16 KB Planetary Governor Quest: Part Six TheGameroom !E1yyNEjdEc 04/14/12(Sat)23:57 No.18717305
You are former Imperial Navy captain Elyssa von Braun, the Planetary Governor of the planet Daysimir, appointed following the previous corrupt, incompetent, and, as it turned out, Tau-Sympathizing Governor Rodoris Caliphate the Sixths removal from office for failure to pay the Imperial Tithes.

The world itself is somewhat larger than Terra and has gravity roughly 10% higher, along being notably richer in mineral resources, it also has deposits of several useful substances not found on Ancient Terra. It's population of 3 billion 42 million souls (The old Governor was fastidious about keeping up population census, if nothing else of practical value. Your staff has carried on the tradition) is spread more or less evenly across the single inhabitable mega-continent of Daysimir, stretching from pole to pole and containing a wide variety of environments. The planet is dotted with smaller island chains and landmasses, but due to harsh climates they are populated only by research and weather-observation outposts, along with the occasional goat herd that remains only because they have no means of leaving. You have recently begun using the worst of these isles as harsh-environment training camps for your PDF.

Aside from divergent continents the planet is practically the twin of Ancient Terra, having been terraformed and seeded with Terran life forms during the Dark Age of Technology, the planet has both a massive moon similar to Luna and a range of trace minerals nearly identical to Old Earth, meaning that the population of Daysimir, unlike most other planets in the Imperium, does not require regular supplementary pills to make up for trace minerals that the planet is deficient in.

The people of Daysimir are a hardy, independent, and freedom-loving folk, heavily armed and used to telling authority figures to go to Hell when their interference becomes annoying. Many of them were veterans of the conquest of the planet by the Tau Empire, and the following guerrilla war to free it. Resistance forces eventually won with the help of Eldar strike-teams from Exodite worlds in the sector and a nearby Craftworld. After 12 years of bloody guerrilla warfare beside their Eldar allies, along with the occasional Gue’Vesa or Kroot Turncloaks, the people of Daysimir shed the Imperial propaganda that the Ecclesiarchy had managed to hammer into the population after Imperial forces shut down their trade with nearby Xenos Empires. Since the end of the war the neither the Ecclesiarchy or anti-Xenos propaganda have been welcome on Daysimir, and clandestine trade with old Eldar allies continues in the wilderness to this day, far from prying eyes. The general population (All adults from 18-40) have been recently inducted into a Planetary Militia and are trained to Imperial Guard standards, armed with lasguns, flak vests, and Ragnarok tanks.

It was because of this bloody-minded independence, martial spirit, and near-total disregard for the ancient Laws of the Imperium that Governor Rodoris was blocked from tyrannizing his people, by fear of a planet-wide rebellion, and was thus limited to squandering tax money on a lavish palace and personal pleasures instead of holding his populace in an iron grip as he had intended. The Governor was eventually removed from power when he began cracking down on the ancient civil rights of the planets citizens. Imperial authorities in the sector feared that a successful rebellion (As the PDF had atrophied from constant embezzling of funds for several decades) would encourage unrest across dozens of worlds and removed him from office. The planet is also unusual in that most positions normally held by Techpriests are instead occupied by civilian engineers and technicians, leaving the Techpriests in control of only the most complex and advanced pieces of machinery and greatly reducing the amount of influence the AdMech holds over the planetary government. The population of Daysimir boasts both a very low rate of mutation and almost twice the number of Geneseed-Compatible citizens, making it a popular recruiting world for fleet-based Astartes Chapters. This was also one of the main factors in the Iron Dragons Chapter deciding to settle on Daysimir as their Homeworld.

The planet is also home to several million Ogryns living in tribal groups on the northern reaches of your world, which has had the effect of making your people far more tolerant of Abhumans and even more mistrustful of the Ecclesiarchy. Until the Tau occupation and Rodoris the Sixth’s disastrous appointment to Governor, it was customary for the Regiments Ogryn attachment to simply be recruited from their homeworld. You have started recruiting and training these Abhumans into your PDF.

The Nobilis Proscriptae Sector is located on the farthest reaches of the Eastern Fringe, being far enough away from both the Tau Empire and Ultramarine space to keep interference by both parties to a minimum. In the immediate sub-sector (Called Kri by the local merchants) there are three Civilized worlds, eight Frontier worlds (Backwater Civilized worlds with little to no Imperial presence, often ignore Imperial laws concerning trade with Xenos, although this is true of most of the sector) one Feudal world, and a Death World that is the proud home of the fiercest and most highly decorated Regiment in the sector.

In the sector at large is more of the same, a mix of Frontier and Civilized worlds with a peppering of feudal and feral worlds. In the capitol system of the sector there is one Hive World (Magnoris, the Sector Capitol) one Forge World, two civilized worlds, one Agri-world, and a very lucrative asteroid belt mining colony.

I was tired of people not reading the text telling them that their planet was infested by Genestealers in the early threads.

Of the Xenos presence in the sector, there are four major Empires: The Xin'Tar Warrior Hives to the "Southern” edge of the sector, the Kraan Hegemony to the North, The Jarki stars to the center of the sector, and an unknown reptilian race run by a "Cabal" in the East (And that's right near you!). There are also five Eldar Exodite Worlds, three Ork worlds, two of which were once Imperial, (which are a constant pain in the ass) and one Daemon world (Which is a bigger pain in the ass to everyone than everything else in the sector combined). There are also several dozen minor Xenos races whose dominions extend over only one planet.

    Items of interest:

Your PDF has grown in size from 300,000 to 9 million; armored vehicles are in short supply simply due to the massive increase in PDF numbers, even after old armories were opened. The Munitorum Rep is correcting this and re-arming your PDF.

You have begun local production of the Chimera APC and Ragnarok MBT (A Leman Russ alternative developed during the Krieg War, designed to be as simple to construct as possible, essentially a Plasteel box on treads with a cannon and Heavy Stubber) to supply your PDF and even export a little on the inter-planetary market. The Ragnaroks have taken the place of Leman Russ tanks in much of your PDF due to sheer shortage of the latter. The Departmento Munitorum is correcting this, however.

Former Resistance leader Davos Ithkael has started a Planetary Militia, training troops up to the standards of modern day U.S. Marine Marksmen and arming them with Flak Armor, lasguns, Heavy Stubbers, Autocannons, and Ragnarok Tanks. It is unclear whether he has built up this force to fight off future invaders, you, or both.

Your PDF has been armed with a improved mark of the lasgun used by the Krieg regiments, packs more punch at the expense of using more ammunition, has longer range, is even more durable than the standard, and comes with an advanced targeting system that replaces the standard IG iron sights, although they are still included in case the targeting scope fails or is destroyed.

An improved mark of Flak Armor, commonly used by the Elysian Regiments, is being distributed to your PDF, old flak armor is being kept in storage.

The Iron Dragons have discovered one of the original Dark Age settlements on the mountainside of your greatest mountain range, a factory hidden from scouring winds in the skull of a huge fossilized Dragon-like creature buried in the mountain. The Iron Dragons have taken the discovery of a Dark Age forge located INSIDE an ancient Drake on the side of a mineral-rich mountain as an obvious sign, and are constructing their Fortress-Monastery there, incorporating the super-strong fossilized bones into their Monastery as its foundation and support structure.

The Iron Dragons have been delighted to discover within he ancient manufactorum several Dark Age Fabricators that produce 300% more efficiently than the ones they possess, still in working condition, and the STC printout to construct some kind of automated mining and mineral refinement facility.

