You are Alethia Altair Amadeus, The Undersecretary of The Administratum, only second to the Master of The Administratum and the Acting Master of the Departmento Munitorum. Your duty was (explaining wise) simple, executing whatever decision your superior had made during the highlord's council. Actually going through the process?

“Pugio, have someone bring more parchment and inkwell, then pick up my medicine will you?”

He nodded dutifully, almost like a guardsman.

“Right away madam.”

The tall and pale skinned blonde man was one of your personal adept, Pugio. He was dressed in a tied up red robe of the Administratum.

“Tanto.”

“Y-Yes madam?”

Tanto, you received her from a governor that gave her as a gift. While she did not have your level of intelligence in arithmetics or read fast as you did, she was still well above the average. She sported a short ponytail and had light dark skin.

“Has the Pursary returned my inquiry yet?”

“Not yet, m-madam.”

You glared at Tanto, then why was she still here? You slam your parchment on your nalwood table, but not too hard, it was nalwood after all. You just made sure the parchment made a sharp whip by flicking the parchment with your wrist.

“Then what are you standing around here for?” You pointed at the door, shooing her out. “Go! Fetch! Now!”

“R-Right away!”

Tanto ran past a tall man with broad shoulders and pale skin. The stubble on his chin was freshly shaved as was his buzzed cut orange hair. He had a large physique that highly differed from the average adepts. He was Sigian Dubh, or just Sig, your third and final of your personal adepts.

“Ah,” You sighed tiredly. “Let me guess, no updates other than the battle itself?”

“I’m afraid so, madame. There is still no update on Cadia except for the ongoing invasion.”

You leaned back on your genuine garskin leather recliner seat. With a crystal cup containing your fruit juice in hand, you sipped it sparingly, enjoying the sweet and tart flavor.

“This is tiresome work.”

Said you, sitting comfortably. Sig rolled his eyes.

“I’m sure it is madam…”

A sigh escaped from your lips. He was such a humorless and sarcastic man, cynical too. The invasion of Cadia reached you last month, yet there hasn’t been a single update.

“And madam, Master Haemotalion calls for your presence at your convenience.”

“What does he want that he needs to call me?”

“I would tell you if I knew, madam.”

Now it was your turn to roll your eyes.

“Oh go jump off the balcony. If it’s at my convenience maybe I should…”

Some of the parchments needed some reading after all. Excluding a few officios such as Officio Tactica, Prefectus, and Tempestus, you oversaw most of the offices. The rough parchment in your hands rubbed against your skin, and the ever so familiar earthy scent of ink occupied your nose as usual along with synthetic candle wax.

“Put these in the later pile will you.”

“Yes madam.”

Your office was large as a High Hive homes, filled with parchments, quills, ink, all neatly stacked by the non-personnel adepts. The chandelier above illuminated most of the room, but candles and lanterns lit the untouched corners. The amber lights flushed your office, reflecting against the golden interior and clean velvet floor. Most nobles of governors would literally kill to have an office like yours. The door creaked open so quietly, a face peeked out.

“Tanto, what are you doing?”
Tanto did not say much other than bringing her face into the office with a nervous smile.

“W-Well…”

The door opened, and what followed her was three carts full of parchment all chained together. Tanto entered along with ten more adepts to pull the cart. You bitterly grimace.

“They certainly went out of their way to assist me. I told them records on lythimite mining in Hoxxes III in subsection five-two-three.”

“Yes madame, I did say that but this was their records.”

“It better be. Or I’m going to bust-”

A violent hack ripped your sentences. There was the sensation again, a crushing pressure on your lungs with sharp pain piercing your heart. You tried to reach for the cabinet, but the pain today was bent on making you miserable.

“Madam.”

Sig opened the cabinet and took out the medicine.

“Thank you, Sig.”

Two pills, the pain began to subside slowly. In the middle of your work Pugio finally arrived.

“I apologize for my lateness, madam.”

“Took-” You coughed. “Your time, didn’t you?”

“My apologies.”

You waved your hand dismissively then stuffed the second medicine in your pocket.

“Pugio, read these parchments. I need to go and see Highlord Haemotalion.”

After a ride from the grav-cart, you arrive at your superior’s office, a place far larger and grander than yours occupied by a less grander man. Through the double door of golden magnificence, you see him looking out the window.

“My lord.”

“You’re here, good.”

Sunken eyes, wrinkly skin like folded leather, Irthu Haemotalion was a man that took so much rejuvenation-batch that you were certain the treatment took an opposite effect. No matter how many extravagant clothes he wore or cover himself in gold, the disguise did not hide his miserable look.

“How is your work going?”

Haemotalion went around the table and stood over you, a thin sticked man bloated with golden junk. He glared as he always did, judging. He raised his hand and the back of his hand, along with the knuckle struck your cheeks. You tasted metal, and saw his ring shine underneath the chandelier.

“If it was ‘same as usual’, I would not be calling you would I stupid girl.”

You clench your jaw. He must be in the ‘I’m just going to vent my anger at someone/something’ mood today. Haemotalion’s ire gaze targeted you again.

“Well?”

“It is as you say, my lord. Forgive me.”

“My eye in the Officio Sabatorum reports of incorrect filings too coincidental to be an accident. The prefect will be going to Erwin V for a social gathering and had the galls to invite me as well.”

The icy voice croaked out like a squeezed sludge like a nutrient paste. He clasped the parchment in his hand tightly, the envelope must have been the invitation.

