Hello, everyone, and welcome to the trial run of my homebrew rules for playing a family from the Free Cities of Essos, rather than a House of Westeros. This will be using Green Ronin ASOIAFRPG or Chronicle system, but with some changes, chiefly to how Holdings, especially Power Holdings, work. In the next post I will put up the Homebrew rules I have, and will leave them up for about 2 hours so people can peruse them, and ask any questions about them. I anticipate Family generation and Character Generation taking longer than normal, but thats anticipated with new rules.

House Blacksand ended when I had illness coupled with moving house and the beginnings of burnout. I'm settled now, and know what the problem was (I was running the threads to intensively for me to handle, and then began to feel like I was slipping behind etc.). Here is the new rules, feel free to look over them, and ask any questions you have. As a slight tl;dr, I'll answer some anticipated questions now.

>Pentos can't have power units? Thats super unfair, why do that?
That is intentional. Pentos is unable, in lore, to have more than 20 Warships, and have any standing forces or sellswords at all. The only way to have military forces as Pentos is to hire Slave Soldiers. As compensation for this, Pentos has 5 extra resources at Family gen.

>Everything seems to cost wealth or Influence. How can you get a good mix of stuff if everything costs the same?
Again, that is intentional. At generation, only 1 city has negatives in both Influence and Wealth, and that is made up for by special rules, and the others with Negatives in those resources have more than enough bonuses from special, unique things to make up for it.

>City X is clearly better than City Y. Why would anyone play City Y?
Because you roll randomly. In my opinion, Kings Landing is the weakest of all the starts in the base game, only good from a boost to law, with a wide range of penalties. However, thats why we roll randomly to decide where we end up.

(BTW, when we get to choosing a city, it will be roll 3 times, and vote. Each city has an equal chance of appearing)

>Tyrosh- Tyrosh is an Island city, with claims on the disputed lands. It is ruled over by an Archon, who is chosen from a conclave of the wise and powerful (Or wealthiest). Tyrosh has a stranglehold on the dye trade in Essos, thanks to being close to the only place producing purple dye. Several banks are based here, and the city is in a state of near warfare with Lys and Myr over the disputed lands.

>Braavos- Braavos is also known as the Bastard Daughter of Valyria, and is one of the most powerful Free Cities. Etablished by escaped slaves, slavery is outlawed here, and recently, similar limitations were placed upon Pentos. The City is ruled by the Sealord, chosen by the Keyholders, the descendants of the 23 first slaves.

Qohor. On the edge of the Dothraki sea, gaurded by the 3000 Unsullied of Qohor, and the gateway to the Far East, Vaes Dothrak and Yi Ti, Qohor is an eirie place. Founded by Cultists of the Black Goat, who is still the predominant god within the city, Qohoric Families profit from lumber and trade in expensive goods brought from beyond the lands normally called Essos. This trade has made Qohor rich, though not as rich as it once was when the Kingdom of Sarnor existed, before it's end in the Century of Blood.

The large forests, and the fact that Norvos holds the far bank of the Qhoyne, means that fertile land is in short supply for the Qohoric, and the morbid reputation the city enjoys lessens the reach of the families inside. However, protected by an elite army of Unsullied, and with laws enforced by a City Watch unburdened of city defense, Qohor enjoys a defensible, secure position.

Phew, that was long and arduos. However, you guys are impressive...

Defense- Excellent defenses, not only are the lands of this family well guarded with fortified positions, but the city holdings are probably walled and enclosed as well.
Influence- Lesser in influence, this Family does not sway much respect among other cities, or families.
Lands- The lands of this family is modest, most likely only one settlement or industry placement.
Law- Control over the holdings of this Family is secure, with patrols and very little crime tolerated.
Population- The people who owe your family their taxes are typical in numer, a small village perhaps, or numerous small farmsteads.
Power- Compared to most free cities families, you command an intimidating force, diverse, and probably containing several non-slave or sellsword forces.
Wealth- Prosperous. Your family can easily afford to maintain themselves, both at home and in their holdings.