The Iron Dragons have begun reverse-engineering the PDF vehicles you sent them, and the Master of the Forge has shown interest in manufacturing a new mark of tank based on combing the Leman Russ Vanquisher with an old “Abrams” tank design, apparently dating back to before the Dark Age of Technology, that was discovered on a Dead World recently by the Dragons.

Many of the Iron Dragons not on active duty have begun to lead normal lives among the people of your planet after the fashion of their Parent Salamanders; the population has come to trust them more than they trust you. One Brother-Sargent has started a pizza delivery business in your Capitol.

Centauran wheat has replaced all previous varieties as both a staple and long-term storage food.

The Herbs you purchased, medicinal, edible, and recreational, have become popular garden plants planet-wide and are becoming a minor export item.

Sarian Bell Flowers have become a great source of profit for wealthy business ventures specializing in rare plants, they grow well in the native soil, although they require climate-controlled greenhouses to thrive, and already they are becoming a profitable export. Many advanced Pharmaceuticals have been derived from the plant.

    Infrastructure Repair is complete.

Orbital Defense Repair is 70% complete (Sped up thanks to Iron Dragons Techmarines)

Orbital Docking station Amir is repaired and functional, an increase in inter-planetary trade has already been noticed.

Dozens of defunct Orbital Defense Platforms have been towed back into orbit for later repair.

The civilians that came with the Iron Dragons, mostly the families of recruits that were offered to come with their Aspirant sons and work as crewmen on the Chapter fleet (One of the reasons why the Dragons empathize so much with normal humans), have settled on the planets surface, most in the harsh icy regions near the Fortress Monastery, the rest as near the Chapter Bastions as they could.

Your scribes have found no items of heretical nature among the old books, tomes, and fragments of text purchased from the Rogue Trader. You have loaned these tomes to your new University.

You are constructing a combination University and Art School, along with a nearby Military Academy.

You are fortifying your cities and building large bunkers in key points within them that are capable of holding out against entire armies of ground opponents and provide limited defense to defending forces against Orbital Bombardment.

Sorry I'm late, I was busy playing Aerobiz Supersonic, I thought you said you would be starting earlier last thread, so I got bored waiting around.

    Here's an idea:
Public work camps: For anyone unemployed, send them to public work camps, constucting public works, new levies, beautifying the cities, the works.
Pay them a small salary and give them free food and logings. Food will be eaten out of mess tents, and housing can be government owned tenements. (Assign a small security detail to the district to prevent crime)

Offer them free night classes to learn basic trades, nothing advanced, but enough to get them a better job.
Do a lot of PDF recruiting from these places, while still maintaining our recruitment standards.
Hopefully this'll lower/remove unemployment, while at the same time, provide an incentive to get a better job.
(These jobs aren't designed to be luxurious, merely a way to get them off the street and on the way to a better job.)

We want to get as many people off the streets as possible as homlessness contributes to crime and hinders tourism, so instead of letting the mentally ill wander the streets, put them into asylums.

One of your scribes believes he has identified the location of the star system etched onto the Xenos Helm you purchased earlier, somewhere in the neighboring Sector...

You have finished training a much more relaxed local version of the Commissar that lead by heroic example on the battlefield and preach a hybrid of a much more Freedom-Oriented Divine Mandate and a very liberal and vague version of the Imperial Creed.

You have started construction of statues of the Emperor and his loyalist Primarchs around your Palace. You are also building a monument to the freedom fighters whose lives were lost in the war against the Tau.

An Ultramarine Battlebarge and two Strike Cruisers are en route with three companies of Ultramarines to lay claim your planet, which they see as being in the dominion of Holy Ultramar. They seem to believe that your planet is being overrun by a Genestealer infestation (Which was easily contained and were cleansed by the Iron Dragons within days of their arrival) and defended only by an undisciplined, poorly trained, and under-strength PDF (Which was true when you first arrived four months ago) and a deviant, war-battered Chapter that numbered no more than 400 Marines and was riddled with Geneseed faults (Them jumping to conclusions with a healthy dose of Superiority Complex) and will likely be surprised by the actual state of your world and the Iron Dragons. Open combat is highly unlikely.

    Notes to self:

Consider converting the moon of your world into a massive orbital defense station and shipyard.

Consider changing the name of your planet to something more “Grimdark” at the behest of citizens who are tired of being called “Daisies” by off-worlders.

Discuss starting up a Xenos-Artifact distribution business with your RT friend, allowing Xenos merchants and human buyers to trade freely using Rogue Traders as middlemen to put a “sanction stamp” on Xenos artifacts to prevent the Inquisition from having cause to come down on you.

You are currently looking over your Rogue Trader friends wares, and were down to deciding between:

Eight particularly vicious and high-quality Combat Servitors, heavily armored and armed with a variety of nasty close-combat and ranged weapons. (14 C)

Strong Balgor: Scaly Gladiator (Slave) (Necromunda-native Abhuman) absolutely loyal to its master and a vicious fighter. Pretty damn smart to boot, allowed each of his enemies to cut him once before killing them back in his arena fighting days. According to Malector he has killed World Eater Berserkers in single combat before. (10 C)

The Sisters will be here in a few weeks to rest before returning to their base at Agri World Jalkir (Capitol System).

Incidentally, it appears that they constitute fully half of the remaining Sisters in the sector, as casualties exterminating various Genestealer nests across the Sector were absolutely horrendous. If the Iron Dragons had not immediately sent most of their Chapter forces to assist they may have taken so many casualties that the Pyrrhic victory could have destroyed the Covenant. Here's an Idea, when the Art School is open, sponsor an end of term/year project/contest where the winner of each category (cooking, music, painting, sculpture, ect) gets their works put on display/served/played/whatever. (Sculpture in the city square, winning dish served by the winner at an important event, ect) Do it in a public ceremony as a "sponsoring the arts" program, and offer them a small monetary prize.

This gains the students some reknown and prestiege for when they leave school, and gets us some nice art peices on the cheap, AND gets us known as a patron of the fine arts.

The goal wouldn't be to have cheap labour, it'd be to get people off the streets, the reason for substandard conditions and pay would be to encourage them to get REAL jobs (hence the nightclasses).

It's basically for anyone who can't get a job until they can get a job, so it's basically labour for welfare.

We get people off the streets, we get some shit built, and they can get the resources needed to get better jobs, win-win-win.

Evidently we didn't give you the tl;dr: this planet fought a very bitter campaign to throw off a Tau holding force after being invaded and held by those weaboo fucks.

TRADING for Tau tech would throw the planet into a firey rage. STEALING Tau tech wouldn't be too bad.

Trading for xeno tech with the neighbors might be worthwhile, if we can talk to them and they're more than a bunch of tribal cavemen.

An idea; do we have a large body of open water near the capitol? If we don't we should see about the possiblity of using the empoyment camps to construct an artifical lake nearby, like 100-150km from the outskirts.

Considering that most Forge Worlds would be unable to do that even if they dedicated all of their resources to it, simply adding a Docking Station/Shipyard with weapons batteries was assumed.

You don't have any proposed names yet. Request some from the population?

This was included in the original plan for the station. Tell Malector (RT) to put the word out to his colleagues? EDITED COPYPASTA:

So, on the Resistance and the problem of their xeno weapons and winning them over to your side with benefits:

We need to finalize a deal with these people. I'm thinking something like this:

-We don't register or confiscate weapons, but we do get them to submit a weapons inspection and we number the types and so on so we know that there's x many thousand pulse rifles out there in the northern plateau. We convince them to do this by:
-Giving them a carrot to the tune of several generations of lower tithes, tuitions, and conscription on their families so they can grow and prosper, but also cheaper officer's commissions so they're motivated to enlist.