“You will go in my stead, investigate. If you can’t find any evidence plant one, it seems that I left that office alone to a point where they think they’re independent from the Administratum. You have my leave.”

“My lord.”

You bow, and return to your office. The pitiful gaze of your personnel-adepts brought a bile in your stomach. You huffed your chest out and walked and sat at your desk. You dab your lips with your handkerchief.

“Do I look like a show to you all?”

The non personal adepts averted your gaze and returned to work.

“Sig, fetch my dress and my chain of office. I will be heading to Erwin V tomorrow. Hold the office down while I’m gone.”

“I will, madame.”

The next day you were onboard an escort ship heading toward Erwin V. Inside your chambers, you laid on your bed, blankly staring up at the ceiling. You hear a knock.

“We will arrive in three hours, madam.”

You turn over on the bed.

“Thank you.”

Right… you need to pick your dress soon. There wasn’t a dress code per say and it was a social gathering meaning all kinds of dress would be seen. So let’s just go with…

The cabin aft door opened with a pressurized hiss. What greeted you was the blue accented purple sky and a gentle breeze softly sweeping the hanger. The platform extended to the floor below, you descended. A row of servants on both sides of the walkway hung their heads. At the center was a man dressed in blue three buttoned uniform with golden epaulets.

“Welcome to Erwin Vv, Madam Undersecretary.”

“Governor, you didn’t have to come all the way here to personally greet me.”

The Governor’s square head bobbed as he chuckled, as did his square shoulders.

“Nonsense, it is always a pleasure to greet the Administratum. Please, give my regards to High Lord Haemotalion.”

Your lips turned upward to a perfect degree, not too much and not too little, a perfect bureaucratic smile.

“Of course.”

His oval eyes with sharp ends of his eyes scanned you briefly. He idly twirled his well groomed sideburns.

“And may I say, you look absolutely enchanting tonight.”

You nod politely, keeping the same muscle irritating smile.

“Thank you.”

Erwin V was a pleasure world, and it showed. Sleekly carved statues adorned the unnaturally clean streets, not even a speck of dirt. Ivory and gold, or at least the color of black and gold was the motif along with tall structures containing Emperor knows debauchery it held. Their main imports? Secrets.

You put your palms together, head cocked to one side with the formal smile.

“But you would tell me, won’t you, Governor?”

The governor slightly flinched, looking down on the ground then back to you to avoid your gaze for a moment most likely calculating his risks. If he was smart, he’d make the right choice.

“Prefect Song of Officio Sabatorum is here.”

You flick your fan close and aim the tip at the Governor’s chin.

“Someone from such an office is here and you didn’t tell me right away?”

The Governor put his hands together appeasingly.

“You must understand, Erwin V holds privacy as its most important quality.”

“And how do you know him enough to invite him here?”

“He’s a client like many of my acquaintances.

Officio Sabatorum, one of countless branches of Administratum but they served a special purpose. You wouldn’t put them in a combat branch such as Officio Prefectus or Ordo Tempestus. Their specialty was sabotage or complete destruction of key assets of an enemy. Though sometimes it was acquisition, though that was what made them a worrisome branch. Some adepts and high ranking officers were caught selling them to the black market, and if a prefect was really involved that’d be another headache.

“Will he be at the soiree?”

“I’m not sure, madame.”

The governor shook his head firmly, you held firm but made sure to remember this act of defiance.

“I am sorry, Undersecretary. I cannot do that. Only either an inquisitor or a high lord can make such a burdensome and reputation running order. You are neither, even if you are directly under his rank.”

Prim and proper, you nodded. You’d have your revenge, and he’d regret the day when it would come. If the Governor won’t help you then you’d have to do it yourself.

“I hope there isn't any resentment, this is only business. Many members of this planet-”

“It is alright.”

No, no it was not. But if you’d push further it’d only show how desperate you needed him. There were other ways to extract information. A gathering like this was your hunting ground. Finding information was easy when nobles and powerful figures alike had loose tongues once the amasec hit. There was a skull servo in your ship- well Haemotalion’s ship that is. That paranoid old man. Maybe even a cherub but you’d have to check later. This social mingling was a party in disguise, and a party such as this wasn’t a one day affair.

“May I at least escort you to the garden? The ball room has yet to open so people are mingling there.”

“You may.”

You saw his hand facing palm up to beckon yours. Once he realized you would not give him the pleasure, he smoothly drew back. You followed him to the main area of the garden, already garnering some steady eyes of some.

“My, that’s the Undersecretary.”

“Must be here to represent High Lord Haemotalion…”

“Hmph, a child like her barely fits that dress.”

You were not famous among nobles, though you did have a reputation through your work. Especially when it came to securing more funds or rooting out greedy lords. Your name was spoken often with scorn. The Governor turned toward you.

“Here we are.” The Governor gestured to the beautiful garden. “Please, enjoy the pre-gathering.”

“I shall, thank you.”

The Governor left. Ugh, if only a servo skull was here… hearing their words would have been easier. You seriously need to remember getting that.

Now, how should you eavesdrop into others?

Lord Generals, some nobles and governors, merchant fleet captains, it was a mixed bag but you have yet to see anyone from the Administratum save for Song. This is a pleasure world after all, it made no sense to have only one type of client. The governor’s unwillingness to cooperate made more sense since if he even said something remotely that sounded like a secret, not only would his reputation be over, so would his life.

Hmm, Lord Admiral Orion Du’parte and his son Captain Arthu Du’parte. You never expected them to be here but it could be just formality. The Du’parte’s navy lineage could be traced all they way back from the beginning of Horus Heresy, and they claim they were there during the Great Crusade though the evidence was shaky.

