    Sup, /tg/. I could have asked /co/ for help with this, I guess, but have you BEEN there? It's all ponies and fap threads.
    Anyway...
    Going to run M&M 3 for some friends. I have selected my group carefully, only people with some degree of familiarity need apply, so I've got the right audience.
    My players will be playing neophyte super heroes, operating under the watchful eye of the JSA or JLA, seeking the approval and regard of their more established counterparts. Think Young Justice (the TV series) without the Sidekick angle.
    I've decided to open think up with a storyline revolving around one of my favorite villains, the Joker.
    I'll post what I've worked up so far, and I'd like any of you /tg/ dwelling comic nerds to help me brainstorm.

    “The state of politics in America is shameful. It's like everyone has gone crazy!"

    In an attempt to ride the cresting wave of dissatisfaction among America voters and to take control of a new political movement, one of the major political parties backed an independent candidate without really checking that candidate out as well as they probably should have.

    The funneled millions of dollars of out of state money in to private accounts (not technically legal, but who cares? it’s politics!) to fund the campaign of one “Jack Napier”, a conservative firebrand known for his reclusive nature and overwhelming web presence. His political website, which lambastes both parties, has made him a indie favorite in Gotham politics. He was a third tier candidate at best, and nobody paid much attention to him, but when scandals rocked the campaigns of both the front runners for the mayoral seat a week before election day (one arrested for producing child pornography, and the other for the murder of his wife), Jack Napier suddenly became the only legitimate candidate. He won by a landslide.
    And his first act as Mayor was to pardon himself out of Arkham Asylum.

    The Joker, running under the name Jack Napier (the legal name given to him by the criminal justice system), had gotten himself elected Mayor of Gotham.
    “I kept hearing about how crazy politics had gotten, so I figured, why not throw my hat in?”
    Joker released most of the the prisoners from Arkham and Blackgate on a new ‘work release initiative’, in other words, you can get out if you agree to work for the Joker. His gang quickly took control of City Hall, and Joker used his legal authority to fire Commisioner Gordon after it became clear that he wouldn’t play ball.
    Worst of all, everything the Joker has done is legal. There are court cases pending against his campaign, but the Gotham City Charter had been so thoroughly swiss-cheesed by corrupt politicians over the last two decades that nothing the Joker has done up until now has been against the law. And until he does break the law, he is the legal Mayor of Gotham.
    Of course, that doesn’t mean that Joker’s ‘staff’ have been innocent of any crimes…

    Well there are now a lot of different views and opinions in this work release program about what the best way to use resources are. Maybe instead of internally picking which proposed plan there is the mayor could insist that the public vote for what they want to have happen. In other words the people will be picking what major crimes and what not the work release villians will be committing upon them.

    I figure the Joker'll probably hire some Blackwater clone to come in and 'keep the peace in Gotham', since the cops won't work for him. Guy's a maniac after all.
    It'll be all downhill from there, as a few weeks go by, the Joker still hasn't commited any crimes that can be directly traced to him... there have been some 'scandals' by members of his administration, but Joker himself, and his inner circle are biding their time... mostly just to drive Batman up a fucking wall.
    At the same time, Joker PMC Jackboots are turning Gotham in to a police state, (the irony of which is not lost on Joker), and impose a 10pm curfew. Violators will be shot. This further restricts Batman's movements.

    As for Joker's endgame... I don't have one. Hell, he probably doesn't either. That's kind of how he rolls, after all. Brilliant up front plan, but if the Batman doesn't show up to kick his ass, he kind of runs out of material.

    Yeah, 4th string heroes. No where near the resources or pull of the JLA or anything, so it'll probably turn in to a 'guerilla crime fighting' campaign until the story wraps up.

    One of the nice things about doing a campaign like this, as opposed to actually writing a comic, is I can get away with shit that DC would never do.
    I have an idea for a prominant religious movement that thinks of Superman as not only the Last Son of Krypton, but as the Last Son of God. If DC did that story, it'd be resolved in a month, and would end with Superman calmly explaining the religious whackos how wrong they were. In my game? That's not gonna end SHIT. Because you can't reason with crazy.

    Like I mentioned in the top post, I hesitate to ask /co/. It's pretty nuts over there. Figured I'd get more constructive plot ideas out of gamers than comic nerds. This board is about interactive mediums, /co/ is about passive ones.

