    The Fabricator-General of the Adeptus Mechanicus is somewhere between a person and a committee. For the past 5,000 years, the highest honor a techpriest could earn has been for a fragment of his brain to be added to the Fabricator. Within the robed, dreadnaught-sized torso of the great leader, the borders of ego break down, as the most brilliant and learned minds of the Imperium meld into a gestalt. This fact is kept as a most holy secret, and the Fabricator is always addressed as a singular person; however, the cyberskull-tipped dendrites that snake around his immense humanoid frame are capable of carrying on separate conversations with a dozen people at once.

    The Fabricator is terse and dismissive with the other High Lords. Many consider this a common foible of the Priesthood of Mars, but others whisper that he has spent the past 4,000 years plotting for the Mechanicus to either seize control of the Imperium or secede entirely.

    Less august personages who have cause to speak with one of the dendrites are often surprised by the Fabricator's casual conversational tone, and even sense of humor. In truth, the third mind-fragment added was of a Grand Magos known for cognitive and social programming techniques; the Fabricator will converse in whatever manner best suits his/their ends.

    The Master of the Adeptus Astra Telepathica uses the name Clarity and appears to be a beautiful girl of around 18. Her hair is white (a common side-effect of sanctioning,) her skin is a rich, dark brown, and her eyes are hidden by a band of blue and gold embroidered silk. She is cheerful, friendly, and astute, and laughs often. While they continue to present a united front to the outside, the Adeptus is deeply concerned about the Master.

    It is common (though secret) practice for the most senior and powerful Psykers in the Adeptus to adopt new bodies when their old ones are rendered unsuitable by age or the ravages of warpcraft. A suitable body is selected from among the vast cull of the unsanctioned, and is specially processed to receive the soul of the honored elder. The transition is overseen and assisted by the elder's colleagues. The discarded body dies, the less important soul is eroded and consumed, and in the end the wise and powerful Psyker is gifted with new, young, healthy flesh in which to continue to serve the Imperium.

    The Master of the Astronomican

    This man is a bald, robed figure, standing 6 feet tall, his body seeming gaunt, but hidden behind his robes. Around the crown of his head is inscribed 8 ancient sigils. Each a these symbols represent, and are attuned to, one of the eight greater tones of thought. His robes are a stark white, and the hems of the sleeves and lapels are inscribed with the lesser tones of thought and emotion, each an elegant combination of the greater tones. His walk varies from short shuffles to broad steps. He hums constantly, his movements and gestures in time with the mentally audible and never-ceasing psychic song he sings.

    The sigils around his crown seem to glow slightly as he talks, the archaic symbols shimmering as to the emotions and audible tones of his voice. His hum only stops as he speaks, and even then, his soft, nearly angelic voice continues to change tones, making all speech a continuity of his song.

    His visage is constantly that of utter joy. It is said that he is the happiest being in the universe, as his position is so close to the psychic being of the emperor that be basks in his light constantly.

    Unfortunately, every moment he spends at the Astronomican is one of true pain. He guides the choir that sings the song to light the beacon for all of humanity. Such is the pain that the choir feels as their bodies are drained, it flows into the Master, who must hold it at bay as the psychic chants are focused. But he knows the every moment he spends to keep that candle lit is another moment he helps humanity survive.

    The Grand Provost Marshal of the Adeptus Arbites

    This leader is a man who shows only the utmost discipline. He always stands straight, his back as rigid as the law he brings. His hair is kept in a short buzz cut, the follicles a glossy black. He wears a black suit, reminiscent of those worn by the adeptus arbites. His clothing is passed down, from Provst Marshal to Provst Marshal, each one inscribing his name on the inside of the fabric. This suit is adorned with golden accents, made of an alloy of adamantium and precious alloys. His right eye has been replaced by a sleek, ancient cybernetic implant. The Grand Provst uses this augmentation to monitor people's biorhythms, looking for indications of deceit or of someone withholding information. His craft so perfected and practiced that it is said he can even predict a person's mannerisms and behavior by watching them for only a minute. In fact, this implant is also an ancient heirloom that each Provst Marshal uses, and it stores information of every being it purveys.

    He is the only one allowed to bring a weapon into meetings between the High Lords. A precaution agreed upon after the coup'de'taut lead by Goge Vandire. The unassuming las-pistol holstered at his waist has never been used, and is hoped to never be necessary.