“Yes I heard, ghastly isn’t it?”

“Oh you jest mo’clair!”

If there was one type of people you hated were nobles. Nothing but parasites who does nothing but rule over people with brutality and cruel indifference. You heard of astartes that were kinder than them. You took a small champagne glass and daintily sipped. The majority were nobles it seemed, the easiest to manipulate.

“Oh yes, I did see him, he got me a nice gift.”

“Oh? Just what might that be?”

“You know… those, it’s quite grand.”

Two nobles passed by speaking to one another, idly chatting like there was no tomorrow with a red hue on their cheeks.

You slid through the crowds, stalking, like a serpent of Catachan. Far rough to be not noticed but enough to hear. A skull servo would have done the job, the scout variant could pick up sound from at least three miles… nevertheless you continued.

“What was the gift?”

The woman in the center delightfully giggled as she soaked up the attention she garnered for herself. The ugly grin caked with powder and pink fake blush wrinkled like a old piece of synthetic leather.

“A cherub!”
The crowd let out an impressed ‘ah’ and ‘ooh’, a cherub was a rather rare thing to have, given to those who worked in the Imperium be it militant or non-militant. The crowd gathered more and the woman’s grin split into a teeth-baring smile.

“Oh yes, Prefect Song is such a gentleman!”

While cherubs were rare, it was not an illegal good. Anyone that’s a high ranking member of the Administratum knew a noble or a noble. You yourself had connections with governors as well. A quiet sigh escaped your lips, and you walked away. The table of decadent platters called out to you.

Might as well…

The amonche with hiran melted into a perfect sweet yet savory flavor. The governor even had enough crowns for star fruits.

“Blasted bastards…”

Next to you was an old man with fading black hair melding with gray. His square jaw clenched, and his scowl pushed his skin to wrinkle. This was the Lord Admiral. You reached for another helping of the fruit, only to brush against a weathered and rough hand of the Lord Admiral.

“Oh my, forgive Lord Admiral.”

He turned his neck, then placed his gaze down to you.

“Undersecretary.” He nodded, he waved his hand in a small angle toward the fruit. “Please, go first.”

“Thank you.”

He was still there, awkwardly silent.

He swallowed the fruit and stared forward, not even bothering to look at you.

“Ha… I see.”

“Orion!”

Another older man approached, his stature large as was his booming voice, and behind him were younger men most likely being junior officers.

“You old void-farer, what are you doing here all by yourself how am I supposed to- ah.”

The bald and cleanly shaven man approached, garbed in decorated Imperial Guard uniform. The lip splitting smile unrestrained of the usual decorum would not show. A rare breed, or someone who was an enlisted man.

“Orion, I know you’re a widower and all but isn’t she-”

“Otan, that is not what it is.”

Your face did not scrunch, but coldly gaze at the man. Again, by name only you were famous. No one really knew how you looked, save for the Administratum. You usually spoke with quartermasters or highest field officers after all. You compose yourself, bringing out the firm but formal tone.

“Lord Admiral is correct. I was merely conversing, he was keeping me company. I am Undersecretary Amadeus.”

You bow your head slightly.

“Amadeus… Amadeus. Sounds so familiar.”

The old general rubbed his chin as he repeated your name. Guardsmen… you hold the urge to roll your eyes.

“If you’ll excuse me, gentlemen.”

You turned around and walked away from the Lord Admiral. If he planned on being a grumpy kark-sniffer then it was his choice. You inwardly sighed, unsure if you missed Prefect Song now.

“Ladies and gentlemen, if I may have your attention!”

The Governor spoke through the speaker phone on a slowly rising podium. You blanked through the long winded speech, something about the Emperor and working tirelessly for the people the nobles are in charge of “ruling.”

“And with that, I hope you will enjoy yourselves.”

The door opened, and a lavish interior shined. Though many took to the dancing floor, you remained in among the crowd, still looking for Prefect Song.

The cabin aft door opened with a loud pressurized hiss, and you tiredly stepped inside the ship. A wide atrium greets you, and the grav-cart arrived. You put in the coordinate for the first level of the armory. The grav-cart lights up, and before you could grab the bars the grav-cart jerked.

Damn thing…

The armory of Unbroken Quill, compared to actual ships, obviously had no dangerous ordinance. The navy breachers here saluted at you, dropping their cards. One of them kicked the small crate and had the amasec spill. You only quirk a single eyebrow at them.

“I see that you are all quite busy.”

They stood stiffly as they still saluted, you roll your eyes. There was no need to be saluted since you weren’t an officer.

“Be at ease gentlemen. Fetch me a servo skull of a scout variant.”

“The tech priest needs to-”

“Now.”

“Right away, ma’am.”

The breacher returned, holding in hand a servoskull. The lens clicked twice, as if a living creature blinked. The anti-gravity engine whirred quietly, then began to float toward you.

“Hello there.”

The servoskull did not reply, it spoke with the unrecognizable lingua-technis.

At the garden you made sure no one would be around.

The skull servo whirled, then flew off.

You returned to the ballroom where either people were already formed into groups. Among the charismatic sisters of Ordo Famulous were already manipulating the attention of the guests. They were the watchdogs of the nobles, disguised as brokers of negotiations. You knew well what they were capable of. You cradle the glass in hand and continue to watch.

“Excuse me, my lady.”

A well groomed man approached you, dressed in a blue Imperial Navy uniform. While he stood, you saw one of the sisters approaching you as well.