    And yes, Joker is doing all of this to fuck with Batman. Isn't he always? Staying out of trouble himself, drawing out the legal challenges to his office, he'll be able to stay in office for MONTHS like that, and Batman knows it.

    At the same time, he convinces/intimidates the Arkham and Blackgate boards to release plenty of prisoners who have no right being on the street. Both institutions become revolving doors.

    Maybe he'll even try to give Harvy Dent his old job as DA back? Dent might even accept... of course, Two Face and Joker don't get along... I guess it'll come down to a coin flip.

    The joker is probably going to be pushing a sort of "Government as a form of mass hysteria," angle.

    "Listen! You here that? Those are teachers, mothers, hard working joes, real salt of the earth people with families and nine to five jobs. And they're all baying for blood! My blood your blood it doesn't matter just as long somebodies being torn apart by the mob. Yesterday they were law abiding citizens, more the willing to let their neighbors be dragged through the streets by jackbooted thugs in the name of order.

    I'd suggest Riddler as well; he's an arrogant bastard and doesn't really like worrying anyone, unless he's trying to make a game out of this, letting Batman do his thing and taking advantage of the chaos. Not sure others in his Rogue's Gallery might take to this. Probably'll enjoy it, especially Scarecrow and Penguin (though Penguin wouldn't like working for Joker either).

    Given that the Joker is likely to strong arm people into thing, it wouldn't be a bad idea for the PCs to eavesdrop on him, as well as protect the civilians of Gotham, maybe under the name of Wayne Interprises or something akin to that. Joker's government wouldn't take kindly to that. But there's got to be a way to out Joker eventually, that goes without saying.

    Zsasz should be head of Human Resources. Just a thought.

    I can definitely see this becoming one of his greatest lasting jokes. Two-face gets criminals off that Joker needs to run his enterprise, and for useless criminals to keep Dent lookin' good, he lets ol' Harve throw the book at'em, appear 'tough on crime,' and make people go "holy batarangs I don't care that we know Joker is trolling us with this, HE IS STILL THE BEST MAYOR WE'VE HAD SINCE THE '60S!!!"
    After all, if he kills EVERYONE he has no one to prank. All of Gotham is now 'safe' to a point because they have become a second less intelligent Batman to Joker. They will take every bomb threat, every smilex gas leak scare, completely seriously, because with someone like Joker, you just can't tell if srs.

    Also it would finally be a goddamn chance for Ivy to go truly straight. There is too much snapback for Ivy. This part of Batman feels too Simpsonian. She 'learns' to use her intelligence and powers for good and then some retarded contrived event makes her go back to her old self (like when she was running a greenhouse-slash-orphanage)
    Maybe if she spends an entire arc doing non-smilex related medical research she can break out of this rut, like how Catwoman basically steals to get her husbando to show up, not because she needs the money.

    Also, I love the idea of the Joker basically turning Gotham into Arkham writ large. I wonder what Harley is up too...

    And the rest of the Batfamily as well. Batman has an extensive network of allies to call on, remember, including the Outsiders (which is why I think the PCs should be them), Batwoman, the Robins past and present, Oracle, The Question, Huntress, hell even Superman if things go too far south.

    If things go from bad to worse, this could end up becoming No Man's Land all over again.

    Possibly the Penguin is going to come out as the main man for law and order, and possibly even the greatest source of opposition. Firstly because he can't let the ruffians run wild over the city the Cobblepots built, and second without Batman's protection and the rule of law suspended, all the various super criminals and mob bosses he helped Batman and the police catch through his greymarket information are going to be after his tail feathers.

    Gotham is built around the site of a failed Satanic ritual which summoned a metaphorical hunter-killer chronovirus that becomes Gotham. Like, it's a genius locus. It's built on the site an Indian graveyard, a Lazarus pit, and the den of a Cthulhu-type that's been sleeping for the past 40,000. It was chosen as the Anti-Bethlehem by the Religion of Evil. It was the site of the filming of Batman and Robin.

    My group likes to joke about how the economy of Gotham is entirely supported by a combination of empty real estate and themed costume rental businesses.

    Like, there's an episode of Batman TAS, it's the Mad Hatter origin episode, where Jervis goes from disgruntled employee to having henchmen in a walrus and carpenter costume within the space of like 40 minutes.

    Mayor Joker is pretty much gonna be the Bat-clan's problem. But with Joker in charge, they're going to have to play things stealthier than ever. Staying undercover, going underground (literally, once the PMC snipers hit the rooftops looking for anything with a bat on it), and playing it smart rather than hard.
    Oracle will be an invaluable resource.