If we give them generational rights like Vostroyan Firstborn to any weapons they have and replace the xeno weapons with good quality imperial manufacture weapons, they can keep on with their whole thing.

    Continues.
    >> Editor 04/15/12(Sun)01:10 No.18718444
    >>18718430
Condensed version of speech (see below) is:

-Resistance fighters and descendants get five generations of cheap tithes on their farms, cheap officer's comissions if they volunteer for the PDF or other military, cheap college, and lower likelihood to be drafted into Administratum manpower tithe that the planet will be forced to pay.

-In exchange, veterans come forward, get a physical exam, get their wounds noted down, and give an account of their historical role and present their weapons, and weapons are neither registered nor confiscated though the type of weapon is noted down. Identity of veteran is not recorded to protect privacy of veteran and family. Participation in resistance to tau and wounds taken in battle and weapon info noted down in writ.

-Blood and skin samples are taken from veterans, affixed to a purity seal, seal affixed to Sigilian Writ. Writ is presented when benefits are claimed. Writ may be freely traded as commodity as desired. Copy of writ may be attached to veteran's weapon.

-Dead or disintegrated veterans are vouched for by vets that are alive and obviously members of the resistance, starting with Davos Ithkael if necessary. This way, nobody gets left out because they got unlucky. Anyone that was lucky enough not to take wounds or had records destroyed or whatever, same deal - someone vouches for you, your story checks out, you get the benefits.

-When resistance vets die, if they have xeno weapons, the weapon's firing mechanism is deactivated. To replace these, their families are given the right to own better Imperial weapons as a heirloom like Vostroyan Firstborn own their own weapons.

-the xeno weapons are taken out of circulation to a great degree when the vets die and replaced by Imperial ones, so you have less heretical shit on your world
-the resistance guys and their families are given opportunities to excel, and given that they're already probably overachievers this is not a bad thing for your world.

    SPEECH.
Next time the Resistance fighters are in a meeting with you, gather their officers and tell them the following:

“You wanted a chance to return to your farms, to grow and prosper without the worry of a knife at your back or a noose closing around your family’s throat. As such, I will do you better. For five generations, the following benefits will be granted to those who can prove direct descent from a participant of the resistance - and these proofs will not be frivolous, though the benefits may be claimed posthumously as it was a long fight.”

“First, your farms will be tithed more lightly than planetary standard. Not so much as to make your neighbors hot with envy, but enough to let your crops prosper. Let the breadbaskets overflow for those that held the cause.”

“Second, your descendants will be at lower priority for all manpower tithes. Though they may volunteer freely and will be given good training and slightly less costly commissions for officer roles, we will honor the blood you have shed for this world and give your descendants a chance to shed less - though I fully expect they will be of mich mind to volunteer given the following.”

“Third, subsidies will be paid into scholarships and other means of seeking after education for yourselves and your descendants. For five generations, the cost of learning - whether in university or at the military academy I intend to see built on this world - will be far lighter on the purse.”
    >> Editor 04/15/12(Sun)01:12 No.18718485
    >>18718470

    Cont'd.

“These benefits will be noted down on Gubernatorial Writs, perhaps even writs that can be traded freely if the family wishes to do so - I will not deny them that freedom - and affixed to them will be some note of the exploits of the resistance veteran to whom the writ will be issued, whether posthumously or otherwise. The writs will have in them some estimation of the costs of the resistance campaign if the resistance fighters wish, and a total summa of benefits to be divided as appropriate among your descendants, in an amount of currency. Once this runs out there will be certain discounts for tuition, commissions, tithes, and land purchases that will last as long as the generations in question do. I would make it permanent, but that would be to create nobility - so after the last generation has had a try we will have to trust that your descendants showed spirit and steel as you yourselves did and secured prosperity for themselves.”

“In order to issue the writs, the following steps will be taken: first, if possible, the veteran in question will be interviewed by an authority trusted both by the veterans and the Gubernatorial administration, and as a gesture of forthrightness and a historic telling of deeds some record will be made of the veteran’s deployment, wounds in battle, and armament. NO record will be made of the veteran’s name or identity save a small sample of blood and tissue to be placed into a purity seal attached to the writ itself. This will protect the identity of the veteran’s family for future generations, as we will not track names but possession of the writ, which we will also give the veteran and their family the means to defend.”
    >> Editor 04/15/12(Sun)01:13 No.18718502
    >>18718485

    Cont'd.

“Second, the weaponry used by the veteran in the course of the resistance, if it survives, is to be examined by this selfsame trusted authority and its age and use determined. A copy of the writ may be attached to the weapon as further proof of authenticity. In this way, the weapons themselves may be passed on as symbols of the resistance veteran’s valor and proof of benefits to descendants.”

“In the case that neither the veteran nor the weapons provide physical proof, we will institute a program whereby those that have physical proof may vouch for a limited number of fellows, such that those who are deceased, disintegrated, unmarked through luck in war, or otherwise off-put by this are not denied what they deserve.”

“In return, we ask that when you do retire to your estates and avail yourselves of these benefits, the following be observed: if the weapons are less than pure in the eyes of the Imperial Creed, they NOT be openly displayed or used barring times of great need, as we are under greater scrutiny. To compensate you for this, we will also issue warrants to your families allowing them to own mightier weapons of whatever sanctioned make they choose, within reason. These will be passed down through the family and available at birthright.” (Think Vostroyan Firstborn here)
    >> Editor 04/15/12(Sun)01:13 No.18718509
    >>18718502

    Continues and ends.

“Finally, should the weapon be of impure make and thus a weapon of desperation taken up by resistance veterans to defend their world, we would ask that the firing mechanism be disabled at the end of the veteran’s life, and that the weapon be enshrined as appropriate. This may also ensure that the souls of the veteran’s descendants are not affected by xenos taint, which may blight the brave spirits of those that threw off the yoke of the Tau in the time of need. Let us give you greater arms for the next crisis, arms that will not have you hewed down by a supposed relief force from deep within the Imperium, and lay to rest the arms you needed when things were at their worst when you go to meet your fates.”

"As such, I give you these writs and style them after Malcador the Sigilite, who like yourselves served when proper authority was absent. You may come forward on your own time to recieve them, and to take your place as members of the Sigilian Band of Daysimir."

Tell me what you think, questbros. I will work your changes into the text.

Trust is 16, Popularity is 65. Average popularity for a Dictator Government is 50, Democracy 90. Average trust is 40 for Dictator, 75 for Democracy. Corporate Governments are too rare, vary too much, and change too rapidly for the Imperium to get an accurate average.

The people are...Unsure of you. They see the Resistance and liberators (Which, to be fair, they are), and won't fully trust you so long as you are at odds with them. Many fear a civil war and yet another long guerrilla war is imminent, although there is no doubt that the well armed and incredibly well trained PDF would side with them despite Iron Dragons Mental Conditioning. The real question is whether the Iron Dragons will side with you or remain neutral, and if the Tau will see an opportunity to attack.

There is no lake within viewing distance of your Capitol, but there is a rather nice mountain range. You don't have the funds for this project right now (Artificial Lake, 15 C) so you put it on your To-Do list.

All four major Xenos Empires number roughly between 50-100 worlds each and are Warp-Capable, there are many Empires smaller than that with varying tech levels. It's considered normal to trade freely with Xenos outside the Capitol as soon as the Imperial Navy patrols are gone, your planet is particularly Xenos-Tolerant, the local Arbites have decided to just not fuck with that arrangement until they have more resources in-sector (Only 1/10 planets has an Arbites presence).