    The Provst Marshal remains quiet during meetings, only speaking on matters of law or, when the time calls for it, enforcing laws and codes made for the High Lords themselves to maintain balances of power and to keep the meetings orderly.

    He has only stood during a meeting on one occasion as a disagreement between two High Lords reached a raising of voices. The room instantly became deathly still without a single word from him. With a straight back, he looked between each of the High Lords before sitting back down in his seat, his lips not parting or moving in the slightest. A compromise was reached within an hour.

    The point wasn't that they would refuse to disarm so much that some of them are literally incapable of disarming. All the psykers, the Grand Master of the assassins, and the Fabricator-General cannot disarm, as their weapons are built into their bodies or actually are their bodies. Maybe make it a symbolic thing, that the Provost is the only one allowed to carry a non-concealed weapon. Also, I know it's late for you, but some basic proofreading wouldn't be amiss.     The large, powerful form of the Grand Master of Assassins is topped with a face, tired and laced with sadness. His dark skin shows deep wrinkles and lines, his hair very short and in tight curls. The slightly gray haired man walks with dignity everywhere he goes. His clothing is a regal looking suit of black and silver.

    Despite his physical appearance and position, the High Lords consider him an exemplary character. He prays at the Emperor's feet daily, never raising his eyes to actually look at his lord and savior. This is not out of horror or disgust, but out of the utmost respect and servitude.

    To each Grandmaster of Assassins is passed down a kill order on each of the High Lords of Terra, signed and ready. These dangerous documents are stored in an old reliquary, only know to the Grandmaster's themselves. The first Grandmaster secretly gifted an assassination order against his position to the Provst Marshal in order to complete the circle of balances. This secret died with the first Grandmaster, but is passed between the Provst Marshals, ready to be enacted upon if the time ever calls for it.

    The Grandmaster of Assassins' mind is a powerful tool of deduction, he has stopped whole planets from falling to civil unrest or war with key assassinations of seemingly unrelated characters. His cognitive abilities are said to only be outmatched by the Fabricator-General himself.

    I like to think the barman is a Drednought. A very old, very understanding Drednought. He's quite literally heard it all before. He even had some of the primarchs in their, back in the day.

    This is actually the reason why the memorial bar remains so intact despite the ravages of the heresy. Both sides liked the place so much that they fought away from the area, so that it could be claimed by whoever was victorious. It is rumoured that during the siege of the Emperor's Palace it was the only reasonably safe place on Terra, where loyalist and traitor could recuperate before the grand battles. None could face the prospect of being barred for life from this hallowed space.

    The Ecclesiarch of the Adeptus Ministorum

    This fiery man is know for his stern demeanor and iron fist in dealing with matters associated with the Imperial Cult. He wears a crimson gown with a single gold chain around his neck, the thin necklace adorned with a single, golden Double Aquila symbol. Despite his old looks, he remains active and requires no assistance in his daily activities. He is said to be empowered by the emperor himself, his faith sustaining his body past its natural lifespan.

    He has personally ordered and overseen seemingly countless crusades against heretic controlled worlds. Though he morns the loss of every human life turned heretical, he almost relishes in the defeat of the unfaithful, bringing glory to the God-Emperor. His sermons are so inspiring and so powerful that they have been recorded and are required viewing at Imperial Shrines on as many worlds as they can distribute copies to.

    It is no secret that the Ecclesiarch detests cybernetic implants. He considers it vanity and impudence to modify the human body, which he considers to be the image of the Emperor. He does however, understand the necessity in circumstances. He is often found in deep arguments with the Fabricator-General over the philosophy and morality behind cybernetic augmentation. Despite the Fabricator-General's massive intellect and data storage, they argue on equal grounds, such is the Ecclesiarch's passion.

    It seems like, the way /tg/ is writing it, that the High Lords are neither ineffectual nor corrupt. They just have to large an area to govern and too much shit to put up with. Similarly, they all get along fairly well with one another, because every High Lord knows that, uniquely, no other Lord is gunning for his position. In fact, High Lords probably fear their peers least because they each already have as much power is attainable and have nothing to gain but everything to lose by fighting. This means that they can chill, relax, maybe have a couple beers with one another, and no-one else.