    The Joker is not an anarchist. He is not a serial killer. He is not Batman's gay lover; at best, he has an interest in Batman's nature and that's about it. If the Joker were ever elected in to Gotham politics, especially as a leader, he would be doing it to get wealthy and retain this power. He wouldn't need to set Arkham free, since everyone in there is a fucking lunatic who can't be trusted with a metal spoon let alone any political sway, and if anything he would try to lock up every other designated Batman bad guy just so he could keep at the top.     Stop making everything he does revolve around fucking Batman.     So. Back on topic.

    This thread needs more Red Hood/Jason Todd. Before the whole 'battle for the cowl' thing had him coming of like a total nutball.

    So, Jason Todd catches a case of the not-deads, does the whole Red Hood story thing, fails to kill Joker, buggers off for a bit. He's sitting around some shitpile in Cambodia or whatever, when he hears the news: Joker Elected Mayor of Gotham.

    Well, can't let that shit slide, can he? And like that, it's back on. He makes his way back to Gotham, and starts trying to find a way to off Joker. He's gonna need some resources in town, though... semtex and sniper-rigs don't buy themselves, so he hooks up with Penguin and Black Mask's outfits, which have temporarily started working together. His plan? "It's simple: Kill the Joker."

    Mask is still bitter about the whole Hood thing, but Joker is a lot worse for his business than Hood ever was. And besides, no one else in Mask's outfit has the juice to take down the Joker's people (he's tried), so he's backed in to a corner. The Hood is his only choice. Cobblepot acts as a mediator between the two, to keep the across the planning table gunfights to a minimum.

    So that's two huge crime syndicates working in Gotham. Joker and his allies (Harley, MAYBE Two Face when the coin comes up the right way, PMCs, Ra's from behind the scenes, maybe) and Sidonis, with Red Hood and Penguin.

    Most of the rest of the Arkham Rogue's Gallery are just doing their own thing, and trying to stay out of the way of the crime war. Scarecrow is being a nutcase, he'll make for a good foe for the party to beat on. Likewise Ivy, doing the plant thing.
    Freeze will be keeping to himself, until he needs some super-science McGuffin to keep his ice-cube wife from thawing.
    Riddler... I think will be doing the PI thing. Working both for, and against City Hall, because he's smart enough to know that it's only a matter of time before the Laughing Gas gets passed around.
    Croc'll probably be working for one faction or another. Bane too, most likely, maybe bringing along some heavy hitters on a watered down version of Venom. He'd probably side with Black Mask's team, so I guess that puts Croc in the Joker column.

    Mad Hatter I could see working for City Hall. Need to figure out where his mind control shtick would best work.

    -9 months - The Joker, while in prison, is granted access to the Internet. It keeps him busy, so that suits the Warden fine. He spends a few days trolling internet forums, and then strikes upon an article on a political blog, an op-ed piece detailing how "insane" the state of Gotham politics has become. With that simple analogy, the Joker gets the idea to run for Mayor of Gotham.
    He starts a political blog of his own, under the name Conrad Veidt (The Man Who Laughs), and bribes several other political blogs (using agents and funds outside of Arkham) to reprint his articles on major political news sites and blogs.

    -8 months - The League of Assassins has been keeping a close eye on Gotham, and has even infiltrated the Batcave's secure network. The entirety of the Batcave system are not open to they, but that can intercept certain automated tracing programs. One of these programs hits upon the name "Conrad Veidt" as a potential alias for the Joker, and traces his IP back to the same hub that services Arkham Asylum.
    Ra's has his agents insure that this red-flag is never seen by the Batman. Instead, false data is transmitted in it's place, leading the Batman to believe Joker is contained, for now, when in truth he is already hatching his next scheme. Ra's also intuits what Joker is up to when he begins to research the Gotham City Charter, and googles "How to run for mayor :)" Due to the shocking levels of corruption in Gotham City, the conditions required to hold public office in the city have been relaxed to an astonishing degree. Criminal convictions, even felony convictions, do not preclude a candidate from holding office... and as an oversight, the candidate doesn't have to prove citizenship. They need only to have paid taxes in Gotham City for 3 years. Which, as it turns out, Joker has. He files his taxes detailing all his legal earnings (usually a few dollars from Arkham work programs). He does it laughing.
    -7 months - Now understanding the Joker's plan, and thinking it perfect for pushing the Dark Knight to the brink, Ra's aids the Joker from behind the scenes, smoothing "Conrad Veidt"s entry in to Gotham politics. The Joker is also greasing palms and playing the intimidation game, but he is still *surprised at how easy it is.*
    Ra's has the League reinforce the false identity of Conrad Veidt, so that no intrepid journalist will be able to discover anything is amiss.