    >family reunion : future plan
Since our focus is on a tourism economy, part of that is the Hospitality industry. So we should build a convention center/surrounding hotels. Let's make the hotels attractive for upperclass business travelers without being grandiose or elitist. And plan for our first convention to be our family reunion. So we have a fresh new buildings for our family that we then immediately can turn into profit making assets. Focus on security for business travelers with state of the art communication and financial connections for the convention center.

The idea was about how to do something awesome that would take the legs out from under the Ultramarines' claim that we were a bunch of heretics, and it was explained as follows:

The objections the Ultras have to us are twofold. First, we are allying ourselves with something outside their power structure in the Realm of Ultramar and the group in question (Sallies and successors) happens to be a bit of a political opponent for the Ultras. Second, tyranids and gene-stealers are a major fucking concern for the Ultras for obvious reasons.

Once you strip away/adjust for the Ward faggotry, the Ultras are very roman. They invest in power, expand their domain, deal harshly with rivals, and try to incorporate everyone else like them (other chapters) into their culture and thus their power structure (accept rowboat as spiritual liege).

Philosophically, that cultural structure fits into a broader one, however - Rowboat is one loyal primarch of nine, and the primarchs are sons of the emperor.

What we need to do is create an incredibly obvious symbol of this and confront the Ultras with it, which will make accusations of heresy difficult and requests to favor their primarch less than apt on their part. We need to put them in a position wherein they would look bad politically pushing us either into the Realm of Ultramar or away from other spess marine chapters, without making them hate us for it.

Brothels are already a licensed business. Increase taxes, increase regulation, outlaw street-walking, or all three?

Something I forgot to mention: You already have a local Amesac industry (Probably misspelling it), but importing different plants from off-world will probably bring in lucrative trade (Cost 5 C to import and grow plants, along with specialists to help grow them).

Crime is very low and the homeless population is steadily decreasing with economic growth. Jack up penalties for petty crime in your capitol or planet-wide? -5 to Popularity if planet-wide, -2 if city-wide. -2 to Trust if planet-wide, no penalty for city-wide except for a slightly increased chance of Civil Unrest during difficult times.

But seriously, taking them off the street helps eliminate pimping (another non-taxable profession) and by having them work in safe conditions makes it better for them and their customers.

Helps cut down on crime, brings in revenue, removes unslightly elements from the streets, increases public health and the like.

Also legalize and tax any recreational drug that isn't dangerous, if any tax it.

Send a message that we're helping root out crime and corruption and creating jobs.

To this end, we constructed huge statues of the Emperor and the nine loyalist primarchs around our palace, and put void shield emitters under the statue bases to form a shield over the palace as insurance.

The Emperor is front and center and is the biggest statue. On his right is Rowboat, to appease the Ultras. On his left is Sanguinus, so they wouldn't get bitchy if we put Dorn or Russ or Vulkan there. Across from him is Vulcan, as a tribute to the Iron Dragons.

If we weigh them down with gifts of adamantium or some relics of the old governor's (or weave them a battle standard/banner of adamantite strands or something), show them the progress on the genestealer cult, and ask them to commemorate an enormous statue of Rowboat when they land, while filming everything for the evening news, WITH as many munitorum/administratum officials on hand as possible, they're going to have to balance the political exposure and hospitality with their urge to call us all heretics and start shit. Plus we have a chunk of the Iron Dragons chapter hanging around to back us up.

As such, get some astropaths to broadcast their arrival and subsequent news to the sector capital and the Segmentum Fortress at Kar Duniash, and get every remembrancer/media figure possible to cover the event.

-Have them offer various activities for the children including military training and internships in various government organisations.
-Organise yearly visits to the capital and the governor's palace.
-Hold some kind of olympic games equivalent in the capital every few years for the members to compete in various fields. Have Elyssa chair the whole thing.
-Offer the chance to join on excursions for the children of poorer families.
-Have the most promising members meet the governor, spend a week in palace or something like that.

As was mentioned in the previous thread, if you want to go into business for yourself you might piss off the Families (Who may be even more suspicious of you than anyone else) if said business is government-owned. Dividing your personal funds and the government Treasury into two separate accounts and going into the Private Sector as an individual will not only avoid this, but might actually increase popularity and make the Families less suspicious (Whoever thought of that in the last thread was brilliant, by the way). The only problem is that you will be unable to transfer money from the Treasury into your Personal account without a risk of massive popularity and trust loss, although doing the reverse to fund public works and projects will increase your popularity slightly. It will also draw a clearly defined line between "Government Property" and "Von Braun Property".

In case you haven't noticed, the population trusts you about as far as they can throw you right now, and even then they have a very Libertarian ideology and will just ignore the shit out of what they see as over-reaching laws.

Now that you mention it, the population density of Daysimir is MUCH more like rural Idaho than Tokyo (Closest comparison I have is Alaska pretty much everywhere with more even population distribution).

The idea of inspecting public utilities (which was Rohan's) wasn't bad.

Trade Advisory Legislator was the one that came out and said something about separating public and private dealings on the Governor's part, though he did so with very strange phrasing. I think this is pretty cool.

I may have been the one to suggest openly trading shares on a stock market.

I think we ought to do the following.

    As Governor:

Create an agency that works to inspect public utilities (test water tables, well-water, and so forth for toxins or worse, test generators for maintenance issues) and create policies that will allow said agency to maintain public utilities and public goods should private owners be unable to. This can range from minor EPA-style interests in maintaining the environment to keep water clean all the way up to court cases and fees and serious infringement if some privately owned hospital's generator dies twice in one week.

Policy should exist to allow the government to sieze control/buy out privately owned utility companies should they exhibit failure to provide what they claim to be selling to their customers, turn the companies around, and sell them back to private citizens or trade their stock on a stock exchange while retaining a controlling 51% ownership share. This will prevent the Enron-style blackouts sort of thing that was mentioned earlier.
    >> Anonymous 04/15/12(Sun)03:13 No.18719859
    >>18719852

    Cont'd

Another agency (like the Better Business Bureau or something) should exist to turn any given company around on a more voluntary basis - if someone comes to the government and asks for intervention and retraining and so forth, we can teach them how not to suck at running a business. Possibly in exchange for a certain number of shares of stock in the business over time for the government to do with as it pleases (probably just sell 'em off for a profit when the business can run again).

And separate the treasury, maybe selling off any private assets you may hold, to endow Von Braun Holdings.

    As a private citizen:

Assume your position as owner/chairman/CEO/etc of Von Braun Holdings and investigate where you can create companies and enterprises that the citizenry won't hate you for.

We can also buy the shares ourselves and sell them to the Von Braun dynasty. However, let's recall that when a company that is 51% owned by the government sells shares, the government still gets 51% of payouts.

Remove Xenos Taint thing, make fusing firing mechanism voluntary, reward exchanging xenos weapons for Imperial ones. Paragraph will now read:

“Finally, should the weapon be of impure make and thus a weapon of desperation taken up by resistance veterans to defend their world, we would ask that the firing mechanism be disabled at the end of the veteran’s life, and that the weapon be enshrined as appropriate. This may also ensure that the veteran’s descendants are above suspicion from offworld authorities, which may blight the brave spirits of those that threw off the yoke of the Tau in the time of need. This will be voluntary, but we will give you the incentive of a greater arsenal given in exchange - as much as we are able - as we feel it will benefit you far more to have something that may give your descendants opportunity to forge new tales to be passed down the generations. We will give you greater arms for the next crisis, arms that will not have anyone hewed down by a supposed relief force from deep within the Imperium, if you but lay to rest the arms you needed when things were at their worst when you go to meet your fates.”