“If you are alone and not occupied, may I ask for a dance?”

Oh blast it, you might as well. Better to speak with an officer than a sister, those scrutinizing uppity women. A quick glance, and the sister was approaching quick. You gently placed your hand to the gentleman’s.

“My pleasure.”

He grinned, then escorted you to the dancing square. A wallutz, an ancient Terran dancing, and probably the only dancing you could do. The rest tired you both physically and mentally. Whoever this man was, he certainly was a noble, a charming one at that, the handsome roguish kind.

“Do forgive me, my lady for being so forward. But I couldn’t help but admire you from afar, and wonder why you were unaccompanied when you’re this beautiful.”

Step step, pause, then turn. His hand was firm on your hips, but gentle. You keep a placid smile.

“Do you say this to every woman you pounce on?”

“Only the ones I like.”

You roll your eyes. The lights of the crystal chandelier bloomed, reflecting of his smooth skin that has yet to be touched with augments.

“You have no idea who I am, do you?”

“No, but I wish to.”

Flatterer.

“Perhaps when you climb the ranks you will one day meet me.”

The man playfully winced.

“That’s rather harsh, I’m a captain.”

“Yes, I know.”

The dance ended, and just in time the skull servo zipped through the air and arrived. The man seemed confused, as did the rest of the guests, only because it was rude to have your skul lservo fly around like that. You should’ve calculated for that

“Excuse me, it seems that I have matters to attend to.”

The skull servo’s coordinate was thankfully in the estate, though you did not like the fact that he was in the lower levels. Where the slaves and the workers lived. Why was he in such a place? Obviously, this wasn’t a place to go by yourself. You returned to your cabin, and had the skull servo project his recordings.

At the lower levels, a hazy green light dimly lit the area. At an alley you saw intricate layers of overlapping pipes crawling on the lifeless buildings. The recording showed Prefect Song walking down the alleyway, and knocking on the door. He entered, you skipped an hour of worthless recording only to see him leave. The skull servo then followed Prefect Song at the upper levels, entering one of the private rooms, another hour later, a scantily dressed young woman entered.

“Ah.”

You skipped more.

Then… that was it. You had the coordinate and where he resided. Now there was two path ahead of you.

I want to focus more on intrigue of the 40k's world of noble more than the action. In terms of closeness of the original it's gonna be pretty far, and slower. That's all I can say. I think I let the original quest a little too easy with no real consequences in their choices, so I want to fix that too.

The skull servo silently whirled, then zipped out of your room. The skipped portion of Song having sex was watched, and while your time was wasted at least it was just sex. You returned to the party on your own, making sure you don’t meet any of the sisters’ eyes. The last thing you need is to see someone you know during your schola days and get an earful.

You’ve been skipping prayers at the sisters’ church after all, you doubted they bought ‘I pray in my own room and time due to my duties.’ Maybe it was just you, but praying for an hour was just not productive at all. Though that’d net you a free trip to the Emperor’s embrace.

You remain at the ballroom longer, some governors approached you to discuss pursary issues. One fat man urged you to visit his planet which you sharply declined. You watched the people dance, eat, and converse.

“...Cadia.”

One word cough your attention, the men of the Imperial Guard and the Navy obviously had something more interesting to listen to.

“Truly?”

“What’s this about Cadia?”

Then men looked at you with quizzical eyes, one of them being the man you danced with, and the Lord Admiral. The man you danced with smiled patronizingly.

“My lady, I’m sure this topic isn’t-”

The Lord Admiral placed his hand on his shoulder.

“Arthur. Just explain it to her.”

He looked back to the Lord Admiral confusedly, then back to you with now a scrutinizing visage.

“From the reinforcements’ latest communications, Cadia’s defense is soon to break and this was only two weeks ago. There’s no news from the astropaths.”

“What about the surrounding worlds, Hoxxes? What about Teraun?”

“No, not from them either… it can’t be because you have families there.”

“Hoxxes has terium mines and Teraun has manfactorums for parts for multiple Guard siege machines. If they fall then I need to make some changes on the other worlds’ quota.”

Arthur leaned slightly forward, now curious as an Inquisitor on a feral world with near blasphemous understanding of the Emperor.

“Just who are you?”

“Oh my!”

You turned toward the erupting commotion, and saw your skull servo approaching slowly, from the engine component a plume of smoke poured out into a thick cloud. The skull servo wobbled, then with a mighty thud it fell on the floor. Fire soon erupted, along with any chance of salvaging any footage. The guards soon arrived and picked up the skull servo. Revealing that it was yours would only create more trouble. Blast it all!

“We found it sir.” A guard said.

It was Prefect Song.

You stood behind the man, as to not be seen though you were sure he knew you’re here. Now he was going to be much more vigilant and it’d be difficult to make a case against him. Sure, you were allowed to plant evidence… it wasn't right, at least not now. Maybe if he did something wrong then you’d plant evidence.

You weren’t Haemotalion, you’re not a monster.

You watched as Prefect Song greet other guests, explaining how a skull servo was spying on him. The nobles made a fake gasp, as if they’d care. He was here at least, dressed in black suit with puffed sleeves, and dress pants. The chain of office was around his neck, along with some golden rings and golden pins.

“Do you know that man?”

“A colleague.”

“Colleague?”

The officers stared at you.

“You are far too young to have him as a colleague.”

You huffed at the navy officer, the Lord Admiral sighed. Prefect Song began to delve into the crowds.