    -6 months - Campaigning for the Mayoral Election is now well under way. Ra's ensures that the campaign's front-runners are both men with dark secrets... secrets that can be revealed at a crucial moment during the campaign. Retiring Mayor Hill even goes as far as to endorse one of Ra's chosen candidates, and the stage is set.
    -5 months - Conrad Veidt's rise in Gotham politics is nothing short of meteoric. And when he manages to tap in to the growing popularity of the "Freedom Party" (a movement based entirely on dissatisfaction with the current administration), he quickly becomes a name of great interest in the political arena.
    -4 months - Conrad Veidt's popularity continues to increase. His blog now has a growing list of dedicated followers, and his name has even been mentioned once or twice on cable news. At this point, Ra's hardly needs to do anything else. The Clown has all the momentum he needs, and just in case, Ra's has his own final trump card to play.
    -3 months - Conrad Veidt is now being repeatedly asked for television interviews, but declines them all, sighting a 'disfiguring accident'. Instead, he sends verbose written responses to any questions posed to him, and in this manner becomes a public figure by proxy. This mysterious reclusiveness serves only to accelerate the media buzz about him.
    -2 months - the media is now desperate to find out more about Conrad Veidt, and he is happy to provide them with details. From a distance, of course. Only one reporter manages to get close to the truth, and the League's agents throw him off the scent... non-violently. In order for Joker's plan to work, there must be no crimes committed in Veidt's name.

    -1 month - the election approaches quickly, but despite Veidt's cross party appeal, his is still a distant third to the two more connected front runners. But Ra's had planned ahead, and one week from the election both campaign suffer devastating setbacks... one candidate is revealed to have been complicit in the creation and distribution of child pornography, and the other become solidly implicated in his wife's murder some years ago. With both candidates suddenly unelectable (and headed to prison), "Veidt" is now the only candidate running.

    Election Day - Veidt wins by a landslide, and his first act as Mayor is to authorize the release of the Joker from Arkham Asylum using a little known stipulation put in place by a previous Mayor who had a long standing alliance with several nefarious figures. Once freed from Arkham, the Joker head straight for City Hall, climbs a podium, and announces the truth: he is Veidt, and Veidt is Mayor of Gotham. Several police offers mob the Joker right away, and he takes the beating, laughing all the while, before Gordon steps in to stop it. The assembled crowd begins to panic with the Joker's arrival, and police order the crowd to disperse. No one knows what's going on for a while. Things calm somewhat when the Batman is seen on the roof.
    Once inside city hall, surrounded by police and lawyers and city officials, Joker explains the gag. How it all worked. How he's been elected, truly, legally, and there's not a damn thing they can do about it. Not for 90 days, anyway, at which point the city council can call for a vote of no confidence to recall the mayor.
    Until then, the city is his.
    Back at the Batcave, Bruce Wayne is enraged. How had he missed this? Worse, the Joker's claims are true... until he commits a crime, his release from Arkham is legal under the mayor's authority. Batman has no choice but to watch and wait, and try to mitigate the damage.

    Day 1 - Using the Mayor's authority, the Joker begins to interview patients at Arkham and prisoners at Blackgate. He is starting a new "work release program", rewarding good behavior with time off. In other words, he's building a new gang, the biggest in the city's history. But the Joker is careful not to implicate himself in any crimes, he leaves that to his assistants, such as Harley Quinn. He knows Batman will be watching, so he plays things carefully, any misstep will see him impeached, so he himself must be unimpeachable. His staff, on the other hand... well, any number of them can resign in shame over their criminal activities.
    The Police are barely holding on to control of the city. The citizens are in a blind panic as the realities of the situation break on the news. Adding to that, Gordon has to quash suggestions of a walk out or strike, trying to explain that it's exactly "what that madman wants!" He has his hands full.
    Day 2 - Poison Ivy is given control of the Parks and Recreations department in exchange for her agreement to keep to the parks. Harvey Dent is offered his old job as DA, and takes it when his coin comes up "good heads". But his hatred for the Joker has not lessened. His first duty as DA is to take up the assault cases Joker has filed against several members of the GCPD who 'roughed him up' when he presented himself at City Hall, and a wrongful arrest suit against the city.
    Day 3 - Black Mask is incensed by this new state of affairs, and begins to circle his wagons for war. A number of citizens flee Gotham, citing safety concerns. Hearing this, Mayor Joker vows to "clean up the streets!" and hires Darkwater, a Private Security Corporation to supplement the GCPD. In truth, the mercenaries answer only to Joker.