Anyway, back to the point, it is the belief of the Resistance that it's a good idea to have an unknown number of unknown weapons of unknown capability in the hands of an unknown number of hardened Guerrilla keeps Governments polite, especially with Astartes living next door. I'm not sure if you understand 40k in that aspect. Heresy is, at least in most cases, not about disagreeing with the ecclesiarchy that the Emperor was awesome and grand, instead of grand and awesome.

It's a crime against the Emperor, the Imperium and mankind itself.

I don't really want to get into a discussion with any kind of imperial official why we took the crime of heresy out of our books. And I doubt we'd even get the chance to explain.

"I'm not asking you to deny Heresy as an Imperial law, I'm asking you to remove the LOCAL one. Right now, in the Daysimir law-book, is a crime referred to as "Heresy", which refers to anything that the Planetary Governor or "Any of his officials" deems to be Heresy. Punishment is execution. No trial required. If we just follow the official Imperial Law, you can outlaw anything too bad *under* Heresy while not have anything and everything that could be defined as "Heresy", from disobeying an Imperial Official, to protesting something that Imperial Official did, to weakening the Imperial presence on the planet by calling out an important official on some kind of corruption, to Xenos fraternization, to philosophically debating the Emperors divinity, being a death sentence. Hell, the Promethean Cult is technically Heretical as the Emperor isn't at the center of it all, but I don't see the Inquisition hounding the Salamanders. I'm not asking you to defy the Ecclesiarchy, I'm just concerned about street cops having Arbites-level authority."

Establishing a better business bureau and a government EPA-like group to maintain infrastructure are very good ideas.

    >issue of current low trust
I think a majority of the issue is just time. Eventually the population will come around.

    Immediate issues:
    >>18720149
-we understand your desire to maintain an unknown number of weapons for personal security and ultimately as a bulwark for your self determination. Understand -our- main concern is human dependance on a Xenos power. Xenos firearms require ammo and maintenance, both of which cannot be supplied by human sources and shackle you to the economics of a Xenos power. Since you cannot make them yourselves reliance on a Xenos make firearm ultimately undermines your self sufficency and independence...which was the point of an armed populous in the first place, yes?

Honestly this would be less of an issue if instead of elder weapons you had an unknown number of human pattern weapons from a hypothetical 'rival' human empire.

    Food for thought.

    >What heresy is
This breaks down into preconceptions of 40K, which is not where we're going to need to go.

We're not taking it out of our books, we are agreeing that as a matter of procedure it will not be the crime people are convicted of when the penalty is death. The guy's asking for it to not be used as the vehicle for which people will be killed.

We're a semi-democratic government with a capable police force. We can simply structure local laws differently. It will still be on the books, it will simply be policy that capital crimes must include a conviction of something other than mere heresy - that a conviction of heresy LEAD TO the investigation that creates a capital conviction.

If anything, we'd look MORE vigilant in the eyes of the Imperium. We don't just kill heretics - we find out EXACTLY what the nature of their crime was first.

Doesn't interfere with the Ecclesiarchy, Arbite, Space Marine, or Inquisition in terms of THEIR ability to execute heretics, which is where I think you're getting left behind. Their authority supercedes local laws, as they are Imperium-wide organizations and we will be unlikely to oppose them if they're doing something useful and they'll be unlikely to go on a rampage IF HANDLED PROPERLY.

Meaning: cool your jets, we're not promising them anything more than exactly what we ourselves can do AND IT WILL MAKE US LOOK BETTER, NOT WORSE.

    >Change local heresy law
Done. We can totally live with this.

    New policies:
Any charge of heresy is only sufficient for a suspect to be brought in for questioning.
Questioning will be reviewed by internal affairs and must be reviewed by juries if the suspect is held for trial.
No charge of heresy is sufficient to suspend trial.
No charge of heresy is sufficient for a capital punishment at sentencing.
Charges of heresy may be pressed by any officer of government working in an executive capacity or to enforce laws.
Suspicion of heresy may be used for an officer to procure written permission to enter, search, and seize private property, but charges unsubstantiated within a given timeframe will force release of all seized property.
Assault on citizens or damage to private property occurring under an unsubstantiated heresy charge will be made right by the local government at the precinct level.

Let the administrators quibble over the phrasing for a while and seal the deal.

We'll develop something more specific for him later.

He can have some quarters in the palace/administrative complex and all the benefits of being a military instructor mentioned by Rohan here >>18720764 and we'll extend the latter to his fellows that'll teach at the academy.

    What do you guys think?

Your bodyguards are still being trained. Stormtrooper-level takes time. It seems that, in hindsight, you might have been prudent to invest in some more mundane bodyguards until they were trained.

You have your Navy Saber and Plasma Pistol on your belt, which is hanging on a bedpost. Both seem to be in working order. You also have an emergency signal beacon, but you neglected to recharge it with your new position and so many worries, and it's effectively useless.

It strikes you as very odd that any kidnapper with half the experience or common sense Davos has would leave you armed and with a functional but currently disabled signal beacon.

He looks at you with the closest thing a veteran of 20 years of total war can to sheepishness:

"Er, well, your drink, wasn't spiked, at least not intentionally. You see, there's this type of fungus, it's everywhere around here, grows on the walls, cracks in bathroom tiles, so on. If you add a specially bred form of this fungus to whiskey, it reduces the normal flavor of Angry Fire and adds a unique flavor depending on what you're using. It's a Daysimir specialty that's not likely to catch on due to an unfortunate fact: If you haven't grown up around its mundane cousin, you're going to have a reaction to it and pass out for 8-12 hours at a time. We used to slip into Tau water supplies during the War and then just breeze into camp once they were all down to slit their throats. It's pretty commonly used as sort of a hazing ritual for off-worlders."

"I...May have produced the wrong flask to toast to our agreement. I tried to apologize before you crashed, but you went out pretty quick. Must not have had any serious fungal infections recently, I brought you here because the best course of action is to just bring them to the nearest bed and let them sleep it off. Good news is you should be fine now, it only knocks you out once. So you can get roaring drunk on Freedom Moonshine without passing out any earlier than normal."

He looks at his companions: "If it makes you feel any better, I spent the better half of the night tied to a chair with a very intimidating Munitorum pencil-pusher sitting across a blood-stained table from me and a Storm Bolter pressed against the back of my skull until the drink came back from the lab and the whole fungal spores thing was confirmed by three separate reputable sources."

Raises our capacity to field siege regiments, lets us practice makan that chassis, and transports fifty men instead of twelve. Much of our PDF is mechanized, so why not get higher capacity vehicles?

Frankly, the strategic situation suggests Steel Legion and DKoK tactics to me, and those require siege and breakout capacity. Until we get High Imperial tech levels we're going to need some kind of supply chain that isn't too demanding.

The Kriegers are basically applying ww1 tactics in space. Lots of artillery, lots of dead infantry.

Steel legion is basically mechanised infantry supported by tanks. Fast chimeras supported by armoured vehicles.
A gorgon is neither fast nor anything I would call a flexible troop transport.

Not that sensible military strategy means anything in this universe. The Elysians haven't won a single battle that's covered in canon.

Ascertain whether the abhuman can talk, and if he can offer him his freedom in exchange for service, pay, an attempt at life here on this world, blah blah assuming he seems relatively sane.

I actually favor Warhawks over Elysians, but as I understand it the Guard's regiments are most effective when different regimental types fight together, and this is by design to make it harder for an effective fighting force to rebel all at once.