“Yes well, it’s not your business whether I look old or not, is it? At least I don’t look like a ugly grox shit of baby face and stubble.”

The rest of the officers snickered, even one of the older officers. The Lord Admiral simply shook his head. The navy officer, Orsen Du’parte, glared at his colleague then back to you.

“Well at least I don’t look like a child trying to fill in a dress for an actual woman!”

I felt it added to the character, actually. Comic relief as well.

When you're doing an intrigue story, two of the issues are the motivation of the character, and making people really FEEL why what they're doing is wrong or a betrayal or inhuman in some way, and that's really really hard to do without insight into the characters soul as to how they feel about the imperium. The motivation is usually passed off as a lust for power or wealth or something, something trivial rather than a feeling of betraying your god, or a fear of political instability, or of loyalty to superiors or something else that might motivate someone to participate in intrigue.

On the other hand, being a hoe everyone can understand.

You had more important things to worry about. You followed Prefect Song among the crowds, there was a giggle along with his voice.

The Governor eh? Now this is something you can use.

You meld into the crowds once more, these words were enough and a governor was far easier to grill up than a Prefect. Not to mention, you know it would be stupid to play nice again. You searched around the ballroom and found the governor speaking with some other nobles. From their coat of arms or crest they had, you did not recognize them, meaning they were beneath you.

“Governor.”

“Ah, Undersecretary!” The governor gestured toward his guests. “This is-”

“I must speak with you, now.”

“Ah well, as you can see I am occupied. May I ask you to wait?”

He turned his back towards you and continued his conversation.

He turned around again, the nobles watched breathlessly. An ugly and impatient frown tugged his lips downward, and his brows furrowed together. He sipped on the amasec in his hand, savoring the exotic flavor.

“With all due respect Under-”

“There is no respect, governor.” You snapped back fiercely, “lest you forget, I speak with High Lord Haemotalion’s authority. You will speak with me now, or I will have my men drag you into my ship and have you interrogated.”

His eyes widened, almost at shock seeing a young woman like you commanding him. Hisnlips parted but he did not speak so quickly. That insulted and surprised visage shriveled, knowing full well that you could.

“Very well, my apologies.”

“I don’t want any of your apology, we will speak now.”

The governor led you to a quiet room, devoid of any decorations or furnitures, dim lights barely illuminated the room.

“I will ask you once, Prefect Song, why is he a client of yours?”

“He brings goods taken from war zones that his officio goes to, some are scavenged and the others are taken.”

“Like what?”

“Xenos origins, nothing dangerous but like old vase or stone tablets.”

“Oh, and you get no profits?”

“I…”

“Governor. I grow tired of this. Rest assured, you will not be mentioned but your cooperation.”

“Then, yes, I did get a cut of profits.”

You nodded, finally.

“Good. Oh yes, if I see Prefect Song gone, you as the governor of this world will be held responsible.”

You left the party soon as possible, and returned to the ship. You had the astropath send the message ahead of Prefect Song’s doing, the governor however…

The breachers and the arbites stationed in the ship quickly exited the ship with you in the front. A long time had passed since the nobles were reminded they were not invincible.

The double door was kicked in by the bigger navy breachers, a loud bang echoed and all the attention were on you. The nobles stared in shock, eyes wide and mouths agape.

“Prefect Song.”

One of the arbites held the sound-amplifer to your level.

“You are hereby under arrest for embezzlement, unlawful usage of Officio Sabatorum property, and bribery. Do not move, your fate is sealed. Cassus iten rut.”

Prefect Song was easy to spot as he ran like a ratling. The navy-breachers and the arbites move to pursuit, meanwhile you walked over to the platter. With a plate of food in hand, and a glass of amasec you walked over to the governor watching Prefect Song being dragged off so disgracefully.

“Governor.”

He bowed, not only at his neck but his whole back that you were taller than him. Good.

“Y-Yes Madam Undersecretary?”

“I’m so glad you were able to make the right decision… in the end.”

“I apologize for the lack of cooperation. I uh… I-”

“I’m sure I can expect further cooperation in the future?”

“Certainly! Yes!”

You leaned to his ear, voice hushed all but for him to hear.

“I have it recorded, don’t even try anything or the deadman’s switch will have your recording transferred.”

A governor wouldn’t know how, but you did have it recorded, it was a defensive maneuver you always did.

You choose the next plate of food and scurry off to the corner.

A troubled expression, pity? He certainly had a frown and a narrowed gaze.

Dressed in black dress, the synthetic fabric clung to her skin tightly and accentuated her muscles and curves. The purity seal on her left shoulder swayed as she moved, and the gazes followed her in both admiration, want, and fear. She may seem sultrily and daintily, but she was still a Sister of Battle.

You throw your arms in the air exasperatedly, it’s the same krak with the sisters. Astartes bad, Sisters good, Administratum bad, Church good, blah blah blah. Not all sisters saw the astartes that way, especially those who worked with astartes, especially those who fought with the Black Templars.

“Then the Black Templars, or some other chapter that won’t have your robes bunched up like a novice, Emperor’s Throne…”

“Watch your words, you are still a Sister.”

“Yeah yeah. I’ll trust your words next time.”

After snagging more food for the trip, you boarded your ship. Back in the Imperial Palace, you were escorted by the Lucifer Blacks to your office. A custodian walked past you, no matter how many times you saw them they were quite the sight. A bath sounded nice after a week of traveling, but the Lucifer Blacks were Haemotalion’s meaning they wouldn’t make a detour for you.

