    As was arranged last week, it is time to pick up where we left off of the Highlords' Grand Strategic Council, involving representatives of virtually every sector of every organisation in the Imperium.

    I believe we had just recommissioned Commissar Fuklaw, begun preparations for a new Crusade in the Eastern Fringe, argued violently over whether or not to reactivate several "Iron Men" which the AdMech had recovered, and managed to dance around the major issues of the imminent failure of the Throne and the coming Tyranid Prime Hivefleet. In addition, there were some lovely exchanges of venomous words between several officials and a rather paranoid Chapter Master (who was certainly NOT Alpharius).

    Little enough, as it seems the forces who held many of them were Khornate warbands... There isn't much the Guard can do, until the Mechanicus manages to send the necessary techpriests. Frankly I chaff under the collar when it comes to certain strictures concerning technology. Perhaps if the Mechanicus would train some worthy Guardsmen in even the most basic reparations of industrial tech, we could already have several docks functioning. As it is, we have claimed only one serviceable dock thus far.

    It is clear that we must work on the golden throne at once, and three clear courses of action have presented themselves so far.

    We can fund explorator fleets and send them off to search for lost STC patterns that will allow the mechanicum to repair the throne, the mechanicum can start their own research program to find new ways to repait the throne, or we can provide the mechanicum with samples of eldar technology so that they may use these to fix the throne.

    I will support any of these three, but would rather avoid relying on the third option, as the eldar are notoriously untrustworthy and their technology is closer to sorcery and warp tech then conventional technology.

    I would also remind everyone present that my department may begin a selective psyker breeding program, but I will not start it without your approval.

    About that...
    The Imperial Navy may not have the resources or the manpower necessary to fund such wide-reaching ventures.

    There is always the option of issuing increasing numbers of Warrants of Trade and allowing the Civil Fleets take up the task, but so much power in the hands of an individual with so little direct regulation tends to breed corruption, treachery and self-servedness, which if I'm not mistaken is exactly the kind of thing we're trying to stamp out.

Perhaps access to Imperial Fist records could shed light upon the subject when combined with new research.     While catching the tyranids between chaos and our own fleets would be preferable, as this would grant us a chance to recover our worlds after both enemies have been defeated, I find your strategy acceptable.
    The optimal situation would be to let the tyranids fight chaos while we chip away at their numbers from the opposite side, thus keeping the swarm engaged at two fronts.
    Then, we reclaim our worlds from chaos, execute the heretics and reastablish order.

    You should all be at least somewhat familiar with the precognition psyker ability. Unfortunately, the information gained in this manner is of questionable reliability and low precision, but I belive I have found way to filter out the information provided by our precognitive psykers.

    The new method I am developing relies on the techpriests of the logis division - my precognitive psykers would provide them with information, and then they would use this information to predict certain events in the future.
    It is a simple concept, really, the psykers provide raw information and the logis techpriests analyze and make sense of it all.

    If this method proves to be precise enough, we may be able to predict when and where to strike at the tyranids.

    The method has numerous other uses and could help us out a great deal if it proves succesful, but we must be weary of the ruinous powers, they may or may not be able to throw off our precognitive scans unless we rely exclusively on the emperor's tarot.

    Surely such precision is impossible when using the warp as a means of communication and travel.

    The far too often time warping effects of the warp play havoc with sorting paperwork in the correct order. Epecially on the Eastern Fringe where direct corroboration with the Astronomicon is near impossible and at best a class 3 or 4 check digit on the date.

    Why dont we do that? Or rather, give out warrants to some people who we believe could put them to good use. I can think of a few Marshalls myself that i havent been able to get good positions, even though they're damn good officers, just not as good as ones i already have stationed. A few of them having Trade Warrants, ships they could buy themselves with what i've been paying them, they could do some good. Maybe set some of the newer Inquisitiors that've been failing us up with those Trader papers too.     There are many artefacts that have been lost through the ages. If the bolter as used by Lord Dorn himself is found and its authenticity verified then we would be very blessed to have such a holy relic in our possession.