However, as I understand the warped logic of the 40K setting, the DKoK are (somehow) an effective siege force; whatever they do works well for long engagements with minimal support when they're defending or grinding through enemy lines. The Steel Legion on the other hand are an effective breakout force, fuck if I know how.

We'd potentially be in a position wherein our eastern fringe locale won't be able to quickly supply assistance should the world be embattled, so both aren't the worst blueprints ever for a PDF to model itself on.

However, I was kind of thinking along more than one line.

It is worth mentioning that the Iron Dragons are very autonomous and any order of Sisters we did not personally found would likely be as well.

...Now there's an idea - a Promethean Cult SoB Order, preferably with a minor Sororitas order like the Orders Pronatus (they specialize in the retrieving, guarding, studying and repairing of artefacts of value to the Ecclesiarchy) but loyal to us and with militant training. Lara Croft style relic and archaeotech hunters in power armor, loyal to our philosophical tradition and the Promethean cult? I think this idea is a good idea.

"The most intelligent individuals among Ogryns undergo an augmentative chemical process called Biochemical Ogryn Neural Enhancement (BONE), which increases their intelligence further and makes them ideal as sergeants (or Bone'eads) of Ogryn squads.
Although Ogryn worlds provide troops for the Imperial Guard like any other inhabited Imperial world, the standard practice of raising regiments is not used for Ogryns. Units of Ogryns are instead attached to the regiments of other worlds. The unit consists of squads, each led by an Ogryn Sergeant who has received BONE treatment, allowing them to communicate orders to their squad."

It appears that their statements were simply their anger with Malector for dealing in slaves boiling over into an honest question.

Balgor smiles at you. You realize that he doesn't smell nearly as rank as something that looks like him should smell, he evidently bathes and brushes: "Strong Balgor happy to be free, but Strong Balgor kill enemies of New Master free or not. Pay is nice, though. Save up to buy Vest that fits." He slaps the scarred belly protruding from beneath the battered armor.

Malector speaks up: "I had my Explorator alter his voice-box so he can speak Low Gothic, I really should have charged extra for..." He looks up at the glaring Astartes and PDF and decides not to continue.

As you are leaving you ask Mirak about getting patterns for Valkyries and Vultures, he says that he can get them for 40 C in total. On your way out, however, the lights in the building go down. In the darkness you hear Mrak saying "Switching to Night Vision" seconds before the metal grate above you explodes. A hand pushes you to the ground and flashes of gunfire and Warpfire alike illuminate the floor around you.

Several seconds later it is over and the lights return. Around you are strewn the bodies of a dozen starved-looking Genestealers and half as many Brood Brothers. It appears that Davos took a nasty swipe to the shoulder and one PDF soldier was torn nearly in half. The most interesting sight, however, lies to your left.

Standing beside you is a tall, gaunt an older man with black hair and an unshaven beard. He holds a sword that crackles with Warp lightning in one hand and a master-crafted Plasma Pistol in the other. It takes you a second to recognize the basic facial features of the small, grey-haired, shrunken-looking Munitorum Representative you have come to know.

Malector looks at him for several seconds: "If I may ask a question to which you will respond with complete honesty, you're not really a Munitorum Tax Collector, are you?"

The man before you laughs "Of course I am, what else would I be? What I was BEFORE I got this job, now that's another question. And it seems that you've used up your one free question, any further inquiries will cost.

    Malector declines to answer.

In the blink of an eye the man is simply an Adeptus Munitorum Representative again, hunched with old age. But if you look closely, you can see that his shadow is subtly wrong as he continues on his way, his simple robes free of the purple blood that splatters your companions.

No, each number corresponds to one result (IE, 1 would be this event, 6 would be this other event) you happened to hit the "Chaos Raiders from your local Daemon World" number.

A Munitorum Cruiser and two Iron Dragons Strike Cruisers are moving in to cut off retreat.
The city was caught off guard and did not have AA defenses, Traitors were able to take control of much of the cities streets, looting and killing at will. However, once the Militia got organized and manned fortifications their advance and pillaging was stonewalled. Fighting is currently a brutal, bloody stalemate but Traitors have the upper hand and control 60% of the city, although snipers and hit-and run parties plague them everywhere.
The City Hall has been looted and razed.
The Chapter Bastion has fended off three Cultist human-wave charges, but defenders are running out of ammunition.
    PDF forces are closing in.
Davos went along with Mirak with some of his best men, he apparently harbors a homicidal hatred for Chaos Worshipers in general but has a special place in his heart for the Emperors Children, rivaled only by his hatred of Khorne Worshipers this seems to be shared by his men, who are champing at the bit to start taking Slaaneshi heads.

You do not, in fact, have a Sea navy. You can build one later, though.

Your PDF does not have AO or mobile AA batteries.

I don't think you actually bought the Improved Scanners, as you didn't repair any Orbital Defense Platforms to mount them on.

This particular Warband specializes in hit-and-run and sneak attacks. They figured that a Civilized World guarded by Astartes would have good loot, and coasted on minimal engine power from beyond the edge of the system, keeping the sun and eventually your planet between them and you for weeks. They entered orbit above the half the planet where there isn't a single fucking thing but water and rocks and hugged the atmosphere as tightly as they could while they made a beeline for your coastal cities. Ground-based scanners were trained on the sky above and therefore didn't notice the ship until it was practically on top of Rtoas (City name).

This, as you can see, is a serious flaw in your defensive strategy.

Chapter Bastion has been bombarded by Chaos artillery, still holding.

Traitor-occupied territory has become a maze of snipers, ambush points, barricades, and claymore mines.

A Traitor Predator was taken out by a determined mob on the roof of a building with hundreds of molotov cocktails.

You know OP, I don't really want to bitch and moan but I think I'll have to. That shit just does not make any semblance of a sense. Our planet is the second highest tier Imperium planet(of which there are only few in this sector). We have best habitable planet imaginable, we export extremely rare, precious and luxurious products, our population is more than 4 billion people, we spent extreme amounts of capital and effort to repair, restore and improve infrastructure, economy and growth, we give a lot of freedom to businesses and let free market run its course, we imported a lot of new products to improve our trade even more (grain, herbs, etc), and maybe other things that I can't remember.

So how come the GDP of an ENTIRE PLANET is DWARFED by the GDP of fucking of modern-day CONGO (one of the poorest countries in the world)!?

By all logic we should have income equivalent of HUNDREDS of TRILLIONS dollars.
Yes, I know, doing that would throw any semblance of balance into the window but this really annoys me. There ought to be verisimilitude.

Don't tell me it is because the government was corrupt or that economy and infrastructure was in shambles. Going with real-life parallels, Russia is a den of corruption, authoritarian government, with God awful infrastructure and incredibly hostile market for small and middle businesses and it still manages to make 1.4 trillion $ per year, where our great leader Putin manged to embezzle 40 billion$ (is not more) in the past 10 years, and that JUST Putin, if you take all the . So you can't really say that ALL of that money is spent on maintaining shit.

And that trade fleet should rake in more than that. Do you honestly want me to believe that it will take 20 fucking years JUST to break even? Real-life trade fleets pay themselves off in matter of a year or two (and that's being very generous since I know little on the subject)

Besides all of this, it seems we have completely forgotten that we have Las Vegas of ENTIRE SECTOR on our planet which is nationally owned (since we paid for the whole thing ourself, it should be government property). ~97 billion$ comes from real life Las Vegas, and that's just one of the two cities on one country on the earth. We have the only city in the whole sector.