    There's a whole lot of power to go around in the Imperium. If you just want some power to abuse, enough to surround yourself with bitches and get your enemies killed... you can hit that level as a planetary tax assessor. Being a High Lord is WORK. You don't get High Lord unless you want it more than literally millions of other potentials, so the High Lords are driven and competent.

    Also, good point about the competition. The Ecclesiarch needs to watch every cardinal and bishop beneath him trying for his position... but he doesn't need to worry about the Marshal of the Arbites. Within their own organizations, they fight for position, but with each other, they only fight for the advantage of their factions and the benefit of the Imperium at large. Mostly, they probably just try to run things as well as they can.

    The Captain-General of the Adeptus Custodes is a simply enourmous man incased in the jet black armour of the Custodes. The armour is 10,000 years old and has been passed down from General to General since before the days of the Horus Heresy. His right hand is a massive power claw that is rumoured to be the very same that the Emperor used when he walked among his people. If true then this would be the most sacred relic in the entire Imperium.

    When watching him one gets the feeling of a predator at rest, still but ready to impart death at a moments notice. Though almost always covered by his helmet many have reported that his eyes are never still, constantly searching for the slightest aggresive or suspicious movements. Those few who have seen him without his helmet report a striking man with black dreadlocks a beard and dark skin. With a personality bordering on indifference on subjects outside of directly guarding Terra he nethertheless has perfect memory of all discussions and opinions stated in the meetings.

    As the Captain-General of the Adeptus Custodes he is physically the most powerful member of the High Lords and has final say about all situations regarding the direct managment of Terra and the Imperial Palace.

    Lady Lillienne Benetek-Sinde, The Paternoval Envoy of the Navigators, is 363 years old. She looks approximately ten percent of her age.

    The utter necessity of the services of the Navigator houses has gifted them with immense wealth. This wealth has led in turn to a life of incomparable luxury. Lady Lily, as she insists her friends call her, is the lovely, charming, poised, and decadent result.

    Her position is less constantly demanding than those of her collegues. The contracts defining the Navigators' duties, rights, and pay are millennial old. The maintenance and breeding of the Navigator gene is left to medically-trained underlings. Lady Lillienne has little that requires her direct attention.

    As a result, the Lady is something of a peacemaker at the council table. As she rarely has a direct stake in a dispute, she can act as a mediator, using precisely gauged flattery and bon mots to guide conflicts toward resolution. For this reason, she is invaluable to the smooth running of the Imperium, and her subtle control over the council's decisions should not be underestimated.

    It is therefore troubling that, of all the High Lords, she is closest to being tainted by Chaos. Decadence is ever a trap for the wealthy, and she skirts perilously, titillatingly close to the edge of corruption.

    Her drinking is thoroughly under control, though her capacity is legendary. Her drug use is moderate. Her male and female companionships, while frequent, are not really excessive. But the fact remains that once a month, she has a beautiful young man delivered to her quarters, so that she can make carnal use of him while slowly killing him with her Warp Eye. She finds the sensation of a soul's destruction, so close, at such a time, utterly captivating.

    The Paternoval Envoy of the Navigators

    While the Paternoval Envoy is elected and changed on a regular basis, the Paternova himself has not changed in over a millennium. Such is the strength of the Navigator's mutation, the current Paternova appears to be a 60 year old man.

    The Paternoval is kept secluded in a palace dedicated to the guidance of navigators. As with all navigators, the Paternova has a 'third eye' in the center of his forehead. While some navigator's eyes manifest non physically or only as small eyelets, the Paternoval's warp sense is so great that seemingly the entirety of his forehead is a lustrous jet black 'eye'. Not being a man of finery, as he never personally appears before the High Lords, he wears a loose white garb with a high collar.

    The room he occupies is kept pitch black with no other people in the room, as the dangers of staring into a warp eye are too great. He paces his room endlessly each day, turning deftly to gaze out into the Empyrean. He strives for premonitions, sensing ripples in the warp, making predictions and prophecies. His envoy brings these before the High Lords on occasions of importance.

    The current envoy is a woman appearing to be in her thirties, the slow aging of navigators placing her true age in the range of 200 years. She comes from a 'weaker' house of navigators, chosen for her dedication to duty and the fact that she could not threaten the power of the larger houses. The envoy wears a shimmering dark purple silk shirt, having a slight fascination with the color of her most experience subject, the warp. During meetings, she dons a ritualistic head band, bearing visual similarities to a psyker's focusing device. This covers direct sight to her warp eye and shields the High Lords from a prying eye into the ripples they create in the warp.

