You gather all the rulers first, as you have an announcement to make. When everyone is seated, you explain your plan for the King Roads. You tell them that finishing the roads was just phase 1. "Phase 2" will be the creation of a road going straight from Drackenburg to Dracks Keep, linking the two cities. This will be a full paved road worthy of the empire. Some kings start asking about the cost and time such a road will take, you reply that you were expecting this, and during that time the trading will normalize itself slowly, bring more money that could be injected into the project. After that is done, then it will be time for "Phase 3". The road seeing the most trade in a Kingdom will be paved to make traveling easier.

The rulers unanimously approve, this will cost a lot of money, but the returns will be very much up to the investment. But that's not all, you start explaining what the Development Assistance will consist of. The crown will help with a one-time support in form of 200 million Crowns (10 Resources and 10 Finances) to help the Kingdoms, one by one, for one or two months. You warn them, however, that the expansion of the Imperial Navy takes priority before anything else. And the support will start in the east since they need it more than anyone else. You add that after every Kingdom got the Development Assistance, the Demi-Humans, the Elves as a whole and the Dwarves will get the support as well.

Everyone agree to this, your arguments are sound, no one can object in good faith, so you move to another topic. You want to encourage the creation of a second council, without you or Lazarus being part of it, so the people that are part of it can deal with the issues without going directly going to the two of you, you want the administration of the empire to have some degree of autonomy.

Each kingdom will have one, so that problems that could occur are quickly resolved on a local level and don`t need to be carried to the Royal Council. With the Local Council, the issues or troubles of the population and nobility can be resolved faster and with more flexibility. Only citizens that are residents of a Kingdom should be part of the Council.

The rulers agree with your idea, it will give them a great amount of freedom. With nothing more to add, you thank them for their time, and tell them that you'll meet each of them separately to discuss what can be done for them in more details.

The first king you meet in private is Roman Vosko, King of Voyoba. You tell him the crown plan to build a series of fortresses along the eastern border to protect from possible invaders. This pleases him greatly, if the Legion stationed in his kingdom was to be moved, the number of Guardsmen at his disposal won't allow him to guard the whole border. You also tell him about the Wells of the Gods, and that the Well of Sjofna is in his Kingdom. He's surprised, he finds it strange that his kingdom had the worshippers of the Goddess of Love build a temple in her name, their is no records in his family of such a thing. You reply that the Wells were lost in time, so it wasn't surprising, but the old king still grumbles, is he embarassed ? No matter, you change the subject, and tell him that he should be happy since the Assistance will this time start in the east. He thanks you, adding that he await the day his kingdom and people will stop being behind all the other.

The second King you meet in private is Sebastian Morebarr. You have a more casual attitude with him, and you ask with a smile how does you like it, being King of Loch Arnnach. The young man answers with a smile, it was difficult at first, from the son of a common noble house to a king of the north, no one could ever dream of such a thing. The kingdom is teeming with wildlife thank to the forests, mountains and the great loch, and rip for adventurers of all kind. You talk for a moment, and move to the subject of the Demi-humans Accords. You ask his opinion and he finds that they are fair, giving demi-humans opportunities to move forward. He tells you of old legends, when demi-humans had cities and empire while human were still living savages living in the wild. Of course those are legends. Without further ado, you thank him for his time, and Sebastian Morebarr takes his leave.

The next king the meet is Otto Kislev. You asked him how is the work on the Cathedral are coming along. He replies that the works are moving at a satisfying pace, the heavy works was done some times ago. The main nave is finished, and the facade is being worked on. Then you ask him if there were problems with the Silent Force, they "should" be destroyed by now but a great number of the followers of the Light moved to Kiven, so they could be hidden among them. Otto Kislev replies that nothing happened, he hasn't heard anything about the Silent Force since last summer. Without anything to add, you thank him and end the meeting.

The next person you meet isn't a king, nor a queen, it's the Representative of the Council of Roses. You ask her how is the Council of Roses faring, and she answer that everything is fine, they are nicely settled and are working on improving the countryside. They were worried at first that all those women living together could cause problems but everyone is enjoying the situation. You tell her that they will get the development Assistance after Roman Vosko. She's happy with this news, and will relay it to the other with a letter, she smiles while telling you they should invite you to visit soon. You joke that you're not ready to go to one of their "party", making the two of you laugh.