    Day 4 – DA Two-Face’s case against the GCPD and Gotham City are resolved. The cases proceed quickly, and while the judges balk at the situations, the letter of the law is clear. The cases are open and shut. When the smoke clears, ten GCPD officers are fired and incarcerated. The rumblings of strikes and walkouts at the GCPD increase.
    Joker installs Jervis Tetch (Mad Hatter) as his head of Human Resources.
    Mr. Freeze is paroled, and promptly disappears.
    Ivy sets up camp in Gotham Central Park, turning it in to a “Green Zone”. Violators are treated poorly.
    Day 5 – Two Face gets the legal challenges to Joker’s candidacy thrown out. Everything is above board, and while the Judge calls the proceedings a ‘perversion of the law’, the law IS on Joker’s side, for now.
    Citing previous verdicts again the city for unjustified assault and battery, and his inability to control his officers, Mayor Joker fires Commisioner Gordon, and replaces him with Lyle Bolton, aka Lockup.
    Commisioner Lockup pledges to the GCPD to clean up Gotham, at any cost. No matter who is Mayor. He organized strike teams to hit Black’s Mask and Penguin’s criminal operations, and some of the more gung-ho cops side with him. Together with the Darkwater teams, the attacks are savage, and horrifically efficient.
    The city is rapidly going to hell.
    Calendar Man is put in charge of organizing Holiday Festivities.
    Day 6 – In response to Commisioner Lockup’s attacks, Penguin, Great White Shark, and Black Mask form a criminal alliance of necessity. Just as they are finalizing their alliance, they find themselves host to an unexpected guest: The Red Hood. He wants in, and his plan is simple: “Kill the Joker”.
    The Riddler is hired as a consultant for City Hall… but he’s also working with Batman. Nigma is smart enough to know that eventually, Joker’s going to break out the laughing gas, and he has no interest in seeing Gotham strangled with it.

    Week 2 – Batman has been busy, both in the cape and out. The Wayne Foundation lawyers are desperately researching ways to get Joker out of office. For his own party, Batman and his allies have had their hands full with an drastic increase in street crime, since the GCPD no longer seems to be arresting anyone. Anarchy is not far from behind.
    In response, Mayor Joker announces a midnight curfew. Anyone seen out on the streets (or rooftops! ha!) after midnight is subject to arrest, detention, and in the event of resistance, assault by Darkwater strike teams.
    The second night after the curfew is enacted, Robin and Batgirl are discovered ‘breaking curfew’. They manage to evade their pursuers, injuring several Darkwater operatives, but this is all Joker needed.
    He makes Batman and his allies Public Enemy Number One in Gotham.
    Dent is keeping busy in the court system, prosecuting or defending criminals according to the flip of his coin.
    The Black Mask gang hires Bane to help augment their soldiers. The war between city hall and the crime syndicate heats up.
    Joker begins a program of ‘city beautification’ with new city ordinances. This involves hanging up posters, painting buildings green or purple, and incinerating vacant buildings, with the help of Firefly.
    The Scarecrow robs several banks, making liberal use of his fear gas.
    Clayface agrees to work for the Joker as a body double.

    Week 3 – the conflict between City Hall and the Black Mask Gang has reached a state of open warfare. Gotham has turned in to a warzone. Bands of armed men from either side clash in the streets. Gordon and a handful of loyal GCPD officers do their best to minimize human casualties. The Bat Family tries to help, but are hindered by the Darkwater soldiers, who are under standing orders to drop anything and converge on any sightings of a Bat.
    With the Bat Family all but driven underground, things are taking a turn for the worse.
    Superman and the JLA attempt to intervene, but are threatened with arrest by Mayor Joker.
    Jervis Tetch has been working on all the ‘human resources’ in the city, and has slowly begun to turn Gotham’s opinion on the Joker around. Subliminal messages, hidden in the posters hung around town reinforce the idea that while having Joker for Mayor is terrible, “there’s nothing we can do but accept it”. As a result, the Joker has the silent approval of the city, and by extension, the law in Gotham.
    Gotham is now truly his.
    Week 4 – Black Mask and his allies make their move while Joker is giving a public speech. Batman attempts to prevent Jason Todd from assassinating the Joker, but succeeds in stopping Deadshot, instead. Red Hood succeeds in shooting the Joker in the heart.
    The reprisals from Joker’s gang are swift and brutal. Any pretense of abiding by the law are done now. Power and water to the city are cut by Joker’s men, and the bridges out of the city are destroyed. It is No Man’s Land all over again. At some point, the players will discover that the man Todd shot was Clayface, not Joker. Joker has been busy elsewhere.