    I am inclined to agree with you Warmaster General. I however have a proposal.

    While the idea of more Rouge Traders is one that I am not entirely comfortable with, if they could be curbed by the presence of the Commissariat.

    This would require the folding of them within the military arm of the Estate Imperium, losing their civilian status.

    The increase in the number of Commisars could be ofset by taking the children of the noble houses of those in the path of the Tyranid menace and enrolling them in branches of the Schola Progenium. It might cause the houses to rebel if they are lacking in faith but they are to be subject to exterminatus or the Tyranids anyway.

    Think of it less as the person and more about the operation. We need men flying outside the bounds of our borders to search for this last artifacts of ages past, or whole lost imperial worlds.

    It also grants us an opportunity to honor a person for their service, without losing someone Too valuable that are more needed Here. We choose the men that've had to have been passed up for promotion, or shown a certain lack in something we need in our highest officers.
    I daresay even in your case, some Astartes may be close to Company Captains, but you have your Captains already. It's highly irregular to grant a Space Marine a Warrant, but, this could possibly be a large boon, think of the publicity, and with a lesser chance of them turning against us. Perhaps we should consider the Salamanders or some of their branched off chapters, they have families that can continue that Dynasty should the Astarte ever fall, or are especially needed.

    I belive I may have a way to improve our officer corps and obtain funding from the nobility at the same time.

    A significant number of our officers are nobles who used their money and influence to obtain this prestigious position.
    This is a problem because it prevents other, more competent people from commanding troops, thus reducing efficiency.

    I belive I have a potential solution to the problem. We can make it so that only those educated in special schools, modeled after the schola progenitum may obtain officer rank. The scools would draw recruits from not only the orphans of nobles, but also from commoners that show potential or from older soldies of lower rank who have proven their potential to lead.

    Now, normally, this would open the way for ritch nobles to bribe their way in.
    We will instead set an official, very high entry price. Once a candidate has been accepted, he or she must still pass the education program, thus ensuring that even those who paid their way into command have the skills needed to lead our men to victory.

    If the Mechanicum agrees, we could even educate our potential officers with whatever knowledge the priesthood of Mars is willing to impart upon them.

    As for the rogue traders, I do not quite trust them, but I do agree that we should pont them in the direction of the STCs we are looking for and offer a reward for recovering them.
    The mechanicum should also provide their own personell to any rogue trader involved in the mission in order to ensure that they do not mess up with the excavation.
    It would be outright frustrating if a rogue trader ruined it because he was in too much of a hurry to recover it.

    Alternatively, send a few ark mechanicus and their support fleets, they should be able to punch through just about any opposition with minimal risk.

    As per Commissar-Lord-General Fuklaw, we immediately began recruiting Seasoned Veterans, whom have fought a variety of enemies, and recruits, whose minds that (we had thought) could be easily molded into the Brightest, Angriest Future for our Imperial Guard.

    Approx. ~250 (ea.) were recruited from the following worlds/regiments. Where roughly 50% of each group are Veterans.

    The Valhallan 597th (an act of support from Commissar Cain), 243th, and recruits from Valhalla
    The Cadian 11th and 97th, and recruits from Cadia
    The Tanith First and Only, fresh recruits (an act of support from Colonel-Commissar Gaunt )
    The Death Korps of Krieg 78th and 171th, and recruits from Krieg
    and The Catachan Devils 109th, and recruits from Catachan.

    With Over 2000 Guardsmen that had fought The Heretic, The Demon, and The Alien they where united under one banner and where hand-trained by General Fuklaw, Veteran Angry Marines, and the Daughters of Emperor from Orders Militant.

    This Regiment survived General Fuklaws AIGFAFTE (Advanced Intensive GET FUCKING ANGRY For The Emperor) program will Approx ~1600 and where originally tasked with removing Tau influence from a select number of worlds.

    The eversor temple already leans closely towards the anger regiment, but your suggestion is not a bad one, warmaster general.     I know of at least one, which my assassins have failed to kill so far. He has killed 56 of different temples before we lost his trail and he was deemed of lower priority.