Now we need to look at Holdings. This will proceed normally, except for the first.

You must have a City Holding where you operate out of (Similar to Castles in Westeros). While these are technically purely rp based, there will be alot of benefits from having certain things. For context, Illyrio Mopatis would count as having a Palace.

>Suite of Rooms: (5 Wealth, 5 Influence, 3d6 months). A set of rooms, well appointed and with sufficient bedrooms for the immediate family and their servants. Lower ranking family members and guests sometimes have to find rooms elsewhere.
>Townhouse: (10 Wealth, 10 Influence, 6d6 months). A full house, with rooms for the immediate family, guest rooms, and rooms for slaves or servants. Lower ranking family, and unimportant guests will have to find rooms elsewhere.
>Palace: (5 Defense, 15 Wealth, 10 Influence, 60+10d6 Months). A large, expansive building, with walls, plentiful rooms for family and guests, and a full wing of servant/slave quarters. Luxurious and a clear sign of wealth and power.
>Enclave: (10 Defense, 20 Wealth, 15 Influence, 96+10d6 Months). An entire section of the city put aside for your family and their operations. Surrounding a large palace, enclosed with walls, with separate gates to gain entry, and including artisans, taverns and merchants not even contracted to your family. Only the most powerful families can afford these.

Same benefits you get from having a castle as a Westerosi House. Mainly RP based, but the bigger ones are more secure, your enemies will have a harder time screwing with your City Holdings, etc.

Thing to remember is, that unlike with a Westerosi Noble House, you are based in the city, with your lands some distance away from the city itself. This represents where you live, work and operate from, so is fairly important.

Okay, next would be Influence normally. However, Influence is used to purchase troops as well, so that is something to consider. As such, we'll skip this for now and move onto lands. You have 22 Lands to spend, and can spend it according to this table. I have realised when I made the Homebrew, I mistyped when putting woods in and put it in the wrong column. As such, being from Qohor, you can have Hills or Wetlands, and then Community, Road, Ruin, Water, Woods.

Wealth is far more important, since it also includes the buildings you need to recruit different types of soldiers. You have 15 wealth to spend. Being from Qohor, you can build, in addition to the normal things from Out of Strife, Prosperity and the Homebrew, two more.

While I'm upset I missed the start of this creation, I'm thrilled we got Qohor. Easily my favourite free city. Exotic, and on the edge of the civilized world.

Now the fact we own a large part of the city suggests we were once very rich and powerful, but our current holdings dont lean to that beside our enclave and our valyrian steel smith. (Although that is definitely something very prestigious and lucrative). We will also need to work on increasing our power, the sooner the better. We have 60 guards for our enclave and small castle. Well equipped and deadly as they might be, that's not alot of men. Plus a better source of income, and influence for a proper male heir seems fitting. Lots of work to be done there.

As for trade, lots of caravans go to Vaes Dothrak, and well as further east to places like Yi Ti. Told would be a very solid and fluffy choice as soon as we can.

Lastly, I also agree with going with being a bachelor. It will let us aquire a dowry, trade and possibly even an army. My suggestions for a bride would be either Qohorik, Volantene or Norvosi, as they are the closest cities. My personal leaning would be within Qohor itself but that's obviously something to be decided upon.

Lastly, if we helped found the city of Qohor, we'd likely be worshippers of the Black Goat. The city founders were runaways mainly due to their religion, so I'm not sure if worshipping the old valyrian gods make sense. Although there are mentions of a temple of Rhollor in Qohor as well, so maybe I'm out to lunch.