The next ruler you meet is King Phillip Turean. You ask him how is the progress on the Navy is going.He replies that the first 5 Cogs are going to be finished soon and the other ships are well under way and should be ready in the following months. Of course if you think it's too long you have the option of contracting privateers. You move on to another subject, and tell him that the Well of Forsenti is in his Kingdom. He's surprised, but also excited, he would love to explore the temple of the god of Justice.

You have nothing more important to discuss with them, you keep talking about nothing in particular, just spending time with your parent. After a while however, it's time to end the meeting here, you thank them for spending time with you, and they take their leave.

After dinner, you meet with the next person you wanted, the Dark elf representative. The first thing you tell him is that the Well of Skaldi is located in the Lost Shores, and you want the help of the dark elves to make access to it easier. He agrees and will send a letter to the Matriarch tomorrow so the right arrangements will be made. You also explain that the Lost Shores will get the Development Assistance for the Kingdoms as well, but they will have to build 2 to 3 Forts at the Maw to the End of the World to guard it. The troops that they gracefully gifted the empire got and their own troop shall be the one to man the forts , so if something comes from there it will be stopped, or at least it will give time to warn the rest of the empire. The Dark Elf Representative doesn't seem on board with the idea, he believes it could be a waste of man power, but its your soldiers after all. He'll write the details in his letter for the Matriarch, she shouldn't object to this.

It's late, you just finished taking a bath and want nothing more than relax in your bed, you have spend the day in meetings so you are a little tired, but there is one . . . "little" problem. Lazarus did not remain inactive, he trained all day, and had the Royal Guards of the castle spar against him. Needless to say, he destroyed them all, but your husband isn't a cruel master . . . Well, he is but he had Emelyne stay in the courtyard with him to heal the guards as he beat them, so she was obviously as tired as them. So back to the situation you are in, your husband came into the bathroom while you were in, after getting naked he entered te water and made you sit on his lap facing him, you cleaned each other and things were quite hot but you didn't do anything else. Now that you are in the bedroom. And while you were putting on your nighty your husband embraced you from behind, you can feel his hot body against you.

The next day, you continue on with the meetings, you call fo the general of your legions. General Brom, Devan the undead, Ruriska, Urmach the demon. General Osvid, the warrior with the mohawk, and General Lacroix, the blonde tattooed female warrior. You ask them how the Legions are doing, and each of them gives you their reports. The Legions are doing well, all soldiers have standard training, a rotation was instituted, because many soldiers have other trades or are farmers. Their equipment are also up to the standard the Dark Lord and you instituted, they had a lot of stock and spares from the loot of the last war.
You order them to intensify the training for the Legions. General Osvid tells you that it could cause discontent, as it will take tim from the men's living, but you simply reply that if the soldiers protest they should ask themselves if they'd rather want to sweat now or bleed later. Your words make Ruriska and Urmach grins menacingly, they like this way of thinking. All generals swear that it shall be done.

Next, you meet the Dwarf Representative. You ask him why where you so particularly loud about the Alliance with Queen Titania, he says that he's upset about the situation. It would have been logical to request an alliance with the dwarves instead of the elves, you had more advantages in doing so. You point out that they should have asked first if they wanted an alliance, but he replies immediately that they shouldn't have to, after all it's not something really needed for them.
So he feels insulted that you didn't want an alliance with them, BUT they didn't want to be the one to ask. Were the dwarves trying to scam you ?

I DID talked with the Grand Craftmaster about an Alliance and the Dwarfs joining the Empire at the End-Year Celebration last year and we both agreed too it, that the Dwarfs will join after the flow of rare material is secured from the Forge of the Gods. First, you ask him how are things going in Tharque, he tells you that there is political unrest, the senate is in turmoil as some senators are fighting for control of the capital. Then, you inquire about his view on the North, now that he has spent some time here. He is really impressed, for your empire to become so powerful in such a short amount of time prove that you and the Emperor are exceptional, the kind that led to formation and the glory of the Tharque Empire of old. Changing the subject, you tell him about your shipyards, they are working at full capacity so you ask him if it were possible to order ships in Tharque Shipyards, the ambassador answers with a smile, the Tharques will be happy to accept your commission, he already has prices if you want to place an order. The ships will be completed and sent to your empire with a skeleton crew.