“My lord.”

Haemotalion sat in his office, the shining gold and jewelries always bothered your eyes. No matter how the room was bright, the lights would never hide his aging face.

“You finished your task, and with such a show of force like I’ve heard, maybe they will think twice. Take charge of Officio Sabatorum.”

“My lord?”

“A mining world calls for aid, one that extracts raw ceramite and important metal. Another is a death world that a famous chapter of astartes uses to recruit and an agri world. Which will you send aid first?”

An agri world were plenty, but vital to feed the Imperial Guard, and a death world that was also a chapter world equally important. Which would be the right answer?

He repeated as he walked toward you.

“Hmph, your focus on the Imperial Guard is infantile. If you chose an Agri World for the Imperial Guard, then you chose wrong.”

You hold the urge to talk back.

“Agri world is hardly important and there are many of them, but mining worlds feed into the war machine. So does an industrial world and a forge world. Do not count lives as more important, there are many that can already be spent. Have I taught you nothing?”

His hand with all five rings smacked down on your head. The pain made you wince, but you held back your groan and the glare. Swallowed them all, Haemotalion was the type of beast that wouldn’t hunt if the prey was dead. Retaliating was just asking for more.

“You can memorize just about anything, but it seems like you can’t memorize common sense.”

“It is as you say my lord.”

“Return to your office, I already had parchments regarding Officio Sabatorum there.”

“At once, my lord.”

When you returned, your office was filled with parchments more than before. Your three adepts gave you their greetings, all holding parchments in their hands. You sat on your seat, and began working.

“Anything I should know, Pugio?”

“None ma’am.”

“Anything on Cadia?”

“No ma’am.”

The pile of parchments slowly reduced to a manageable amount. In the quiet moment, it made you think… What will happen if Cadia fell?”

You took the transcribed vox message, it’s from the Inquisition of Ordo Astartes. What in the warp did they need from you? Oh. Oh my.

You bring the parchment close to your eye. The involved chapters were the Star Phantoms, Raptors, and Marines Malevolent. Apparently their supposed target had three chapters meeting up. Unlikely loss of cultural and martial cadian values, likely cadian refugees population will be larger than native one, likely to be no proper infrastructure whatsoever for the level of civilization/industrialization of the Cadians, untamed world means a planning of new settlements, forts and defenses that doesn't need to consider old ones, potential of unused resources both for development, trade and industry, potential benefit of training due to the nature of the world for cadian military forces which might result in an even stronger force.

Requirements :
- Authorize immediate deposal of local planetary governor or govern, have the cadians integrate it under them
- Allow enforcement of cadian culture to locals
- Redirect a few cadian regiments at the end of their campaigns for protection of the world and have some forge worlds send help for properly build this New Cadia

Penal worlds are worlds that are f'ing useless strategically, economically or agriculturally, and chock full of the worst kind of rabble. Undisciplined, opportunistic, and faithless. Penal legions require bomb collars to fight - it's an insult to everything Cadia is. At the least, dumping Cadians on that rock results in a lot of wasted effort just to stay alive, much less rebuild. At the worst, trying to integrate convicts with Cadians might see certain tendencies rub off on the Cadians.

What would most PROBABLY happen is wholesale blamming of the convicts by the Cadians in an effort to make them integrate. Entertaining, but counterproductive.

Cadia has fought hard for us. Let's find them a HOME.

The two correct ones were Feral World and Penal World. Hive World would have led to a massacre of most of the locals, and casualties due to fighting the gang. Agri World would have led to less food production/destroying the crops. Shrine World would have led to a bad reputation within the Ecclesiarchy and the Adepta Sororitas. While these consequences would have been in the future I think it was important to drive this home, don't forget the " the construction would definitely demolish few churches"

The room collapsed into silence. To even suggest such at the face of staunch members of Static Tendency was rather brave. If not for his position, something worse would have happened.

Is it Chancellor Lev Tieron speaking? Our MC is not of Static Tendency, so supporting the motion would be inline with her and maybe there are SOME high lords that want to do so but won't risk it by supporting it. Chancellor Tieron is indeed risking it... (again, if he is the one saying this)

Since I understand the average anon and god forbid, 40k fan sucks at abstraction, I can put it in numbers... but I won't. Haematolion will be pissed if we support or decline it because we will basically be speaking out of turn and any good or bad rep won't go to us but to him.

But you can assume most are of Static Tendency as that is the majority belief. Static Tendency is basically thinking the plan is made by Emperor therefore changing it means opposing the Emperor.

Haemotalion is Static Tendency, so is the Grandmaster of the Officio Assassinorum is also a Static Tendency, as revealed by Regent's Shadow. The rest I can't tell you now.

A walk sounded nice, and unlike the underhives of Terra hives, the air was clear. The Upper-Towers (no nobles would live in a place described as ‘hives'), housed some of the most powerful men in the Imperium. Nobles, visiting governors, Lord Generals, anyone who dined on fresh meats, fruits, and vegetables while the masses died in starvation would be here. The garden at the 235th floor was the quiet of them all. Unlike the other garden floors, the 235th floor had flowers from all planets.

Ancient Terran flowers such as rosus, lilies, and marry-gold. The floral scent overwhelmed just about any other scents, but pleasant nonetheless. You didn’t know why you chose to take a walk, or why sleep had yet to come. You knelt down to admire a white rosus, a pretty little thing stuck at the bottom of the bush. A flower stuck at the bottom, destine to stay at the bottom despite the privileged position.