    I have no doubt that she takes great pains to keep this particular habit a secret from the other lords, but especially from the Inquisitorial representative. While none of them would move directly against her, she is just an Envoy and therefore replaceable. I especially doubt that the Grand-Master of the Grey Knights would be keen on that habit. If word got out, pressure might build on the Paternova to keep his charge in line, or else replace her.

    Time to speculate about POLITICS!

    The Master of the Administratum is the most directly powerful of the High Lords, but he is also the least free to act. The Administratum runs almost the entire Imperium, and this monumental task is far more important to him than bickering with the other High Lords. He considers himself the chairman of the council, and does not take sides in factional disputes.

    Wants: things running harmoniously.

    Implied threats if he doesn't get his way: increased taxation, bureaucratic gridlock, your home planet starving because no one delivered the food.


    The Fabricator-General also considers him/theirself the most important being on the council. Double-headed eagle, remember: he controls the Mechanicus half of the Imperium, and these eleven fleshlings control the other half. Sides with the Administratum, on those occasions when the Mechanicus isn't the one causing the dispute.

    Wants: More worlds under Mechanicus control, and less interference in Mechanicus matters.

    Implied Threats: if the Techpriests stop working, hive worlds choke, ships hang in the sky, the IG grinds to a halt. Things go neolithic within a few years. Some suspect the Fabricator may actually be planning this as a play for greater control of the Imperium.

    I figure the Administratum, Mechanicus, Ministorum, and Inquisition are the power players. They make most of the big policy decisions. The other High Lords need the support of at least one of them to get measures passed.

    The Ecclesiarch is one of the three most powerful people in the Imperium. It's debatable whether he is more or less formidable than the Master of the Administratum or the Fabricator-General, but neither has anything like his sway over the common people of the Imperium. Belief can move worlds, especially when manifested as trillions of fanatics. Sees it as his duty to oppose the expansion of Mechanicus power, as the Omnissiah is merely a facet of the God Emperor, and the people would be better off worshiping the Emp. directly.

    Wants: more piety, more holy wars. Less variant faiths, like those of the Mechanicus and Space Marines.

    Threats: If he says the God-Emperor doesn't like you, a trillion fanatics boycott or wreck your shit.

    Now, it's never been addressed, but I think that the Inquisition may control the means of production as far as some of their tech goes. It's not like them to be beholden to anyone else, and if the AdMech controlled their flow of goods that would make them the most powerful faction bar none. So, while the =][= buys stuff from the AdMech and makes a show of subservience in that regard, it wouldn't surprise me in the least if they had a few secret foundries tucked away all through the galaxy.

    The Grand Master of Assassins ("The Killmeister," or "Lemmy" to his friends) doesn't make big policy decisions. Instead, he proposes quiet solutions to problems. Sometimes comes in conflict with the Arbites, who like things settled officially and legally, and the Guard, who like things settled definitively and overwhelmingly. Occasionally lends a word of support to the Ecclesiarch in disputes with the Mechanicus, but rarely enough to imply a threat. Is thought to be friendly with the Master of the Administratum, as they share a love of things going quietly and smoothly.

    The Mechanicus IS the most powerful single faction. Second head of the aquila, remember? They have their own religion, their own worlds, their own armies and fleets.

    Thing is, they're internally fragmented and tightly woven into Imperium society. It's not that the Inquisition controls foundries, it's that certain foundries are run by techpriests more loyal to certain inquisitors than to their superiors in the Mechanicus.

    The Emperor dies, the Astartes and Inquisition run off to the edge of the galaxy, and the Mechanicum is tasked with keeping everything from blowing up. The Mechanicum, like ComStar, handles communications and technology. Conventions are drawn up to prevent the use of world-devastating weapons and the like.

    Each Segmentum becomes its own "successor state".

    Well the AdMech does produce and maintain everything it still relies on other sectors of the Imperium, most notably the Administratum (where do you think those barren Forge-worlds get their supplies from?), they also call on the IG for military support, though they do have considerable military might.