Our character is the last surviving member of an ancient Valyrian house. Exiled generations ago, due to his great grandfathers heresy against the Valyrian gods when he converted to Rhllor. The family lost most of their wealth on their journey to Qohor, as well as soon after. Once there, after the old man died, our characters grandfather, seeing his families misfortune, began to follow the old ways and the Valyrian gods once again. They blessed him with the knowledge of working Valyrian steel. Through hard work, some blood and battle, and good fortune, he and his son managed to expand their wealth, and properties, until they managed to carve out an enclave for themselves within Qarth, as well as a small castle they built outside of the city. Then, misfortune struck the family once again when, in his insanity, our characters father got himself, and several retainers killed trying to tame a dragon, despite not being a combat, magic, or animal oriented person. Our character has received a through education in money, bargaining, and speech, as well as his natural charisma and stature as the Old Blood of Valyria. But despite this, he controls little influence, and limited wealth outside of the family holdings. He has a natural way with words and with women. He even managed to make a huge, exotic, warrior woman into his devoted concubine through his skill with his Greatsword. He is devoted to the gods, and to gaining the wealth and power he haughtily thinks he deserves.

On the child sacrifice, as has been pointed out, that is a voluntary thing that the nobility do in times of strife (Be it plague, famine, invasion, anything). On holy days, criminals are sacrificed. The Black Goat and R'hllor are the only Essosi religions that practice human sacrifice, and even then, R'hllor doesn't do is massively, typically as an execution method. Only the more fanatical R'hllor worshippers actually practice it on a large scale.

On the influence question, I will remind you you do not reduce resources, you invest them. Unless it expressly states reduce, your resources stay the same. (For example, in this homebrew, if you wanted to have standing armies, you reduce your population by 1 for each unit, to represent them no longer being farmers/workers for you)

House Eimos, an ancient House of Valyria, by birthright the last of the Dragonlords, left Valyria long ago, when the head of their house had terrible visions of death and doom for all Valyria. None believed him, but when he sold his holdings in Valyria and headed north, many laughed. Then they forgot. In fact, all forgot, till his son established himself as master of a wayfort guarding the west of Essaria, a Valyrian colony. The presence of dragonlords, albeit displaced ones nearby, made the Essarians happy not to rock the boat, and for a long time, things were uneventful. When colonists of the Cult of the Black Goat arrived, and began building, it was to the nearby dragonlords they turned to for protection. The forces of house Eimos provided the military security Qohor needed, especially against their rivals in Norvos, who would have otherwise wiped the “devil-worship” from their eastern border.

When the Doom happened, the Lord of Eimos laughed. For his ancestor had been right, simply pre-emptive. But the doom hurt the family in other ways. Aurion Eimos, Dragonlord and Heir to the Family proclaimed himself Emperor, and with the other family dragon, he went south at the head of an army of 30,000 to reclaim the homelands. This betrayal ended the use of the title of Dragonlord in the House of Eimos, but even this set back was not enough. It was a member of House Eimos who purchased the Unsullied from Astapor, who led them back and to victory against Khal Temmo. The history of Qohor is bound into House Eimos, and House Eimos, into Qohor.

However, times have changed. Despite converting to the Black Goat when Aurion left, House Eimos was always the outsider, always the odd one out. And slowly, slowly, by decree and by mercantile trick, the vicegrip Eimos once held on the City of the Black Goat was loosened. Now, all they have are the buildings they own, and the services of those who value Valyria over the Goat. Sellswords paid by the city guard their castle, so as “To lift the burden from the noble house”, and with this went the tolls that used to be collected. Now only rents pay for the house. And the house itself is down to it’s last Trueborn heir. Aego Eimos must rally all his wit, so as to rise again to the heights his family once soared… and maybe… beyond.

The shadows cast by the deep purple silks blocking the direct glare of the midday sun move slowly across your face, as the wafting of fans by the council slaves starts to become almost as monotonous as the speech the High Priest is giving. Farro Maereot, another council member leans closer, his wide face sweating even in the shade and wafting fans.

Smirking, you hide your reaction behind taking a sip of wine. The Council of Qohor meets two times a month, but it feels like it’s almost time for the next meeting already. There has been two speeches asking for a small change in tariffs, and now the High Priest has been speaking for nearly two hours on some small technicality of the tithes the temple collects.