Before you tell me to deal with it, YOU are the one who gave us such a crazy lucrative planet in the first place. If you wanted to let us go from nothing to everything, you should have given us a tiny, poor mineral, hostile, toxic, irradiated planet with a small colony of 1000 people.

A Traitor Land Raider has been trapped in the industrial district after Militia collapsed the street by wiring the sewers below with explosives.

Real life dictators of small, poor countries can embezzle billions of dollars. We, on the other hand, barely have money to spend on improving stuff.

Forgetting about national GDP. We still have private businesses and a trading fleet. Again, going with real examples, the owners of huge companies have incomes in billions of dollars and compared to us, their companies are smalltime. To be completely honest, my estimate of the value of 1 C was a wild guess. Just take building huge bunkers in all of the cities of an entire planet that are intended to survive orbital bombardment and hold off small armies of ground enemies being worth 30C, and fortifying them to WWII Europe levels, but modernized being worth 20 C and work it out from there, if you're that interested. I make no promises about the system making any sense in relation to any real world values as I pretty much made it up on the fly.

I should also note that taxes are low here (Normal taxes are low+no Income Tax) and you have a LOT of projects going. Also note that this is your profit AFTER military spending and everything else.

[I'm not verse in 40k, so if I'm wrong, I'm sorry]

I tried, I really tried to think abstractly but that makes my head hurt even more.

iirc, we bought 20 hotshot rifles for 10c, right? We also bought militarized trade fleet for 300c.
Now, I don't know what hotshot rifles are but I assume they are high tech weapons, but not high enough to be considered Dark Age stuff. So, for 600 rilfes we could get another trade fleet.

Going with real-life parallels again, XM-25 costs 30,000$. 600 of them would be 18million$.
    A SINGLE cruiser costs 1 billion$, a carrier can cost more than 400 billion$.

You see how thinking abstractly doesn't work here either?

Now, about contacting the inqusiton, its obvious the tax man is one or something of similar stature (may hap a sensei), and have the sisters stationed here too.
Considering they would have been whiped out by genestealers and half of them were/are / will be on vacation here.
    Re
    garding the Xeno mall,
they (SoB) would be a good way to have the inquisition present (they technically are part of it) and a good way to dispose of the xeno artifacts that the cotrollers and survailance will deem or find to be subvertive or too dangerous.

Also the xeno mall main function would be to attract various high dignigtaries and big spenders to our planet, from nobles to AdMech Priests, Arbites Magiostrates out to get a edge against their foes, other Rogue Traders, the odd inquisitor or acolyte to gather up some gear and a fuckton of Chartist captains. it would be secondary concern to market to the local population, but a posible thhing. although considering they get low end Eldar gear and have Scavanged High end gear, i dont see why they would pay for mid to high end artifacts.
Also, regarding the current situation, we payd for the all inclusive tratment in the thread where we upgraded our PDF and the Planetary infrastructure. the whole flak and lasguns and all the orbital repairs plus ADVANCED SENSOR for the Genestealer screening and containment for normal people plus some token payment.

    We have ADVANCED SENSORS!

Considering the raid we have the opening to request their aid and stationing here, while htey gratiouly accept it. - a good political move and a way to further cement a position of political strength for Daysimir, and mend the fences between our Space Marines and the Imperial Church. - a thing they will benefit a lot from wather they know it or not.
It also makes the claim of us belonging to teh Holy land Of Ultramar even more flimsy and ridiculous - but we could always invite them to have a recruitment presnece. Having them compete a bit and having represnetnats in two chapers is quite benfical, and itwould allow the Ultramarines to save face. the presnece of the Sisters would allow it since, they could pretend this is a world that has multiple interests in it. - having only the Iron Dragons puts them on a more hostile footing, politicaly speaking.

    IEDs deployed.

The Dreadnought has disappeared in the chaos of the battle.

You have no artillery to level the hospital with, but police and Militia collapse the ceiling on them and shower them with Krak and Frag grenades, plus a healthy dose of yet more Molotovs. Unfortunately for them this warband equips their veterans with jump-packs, and the 1/2 that survived are pissed. Their deaths buy time for the survivors of the floor below to be smuggled out.

The Chaos Land Raider is attempting to blast a ramp out with its plasma cannons, it has had little success so far.

You're actually doing pretty damn good. On most planets the raiders would already be speeding toward the edge of the system, counting their loot and slaves. As it stands they're trying to withdraw to the LZ, running from burnt-out Rhino to IED-flipped Predator and hoping that they don't step on a land mine, because if they slow down enough to check then 80 crack marksmen with lasguns will target them simultaneously, and there won't be much left to put in a Dreadnought. Militia or PDF incurring these kinds of casualties against Traitor Marines is virtually unheard of.

If you go building route, a few tank sells with the detonator loosend to be more sensitive or RPGs would be better served.

This gives me a idea. after this is done have Von Braun Industries work with the University and a few choice people involced to do a series of Movies and Games regarding these incidents.

Starting with the Tau Insurgency, Genestealer infiltration and Chaos Raid Refusal.

RPG, FPS, TBS and RTS variatioins for all three occurances, and three diffrent action vids for each one plus a drama series following people from the start of the Tau dominion through the insurgency, then the combating of genstealer infiltration and then the defence and refusal to be raided by chaos.

Couple it with practical depictions on how to insurect against the alien conquerors and tyrants, detect, defend an deny xeno infiltration, and why one must resist chaos.

In various formats from game like enviroments for juvies to drama filled interpersonal relations for housewifes and hamy action lines for Guardsmen.

Also after this thing we have to either reupgrade our advanced sensors or instal even better ones and get either some SAM Manticore tanks or better yet a few lance sattelites similar to GDIs ion cannon network to swiftly deal with incoming and landed enemies and a few ICBM analogue missile silos to deal with void shielded enemy ships.

Ogryns have been integrated into PDF (Read my posts when I do an update next time) and dropping explosives from buildings is the primary lets-go-fuck-up-a-Rhino tactic in the city.

Your Militia has been trained to Guard levels, they're just second rate compared to your PDF, who were personally trained by the Dragons and have Krieg-style mental conditioning. The Traitors were expecting crowds of civilians fleeing in terror and a scattered and disorganized police force opposing them, if there was any opposition at all. After making this fatal assumption they scattered in all direction with no directives aside from "Loot and pillage, grab all the young boys you can and be back here by X time or we leave your ass behind" and had no battle plan whatsoever. I should also tell you that casualties on your side are absolutely atrocious. For every Traitor that steps on a well-placed claymore or gets taken down by concentrated las-fire, another single-handedly butchers entire militia squads, a Predator tank levels a building filled with snipers, and a Dreadnought shreds a tank column by itself. Casualty estimates are at about 1/8th the entire population of the city (Pop 160,000 people). All I'm noting is that it's very rare for Militia or light-infantry PDF to have such a high kill-to-casualty ratio against Chaos Marines.

PDF have entered the City Limits, contact with enemy has been made.

Davos and his troops are fucking over the Raider command structure with relish all over the city.

Mirak has secured a refugee shelter against a mob of Khorne Berserkers.

The Eight Company lost an Assault Squad fighting a Thousand Sons Sorcerer, although he was killed moments later by a Land Raider.

The Raider Ship is bombarding the city at random.
    >> TheGameroom !E1yyNEjdEc 04/15/12(Sun)10:07 No.18722773
Supply drops are happening across the city, many are volunteers who refused to accept money. Casualty rates are high.

The Raider has been disabled by fighters after hesitating too long before the crew decided to cut their losses and run for it. Considering that it looks like it's been in Chaos possession for a relatively short time, the Iron Dragons have donned Mark III Iron Armor and are boarding the ship so that it may be cleansed and put to use in service of the Imperium.