    As another anon said, some Magos don't always follow the Fabricator-General. But the point is that the AdMech can't do what ever they want, they can't just suseed from The Imperium and they can't dictate the terms of every single treaty, because they don't have all the power.

    Sure, without them everything would fall to bits in less than a year, though the same can be said about most of the other High Lords, let me put in into order of importance:

    The Master of the Administratum - High
    The Ecclesiarch of the Adeptus Ministorum - High
    The Fabricator General of the Adeptus Mechanicus - High
    The Master of the Adeptus Astra Telepathica - High
    The Master of the Astronomican - Medium
    The Grand Provost Marshal of the Adeptus Arbites - Medium

    High: The Imperium can't function without for more than year, or controls huge amounts of military power.

    Medium: Has little military power, merely represents a faction, or has little to do outside of their primary roll (Astronomican only needs to acquire new psykers and beyond that have little they can do with authority, even though they maintain the Astronomican and subsequently all warp travel, it's unlikely they'd ever hold others to ransom with this)

    The Astronamican and the Navigators are both utterly vital for starships to function. If starships don't function, there's no Imperium. I'd rank them both high.

    If the ships are functioning, then there's still communication even if the Astropaths fail. I'd rank them medium.

    Kudos for the interesting way of looking at things.

    And yes, the Mechanicus can't just do what it wants. If it could, the Fabricator-General would be the ruler of the Imperium, rather than just one of the three most powerful High Lords.

    I still maintain that the Mechanicus is the most powerful single faction. Every faction is dependent on every other, which is why they're parts of the Imperium rather than separate nations.

    Yes, he's very loyal and very powerful. He's one of the 12 most powerful people in the galaxy. But of those 12 people, he's one of the less influential. He can have anyone killed, but he doesn't have billions of people under his direct command, and the Imperium could continue for a while (albeit not as smoothly) without him.

    We not talking about every single member of the Navis Nobilitas here, just the Paternoval Envoy of the Navigators.

    At the end of the day individual clans, houses, or families don' truly answerer to the Paternoval, they answer to the Imperium, if they suspended all warp travel then it would quickly be over come--in other words, Navigators do hold massive amounts of power, but it's essentially a red button that would kill them as well.

    That's the case with any of the factions that could bring down the Imperium. The Navigators have more leeway than that, though. They can do a partial strike. If the Envoy reports to the Navigator houses that the High Lords are trying to screw them over, they suspend all warp-navigation services except those they deem absolutely vital. They can do this to a greater or lesser degree, depending on how much pressure they want to put on the Lords.

    The Navigator Houses are basically a bunch of hereditary trade unions. They compete with one another for contracts, but they look after their own, and they know how to use collective bargaining to get what they need. The Paternoval Envoy isn't their boss, but she does speak for them.

    There are complicated relationships between each faction that keep them in line.

    For the sake of example:

    AdMech > Inquisition > Navigators

    The AdMech can call in favours/bribe Inquisitors (with powerful tech, of course) to be harsh on the Navis Nobilitas (since they're essentially warp infused crazy mutants just waiting to become a demonhost) in order to get the Nobilitas to provide better Navigators for once of their new ships. However, the Nobilitas could go to the Adeptus Astra Telepathica and get them to stop providing their best Psykers to =][=, thus the cycle continues.

    If they went on strike it would be *BLAM* HERESY, until they go back to work, and then The Imperium has a massive shortage of decent Navigators for a few hundred years and as a result 2,000 sectors are lost and billions of vital food supplies don't reach their destination on time-causing hundreds of thousands Hive famines.

    But seriously, due to pretty much being abhumans and at serious risk of demonic possession there are more than a few Inquisitors that would like to destroy the Navigators, and many more who don't trust them. As such, I'd suppose that they'd ready to move in on the Navigators Quarter and any other major Navigator houses, just waiting for something like this to happen.

    The Navigators are THE most important faction in the Imperium.

    But anyway, everything we've been discussing is extreme-circumstances, worst case scenario stuff. The Mechanicus isn't going to turn off the ventilators in the hive cities, the Assassinorum isn't going to kill all the High Lords, and the Navigators aren't going to go on strike.

    It's just that each faction uses what they conceivably could do (and every faction could cause a lot of trouble) as leverage in negotiations.

    Nah, you can warp-navigate without Navigators. It's just a lot slower, you have to stick to pre-planned routes, and you need bigass cogitators.