    Week 5 – The majority of the city believes Joker to be dead. The City Council calls for an emergency election (Tetch’s work), and the ballot is set for a week after Joker’s ‘assassination’. And this, of course, is Joker’s endgame. Election turnout is the highest on record, bolstered by the fear and insanity of Mayor Joker’s reign. But Joker has been busy, and all the voting locations (public places, schools, all owned by the city) have been rigged with Joker Toxin canisters. As the crows hit their peak, Joker plans to trigger the devices, killing millions.
    At the same time, Ra’s contacts Batman, and issues him an ultimatum. He has 48 hours to clean up Gotham, or Ra’s will clean it up his way. With Ninjas and swords and bodybags. Ra’s Deadline will expire on election night, in an attempt to put the maximum amount of pressure on the Dark Knight.
    Even without Ra’s ultimatum, the Joker’s “assassination” and the subsequent chaos have left Batman and allies no choice; they have to act at once or Gotham will tear itself apart. They team up to take down the Black Mask’s gang, The Red Hood, the Darkwater officers and Lockdown, and all the rest of the Arkham inmates still at large.
    Just as things look like they’re calming down, a message from Joker is delivered to the GCPD, now back under Gordon’s control, laying out his plan with the Joker toxin at the voting locations.
    Batman will send the players off to disable the toxins and wrap up the rest of Joker's gang still at large while he goes to deal with Joker.

    ...and then the players end up fighting Joker anyway. Somehow. Haven't figured it out yet.

    Like I said, rough draft. I'm going to change a lot as I go along, see what works, what doesn't, what plot threads the players show the most interest in. But it works well enough as a framework... hell, take this thread, get the DCA books, add water, and stir.

    It'll keep you busy a few weeks, easy.

    You could have Batman actually after Clayface, who survived the shooting. The players would then find out that the bat's following a false lead after cleaning up their part of the job, and head to stop the Joker themselves.

    Also, I do very much love what you've written there. I'd hope you've got sufficiently twisted plans for the Riddler's involvement, but other than that, it looks like you've got things all worked out.

    Yeah, I haven't thought up what to do specifically with the Riddler, but he's another one of my favorites, so I'll have to do it carefully.

    I'll probably have him catch word of my players, and decide they need to 'prove themselves worthy' of his help. By answering riddles, of course.

    Talked with some of my players... my roster now includes the daughter of a Silver Age Crimson Avenger type, a Lantern (of some sort, not sure which yet), and a gravity manipulator who's character is gonna need some fleshing out to not suck.

    Regular street character. No powers. Her dad was the same deal, way back when, and played himself in the movie serials. This was way before Batman or the Justice League, like the JSA days.

    Her dad always told her not to follow in his footsteps, it's a thankless job, you don't get paid, you can get hurt or killed, and the hours suck.
    But all she ever saw was the glamorized TV show version, so... how could she resist?

    I'll post some other ideas for this campaign I haven't mentioned yet. Most of em are pretty generic though.

    In a DC game, you can't really go wrong with the 'JLA Turns Evil' plot. There's a bunch of ways to to this... the alternate earth version of the JLA, Starro, magic, whatever.
    And it gives people a chance to punch Superman in his big dumb face.

    Okay, you know who doesn't get enough love? The Department of Extra Normal operations.

    They monitor metahumans and keep tabs on their activities, and the department head is a walking skeleton that can kill people by touching them.

    I always wanted to run a kind of X-Men dealy with them, where they would monitor and provide care for the children/monsterous offspring of Supervillians. Less of a school training them and more of an afterschool program to make sure they don't get into trouble

    So, we can assume that most, if not all Kryptonian life forms have some sort of genetic energy super-capacitance ability.

    So, maybe someone gets a hold of some Kryptonian sea planketon, and uses it as an energy storage medium. That'd make one hell of a duracell.
