The older man hums pleasantly, while his glasses shine white in the light.

Specialty (assumed): Chemistry, with a focus on experimental compound synthesis and biochemistry.
Description: Bald, bespectacled, slightly overweight and genuinely quite disarming in appearance. Formerly a professor at MIT, but left under mysterious circumstances.
Laboratory: Morning Glory Laboratories
Location: Luminoso Township, Navarre Province, Spain
Products: An eclectic variety, ranging from full-fledged humanoid BOW's to color-transforming pigment to mining explosives. You have no idea what the hell they'll come up with next.

A older woman, hair cropped short and expression stern, looks through a pane of bulletproof glass. Inside, a great figure, nearly eight feet tall, stands immobile, surrounded by technicians. They align a collar and some form of clothing or restraints perhaps, and in pieces arrange them on the body, as they do raising heavy devices to ports in the cloth. There is a sound, like bullets, metal striking metal, and heavy bolts fasten the devices to the figure's flesh. The woman looks at its eyes, pale and strange, which seem to glow in the light of the room. When the last piece is fastened on, she snaps her fingers and the figure stands, still and giant, snapping free restraints. Good, she thinks. That's one. Now for the rest.

Specialty (assumed): Engineering, specifically large scale public works and bio-tech infrastructure.
Description: Aged and stern, with the telltale build and demeanor of a former soldier. Originally a military doctor, she was dishonorably discharged for circumstances surrounding the death of one of her commanding officers, and picked up by Umbrella.
Laboratory: Prometheus Research and Design
Location: Arklay County, Colorado, USA
Products: Several public works in the nearby Racoon City, particularly a large public park/public garden with modified plantlife, and a recently revealed prototype augmented BOW, that is planned to be an order-able and actively intelligent unit.

As the winds rage, there is a light deep below in the water, a massive shape glowing and shuddering deep below the waves, coiling like some kind of massive serpent, but rising closer to the surface. There is a crack of sound, a rumble in the sky as electricity dances through the clouds. The woman smiles, arms raised high as lightning streaks down from the clouds into the waves, and the light below grows even stronger and brighter. Her first test is a success. The rest will come.

Specialty (assumed): Physics, specifically energy development and rare resources.
Description: Young and unprofessional looking, tends to wear modern fashions under a lab coat. Dyes her hair frequently. Another young genius, Evelyn Pierce came out of nowhere after being hired by Umbrella founder Oswald E. Spencer, and has since shown progress and ingenuity in the more esoteric ends of Umbrella's research, especially on her work using bioelectricity.
Laboratory: Paradiso Labs
Location: Kuwaha Island, Bay of Plenty, New Zealand
Products: A series of utility organisms, used for electricity generation, ocean-impurity filtration, and fertilizer use. Seems to be focusing primarily on making Kuwaha Island entirely self sufficient, as well as drawing a significant amount of power for some kind of experiments hidden in the deeper facilities.

Location: Tatchi, Lanshiang, China
Products: Several medical treatments involving mutagenic DNA and regenerative serums, as well as an experimental 'supersoldier' treatment that's still relatively under wraps.

The second is the one that is almost unnoticeable and that guide adapting to the situation, I.E a long drawn out fight would lead to an increase in stamina and toughness, we use this one for ourselves and a elite force.

Super-soldier-1(S-S-1): A program mixing the subtle variant of virus that adapts to the situation. Metallic Ngome properties spliced into their bones to increase density and toughness. The enhanced muscles of the Hippos added in for increased strength. They also carry several vials of our combat berserk drug.

The Elite Force: A group of highly trained loyal and trusted security that is our best line of defense and responsible for our safety. List of priorities, 1 protect us, 2 protect the experiments, 3 survival of the facility, 4 save the staff, 5 eliminate the intruders.

Keep in mind what happens to specific minions you'll be amazed at how often interesting characters and bad asses show up.

A good example I could think of was during a Post Apoc Quest a scouts from a vault proceeded to get stuck smack dab in the middle of enemy central. Who proceeded against all luck to safely explore and return to the vault repeatedly. All without once alerting the nearby enemies(who were fucking everywhere the Vault got massively screwed in terms of locale).

...These were people who never even ONCE left the vault in their entire life or had any idea what was out there. What a bunch of goddamn badasses(admittedly it was due to excellent rolls but still).

I mean you already have some excellent side characters like the agent and some of the security unlucky guards(those poor bastards) who are just waiting to be fleshed out a bit.

Definitely good for archiving! Thread two will be up in the next couple days, with some overhauls to the way things work and a cohesive character sheet and doc to list upgrades and the like.

As for personnel picking up extra skills, that's something I'm actually working on for the next thread's overhauls, but it'll be primarily something that happens with named characters. Non-named characters instead will benefit from base upgrades and the like raising the overall bonus.

+6 on their respective skill and +3 on all others, later have them be veterans in their respective fields at +9 and (new) specialists at +15 on a specific thing like the flower

Also I just realized something.
If we do obtain an alliance with Marcus Knight, and it ends up going swimmingly. We could totally stage field tests for eachother's experiments and see if there are any faults in the projects.
The other thing I want to do is do is make a bus sized Moth mutant and call it the Mothra project, and then use it for more extreme experiments that involve BOW flight that do not involve the Shovel-jawed Bat.

We then use the gratitude and goodwill of the tribe elders to do two things.
First, we completely move our facilities into the tribal heartlands, surrounding ourselves by an entire kingdoms worth of insular, friendly savages that will protect it, and by extension us, from external threats.
Secondly, we get their leadership/new king to create a cermony for the coronation of 'knights', where they inbibe a more general, weaker strain of the R-virus/stairway with perhaps a 30% mortality rate to give the illusion that the unworthy die. These 'knights' will serve as a superhuman defense force to keep us safe.

We will essentially have absolute power in the kingdom, as we are the source of the flowers they need to choose a king and can manipulate them so that the canidates most friendly to us are the ones that are chosen by tailoring the virus after their genetics. We also get a ready supply of human experimental subjects as outsiders can be brought to us to be 'sacrificed' to the gods.

As a note about the competition being leaps and bounds ahead-They aren't, at least not as much as you're thinking. The thing is, you guys took a long time to actually start researching any Agents, and as such didn't actually get the OPTION to start making BOW's early on. Instead, you focused pretty primarily on expanding your options with the wildlife. You've chosen a much more cautious route, but as a result really haven't suffered any major backlashes. They (depending on who) went a lot more headlong into it, and either lucked out or fucked up spectacularly in their creations.
