We may well use an Observer, or VP-99's marvelous "Lol I don't die" exploration, along with sensors from the Storm and RVF-25 to see if we can identify what the distorations are.
One bad part about this setting is that we're going in blind. We know the setting, but NOT what's wrong with it.
We have Aurors that can scry, Farseers that can see far, Tosh that can contact a wide variety of things, and Cheryl, the alpha psyker.
Have the Aurors Scry the rough site of these distortions. Have the Farseers see if they can get a picture of the man or men who are causing the most distortions. Have Tosh see if he can psychically contact any of the Spirits of Hyrule. If the spirit of any of the Links or Zeldas survived, that's who he should get in contact with. And Cheryl just sort of acts as a Turbocharge 0vercl0cking unit for the other magic users.
Before we send out any probes to get a lock on where enemies are, keep teleport tracking on them. None of these enemies can CANONICALLY disable and control a robot with robot hax sue mind powers, but it never hurts to be careful.
Basically: Information Information Information.
If we locate any scrapped or disabled robots in a junkyard, send them up to the Gavs, Data, and X-com Engineers to see if they can pull any useful data from its core, and/or get a sense of how the robots are made, so that we may learn how to unmake them.