“Thus, my lords, I put this to you. Will you allow our God to be denied his lusts, and thirsts, and risk his wroth? Or will you submit, to his unyielding will!?”

Malaquo Maganis, the Chair for this meeting nods, and rises to his feet.

“Lords. My good friend Aego speaks the truth. Striking at the Temple in this way is simply an action to cause division, shift responsibility from the noble families onto hundreds of smaller merchants as well, so it is cheaper for them. I would benefit from this greatly, what with my 4 lumber mills at the head of the Qhoyne, but I feel it is nothing more than the careful avoidance of paying a full tithe, thoroughly irreligious. Malaquo glares at Maereot, and slams the staff of Qohor three times on the floor.

Malaquo stamps his staff on the floor again, and the man retreats, bowing. The High Priest stands, and turns, shaking his head.

"You can have what you selected. Nothing more. He willingly gave the goat, till he discovered he had given far more."

Another 2 petitioners enter, a bolt of ruined silk between them. As they begin to speak, the High Priest marches out, walking on the silk as he does so.

No mention of the origin of the silk appears. When prompted, the first man produces the bill, on which is written "For 8 golden goats, a bolt of silk in yellow from Qarth."

Standing, you step out of the council hall, and are met by Eleshirka. The tall woman stands where you left her, glaring at the various household soldiers loitering in the ante-chamber of the Council Hall, but as you emerge, your steel clad feet clinking lightly on the mosaiced floor displaying the arrival in Qohor of the 3000, she moves to close behind you.

As you exit the council hall, a tall building of black oily stone that your ancestors raised, a small crowd of petitioners and beggars surge towards you, only to be pushed back by Eleshrika. Growling slightly, she clears a path for you, and the two of you begin walking through the city, towards the Enclave of House Eimos.

"Master of Mine, Master Maereot inquired if you would be attending his festival for the opening of his new mine in a days time. I doubt there will be foul play, and if there is, his Unsullied look fat and indulgent. I have no doubt I could resuce you from any scheme."

Shaking your head in amusement, you look up at her.

"Do you think of anything else, Eleshrika? Or is how you would kill others simply what you think I want to hear?"

Eleshrika smiles at you, her ruby pierced cheeks glittering in the sun.

Rolling your eyes, you continue to walk towards the Eimos Enclave. When Eleshrika had given birth to your daughter, you had been delighted, but your duties to the city, and the family's interests had meant her mother had raised her for the first few years of life. This meant moring sprints, weapon training, and learning where on a body to stab. Hardly useful traits in a tactical marriage alliance with a lesser house, which was the normal fate of the bastard daughters. However, having a trained fighter is not a bad thing, if you could head it off now, before her mother began requesting rubie cheek piercings.

The walk to your Enclave is not a long one, firmly part of the Old City, in fact the first true interior walls within the city were the ones surrounding your home. As you step through the gate, and two of the city watch outside snap to attention, you see the familiar sites of the Eimos market stretched out before you. Far from full, there is still a handful of stalls plying their wares, though none of it is especially illustrious or special. Walking along the long streets that lead to your palace, you see coming towards you, a squad of the household guard, one of whom is holding your duaghter firmly under one arm.

Grinning, you signal for the guard to put your daughter down.

"Now, Elesitha, if I remember correctly, it's time for your lessons. I'm sure that had nothing to do with your desire to go to the one place my guards don't patrol..."

Stifling a curse, you hand the scroll back, and frown. Your family has no influence over the city watch, so no access to criminals without investment, and a full head of cattle would be even more expensive in coin, and maybe be seen as impious. Or you could seek to raid other places, and acquire "enemies" that way, which would be a risky but potentially excpetional move.

A single head of cattle is probably more convenient to produce than five whole criminals if we are to siphon them from the public prison, but our castle should be able to capture five dothraki savages alive if they raid often enough. How many cattle do we have?