“I did not expect to find someone here at such hours. Let alone the Undersecretary.”

You stood up quickly and took a step back. The man dressed in black coat with gray accents and buttons, a black and gold epatulettes rested on his shoulders with gold aiguillette. Despite the standard fashion, if not a little bland, carried the symbol of the Inquisition.

He paused, the wide and square jaw gave him an imposing visage, and his sharp gaze that was his eyes did not help. He was a rugged man with wide shoulders.

The polite grin, you’ve seen them many times. Perhaps the inquisitor was gravely injured, or dead. Regardless, there was always one truth to inquisitors, their words were not to be easily trusted. Inquisitors were to be feared. Innocentiae Nihil Probat: Innocence proves nothing.

“Well if that’s all…”

“One more thing, I hear you will be going to the Somnus Citadel.”

“Most likely.”

He gazed at the flowers, gently grasping the petals with his gloved hand then back to you.

“An advice for you, though you may feel aversion from these sisters, they are the best of what they do.”

“Of course, they are the servants of the Imperium after all.”

“I do not mean aversion from their nature, but their hostility. They have been abandoned for a long time. They will not hesitate to be cynical of your arrival.”

He released the flower, tipped his peaked cap low and left.

As expected, Haemotalion called you into his office.

“Go to the Somnus Citadel, stay there for a bit and return in a week.”

“My lord?”

“There is no point in assisting them, they are abominations.”

Haemotalion was always the hypocrite, claiming his support for the Static Tendency but only when it suited him. Then again, most supporters of Static Tendency thought that way.

Before you made for the trip, the inquisitor’s words had a point. Centuries of being abandoned, and now the Imperium wants their help in the time of crisis? You’d be angry too. You boarded the Unbroken Quill, and caught up on the Thoughtmark, a rather complex language of using hands, you only hoped there hasn’t been any changes over the centuries. Also, Somnus Citadel was abandoned, who lived there to greet you in the first place?

The Somnus Citadel, as expected the so-called citadel, was a mess. Broken lights, faulty wiring, even the doors had to be pried open by the navy breachers. The dull colors of metal and gray was illuminated by the low white lights. Though, you expected more dust and webs. This time, along with navy breachers you were given more escorts, a squad of Inquisitorial Stormtroopers. You suppose that inquisitor thought your job was important enough for them.

“Welcome.”

A hooded man approached, the dim light casted a shadow of his sunken face. You saw no sisters, but hooded men and women, all were pale and skinny with sunken cheeks. The stormtroopers moved quickly to stood in front of you immediately upon seeing the hooded men, they raised their hotshot lasguns at them.

“Hold your fire! What are you doing!”

The stormtroopers did not listen and kept the barrel high. They were talking to one another through the helmet’s vox, then one synchronized move they lowered their guns. Emperor… you almost had your heart drop.

“Now if you’re done scaring the locals, let me through for feth’s sake.”

You walked through the space between the stormtroopers, you cleared your throat and slightly puffed your chest up and your hands held at your back.

“I am Undersecretary Amadeus of the Administratum and Acting Mistress of the Departmento Munitorum. I am here to speak with the commander of the Anathema Psykana.”

“They are not here. We are the Fellowship, the servants of the Sisterhood.”

“Then where are they?”

“We do not know, we wait until their return.”

“Who are you people?”

“We are the Fellowship, the descendants of the Sisters of Silence that chose to stay here at the end of the Great Crusade. We maintain the citadel and wait for their return, it is our first time seeing someone in centuries.”

“Then how do you live here?”

“We have our own methods.”

You sighed, that was perfect. You wasted four hours just to learn Thoughtmark, just great.

“Well then, I guess I’ll have to do the bare minimum and look for one of Sisters to take command here.”

“You cannot.” The man of the Fellowship said tersely.

“Why not?”

“That’s because it is an old rank dating back during the Great Crusade, I am the most recently appointed one. Nevertheless, this is the Imperium’s base, and I am an officer of the Imperium.”

The men and women of the Fellowship entered. From the doors, hangar openings, more and more of the skinny robed people gathered. You saw the stormtroopers slowly raise their barrels slightly. The navy-breachers also seemed just as tense.

“You are not welcomed, only the Sisters of Silence may enter. Please, we ask you to leave in peace.”

It was then the stormtroopers raised their guns again, you saw no weapons on the Fellowship however.

“Hold your fire!”

Damn them, do they take everything as threats or something? They had a right to distrust you, you were their first contact with anyone outside the citadel after all. Most likely, they knew how to operate the Citadel at the fullest potential and had the knowledge. Killing them should be the last resort.

“Stormtroopers, I said I will take my leave. That means you follow me, or do you want me to die?”

The stormtroopers lowered their guns and surrounded you as you walked away. For a squad that blatantly disobeyed you, they also wanted to protect you.

“Now to find a sister of Anathema Psykana. Wonderful.”

Back in Terra, you returned to your home. The stormtroopers stood at your entrance, not taking a no when you told them they could leave. After changing into a nightgown, a knock interrupted your nightly ritual of admiring yourself in the mirror. You opened the door, and the stormtrooper stood there.

“What?”

“The Inquisitor wants to see you.”

“That so? Well I want an opal and pearl necklace, a foot massage, a harem men from each famous guardsmen regiment, a maid, and a promotion. That’s what I want. Goodnight.”

The sliding door was caught by the stormtrooper.

“We can drag you, or you can walk there with us.”

“In my nightgown?”

“You may wear a robe.”

“Wow, what a gentleman you are.”