The Seventh, Ninth, and Thirteenth Companies have landed at the battle-zone. ground gains are being made against the Traitors and what's left of their command structure is coming apart after the destruction of their ship. Enemy discipline is rapidly disintegrating.

    The Creulty of Tau Overlords,
The Insidious Tyranids and The Sacrifice of Opposing them,
and The Horrors and Atrocities done by the Ruinous Traitors of Chaos.

Also, regarding the CSM and their infantry ratios that is to be expected, a tank taking out a sniper nest is what is expected, but i am unsure of a dread taking out e entire collum of tanks. - that is a lot of guns. but then again or tanks are shit.

Now that the PDF is on site, heavy weapons and Leman Russ type tanks can take the heat of the local heroes and drive hard and fast at the enemies heart.

Start City relief and clear up. use military ransports to clear rubble, dispense medical aid, food, basic necesities, search for survivors, etc

Auction for Rebuilding projects. the best and most cost effective proposal will win. they will have to meet the parameters they submited.

Invite the sisters to base a Scion of their Covenant here. - our hatred and succesful fight against The Archenemy should indicate that it is the Emperors Will, and considering that our sons get the change to join the Emperors most prestigious warriors, it would be unjust to deny such a opportunity to our daughters.

with this they would get a sureshot recruitment ground , especialy if they start to invest in the city - reconstructing it with somewaht more Sister-y feel would give them the best option to promote the Imperial Creed on this loyal world.

(as well as mend fences with the iron warriors. - no need to have the secotrs best forces at each others throaths)

Q: How did the Plasma Cannon Veteran fare in his obliterator hunt?

depending on his status we could tailor a cautionary tale on using xeno artefacts taht is acceptable both by our population and the Imperial market.

We could have him claim teh weapon in heroic combat, in the Tau series of the media productions and then heroicaly using it to combat chaos oblitarators only to run out of ammo, in a critical situation, and having to run for a imperial weapon.

A good way to pose the dangers of using even safe, sanctioned xeno artefacts as well as a publicity stunt through its capabilities in a experienced warriors hand for the future xeno-mall while at the same time setting a good, non heretical, imperial pragmatic frame about it.

Okey guys we need to start marketing the planet for outside nobles and investors to build their crap here, we also need to convert some of our crap milltia tanks into dozers to clear up the city.

Infrastructure wouldn't hurt either, with a hive/city connecting railway, and to increase accessibility to the infrastructure have smaller railways connect the agriculture and mining operations to a spaceport.

dunno about how to repair that Popularity loss from the SoB though - perhaps with having them draw in a lot of Sister hospitalier to aid in the care and tratment of the survivors, while they fund a some effigies in the city reconstruction?

Right , regarding the media production issue, a remasterd plan:
First Von Braun Media Production start a documentary on the recent Raider incursion, atrocities and their vanquismet.
Then we will hunt down any footage from the genestealer incident and the Tau resistance we can get our hands on. throw reenactments for all three. once we get a solid, accurate documentary series release them for local public consumption.

Once that is done continue to expand on the material andstart on the Action Movies and A first series of games (FPS, RTS, TBS) for them. Starting with the Tau, continueing with the Tyranids and finishing with Chaos. a nice series of releases that goes for both internal and export markets.

then once that is done go with a dram series for a overreaching plot from the Tau and going up until reconstruction from the Chaos. The whole shebang and coupled with some RPG and Sim Game.

Incorporating ideas , parables, cautionary tales, tastefull propaganda and instructional and informative content in all three of them.

The things I think we can get the Families and other Ecnomic concernts to buy or fund alongside us, with a distributed recieving on them would be :

Mag rail, Recycling, and Com Towers. - all can be privatizedand made a serious profit in.

A second batch we can get support in is from city sized administrations to boost their own infrasturucture, revenue and protection -

Airports (lower price and i think they would think likewise on leeching on the main space port.), walls, and either roads or advanced roads.

    we have a total of 36 C (41- 35 reconstruction+30 sector given) and 35 C personal.i

suggest we see about gaining support on those projects, and then fiancing Industry (30) leaving government funds at 6 and use our personal stash to join in with the Firms and pick up their slack if they do slack as well as the proportional profits. - perhaps even chip in with the cities on airports or roads if we can affort them provided we get proportional taxes on the infrastructure usage.

the com towers in particualr shouls sound appealing if the comapnies go for it on the city side since it would allow them a social controll on them and a cut on the profits the companies would makefrom their boradcasts, while at the same time getting use of them in case of emergency.

roads i doubt would be that attractive considering the mag rail, but who knows.

The walls are something selfexplanatory, and given the options to get them, they ought to be pressed by their voters to get them, i susspect.

While airports would be apetizing in getting a higher and faster volume of trafic, again revenue for the local administration while at the same time giving themselves a fast way out of doge in case the city gets attacked or a fast way into it , depending on their mentality.

A word about the Raiders: The Iron Dragons requested info on them from Sector Command, here's the breakdown:

Obviously a massive warband, but since the Champion was both a greedy bastard and something of a coward he decided that, instead of invading a planet and fighting a long and grueling war he would probably lose, he would just raid planets with the force of a Chaos Army, pick a particularly wealthy but not too well defended city, loot it, take the population as slaves, and burn it to the ground relying on brute force, strength in numbers, and getting in and out fast to allow them to essentially steal a city. After his Raider (The go-to ship for getting his forces to and from a planet fast) was taken his forces started to lose what little cohesion they had just in time for the Iron Dragons to Deep Strike 9/10ths of their entire Chapter directly into the combat zone, followed by missile bombardment and the Guard moving in as the Anvil to the Iron Dragons hammer. They were slaughtered, and Chapter Master Raltus Ar'kryn literally tore their Champion into pieces. Now Warlord Kraktor is pissed because you exterminated his most disciplined, largest, strongest, and most loyal warband, killed one of his best Champions, and deprived him of his primary source of Tithed loot and slaves. All the other raiders are pissed at you for killing one of their own, but aren't going to risk their necks trying for you after what happened to the Fist of Chaos Warband.

The place where all enemies of the Imperium become food for Daisies.

Perhaps even mock graves for enemies fallen on Dasymir overgrown with Daisies?

the only use for that would be costal patrool and combat boats and subs to house more Missiles and lasers and deathstrike for stealth planetary contestation and anti orbit in case we get occupied, invaded or loose orbital superiority.

else, the starting SDF with its first ship the reasigned Raider is more then enough to park itself in orbit and do some Ortilery strikes in support of siad patrool and costal combat boats.

What we need to get is more sensors (we bought the ones that would let us break through holofields and mimick engines if i remeber corectly) placed all over so the stunt the raider pulled cant be done again. or other stunts.

but that is for when we have lots of cash and start building space ships.

now after these infrastructural investments we need to focus on getting better equiped for the PDF and our Guard recruits, deal with the ultramarines in way that puts us politically well, gain more popularity, and gain more money. far, far more money!

we have that rogue trader intermediary xeno artefact mall, and the Von Braun dynasty. both good ideas that can make a lot of money and a lot of political capital. I hope we can do them in the next thread. or soon.

Woke up out of my sleep and noticed you guys had kicked the shit out of a major Chaos warband despite a few rocky strategic and tactical situations and holes in our defenses.

Well done, anons, that's some pretty heavy stuff. IMPRESSED.JPG

Going to make a discussion thread for this quest shortly, because I am a whore and want to write more speeches and all that crap.