You wore your black silk robe and followed the stormtroopers. The same inquisitor stood in the garden.

“Good evening, Inquisitor.”

“Good evening,”

The 237th floor of the garden is composed of more exotic plants. From the bug eating slack-jaw flowers to the mildly poisonous night-kare grasses. Not many came to this part of the garden, not that anyone really visited the garden in the first place. The sterile white light above casted a shadow on the inquisitor’s pale face, turning him into a ghost made more haunting by his stern visage that was his normal look.

“I heard you had trouble today.”

“Inquisitor, I know that you already know.”

“Yes, this Fellowship seems like trouble.”

“They are, but they are needed.” You sighed.

He turned toward you, his square shoulders were buried by his thick coat. The hardened eyes gaze upon you downward, he stood at least a foot over you. In all honesty, he intimidated you in a way you weren’t sure how to describe his presence. Scary, yes, but also… something else.

“I have sources that can find them.”

“In exchange for what?”
“None, in my line of work the Sisters of Silence are crucial, their restoration has been a long time coming.”

“For you and Lord Inquisitor Trevaine.”

He nodded.

“Indeed.”

“Then I hope for your sake, you get them soon. High Lord Haemotalion does not seem to want their return.”

“I’m well aware.”

“Then I suppose our meeting ends here, I’d like to return to sleep you see.”

You gestured at your clothes since he didn’t seem to notice, or that you were dragged out in the evening. You saw his eyes go up and down, then for a few seconds glued at your figure then breaking contact away from you and to the plants.

“Inquisitor, do I make myself clear?”

He coughed.

“Duly noted.”

A week had passed since you were asked to wait, and Haemotalion was too happy to hear. The Inquisitor (whose name you forgot to ask), had yet to respond. Perhaps there were other options?

The bulky vox came in three parts, a large and rectangle mangled mess of wires that gave yiu a headache staring at the metal corpse. The techpriests, as always, told you not to touch the damn thing. The technophile, machine hoarding, madmen, you were sure they didn’t want you to touch it because they didn’t know how to fix the vox themselves. Maybe.

“Priority alpha, Undersecretary Amadeus, access code 69420-Omega. Contact the office of Inquisitorial Representative.”

The vox crackled, then whirred in a low hum. The vox blurted a rhythmic beep again and again in a dull rhythm.

“Undersecretary.”

The inquisitor of the garden answered.

“Inquisitor, why did you pick up the Lord Inquisitor’s call?”

“As you already know I am assisting him.”

You heard the background noise, and soon you heard the Lord Inquisitor’s voice.

“Ah, greetings Undersecretary. I assume this is about the Anathema Psykana?”

“Yes, Lord Inquisitor. This is an important matter, when will-”

“They will arrive, my dear. They will arrive.” The Lord Inquisitor spoke patronizingly. “I understand your impatience. The Anathema Psykana are not people that can be easily found.”

“I understand but-”

“Perhaps you can come and help.”

You held your vox-box and stared at it.

“Excuse me?”

“You can help. It’s similar to finding lost supplies, you’ve done those I’ve heard or searching for lost worlds forgotten by the Administratum. I have enough astropaths to spare, my dear. You acn have your three adepts to look over your office.”

Just how much does he know?

“I… I don’t know, Lord Inquisitor. High Lord Haemotalion will not be pleased, and he will know. If not me, he will find someone to punish.”

“It’s your choice, my dear.”

The vox call ended.

You leaned back on your soft chair, the obvious attempt of recruiting you was not lost. With a soft kick, the chair spun slowly. Another kick, and it spun faster.

“Yes, ma’arm?”

He waited with a professional smile, hands together with an attentive gaze.

“What do you think of this mess?”

“I can’t say, other than it’d be a faster process if you had men remove the Fellowship out of the Somnus Citadel.”

“I agree as well.” Sigian nodded.

“Of course you’ll say that, you’re a guardsman.”

Sigian looked to the side, then grunted with a nonchalant shrug.

“Was.” Sigian said.

You shook your head and pointed at the las pistol on his side. Sgian’s position was an odd one, while an adept, he also was qualified for active duty if not for his injuries. Sure, he could still fight, but he would have been a liability for any squads.

“Is.”

“Then why not search for one yourself?”

“Well…”

You looked at the pile of parchments, never less but always more. Though not like the amount was too unmanageable.

Soft candle lights dimly lit the room, an iron chandelier above illuminated the flat stone floor. Shadows danced by the flickering candle lights. Lord Inquisitor Trevaine downed his third shot of root-whiskey with a content sigh.

“Not many have the gall to cut off an inquisitor let alone a Lord Inquisitor..” He cackled with his low raspy voice. “Feisty that one, eh Cassius?”

His former pupil grimaced as he stared at the holo-projector of the Segmentum Pacificus, and more specifically, the Dornian Subsector, the last sighting of a Sister of Silence.

“She doesn’t trust me to find her.”

“Of course not, she’s part of the Administratum. Doubt is in her nature.”

“Finding a sister is not like finding a lost parchment.”

The brief husky reply of his pupil raised Trevaine’s curiosity.

“You’re used to being doubted, all inquisitors are. Something else is bothering you.”

“There isn’t.”

He placed his hands at the rims of the circular shaped holo-projector. Trevaine poured another shot of root-whiskey. Pressured by a little girl, Trevaine cackled again.

“Well do hurry, this is an important matter.”

“I’m aware.”

“You have three days. If not, I’ll send the stormtroopers myself.”

Cassius’s grip tightened.
